yesterday's rain left behind a lot of low clouds and fog. can we burn that off and warm it up? plus more layoffs at uc berkeley. the people effected as the morning news continues. good morning, thank you for joining us. it's friday, january 14th i'm pam cook. >> and i'm dave clark. let's check in with steve. >> we will have mostly sunny skies. higher clouds to the north bay. mostly sunny south and once the low clouds burn off we are already in the 50s. we are looking for low to mid 60s. here is sal. steve, right now san mateo bridge looks good getting out to the high-rise. the fog is no longer an issue on the bridge. the fog advisories have been lifted. also this morning we're look agent the live picture of the

mccarthur maze. let's go back to dave and pam. thank you. san francisco police want your help this morning solving a homicide. ktvu tara moriarty is live out there right now with new details. good morning, tara. >> reporter: good morning, dave. we are hearing from published reports the victim was not a customer inside of the coffee shop but he had been running from the suspect and ducked inside the cafe to try to hide. we are here in front of city hall which is a few blocks from where it happened. police need witnesses to step forward to crack this case. the shooting happened in broad daylight around 4:30 yesterday afternoon. investigators say someone entered the cafe and opened fire shooting and killing a 25- year-old man. detectives say the victim was shot several times and some reports indicate he was shot in the head. he was pronounced dead at the scene. police are not sure what sparked the shooting.

the victim was targeted. the suspect ran away after firing his weapon. just to give you an idea of the neighborhood we're talking about. it is actually located the cafe on the backside of a very popular movie complex located on banous avenue. it's on the border of a safe and nonsafe neighborhood. if you have any information on this case you are urged to contact the san francisco police. time now 6:01. also in san francisco police are looking for one person after a police chase early this morning. it started just before 1:00 a.m. in the cities district. police were called to the area after getting a report of as is pushous -- suspicious van. witnesses chased it toward highway 101. police took over and saw three people running from the van to bay shore boulevard.

two suspects have been captured. the other has not been found yet. so far no kidnapping victim has been found. this morning livermore are investigating the deaths of two people. their bodies were found inside a home right near mendinhall middle school. police say both died from gunshot wounds. they are calling the deaths suspicious right now. according to a listing for the home an elderly couple lives there. time now 6:03. we will hear from the doctors treating wounded congresswoman gabrielle giffords. she has shown encouraging signs since she was shot in the head. she began physical therapy yesterday and is now moving both of her legs. doctors say she continues to become more aware of her surroundings. they are hoping the next step

will be to remove the breathing tube. that could happen as early as today. and the bag that is suspected to be jared loughner has been found. a teenager that was walking his dog found that black bag. it's said to contain the same ammunition. cnn is reporting that receipts were also found inside that bag. coming up we'll have much more on the youngest victim of the tucson shooting tragedy including her connection to the bay area. you can also find continuing coverage on our channel 2 website ktvu.com. look under the right now section. bad news this morning for hundreds of uc berkeley employees. by june many will be out of a job. ktvu jade hernandez is live on the campus with more on the story. good morning, jade. >> reporter: good morning. the announcement came in a

bulletin. the under graduate student work force will escape any cuts. 150 managers and support staff here at cal are gone. the announcement did not come as a surprise. a quarter of the jobs pay more than $100,000 with benefits. the layoffs will cut the number by a third. jerry brown proposed cutting $500 million from the uc system when hi announced his -- when he announced his new system. a consultant hired by the university advised where the cuts should be made. there had been some frustration over the consultant hired because the consultant fee was $7.5 million. the consultant who had been working closely with administrators expect them to cut $75 million over the next three years. before june of this year the campus expects to eliminate 280 full-time positions.

