traffic. here's steve. pam and dave, thank you. skies are clear. if you're anywhere near mt. diablo you probably heard the wind, gusts to 74 miles an hour atop. oakland hills gusts to 40. the fog is gone. sunshine today sunny, breezy for most. windy at times. highs today upper 50s to low to mid-60s. now here's sal. steve, right now westbound 24 traffic moving along well if you are driving out to the tunnel you can see traffic is moving along pretty well out toward the tunnel and oakland. also this morning we're looking at the commute here in marin county. that's the look heading out to the richmond bridge. and that traffic is moving well. 6:01. let's go back to the desk. sal, thank you. this morning that statewide search continues of the missing little boy kidnapped from his grandmother's arms as first light comes in the police dive teams are going back to a canal in the central valley town of patterson looking for the kidnapped suspect's car. ktvu's jade hernandez just move today that canal.

she's back with us with an update. good morning, jade. >> reporter: good morning. behind me is the delta men doe that canal. it's about four miles from where the 4-year-old was taken. at daybreak dive teams will scour this canal again just as they did yesterday. yesterday a farmworker reported seeing a car which matched the description of the one 27-year- old jose rodriguez was last seen driving. the sheriff's dive team did pull a vehicle from the canal but it was not the silver toyota with oversized wheels and a spare tire authorities were looking for. the sheriff office says the dive is complex and considered risky because visibility is near zero. but they do believe rodriguez has gotten rid of the toyota and the canal is the most logical place where it would be. >> we believe that the car is in the water. obviously we're all hopeful that that's not the way this story ends. >> reporter: last night support from the community buoyed a candle light vigil for the missing boy who has now been

missing for more than 36 hours. about 100 people gathered last night in front of the home where the 4-year-old was taken from his grandmother's arms. the 4-year-old's mother who is eight months pregnant cried and prayed for her son's safe return. governor jerry brown even sent a message of encouragement to the family. >> i just want to say that i hope he is safe and he's warm wherever he's at. hopefully he comes home soon because i don't believe that jose's going to hurt him. >> reporter: this is surveillance video which surfaced yesterday morning of rodriguez an hour before he took the boy he believes is his biological son. he bought beer from a filling station in presidenterson. authorities are still looking for rodriguez considered dangerous because of his criminal past. the statewide amber alert continues this morning. live in patterson, jade hernandez, ktvu channel 2 news. all right. we're now hearing from the roommate of the kidnapped

suspect. that roommate says rodriguez started drinking very heavily because he thought he would no longer see the young boy. >> i knew he was -- he wasn't all there. the man was unstable. you know i don't know what was going through his head. i know she wouldn't let him see his son, so i know he was having problems with that. he thought alcohol was an answer. >> now, moore pointed out this evidence of rodriguez's heavy drinking. he showed reporters dozens of liquor bottles stuffed in plastic bags outside the patterson home he shared with the suspected kidnapper. the suspect's car is a silver toyota corolla. license number 6hbw445. this morning that license plate is still being shown on amber alert billboards on bay area highways and all over california. oakland police are searching for the owner of a pit bull that attacked two people. it happened last night on 69th

avenue. now it's unclear what led up to the attack or if the owner of the dog was there at the time. but police were called to the scene. officers shot and killed the dog there at the scene and both of the victims were taken to the hospital. we don't know theextent of their injuries, but we are waiting for more information from oakland police. time now 6:04. there's a new way this morning that text messages may keep oakland schools and their students safer. starting today a new program called text a tip will kickoff at oakland tech and five other high schools. students can now anonymously send text messages to campus police if there's a problem or some kind of an emergency. operators will respond by text to those students and then send some help. the students we talked to say this is a good idea. >> usually everybody knows be over here at a certain time there's going to be a fight. so if you can tell people, if you tell your principal, they can be there to stop it before anything bad happens. >> now the school district's police chief actually got this

idea from the national football league which allows fans to text security guards about violence in the stands. service costs about $2,000 a year. scoot officials are hoping to expand this program. well, the bay area is no longer in the top five when it comes to the worst traffic in america. but that's due in part to a bad economy. ktvu's tara moriarty joining us live with the details on what this is all about. good morning, tara. >> reporter: good morning, dave. i don't know if you've noticed traffic has eased somewhat over the past year. and that is according to a new study released by the texas transportation institute. here in the bay area if you take a look mind me you can see one of the reasons they attribute this drop in congestion it's projects like this one off 880 and high street where cal trans is building a ride and safer fifth avenue bridge. for the past 28 years the bay area has ranked as the fifth worst traffic in the nation.

that's for time wasted sitting in gridlock. why have things gotten better? is it payoff from improvements like the one we just mentioned, ramp metering, highway extensions or something much more obvious? >> i think it has a lot to do with the economy has been kind of slowed down. people just ain't working as much. ain't driving as much. >> it's a lot smoother. it used to take me half an hour from here to pleasanton and now it takes me like 20, 15 minutes at the most. it's gotten better. maybe the economy again or might be the car pool lanes. >> reporter: now if you're wondering which cities top the list for worst traffic, washington d.c. and chicago. bottom line is we shouldn't get too used to a smoother commute just yesterday because transportation officials say that once the economy picks up things most likely will return to normal. now right now we are going to head over to sal in the traffic center to find out how things are looking on the roadway right now. if i have esp, sal, i'm

