noon. good afternoon. topping our news this noontime, the desperate search continues for a young boy who was snatched from his grandmother's arms. he lives in stanislaus county. but officials believe there is a chance that kidnapper who recently split with the boy's mother may be in the south bay. jade hernandez joins us now with the latest. good afternoon, jade. >> reporter: good afternoon. new for you this afternoon, surveillance video of the possible kidnapper in this before he took the child. surveillance video taken an hour or so before the abduction surfaced late this morning. stanislaus county authorities say 27-year-old jose esteban rodriquez pulled up to the chevron station here in patterson. got out of the car. he went inside. the camera captured him as he purchased alcohol. authorities say he ended up at

his ex-girlfriend's home while she was at work. rodrigues confronted her mother and demanded 4-year-old juliani cardenas to her. >> he said, give him to me now! i said no, no. he took him. >> reporter: amparo said rodriquez had time to look back, laugh and flip her off as he left. the 4-year-old is 3'6", with black hair brown eyes, weighing about 40 pounds. his mother, tabitha, dated him for most of her life. he believes he's juliani cardenas's father. she says he's not. the couple broke up last fall. she's eight months pregnant with his child. >> he's never been like this. this is really out of the ordinary for him. >> reporter: rodriquez is about

5'9", 180 pounds with black hair and brown eyes and is considered dangerous due to his prior record. rodriquez was last seen driving a silver toyota corolla with the california license number, 6 hbw 445, with oversized all black tires. the left rear wheel is a spare tire. authorities aren't looking outside the state yet but despite a few unconfirmed -- sightings -- >> the possibilities are still endless. he can still be local or he can be anywhere in california. as far as i know, we do not believe he has gone outside of california yet. >> reporter: rodriquez has a mother and family here in san jose. electronic message boards are still alerting drivers about this abduction. if you have any information call 209-552-2472. live m san jose, jade -- in san jose, jade hernandez. back to you.

>> thank you, jade. police are looking for the driver of another car. this one involved in a hit and run that injured a young girl in gilroy. police found the girl lying in the road on ren avenue and maria way around 5:45 last night. the victim was taken to a local hospital for significant injuries that are not life- threatening. the driver is described as an hispanic william with -- woman with possibly died blonde hair. anyone with information is asked to contact gilroy police. it was supposed to be a routine traffic stop but it e nded in a deadly confrontation. now, san pablo police are investigating why the suspect tried to run. kraig debro has more in this report. >> reporter: it all started around 8:15 last night. a san pablo officer signaled the driver after 1990 honda accord to stop. the honda pulled into a gas station just off the san pablo dam road exit. when the officer went to check the license of the driver, she and the man in the passenger seat got out of the car.

the passenger began to run. the suspect ran around the back of the gas station with the officer in hot pursuit. now, either before or after this hedge right here, the officer tased the suspect. now, after jumping over this hedge, both men fell to the ground and over here is where the officer shot the suspect. police say the suspect stood up after the struggle. >> the struggle then reached for his handgun in the waistband and the officer fired his weapon and struck the suspect. >> reporter: clack on the ground shows where the suspect fells. a neighbor says he heard about five shots. >> there were a few short pauses and then we heard a few more shortly after that. maybe two or three after that. >> reporter: police say the 33- year-old man was here from southern california visiting friends. his name was not released. police also say he was a parolee and it may have been the reason why he ran from police. we learned the officer involved in the shooting has more than five years on the force and has indirectly been involved in

other officer-involved s hootings. police have not named him publicly but he's on paid leave pending the investigation into this shooting. kraig debro, ktvu channel 2 n ews. two more teenagers were arrested in connection with yesterday's school shooting in los angeles. police say the boy and girl were helping conceal evidence after a 17-year-old boy smuggled a gun into class at gardena high school. the went went off, the bullet hit two students. one was struck in the head. the 17-year-old was also a rrested. police are now trying to figure out if all three were face criminal charges. it's not just the kids who are in trouble in this matter, the school is under fire as well for not following their own security procedures. there are supposed to be random checks with metal detector wands but no checks were done, at least in the last few days, at the school. tonight, we could find out who is officially vying for the top cop job in san francisco.