the university has a total of 7,000 nonteaching employees. we contacted university spokesperson this morning and we'll bring you any information they have for us. reporting live from berkeley jade hernandez ktvu channel 2 news. a protest is planned in concord this morning against a proposal to close schools in the mount diablo school district. the parents that plan to demonstrate will be rallying to save silver wood elementary school. the campus is one of seven to save $1.5 million. an advisory committee will present its recommendations on which schools should close. time now 6:06. the national park service will release its plans to restrict unleashed dogs in the golden gate recreational area. in some areas a leash would be mandatory. in other areas no dogs would be allowed at all. dogs will be banned in christy field. they would be banned entirely

at mirror beach in marin county. >> we feel we made a great effort to create balance among the conflicts uses and users. >> this has been a dog land for the last 50. everybody wants to change. this regulation. everything has to be regulated. for what? >> public meetings on the plan would be held at san francisco, san mateo and marin counties in march. the san jose airport is back to normal. that is after a two-hour lockdown caused by a security breech. around 8:30 a 22-year-old woman who was on a layover left the secure area then went back in without going through the screening check point. that set off an airport security alert. terminal b was evacuated. hundreds of passengers had to be rescreened. the woman was found and by 11:00 everyone was allowed back inside. >> i'm glad that worked out

okay. let's see what sal is seeing in our commute. >> good morning, on this friday. things are doing very well on the roads. as a matter of fact we are looking at highway 24. we see the fog moving through here but now it's pretty clear. also this mornings commute at the al plaza is light and authorities have lifted the fog advisory on the bay bridge as well. it does seem as if the fog is cooperating with the drivers this morning. and this mornings let me check the maps here. traffic in oakland is looking pretty good if you are driving on 580 or 880 we are looking to see if there is any major problems reported here. 6:08 let's go to steve. sal, we have cloudy skies and fog. mainly low fog. still a north-northeast breeze coming in. foggy morning and low clouds.

then most lid sunny and warmer. about the same over the weekend. higher clouds might move in here. overall the storm tracker is moving north. next week looks mild to warm. we are now in the 40s and 50s. a lot of low 50s to mid 50s for oakland, san jose and morgan hill at 54 degrees. a big difference to end the week from where we started. systems will move north. occasionally higher clouds will drag across. overall the system that came by might be it. there was a few .100 as the system moved south. about a tenth of a quarter coffered it. crockett, roe day owe. all around a tenth of an inch

it is another day of mourning for president obama as he attends the funeral for diplomat richard holbrooke. the president also has a high- stake meeting with the president of pakistan today. alison burns joins us from our washington, d.c. newsroom. morning alison. >> reporter: good morning, to you pam. the president of pakistan is here for the funeral of holbrooke. first he sits down with president obama at the white house. he met with vice president biden during bidens trip to islam bad earlier this week. they are intensifying the pressure onshore carry to root out al qaeda on the border. vice president biden emphasized that it -- >> it will require more

pressure on more pressure on the pakistanny side of the border. >> reporter: the u.s. is threatening to increase threats on taliban and al qaeda targets in pakistan. reporting live from washington, d.c. alison burns ktvu channel 2 news. your time now 6:14. detectives in arizona already investigating the shooting of gabrielle giffords has contacted bay area state senator leeland yee. senator yee chief of staff says investigators wanted details of the death threats against yee after he lead an effort to force cal state laws to see how much sarah palin was being paid to speak at a fundraiser last year. gifford also criticized sarah palin after she posted a map on her website with rifle cross

hairs including congresswoman giffords. lawmakers in sacramento are getting a closer look now at governor jerry brown's proposed budget. they just held the first legitimative hearings on the budget. governor brown set a deadline of march 1st for them to sign the budget. that will give enough time for a june election. a state lawmaker loses a chairmanship in the legislature after criticizing governor brown's proposed budget. tom berryhill of oakdale was stripped of his title. his told -- he told the sacramento bee that finding -- sine berg that took away berryhill chairmanship said that all senators have a duty to come up with solutions for california problems.

will not be charged because of a lack of concluded suspicions. officers say he was driving i ratically. he failed a field sobriety best barrulets from blood tests taken later make it difficult to prove he was above the legal limit when he was driving. in the wake of the deadly natural pipeline explosion there is increasing concern of the commission looking over pg&e. they met in san francisco yesterday. the panel heard from law makers and public interest groups. one assemblyman who's district includes san bruno said it took outside people. >> i do not have the confidence that this commission will do its job. they have failed the people of california and people in my district. >> in the next few weeks

