president obama is expected to go to arizona to be at t omorrow's service. the doctors say there was no change overnight in the c ongresswoman's condition. doctors say she's responded to verbal cues by raising two t hingers and giving a thumbs up sign. they say there's no swelling on the brain but the next couple of days are critical.

>> reporter: good morning. this is a theme where you had firefighters throwing their lad itsers -- ladders up and helping victims trapped in this burning building. you can actually make where crews are -- chop through the wall here. we know three people that jumped from the balcony. one man backed his pickup truck bap up the -- back up the b uilding. six people had to be taken to the hospital.

>> i could see it was kind of smoky in my unit. i went to the front door and opened the door just a little bit. it was just a wall of black smoke. it just came rushing into my room. now, woo and two dozen others are now staying up the -- at the senior center temporarily. none of the injuries are life- threatening. that's the good news. damage estimates are in at about $1 million. now investigators will begin the difficult process of sifting through everything trying to figure out exactly where this fire started. we do know it was the second floor but we don't know how it started yet. we're here live in belmont, i'm tara moriarty. some residents in san francisco with still airing out

their homes after a gas l eak. the leak was reported at about 11:30. firefighters say it came from the benita house. we did talk to pg&e. they don't know if the gas is back on. they won't know until later this morning. massive numbers of -- number of birds have dropped dead. now there a -- there is bird death history in the bay area. jade hernandez has more. >> reporter: we are live off 101 south of gosser -- geyserville in sonoma county.

the california highway patrol responded. more than 100 dead birds were found clustered on saturday. you are looking at a picture courtesy of "the press d emocrat." the birds are being tested. a very similar sight was spotted on new year's eve. as many as 5,,000 red-winged blizzards were spotted. some speculated fireworks may have played a role in the birds' death or storm may have contributed to the birds' confusion. shortly after that, about 500 people were found in louisiana, about00 miles from the ar -- about 300 miles from the arkansas incident. we do know they are being investigated. of course, it's all still a mystery this morning. reporting live in sonoma

>> no. i'm not a politician. i'm not a career politician. i've been an administrator. that's what i do. and also during this time, i want the city to feel comfortable, to feel safe, to feel that the city is being taken care of while they go about their job electing a new mayor. as you say a non-politician, then. what does the nonpolitician plan to do with the budget deficit. i know that's one of your big priorities. the $16 million is a concern. it's been a concern of mine. just as the department head along with the other department heads. but being in city government for 21 years and this particular administration, we saw -- we found the san francisco way to balance the budget. i'm sure we'll have the a lot of the tame talent and dedication, including the public, members of the board of supervisors and the mayor staff and budget staff working

together with the community groups, to find that balance. i am obviously concerned with what the state is doing. i don't have the details on it yet. but we will be getting briefed this afternoon and early tomorrow and so i will have more details to share with staff and share with the board on that. i am particularly concerned about the redevelopment agencies and that redevelopment agency has been vital. it's been -- i don't want to lose it. it's been a great saving agency for our city. we'll be sharing that concern with many other mayors, major mayors in california. governor brown, i know he's been a former mayor and understands the redevelopment agency. hopefully that will work in our favor. >> okay. we'll continue the discussion with you on another day. thank you for joining us. >> thank you very much. let's go back to dave.

welcome back. well, the pilot of this crop duster was killed after his plane clipped a tower on a remote island in the delta yesterday morning. this happened on web track island in contra costa county. the pilot identified as 58-year- old steven allen of portland in sacramento county. the ntsb is investigate egg the exact cause of that crash. well, light planes like the one used in crop dusting, they are not required to have basic safety equipment that's been in cars and trucks for years. but right now, members of the n tsb are hearing if shoulder harness seat belts and air bags might be beneficial in those kinds of aircraft.

they are hearing a report on how well people on nonmilitary and noncommercial planes that have had that equipment survived compared to those on board planes without those futures. right now they are optional for light planes. some state employees may have to give up their s tate- issued vehicles and cell phones. governor jerry brown wants to cut the number of employee cell phones in half to help close the budget gap. right now, the state pays for did the 6 -- pays for 96,000 cell phones. he's asked how many state vehicles can be cut. >> how are we moving along on the roads. we're gonna start with this, watching the tilley con valley report. jamming up into the valley as we look for chp incidents. we don't have anything in the immediate area. we've had a couple of things.

northbound 280, a minor accident but they are not in the labors. how far, you know how that goes. people may be slowing down anyone way to take a look at what's going on on the shoulder. taking a look at 880 northbound in oakland, you will see traffic is going to be moderately heavy on way up to the downtown oakland area. if you are trying to get into san francisco's downtown, it's backed up for about a 15-minute delay at the bay bridge toll plaza. taking b.a.r.t. instead, their trains are moving on time. let's go to steve. light rain is starting to move in. sanfrancisco, oakland, concord, north. this is a very weak system. it's there and it's giving us much warmer lows. more 40s than 30s and 20s.

fire. some of the victims had to jump to get away from the fast- moving flames. tara moriarty joins us live. >> reporter: good morning. fire crews just spoke us around the back side of the building to show us all of the damage. if you take a look behind me, there's the stairwell. you did see -- you can see where they started from. that's where the fire started. we know three people jumped from little balconies or windows -- from their balconies or windows. we're at the apartment complex where the fire broke out. you can see flames shooting out of the second story. dozens of people had to be evacuated. six people were taken to hospitals. >> i've only seen this type of thing happen a few times. but that type of fire 57

intensity, you want to get out of the building. people can't get out through the normal means, they are gonna get out any way they can. >> reporter: here's video we shot of the damage. the fire started from the second floor. you can see where flames lapped up to the third floor. crews estimate about a million in damage. an investigation is underway to determine how it started. now, again, luckily everyone is okay, including lance woo who got out his cat safely. he says he climbed on the ladder because the fire was too dangerous to get out any other way. pittsburgh announced the suspension of a pressure test on natural pipe gas lines like the one that performed on the

three children are in kp -- dps custody. their mother went to the store and visited a friend. police found the one of them, the 3-year-old outside. it was 3 degrees outside. light rain had been falling. police say the mother had been drinking alcohol. a san jose nightclub may have to close its doors for g ood, following a violent night that left three people dead. police say two people were shot to death at the mexicali club saturday night, the body of the third script was found not far from the club. police tell us there were no security guards at the mexicali last night which is in violation of san jose's entertainment permit. the club has been temporarily closed down but a permanent closure is being considered. jelly's dance cafe has been fighting evacuation since the summer when a richmond man was

victim firsthand. the second hour of "mornings on 2" starts now. welcome back to "mornings on 2." i'm tori campbell. >> i'm dave clark. it's tuesday, january 11th. we're gonna start our 8:00 hour with developing news still coming from the peninsula. investigators in belmont still looking for the cause of an early-morning apartment house fire. six people were hurt, including two people who actually jumped from the balcony of that burning building. tara moriarty has been out there all morning and is back with the latest update. >> some incredible acts of heroism here this thorning -- heroism. we know that firefighters saved three people trapped in the

cancelled all over the country. we did check with sfo for you. officials say delta cancelled two flights departing from san francisco today. airtran cancelled a flight overnight. 8:15. out today a final report by a presidential panel investigating the gulf oil spill. among the findings that congress and the obama administration need to do more to prevent another disaster like this one from happening again. the commission recommends an increase in funding and training for the federal agency that regulates offshore oil drilling. it also recommends a higher liability cap for damages. and says 80% will go to restoration. president obama will travel to sue ton tomorrow to honor the victims in that shooting. alison burns -- alison burns
