in critical condition. and we're learning more about another shooting victim with ties to the bay area. patti lee is here now with that part of the story. >> reporter: one of the shooting victims is susan hileman. a well known community activists who raised two children in tiburon before retiring to tucson with her husband. waiting to meet representative giffords when the gunman started breathing. >> she looked me in the eye and said, what about christina. >> reporter: hyman said he had to tell his wife the truth. christina was dead. and the outing she planned with christina had become a national tragedy. >> she's only coming out of this very slowly. i'm not for sure what all is going through. >> reporter: the shooting is

felt deeply here in marin. where hyman served on the school board. >> the only reason she was on the school board was to help to inspire children. >> reporter: she says hyman was known throughout tiburon as a tireless activist who maintained a blog that tackled issues of the day. >> i think suzy will probably always be involved. maybe everyone more so now after having this tragedy happen. >> reporter: the reed union school district sent this e- mail out to parents letting them know hyman with no longer in critical condition but to keep her and the other shooting victims in their thoughts and prayers. reporting live, patti lee. while calling for stricter

gun controls, senator boxer talked about giffords. >> she lets people know that they count, and even if they don't agree with her, she represents them. >> boxer says she supports a current proposal to ban high capacity ammunition clips. for the first time since the shooting, the parents of that 9-year-old killed express their thoughts. they say they care for the victims and their families. part of the statements reads quote there are no words that can possibly express how we feel. we wish that there were, so we can make you feel better. we don't understand why this happened. for the latest information in the tucson shootings, you can also go to our website ktvu.com. we are constantly updating with the latest information. just click on the national tab. we have new information on a developing story we've been

covering all afternoon. traffic is moving although it is moving slowly on the dumbarton bridge after it was shut down on both directions. a man sitting on the edge of the bridge was threatening to jump. that man is now in protective custody. again the dumbarton bridge has reopened in both directions. however the chp says traffic delays may last well into the evening. in another cost cutting move, governor jerry brown said it's time to hang up state owned cell phones. ktvu's ken pritchett joins us now. he's in sacramento with the details and how much it's expected to save. >> reporter: governor brown says in order to save money that he will give up his state issued cell phone. and he expects and he's ordered thousands of state workers to follow his lead. >> do you work here? >> yes. >> reporter: 96,000 state workers have them but governor brown says half of all state workers must hand over their cell phones by june 1st.

>> i think it's a great idea. >> why? >> because we need to cut back wherever we can and our first priority is to educate our children. >> they should probably reevaluate the whole issue and give it to only essential employees. because right now it's like a perk that people receive. >> reporter: governor brown called the number of state issued cell phones outstanding. >> 40% of the state employees have cell phones. this is money. this is millions of the dollars. >> reporter: brown estimates california could save $20 million a year in cell phone bills. >> i am giving mine in right today. >> reporter: $20 million a year is minuscule compared to the state's budget crisis. but brown says it's a move to cut out waste as substantial cuts are made to other programs. the state workers who talked to us did not object to the cost cutting move. >> it might be one of the more less painless ways you know to address the issue he has facing him. >> reporter: governor brown said he's also going to ask his department heads to try to

determine just how many state owned vehicles can be cut from the fleet. so far california has about 15,000 rather 13,000 vehicles owned by the state. in sacramento, ken pritchett, ktvu channel 2 news. after a lot of political maneuvering, san francisco has a new mayor tonight. >> mayor for the city and county of san francisco. >> mayor for the city and county of san francisco. the administrator ed lee was sworn in as interim mayor just about an hour and a half ago. he becomes the city's first asian american mayor. >> i make that pledge that i would do my very, very best to represent all of the communities that you live in. >> oakland mayor gene quan the first asian american to be

named a mayor attended the swearing in. sal castaneda attended and is joining us with what's next. >> reporter: the board of supervisors, four new members are still in session at this hour. all four members had been to city hall before but they say being here today as a new supervisor was different. >> i don't think anyone comes in knowing how to be a supervisor. >> i've been trying to make my way around, i am still looking for the kitchen. >> reporter: all members told us they were ready to roll up their sleeves and get to work right away. >> for me transportation is my number one priority. we have a major challenges facing us in terms of transportation. nimmu and making sure we're investing in it. >> one issue we plan to start working on immediately is bedbugs, which is a big issue.

other issues are pedestrian safety. >> reporter: this board may be less bogged down between battles between progressives and moderates. >> i don't label myself. i want to stick to the facts. you have an idea, and let's get to solving. >> it is cool, but it's also very humbling and i think you cannot help but sit there in the board chambers as i was and we were all saturday, this is an incredibly great time to be part of san francisco history. >> reporter: the board of supervisors meeting took a break, all the supervisors came downstairs to hang out with ed lee and a big party they had at one of the light courts there to celebrate mr. lee's appointment. then the supervisors finished their break if you will then they went back into chambers

and that's where they are right now inside the board of supervisors chambers holding their regular meeting. live in san francisco, sal castaneda, ktvu news. ed lee joined oakland mayor gene quan as the first asian american mayor of a representative city. >> i cancelled three meetings to come over here and watch san francisco make history. >> reporter: quan says she looks forward to working with lee on a variety of issues including how to respond to budget shortfalls. the two have long worked together. rain returned to the bay area today. folks made good use of their umbrellas in downtown san francisco. but because the rain was so light, some folks decided an umbrella was not necessary. most people were bundled up because of the rain, wind and

