good afternoon, we begin this noontime with new information on the shooting of a heyward man. the suspect behind bars in this case is the victim's 15-year- old son. ktv's paul chambers spoke with heyward police and joins us with the latest. good afternoon, paul. >> reporter: good afternoon. investigators spent into the wee hours of the night here they resumed their investigation a few hours ago. they have a lot on their hands. it's unclear if it was intentional or accidental shooting. this is what we do know: a 36-year-old man is in the hospital after his young son shot him. a witness told ktvu that this house is where a 15-year-old boy shot his father yesterday around 4:00 in the afternoon. heyward police say they found a 36-year-old man suffering a single gunshot wound to the head e it's unclear what led up to the shooting. >> i'm not sure how this transpired. it could be anything from self defense to, you know, some sort

of an argument. in fact an accident, unfortunately. we're looking at everything right now. >> reporter: published reports state that the 15-year-old lives with his sibling at their grandparents' home. it's said the mother and father had an altercation before the shooting. a neighbor was told the mother asked the father to leave. the grandfather stepped in and was pushed to the ground. it's believed the young man shot his father and ran from the home. he was later found in a nearby park. >> officers canvassed the area, were able to locate the subject, the 15-year-old boy and they also recovered a gun at the same time. >> reporter: now, as of right now investigators say they have yet to talk to the 36-year-old victim. as for the son, he is still in police custody and there are no words on any charges that he may be facing. live in heyward, paul chambers, ktvu, channel two news. thank you paul. light rain is falling on the bay area. the front is moving through our our yeah at the moment.

most of the heavy rain fell in the north bay, but the entire region is wet. our cameras caught these people with umbrellas in oakland. steve will be along shortly to tell us how much rain will fall. and how long it will last. the golden gate bridge without toll collectors? that's the discussion going on right now that would make the span the first in the country to go all electronic. jay hernandez joins us with an update from the golden gate bridge. good afternoon jade. >> reporter: good afternoon, on the table the future of the toll takers at the golden gate bridge. in a meeting which began an hour ago and continues right now, officials became very familiar with the term aet, all electronic tolls. and this finance committee meetinged to the electronic revenue collection manager talked about the benefits of ate, easier traffic flow, lower vehicle emissions and a

monetary savings of 15% in the first year. this is the first of 33 steps to get out of a budget deficit over the next five years. 32 toll takers who are expected to be transitioned into other jobs, have salaries which top out at around $54,000 a year. the deficit is due in part to state funding cuts and the $75 million they've pledged for the more than $1 billion project. during the presentation there were a lot of questions about how the golden gate bridge district would recoup losses from commuters without license plates or transponders. >> we are proposing to enhance the network, where cash networks exist you can get a fast track transponder and not identify yourself. >> today's presentation is the first time we are before the finance committee informing them of the findings. the findings are it will work at the golden gate bridge and save $19.2 million over an eight year period. >> that's the golden gate

bridge spokeswoman. one san francisco woman told us it's a good idea in theory, but perceives some problems. >> i think there are so many foreigners who cross the bridge. i don't know how complicated it will be for them to understand a system and have nobody there to help them. >> reporter: to give you an idea of what this means for drivers, the 67% of the bridge users already using fast track would continue to pay $5 to cross the golden gate bridge. drivers without tracks ponders would be sent a bill in the mail, cars without license plates would be find. a preliminary committee vote was expected today. i am told right now they are very close. a final decision on this matter is expected at the end of the month on january 28th. reporting live in san francisco, jade hernandez, ktvu, channel 2 news. thank you, jade. a new bill in the state assembly would close a legal loop hole that allows some state employees to avoid paying tolls and red light tickets.

the 33-year-old law was originally intended to keep the home addresses of judges and police officers confidential. but some people are abusing the system and not paying the fines simply because they never get a ticket in the mail. the new law would require anyone who applies for confidentiality to provide the dmv with a current employment address. tucson doctors treating congresswoman gabrielle giffords are starting to call her recovery a miracle. they say very few people, even survive a gunshot wound to the head. today doctors said she's been moving both legs and both arms, she's opened both eyes and is responding to friends and family. >> today we're doing very aggressive physical therapy with her. we actually got her out of bed and dangling on the side of the bed as well. so we're very happy about this process and so far it seems like everything is going forward without any setbacks at this position. >> doctors say her full-time job for the next year will be working on her recovery, but

