he is learning. >> reporter: frank as we give you a closer look at scene we are on the delta canal here about four miles away from the home in patterson where the 4- year-old was kidnapped. we just saw a diver go into the water. they are diving near a point on this canal. the water is very swift as to goes underground only to come back out farther down. they have they say located an object, they don't foe what it is under water. the object was located by dragging that canal. the sheriff's department said they were led to this scene by a farm worker who said he saw a, roll in last night. >> he thinks it's the same vehicle we are looking for and then he told us that he saw the

cargo in and that it floated to the bridge and that's where the car sank and was lost from view. >> the sheriff said the canal waters are cold, swift moving. about one hundred yard from the end are fresh tire tracks leading in to the water in the same location described by the witness. the witness said he saw the cargo in at 5:00 p.m. the boy was kidnapped at 4:15. ripped from his grandmother's arms by according to the sheriff's a 27-year-old jose rodriguez. an amber alert was issued . the sheriff said they received hundreds of leads but that this witness account is the best lead so far. >> it's our hope that this

credible lead ends up being unfounded. we would like to think we still have an opportunity to recover this young boy and find the suspect. >> reporter: the sheriff's department received this information this afternoon and shortly afterra risk they found an object. it turned out to be part of the canal, now they are investigating a second object close to the intake of this canal. they don't know what it is. a diver is in the water. it's very difficult for the diver to get to the location because of water. if they find a car they will use a tow truck to pull that car onto the bank. it's important to note that the sheriff's department said they believe this witness information is very credible but that witness said he saw

the car, he couldn't determine if anyone was inside. ken pritchett. >> police say the suspect jose rodriguez has an extensive criminal record and including a conviction for manslaughter. he was sentenced to two years. in the past he has been arrested on suspicious of assault and battery and unlawful sexual intercourse. he has a drunk driving arrest as well. we will stay on top of that breaking news story. we will go back out live to the scene coming up in the next 15 minutes to get the latest. federal agents swarmed a house in ruby hill as well as a school in pleasanton. we go live to rob roth with the latest on the federal raids. >> reporter: we are in front of tri valley university. a small college in a pleasanton business paraphernalia.

the cool is closed because today federal agents raided school and the home of the school's president. agents from immigration and customs enforcement homeland security carried out computers in boxes from the school. no students were here. a spokeswoman would only way it's part of a ongoing criminal investigation. that investigation also led more than a half dozen federal agents to this home a few mile away in ruby hill a gated community. the owner of the home is listed as susan sue who moved in earlier this month. she also happens to be the founder and president of tri valley university. according to the school's website it's a christian school offering under graduate and graduate degrees in several fields. the motto is let the light shine. comments about the school on the internet are mostly negative, some called it a diploma mill. people say the school opened just a few months ago. >> woman who owned the

facility came around and took some of our trash, some furniture we threw away, and put it in the school. >> reporter: another possible student came by saying he had been considering taking online classes here. >> i thought of coming for the brochure . i thought of coming over and talking to the people at the university. >> reporter: the california bureau of consumer fared said the university may not operate and claims that the things said in the application for the school couldn't be verified. >> the republican led house of representatives voted la today to repeal the president's health care overhaul law. the vote is largely symbolic as the democratic controlled senate is not expected to take up the bill. republicans argue the law is a job killer, democrats defend it

saying americans are already benefiting from it. we will hear more from bay area restives coming up later at 5:30. >> the faa released a report about the number of recorded incidents involving lasers being pointed at air craft. they reported more than 2800 incidents across the country last year and they are calling it a serious safety issue. as far as bay area airports are concerned oakland recorded 54 incidents of lasers, sfo had 39 and at san jose international 80 incidents which tied for the third highest number nationwide. robert honda is live in the south bay with more on that >> reporter: we are up in the san jose foothills to help explain why there are so many laser incidents. one big reason is what you see here. how spread out the valley is. that means long approaches for air craft heading to airports

making for convenient targets. many pilots say they have endured what they call laser attacks including all parts of flight. the sheriff's department said their helicopter has had many laser hits and as you can see from this laser strike in the ktvu chopper the light does strange things in a the cockpit. >> it's like a prism light and can cause damage to your eye. worst case situation the biggest concern is it could hurt the pilot and bring down the air craftful. >> reporter: as reported incidents increase more agencies arel ting steps such as special night vision goggles. >> not all helicopters have it and airliners aren't equipped. >> reporter: some officers say they believe that's the main