cold temperatures. our cameras caught a similar scene in san jose. folks zipped up their jackets to deal with the afternoon rain. a san jose fire dispatcher tells us the rain has not caused many problems on the roads. mark tamayo is here with what we can expect for this evening. >> still a few lingering showers. today's weather disturbance producing some light, maybe a few moderate cells. rainfall totals not too impressive for santa rosa, san francisco, oakland. there's the motion of the of the rain showers moving across the bay area earlier this afternoon. you can see the coverage out there, light returns as we come in a bit closer down to parts of the south bay and also for the peninsula as well. we go ahead and move the maps up to the north. still wet roadways for parts of marine county. darker shades of green, 45 minutes right now. it is approaching fairfield. so rainfall rates will be on

the increase at least in fairfield in the short term. a bit of a break in the action for tomorrow. but there's another weather system i'm tracking offshore. i'll have the timing on that coming up in just a little bit. mark, thank you. and for a look at the live radar in your neighborhood. you can go to our website ktvu.com. and click on the weather tab. san leandro police revealed surveillance videos of two men. these photos show the robbers who entered the bank on east 14th street just before 10:30 yesterday morning. police say the men in the white shirt jumped over the counter and took cash from the tellers. then the two ran away. people who live in a belmont apartment building spent the day trying to salvage what they could after a fire tore through their homes. forcing some people to actually jump to safety. ktvu got an exclusive look

inside the buildings on carlmont drive. some of them, including a pregnant woman jumped to safety. one resident also took action to call for help. >> the fire alarms are the old fashion kind. you have to manually set them off. so i broke back in the front door and you know set off the fire alarms. >> the pregnant woman was not hurt but two people did suffer broken bones. four others were treated for smoke inhalation. so far no word on if cause of that fire. a south san francisco meat processing plant has agreed to -- columbus salami will pay $850,000 to install new sensors to detect ammonia and to detect an emergency system for neighbors. the company admits no wrong doing for the august 11th leak that sickened 20 people. a fierce storm is crippling airports. we just received new information on what that means for bay area travelers.

positive earnings reports led to modest games on wall street today. sears and tiffany and company all reported strong sales. at the closing bell the dow jones was up 34 points, the nasdaq gained nine. the battle over who founded facebook landed in a san francisco courtroom today.

a federal appeals court is mulling on whether to reopen the feud between zuckerburg and twin brothers who say it was their ideas. they say that zuckerburg stole their idea. the three reached a $65 million settlement a year ago. but the twins now say they were duked. >> he lied to our faces for a month and a half. >> reporter: the legal feud was part of the plot of the social network. there will soon be more competition for iphone users. right now service is available exclusively through at&t. outside of a store customers welcomed the option. customers can preorder the

phone starting february 3rd. a two year contract will be required. a couple, boy they beat the odds, giving birth to a naturally conceived quadruplets. rita williams is here now with our report, rita. >> reporter: frank, you're right a redwood city couple at stanford hospital has what you might say hit the baby jackpot. >> you are holding them all for the first time. >> yeah. >> reporter: that's right, not just one, not just two, not just three, but four baby girls. when proud mom samantha win held her litter of little ones for the first time just after christmas here, they were already two months old. >> i was expecting one, now we have four. >> reporter: naturally conceived on the first try, no fertility drugs here.

they were told first to abort because the first ultrasound didn't show a fetus. but each ultrasound after that showed still another baby. >> i was shocked. just like, speechless. and i cried. >> reporter: two of the girls are identical, the odds of that happening, one in a million. but there's a chance that all four are identical, one in a billion. >> once they all came out, it was a party. >> reporter: born by cesarean, each girl weighed less than 2 pounds. now they weigh from 4.5 to 5.5 pounds each. >> the tests that we've done so far give us reason to be very optimistic at that point.

around fairfield, those darker shades of green do correspond to more increase to that moderate rainfall right around cordelia and fairfield. rain showers will continue to be on the increase as well. right now focused on the western part of the city. mostly the light side for this evening. so your forecast for tonight, the more clouds, a few showers out there tomorrow. partly to mostly cloudy. the weekend though, no rain clouds. a dry pattern, probably the biggest part this week, a potential we could have patchy fog. you can see the approach of today's weather system already to move out of town. but still a factor in the short term. and another cold front here in the pa pacific. on thursday, a funnel will approach. highest chance once again will be up in the north bay. especially for the morning part of the region.

you can see the snow moving through the sierra. tomorrow we could have a few lingering sprinkles by 6:00, 7:00. as we head into the afternoon hours. still lingering clouds. you can see the approach of our next weather system as we do head into thursday morning. the plan for tomorrow at 7:00, 40 to 45 degrees. the possibility of a few sprinkles by 12:00. by 4:00. 52 to 47. forecast highs for tomorrow, santa rosa, 54, san jose tops out 56. half-moon bay 55. temperatures start to come up a little bit in the next few days. there's that rain cloud as we head into thursday, then it looks like a dry weather streak through friday, saturday and into sunday. julie and frank we'll have to keep an eye at least on the morning fog. especially for the weekends mornings. atlanta is still snowed in. temperatures there were so low today that ice and up to 9 inches of snow in some areas

remained on the ground. some of trucks have been stuck for more than 24 hours. the winter storm that created this storm is expected to slam the southeast tonight. the ice that's crippled the atlanta airport is affecting the bay area. i want to show you a live look tonight from san jose international where officials say there were no problems today, oakland international says there were only three flights cancelled. airlines are raising fares. this is the first increase of the year. but the third in the past

a deal has been struck for new naming rights at archo arenas. power band has reached a deal to pay $27 billion a year. some athletes say it helps their ability to play. scientists say the bands do nothing. and maybe the sharks need some of those power balance wristbands. >> whether they help or not. they definitely need something. the sharks have lost four straight and have scored just five goals in their last five games. they come in three slots out of play offs. sharks got some good news, whether dan boyle will be the team's lone player in the all star game.