the police commission will discuss the qualifications for the next police chief at t onight's meeting. all of those who are interested in the job will have ten days to submit their names to the commission who will then select three nominees for mayor, ed l ee, to appoint. >> the position is open because george gascon was appointed to district attorney for the city. right now a safety rally is getting underway at napa state hospital where the department o f -- where the department's workers are there rallying after several recent violent attacks. tara moriarty joins us live with details from napa. good afternoon, tara. >> reporter: good afternoon, tori. hundreds of workers here have been rallying right in front of the gate here. you can see them with their picket signs, and all of the traffic has been honking and showing their support. these people say they do not feel safe on the job and something needs to change.

workers here at napa state hospital say if they don't speak up now -- >> when do we want it! >> now! >> reporter: -- the voices will never be heard. >> there is a unpredictability. you are just not sure if you are gonna be a target. >> reporter: nearly every worker you talk to here has been physically attacked on the job. >> i had an injury -- >> reporter: this man is describing an injury from a number of years ago. >> they were dealing with some of the most mentally ill people in the united states. >> reporter: his colleague and friend donna gross, a psychiatric technician, was strikeled by a tech -- strangled by a patient last fall. and a worker suffered four skull fractures after suffering injuries from a patient a year earlier. >> we're butting heads with the system all about it. >> what do we want!

>> safety! >> reporter: these workers want management to implement tighter security. they are asking for a high security unit for those patients who have a high potential for violence. >> the real fear is when you come on to a unit and you have a patient who is faking mental i llness. >> reporter: workers say those patients are the most dangerous and need to be in prison, not in a mental hospital. they are trying to streamline the law to correct that. >> it becomes a culture of acceptance of this violence because in this economy people need to work. >> reporter: now, the official portion of the rally is just starting to get underway. we're gonna have some speakers that will step out in a moment. you will see them holding the signs of donna growth and the flowers left in her memory. we contacted officials from napa state hospital but we've not heard back yet. tara moriarty, ktvu channel 2

news. >> thank you. authorities are revealing chilling detail about a surveillance tape about the arizona shooting. the sheriff department officials says the suspected gunman is clearly seen opening fire on representative gabriel giffords at pointblank range. the video has been handed over to the fbi. in the meantime, representative giffords is making remarkable progress in her recovery and will be flown to a clinic in houston on f riday. her astronaut husband mark kelly says his wife is a fighter and is sure she will end up back in the office on capitol hill. >> i'm certain that she'll be back stronger than ever. i don't know if that's in two weeks or two months but it's coming. >> he described some horrific moments the day of the shooting when he heard erroneous tv reports that his wife was dead.

he said he found out she was alive when he called his mother- in-law. the kill -- the shooting killed six people and wounded more than 12. republicans are set to take a vote in the house as a symbolic effort to kill a law they say is a costly job killer. but many are asking questions about an alternative plan and when that would take effect. >> i don't know that we need artificial deadlines set up for the committees to act. we expect them to act in an efficient way, allowing all of their members on their c ommittees to be heard. both democrats and republicans. >> the democratic-controlled senate is vowing to block the repeal and are confident it will remain in place. president obama says the law can be improved but should not be repealed. decisions delayed. the berkeley city council did not vote on a plan to use taxpayer money for sex change operations for city employees.

the city will vote in february on whether the city will maintain an annual $20,000 fund for gender reassignment surgery. berkeley health insurance providers, kaiser and healthnet do not pay for the procedure under the city's current plan. san francisco muni employees are still being allowed to park for free at work, at least for now. the agency's governing board last night delayed a vote on a plan to fine workers who failed to pay $55 for a monthly permit. the fine would be $80. the agency says the issue could come up for discussion again in a couple of weeks. still ahead -- a big spill on a major bay area freeway and the big help that crews brought in to get rid of the problem. it is warming up. our meteorologist steve paulson is checking our details -- the forecast for the details ahead. and why this place here is

traffic is still jammed up along the peninsula. a big rig with a large debris box didn't quite fit over the undercrossing at sierra