it's too early to tell if she'll suffer any long-term effects. giffords was one of 14 people injured by the loan gunman last saturday, another six people were killed. a short while ago the largest flag recovered from ground zero after the 9/11 attacks was unfurled and raised at the funeral of the youngest victim of that mass shooting, nine-year-old christina taylor-green was born on the day of the terrorist attacks and her short life ended last saturday. christina's funeral is the first. the third grader had an interest in politics. she was the only girl on her little league baseball team. we're just getting word that tucson police believe they found a black bag that caused an argument between suspect jared loughner and his father the day of the tucson shooting. police say a teenager walking his dog found the bag in a dried riverbed this morning. there are reports the bag was holding am munition. you can get the latest developments on the tucson

especially the residents in my district by a culture of come complacency. >> a share of the commission responded that hill failed to mention the pcu has formed a panel to look into the san bru know explosion. firefighters have a big clue as to what may have caused fire that destroyed several businesses near the bay area. you'll hear it ahead. a one of its kind historical museum reopened in the bay area this morning, with what some people are calling a 21st century makeover. we have the details on how much more rain we will see. graffiti message written on a bathroom call at uc santa cruz has caused problems throughout the campus.

several businesses have been destroyed after a fire at a truck stop off interstate five early this morning. the fire started after midnight in the attic of one of the buildings in westlyian. some water was brought in from a nearby canal. the fire may have been caused by an electrical problem, but it is under investigation. no one was hurt. uc santa cruz officials are investigating what they say was threatening graffiti in an on campus bathroom. even though the graffiti was

discovered last month, they waited until this week to alert students. >> reporter: the message written inside a men's bathroom wall is being called graffiti at the same time campus officials say it's serious enough to warn 20,000 students plus staff. the appropriate amount of discussion was to warn people that this was a threatening, this was threatening graffiti. >> the university will talk about the specific threats, but some students we spoke with said the content of the message are not a big secret. >> this guy said he's going to take out himself with three others within like commit suicide and kill three other people. >> we were all a little worried about the date that was on the wall, january 18th. >> the person who wrote the message said he would carry out a violent deed on january 18th, 5 days from now. school officials say they know of no significance of that date. a student discovered the note in early december, yet the school

didn't tell students until two days ago, after the shootings in tucson. the school says the timing is a coincidence. >> despite the fact that many students have expressed concern over what was written, very few of the students today at social sciences building number two could actually tell me where those messages were found. >> reporter: others say the message is not to be taken seriously. >> i don't think anything is going to happen. there is always threats. when i'm board in class i write different things on the desk. i don't think something is going to happen. >> reporter: to another student it is no coincidence that the message was written in a building that houses the psychology department. >> i think it's unfortunate really. it's obvious that the person who wrote the message is asking for help and wants attention. >> reporter: in santa cruz, greg debro, ktvu channel 2. a new san francisco campus is making progress. the campus is built in two buildings in north beach near washington, jackson and columbus. the school currently uses the facility on fillburn street

that they rent from the san francisco unified school district. the campus was supposed to be completed in january of 2012, but the date has been pushed back to may 2012. now to a story you will see only on ktvu, channel 2, at&t is offering a $10,000 reward for information on whoever is deliberately cutting it's phone lines. the company says the lines have been cut at dozens of junction boxes around walnut creek over the past few months. whoever is targeting the system has struck late at night, cutting phone service to hundreds of customers. >> we're not going to speculate about who might be doing it, but we do know that there is a pattern and it's a pattern of someone who appears to know what they're doing. >> at&t says a major concern is the vandalism could prevent someone from reaching police or the fire department in an emergency. the company says it's technicians will usually not be working at night and they'll always wear a uniform with an id

badge and will drive in a marked vehicle. if you see someone working in your neighborhood who does not meet these standards at and t wants you to call the police. the sheriff of marin county says he will not enforce the county's ban on smart meters. sheriff bob doyle says county supervisors had no authority to impose the moratorium last week. he feels the smart meter ban would be impossible to enforce. many people are worried about the radiation coming from these smart meters, but a major study released yesterday found there is no scientific proof that radiation poses a public health threat. today the federal government is proposing new rules for the golden gate national recreation area which could drastically reduce where dogs can roam off leash. the newly released environmental impact report outlines rules for 21 federal open space areas in san francisco, san mateo and marin counties. officials say the new system is meant to strike a balance between plant and wildlife