governor brown will opponent three new puc commissioner. it could change the perception of the puc as being pro- utility. watch out for imposters pretending to be water district employees to get inside your home. the water district says it's very rare for an employee to have to go inside a home without making an appointment first. they should contact the water district office to verify the district of anyone who shows up at your door. 6:18 is the time. back to sal. how is the commute looking, sal? >> it looks pretty good so far, pam and dave. it's not effected by any major problems. we hope it will stay that way far friday now. on fridays sometimes we do have a light earl than usual commute. we've had minor things on the dixon landing road. there is a minor accident there. they are taking insurance

information. it's not effecting the traffic. as you look at the east shore you can tell more people are joining us for the commute. not a major problem. even the fog is cooperating. and if you are driving to hayward city they are doing pretty well. let's go to steve. thank you, sir. we have low clouds and fog. mountain view, san jose all fog. everyone else is cloudy. there is a lot of low clouds around. 45 to 55 in downtown oakland. there is a pretty significant spread. most temperatures are in the low to mid 50s. few clouds will drift over mendocino county. it looks like a mostly sunny day once you get that fog to burn off. yet west of san jose. west of santa rosa. it tells me it should last longer toward the east bay.

systems are a lot going on out there. a lot. there has been a lot of rain in hawaii and a lot of rain up toward the pacific northwest. just not over us. the high pressure looks like it wants to stick around. fog. mostly sunny. continues up in the hills. 15-25 miles an hour up at the surface. low 60 today's mid 60 -- low 60s to mid 60s. warmer toward the south bay. morgan hill mid 60s. livermore 61. half-moon bay 60. the trend will be over the next couple of days to keep temperatures on the mild side once the fog burns off. >> thank you, steve. good nows on the retailers. retailers sales rose in the last six months. they saw especially strong sales. retail sales for the year were up 6.6% compared to 2009.

we do have a new development in the story we reported earlier this week about twitter moving down the peninsula. san francisco officials are proposing tax breaks to keep twitter in the city. that's according to the san francisco chronicle. there were reports that twitter was looking at new offices. twitter says it needs more room because it's expanding its work force that stands at 350 employees. time now 6:20. making california ski slopes safer for the kids. why the proposed helmet law stands a better chance the second time around. an invasion of rats. why there has been a big increase of rodents on bay area streets.

. >> good morning, traffic is moving along pretty well. we have been watching it. the traffic continues to look good all the way out to the on crowded maze. 6:24 let's go back to the desk. state senator leeland yee is making a second try to pass a ski slope helmet law for skiers under the age of 18. it didn't take effect because

it was a tied to another measure that did not pass. the helmet law is a stand alone measure now. helmets could reduce the number of injuries and deaths on the slopes. seven san francisco middle school students are expected to be okay after ingesting rat poison. investigators say the six grade children at martin luther king junior medical school found the poison sitting on top of a tall filing cabinet. they thought it was candy. >> two kids bit it. the next two kids we transported it chewed it and spit it out. the next three kids we transported it had licked it. >> one of the students that chewed it realized something was wrong called their father who called 911. school officials now investigating why the children had access to that poison. there has been an explosion in the rat population here in the bay area.

experts say the unusual weather over the past few months is to blame. several began to see an increase in business after our late fall warm spell. the problem has not been isolated to one neighborhood or city. the increase is being seen across the bay area. >> when they come into a house they are look for warmth and harbor. just get out of the weather like us. >> starting in june, new federal rules will limit the sale of rat poison to the public. for now experts say homeowners should use extreme caution when using toxic poisons to kill rats. >> our time is now 6:26. let's take a look at the traffic. sal is coming up with the very latest. >> 280 traffic looks pretty good there. if you are driving on 17 this morning, the fog is not a major issue coming in over the hill.