. back now to the breaking news. the live coverage from a canal. authorities looking for a car that may be in the car. a witness saw the car drive into the canal. it matches the description of the car that a suspect in the kidnapping of a 4-year-old was driving. authorities have found some type of object in the war. they are not sure what it is. divers say it's difficult to move around in the canal because of -- because of the swift current be we have a reporter on the scene trying to get more information and will have continuing coverage throughout the newscast. >> state regulators will decide how much proof they neat from pg&e that their pipelines safe after the deadly

explosion. investigators have recommended pg&e conduct water pressure tests of its 750 miles of pipeline. they say it's already done tests with air pressure and warns new tests will cost millions and require shutting off natural gas service to thousands for days at a time. the commission is expected to decide in march whether to demand that new testing. >> unbelievable pictures today from philadelphia. three utility workers right now remain in critical condition following pipeline explosion caught on tape in philadelphia. the blast killed one person and injured five others. the pipeline ruptured last night as crews were investigating complaints of a gas smell in that neighborhood. a following the similar explosion there san bruno bay area congresswoman jackie spear has introduced a bill to improve safety. >> we know the source of the

pipe bombs found in a storage locker yesterday. police say that the five explosive devices belong to a 40-year-old from concord. paul chambers has tonight's new development he is live. >> reporter: investigators said they believe that one of the pipe bombs was made to hurt someone. that all happened here as you can see in this facility behind me. you can see there is white residue on the ground. that's where the bomb squad detonated the harm of devices. the 40-year-old is behind bars and facing charges. investigators say she had five pipe bombs inside her rented storage unit. officers wouldn't let us now show you the video but it shows the expect two others arriving. later the law stepped in and made an arrest. >> from what the bomb squad said that probably could have

leveled the building. >> reporter: officers say she denies knowledge of the bombs but they found evidence in her purse and the storage unit that link her. investigators say though they don't appear to be professional they were meant to hurt. >> we found glass shards and specifically when the bomb explodes it was meant to hurt someone when the glass shards come out. >> reporter: we found out cole was arrested last week. it's not clear if that was related. he is being held on $500,000 bail. the other who two have been released. is there anything about keeping you and them safe? i will bring that to you at six. i'm paul chambers. >> winter continues to hold the very tight grip on the northern united states. residents of pittsburgh are bracing for a second night of

breaking news. the search going on at that canal where authorities have just pulled a car from the canal. joining us is ken pritchett who is live on the scene. what can you tell us? >> reporter: what i can tell you, the car coming out of the canal. what with -- we have a sheriff here. he came over and -- everybody here wanted to know -- what was going on come out of the canal, what did they pull out? >> well what we pulled out -- they found a different vehicle. it's a reported stolen vehicle. it's -- you have people -- this is not the result we wanted. we hoped to bring an end to this case as tragic as it may be. so far the divers have found a car that's unrelated. >> reporter: we are here

because you have what you called a very credible witness who saw a car drive in. did anything change about that witness? >> [inaudible] the 4-year-old victim alive somewhere. no -- doesn't change the decreed ability. we will continue to search the canal until we come up with no result. >> reporter: last question, are you losing light. what happens now? >> this dangerous complex operation gets more dangerous after dark. water conditions swift, cold, visibility is almost nothing. we have multiple safety precautions in place. we don't know yet if we will continue dive operations after dark or lock this down as a crime scene and come back in the morning.