protections and 16 million visitors many of whom are dog owners. the public will have 90 days to comment on the proposal. we're going to check in with our meteorologist, not such a great day to take your dog for a walk, steve. >> not right now, maybe later. it was this morning. we had cloudy skies, and rain systems moving through right now. most of the precipitation, the heaviest amounts have been to the north. i'll show you totals in a second. san jose there is some rain on the camera lens in san jose meteorology department, webcam ras. there is not much of a system, but it gave two thirds of an inch to one of the leaders in the pack when it comes to rainfall totals. the system will march through, left behind a lot of low level cloudiness. that will keep us under cloudy and mostly cloudy clouds. santa rosa picked up a third of an inch, after that it tells off. petaluma two months, and row day owe .08, san francisco, oakland, .03. most of it is a misty, drizzle,

there were heavier amounts to the north. especially the north bay. the system looks to be falling apart as it does in the south. temperatures in the 50s. 57 san jose. as the system came by, so the rain is cooling it down. but look at fairfield, 50, napa 51, santa rosa 51. san rafael 51. palm springs already 70 degrees, so somebody is starting to get in on this high pressure building in and warming us up. 68 san diego, los angeles 65. 50s and 40s. light rain is moving through. cloudy and cooler with light rain. by tomorrow there will be another system but all these systems over the next couple days will continue to push in, we'll see clearing tonight and fog forming. no doubt about it tonight into tomorrow morning. the next system will give us mostly cloudy skies and the possibility of rain on friday. mainly, mendocino county, lake county north. any time you see systems lined up like that, it's a strong low, running into resistance, but keeping the possibility of light

rain thursday. after that it looks like high pressure builds in and everything builds and goes north, i mean way north up to seattle and vancouver. but we will have clouds coming from that system. clouds and rain, cooler, the heaviest rain where we expected it in the north bay. highs 50 to 62. there are mild conditions out there, upper 50s. low 50s at best, north bay, parts of the east bay and also san francisco and the peninsula and for the south bay 50s and 60 to near 60 for morgan hill, which was 68 yesterday. >> a long time since we said that. cloudy, partly cloudy friday and then a combination of if you can get the sun it will be nice, if not the fog could be tough as we go into the weekend. >> thank you, steve. some prescription painkillers will carry a new warning and new limits on a key ingredient. the food and drug administration said it will cap the amount of the acetaminophen in vicodin, percocet to prevent liver damage. some carry as much as

taking a live look at the big board on wall street, stocks down after a report found that more people applied for unemployment benefits last week, rising 35,000 from the week before. that's the heightest level since october and above what analysts had predicted. right now the dow is down 40, and the nasdaq down six. a new report released this morning shows that last year was the worst year for the housing crisis that started in 2006. the report from realty track shows more than 1 million homes were repossessed last year. sam analysts say that come could be even worse this year as the weak job market continues and more people miss payments. right now about 5 million

people are at least two months behind on mortgage payments, which is the point when notices related to foreclosures start to go out. real estate analysts also say that number of 1 million foreclosed homes would have been higher except for the fact last fall many banks paused foreclosures because of the robo-signing scandal. now that most banks have resumed their eviction process, this first quarter is likely to show a rebounds in foreclosure activity. nevada has the highest rate, california is the fourth highest in the country. if you've been going through baseball withdrawal since the giants big world series victory rally in november, we have good news, spring training is right around the corner and this morning, the giants began selling tickets to their spring training games in arizona's scottsdale stadium. the first game is february 25th, just six weeks from now. the giants are scheduled to meet their world series opponent the

texas rangers on march 7th. >> i've been here for many years, i've never seen the kind of demand and interest we're having now with the giants. a lot of folks and friends are heading to arizona. so if you haven't been, it really is something special. the oakland a's have also began selling tickets to their spring training games in phoenix. stanford university this morning named it's new head coach to replace jim harbaugh who left last week for the head job at the san francisco 49ers. 38-year-old david shaw spent four years with harbaugh at stanford as the defensive coordinator. he is a former stanford player who graduated from the university in 1995. the team had 12 wins and one loss, scoring an average of 40 points a game. shaw was an assistance coach for three nfl teams including the raiders from 1998 to 2001. coming up on channel 2 news at five, one oakland neighborhood is safer today. police rounded up what investigators are calling a dangerous robbery team