let's go to 880 in oakland. northbound traffic looks good. we are hoping it will stay that way if you are driving north up to the bay bridge toll plaza. it's still light there. as we look at the commute here east 80 we had an accident. there is a little bit of a slow traffic coming up. if you are driving to nevada and san rafael traffic 101 is doing well. i want to move the map all the way back here to antioch. look at the slow traffic on the map. we had a couple stalled vehicles. highway 4 never takes a holiday as we see. it is 6:27 let's go back to the desk. all right, sal. those that are there are calling ate beautiful but difficult service. family and friends gather to remember that little girl who's life was cut short by the tragedy in arizona. i'm tara moriarty. live in san francisco where a man is shot and killed in broad daylight inside of a calf fee shop. we'll tell you why police need your help in tracking down the

a suspicious death investigation is happening now in livermore after two people were found dead inside of their home. kraig debro is there in livermore now. he has the latest details. good morning, kraig. >> reporter: i spoke to a neighbor that lives in this neighborhood. you can see that orange tag on the door that is a police seal telling people it's still a crime scene and they cannot enter. you also look closer than that you can see the rescue from the fingerprint -- residue from the fingerprint greece. alameda county coroners collected a second body from the home. police say friends had come here to check on people living at the home. police told me when the friends got here, the door was open a crack. i did speak with a neighbor. the neighbors told me the friends came here about every

thursday and they had a key to the home and they let themselves in when they didn't hear from their friends. despite the fact that the door was open a crack or had a key. they do not suspect foul play. >> livermore police department was called out here around 7:15 for a suspicious death. once the officers arrived here we found two of the residents at this home deceased. it looks like a gunshot wound to both. >> we checked the listing for the home. according to the listing the people living here are in their te 90s. in speaking to the neighbor the woman told me the woman who lives in the home her husband had died some time ago so there was just an elderly woman living there. the neighbor also told me that the elderly woman living in the home had her grandson just move in with her just before christmas. police said both victims were elderly but the neighbor thinks that might not be the case. i also specifically asked if

this was a murder-suicide. police said they do not know but they have not seen anything on the scene. we will get more information about who lived in the home. reporting live in livermore kraig debro ktvu channel 2 news. oakland police arrested three people accused of two dozen home invasion robberies. prosecutors filed charges between march and november police say they carried out 25 home invasion robberies at gunpoint stealing cash, jewelry, and electronics. investigators say the break in the case came in november when the victim called police while the robbery was happening. one suspect was captured a the the time. police say the suspects targeted neighbors while asia and latino immigrants live. san francisco police are asking for your help.

they want witnesses to step forward. there is a very popular movie theater complex. this is on the backside of that. police described the neighborhood of being on the border of a safe and unsafe neighborhood. a wheelchair bound man shot been san francisco police are facing assault charges. 55-year-old randall duncan stabbed an officer. they first tried pepper spray and a bean bag gun before firing. the officers are on administrative leave. mourners said a final farewell to the youngest of the victims in the tucson shootings. among the mourners at the funeral little girls aunt kim green an oakland firefighter.

green's battalion chief were there and shared the emotional eulogy. >> one of the first things he said christina came into the world on a day of tragedy and he went out on a day of tragedy. he wanted everyone to remember the good things she had did. >> she was born on september 11th, 2001. the very day of the terrorist attacks in new york. there will be a candle light vigil in walnut creek tonight rebbing the victims -- tonight remembering the victims of the tucson shootings. the mount diablo peace and justice center is organizing that event. if you are planned to attend you are asked to bring along a candle or flashlight. 42-year-old scott carnaval died last monday from cancer.

it was due to his on the job exposure to smoke and fumes. a memorial service begins after the procession. he is survived by his wife and eight-year-old son. surfing fans will not be allowed to watch the mavericks big wave competition up close this year. it will been closed to the public. the new rules are to prevent what happened during the last maverick competition when 13 spectators were injured. there will be a viewing area about a mile from the beach. 6:37. we are watching what sal is watching in our commute. sal. >> you know, right now the traffic is doing pretty well and we have been watching it we haven't seen a lot of -- we haven't seen a lot of problems. we have seen people getting into their cars and all of a sudden joining us for the commute as you see the east

shore freeway. no major issues here. traffic at the toll plaza. there is a little bit of a delay. usually by now we have a bigger delay. i hope it will stay friday light. the morning commute looks okay. if you are wondering about the dumbarton bridge it looks good over by the peninsula. the fog for drivers is not a big issue as it was in the overnight hours. let's go to steve. >> that is correct. we did have the fog lift. santa rosa says fog. mountain view. sfo. hayward. there is area where the fog is there. the key is we started the week off with 20s and 30s. now we are in the 30s and 50s. fairfield 44 and that is the coolest. upper 40s santa rosa and napa. antioch. east northeast wind there even though it's only five miles an hour will keep temperatures there cooler. now the winds is slightly stronger in some of the higher