parkway. it happened around 9:30 it morning in the northbound direction. the box came off off and wedged beneath the bridge. traffic back up for miles all the way to burlingame. caltrans is checking checking that o vercrossing for structural damage. san jose is responding to a spike of homicides by adding more officers on the streets. so far there have been six homicides in 2011. last year, they only had 21 which the lowest number of homicides in a decade. while officials believe the current number -- current jump is not known, they are stepping up their anti-gang member unite. joe leiberman announced he will not seek another term. he ran as an independent after

north korea. >> nations are more successful and the world is more just when the rights and responsibilities of all nations and all people are upheld. >> reporter: china is also america's biggest lender and the chinese government has been criticized for manipulating the currency to give it a trade advantage. >> china will have influence in terms of how major global issues are resolved. the economy being significant, the climate being another. >> reporter: president obama hosts a state dinner for hu later tonight at the white h ouse. and the mayors of oakland and san francisco will both be attending that white house state dinner tonight for the chinese chinese president. jeanquan will be attending and since her husband couldn't go with her, she is taking ed lee

with her. we want to check in with our meteorologist steve paulson. steve, still a little fog left out there. in the east bay, it's just h anging tough over there. it's very cold for some. it's sunny, breezy and warm for many others. santarosa is already in the mid- 60s. walnut creek, 49. it looks like the fog is finally burning off. but there is a good 10-degree difference almost between la fayette and orie -- orinda. concord, out to the east bay. it look like a little hazy sunshine. and temperatures will continue to warm up if you don't have the fog. we're seeing a little bit of a northerly breeze that helps for most. the fog in the valley just keeps wrapping back around. it give stops right about there. for many, a lot of sunshine. fog to the east but sunny and breezy elsewhere. it's mostly sunny just about of i already else. tomorrow-- just about everywhere else. tomorrow, sun. i don't think we'll see any

rain until february unless there is a little bug in the system. right now, it looks like high pressure and only high pressure, and some of that fog. it's starting to burn off but it made it around danville, la fayette, concord, and then it pulls back. there's also a piece around the san mateo coast. in between there is a lot of sunshine. sanrafael, 61. livermore, 58. concord, 59. 58 mountain view, san jose, 64. napa airport, though, 54. fairfield only 50. so some locations, it's cool, foggy. for others, well, it's sunny, breezy. high pressure has built in in a big way. if anything the system will just kind of clip us. you can see they go to the east of us and then the active weather is in the middle of the country. the great lakes, northeast. for us, the wind is part of the issue. the fog is there. it's nothing compared to what we had the last few days. patchy fog at best. there will be less fog. not everybody is in on this.

so your forecast today, s unshine, mostly sunny, a few high clouds. but accept for parts of the east bay. it's sunny and breezy. tonight, sunny and breezy again and then decreasing. that wind starts to tail off a little bit. but the fog won't be going anywhere. 50s for tomorrow and then you find the sunshine you find some low to mid-60s. 66 in santa rosa. we'll go 60s to santa rosa. more of a west wind. so not as warm as yesterday. nice, low to mid-60s. this is the personner -- p attern, tori. if you get the wind and sunshine, if you don't you get the fog. but it looks like less fog as we go to thursday and friday. facing a looming deadline. what pg&e has to turn over in less than two months. and a deadly blast thousands of miles away, bringing back memories of san bruno.

bay area based wells fargo is one of the companies putting out their numbers. goldmansachs fell 53%. bankofamerica and wells fargo fell by 1.5% or more. american express fell by 2 1/2% after announcing job cuts. some utility work turns d eadly. one person is dead. several others hurt after that explosion in philadelphia. the powerful explosion rocked

the neighborhood yesterday. utility workers were fixing a gas leak when the explosion happened. a gas works employee was killed. four others were sent to the hospital. that explosion is eerily familiar to us in the bay area, reminding us of the san bruno explosion. now pg&e is facing a dead line concerning the september disaster. the p.u.c. has ordered the company to turn over important documents by march 15th, detailing the strength of its transmission lines. depending upon the information, pg&e may have to test or possibly replace some of those pipelines. in san rafael, a decision could come later today on the fate of the new pizza parlor's controversial paint job. pizza orgasmica is schedule scheduled to even -- scheduled to open next week. >> i love it. the building stands out. they revamp a building that you