elevations. mid 50s. once that fog burns off. mid 50s looks rather likely. mostly sunny and warmer. a few high clouds to the north. not much change over the weekend. could be much in the way over sunday. mild to warm next week with 70s. valley fog is not going anywhere. that will be here. that will keep the cap on some temperatures if you can't breakthrough it. the storm track continues to push northward. rain from yesterday's system. .06 san jose. a quarter of an inch in the santa cruz mountains. san francisco, oakland, hayward. santa rosa had a third of an inch. but not too much. 21 in tahoe. 27 in reno. 40s in the valley. sacramento and fresno and 58 palm springs with 62 in l.a..

it will be very warm in southern california. it will be very wet in the pacific northwest. that's where the energy is going. you can see the systems spinning up. a lot of rain down hawaii. but from about fort bragg north it looks quiet. the forecast has some clouds and fog. but not cool anymore compared to what we had on monday and tuesday. east, northeast breeze by noon. mostly fair. warm for some. now again, the east, northeast breeze keeps it on the cooler side for areas east bay and north bay. low 60s will give away to mid 60s on the peninsula. santa cruz as well. slightly cooler. not too bad. livermore and pleasanton employee 60s. subtle changes on the cloud cover into sunday. next week mostly sunny and warm unless you have the fog and cooler. >> all right sounds good.

good morning, to you. san francisco police are locking for one person after an early morning chase. police were chasing a stolen vehicle on to highway 101 when three men got outside and ran off. police tracked down two of the suspects. the third has not been found. we are expecting an update later this morning an gabrielle giffords condition. yesterday doctors said she continues to improve. she was able to move both of her legs. president obama will host the president of pakistan at the white house. pakistan's president is in washington attending the funeral of richard holbrooke. he died last month. more layoffs at uc berkeley. this morning more than 100 cal employees are getting the news they may be out of a job by noon. jade hernandez is live. jade. >> reporter: good morning.

we are live on the cal campus this morning. 150 managers and support staff will be eliminated. that was the latest announcement that reached students. the announcement did not come as a surprise. a quarter of the jobs pay more than $100,000 with benefits. and the layoffs will cut by a third. they proposed by cutting $500 million from the uc system. the jobs in the cutting block are in addition to the 600 positions cal laid off last year. the consultants that had been working closely with administrators plan to cut $75 million. the university will do so in part half involuntarily, half by not filling positions, and retirement. we spoke to a man that experienced a recent layoff but has a job in berkeley and asked

about his take. >> i mean, i imagine if i was at the -- i imagine if i was at the top, i would try to get richer if i would. the rich are getting richer and the gap is dividing. >> reporter: campus police and faculty have been eliminated on the cuts. they will escape cuts this time around. we did talk to a university spokesperson. they have not gotten back. business is on hold at a beloved fixture at fishermans wharf. the owner say they are temporarily closing because of noise and fumes that are coming from a nearby contamination cleanup product. several family members have become ill since that work started. they say the prompt will be completed next month. union pacific raid road --

railroad has purchased property. fremont city officials say they are trying to set up a meeting with union pacific to try to work together to maximize the potential of the land. san jose has more bankruptcy filings last year. this year could be worse. more than 13,000 individuals and businesses in san jose filed for bankruptcy protection in 2010. that is up 16% from the year before. court officials say san jose is doing better than the state overall where bankruptcy filings are up 25%. look at this. starting to today you can do your taxes by taking a photo. intoo it is releasing ha version called smart phone. it transfers information from a photo of your w-2 to the appropriate lines of the tax forms. customers can down load tax forms for free. you will have to pay $15 to

20s. sonoma county was at 20 on monday. areas of fog. 49 concord pap little puff of a -- 49 a--49 concord. much warmer lows to end the week. systems will go north and they will continue to go north. higher clouds might cruise on by. tahoe 21. their lows are 20s their highs may be upper 40s to mid 50s. the only bug would be in the valley. thick fog there. you don't have to worry about snow. 40s for many. 58 palm spring. the system give it credit they made it and left a tenth of an inch to a quarter inch of rain.