thinking there's maybe some congestion at the bay bridge toll plaza in about 15 to 20 minutes. >> tara, sounds like you've done traffic before my friend. good morning to you. yes, you're absolutely right. and right now we're beginning to see some of that as you head to the macarthur maze and on interstate 80. 880 is getting busy from richmond into the berkeley area and heading to the toll plaza. this morning's commute is going to be getting much busier coming westbound into the city although there's not a critical delay at the toll plaza just yet. and on the san mateo bridge we have a commute that's busy on the stand but pretty light getting to it so far. of course that may change. but so far we're doing okay. two people are in the hospital recovering from a crash that severely damaged a center median on highway 101 mountain view this morning. you see these pictures. car flipped over several times and took out several chunks of the center median. that suv flipped over. again, two people were hurt, taken to the hospital. they had to get sweepers out there to finally clear the

debris and they opened the lanes just moments ago. the cars you can see severely damaged. 6:08. back to steve. sal, thank you, sir. a little spring in my step today because there's something any to talk about. the fog for the longest time was here. yesterday it just teased me. it held on towards the east bay until about noon and disappeared. now it's all gone. the wind has cranked up and that's taken care of all the fog. but also means we have a different pattern some people don't like the wind. not everybody. not everybody here is going to get on the wind. there are just some breezy conditions. few locations don't have any at all. but windy at times. mainly coast, higher elevations. gusts already over 70 atop mt. diablo but sunshine for everybody. coast, bay, inland tomorrow more of the same. breezy at times. weekend doesn't look like much. same song and dance. could be a system clipping the sierra nevada which could give us higher clouds but i'm reaching when i say that. there's no rain in sight until

probably february. probably. 74-mile per hour gust at mt. diablo. down to the oakland zoo 30 to 40 miles per hour. mt. tamalpais 18 last time i checked. east hills 16 miles per hour. if you have a stronger gust you can always tweet me or e-mail me. santa rosa north-northwest at 7. northeast 14 at fairfield. calm at vacaville. east-northeast sfo that's a cool breeze when it water for them. and san jose south-southwest at 7 but you don't have to worry about the scary fog which is right there. it's all gone. high pressure's here. it's not going anywhere. but it gives interesting temperatures on the lows. fairfield's 39. santa rosa 37. 55 oakland. that's because there's a northeast wind coming down out of the hills. so downtown oakland, alameda, oakland airport all benefit from that. so does berkeley. 49 hayward. 52 mountain view. upper 30s saw a couple. 37 go 50 at noon, 64 for a high today with sunshine for everybody. you can see why.

>> reporter: good morning to you, dave. the chorus against china's human rights record and economic policy is pretty loud here at the capitol. and china's president will probably get an earful when he sits down with congressional leaders. here is what senate majority leader harry reed had to say ahead of today's visit. >> he is a dictator. he can do a lot of things. they have a different type of government. and that's an understatement. >> reporter: tough talk at the capitol comes after a star studded state dinner at the white house last night. here's a look at the president's arrival. president obama offered a toast for cooperation between the u.s. and china. they were a number people from the bay area at the dinner. most notably mayor quan. she says she didn't realize what a big deal it was to get invited until she got here. reporting live from washington

d.c., allison burns, ktvu channel 2 news. state senator yee from san francisco is demanding an apology from radio talk show host rush limbaugh. yesterday on his radio show limbaugh complained about a lag in translation in the televised remarks of chinese president. here's how limbaugh imitated what the chinese president said. [ indiscernible ] >> senator yee says limbaugh owes the chinese community in particular an apology for his "classless act." the san francisco police department kicks off its annual campaign to make sure asian- american businesses are not taken advantage of during the upcoming lunar new year celebration. city officials held a news conference in china town yesterday encouraging business owners to contact police if someone tries to extort money from them. today they will carry out a

similar safety awareness campaign in the bay view and i thinkling side districts. the year of the rabbit begins on february 3rd. time now 6:16. wounded arizona congresswoman gabrielle giffords could be transferred to a rehab center in houston as early as tomorrow. a hospital spokeswoman says the congresswoman is now able to stand up with some help. all of this progress comes less than two weeks after she was shot in the head. giffords' family says they want to move her to houston. that's where her husband who recollects is an astronaut, is training right now to lead the space shuttle endeavor's final flight in april. meantime a federal grand jury has indicted suspect jared loughner. he's accused of shooting congresswoman giffords. he's now charged with attempting to kill her and two of her aids. in all six people were killed in that january 8 rampage. the u.s. attorney in arizona says the initial indictment is just the beginning of federal legal action against loughner. for now the most serious charge is attempted assassination. that could send him to prison for life. the 22-year-old suspect is

scheduled to be arraigned on monday. a new report questions the convictions of four men for killing wall street journal reporter daniel pearl in pakistan. the report by a team of american journalists and students says the four men did help kidnap pearl, but they were not present during pearl's beheading. accordinto the report u.s. officials using vein matching technology have identified the hand of the unseen man who killed pearl in the video. reportedly it is that of the master mind of the september 11 attacks. it is being called a major legal victory by gay rights advocates. it involves california's state employees and health care. a federal judge in oakland ruled yesterday that state workers can sue for discrimination over the federal government's exclusion of their same sex partners from a long- term health care program. three same sex couples have filed a lawsuit over the state's requirement system's refusal to enroll their spouses

in the plan. today house republicans start to work on alternatives to the health care reform overhaul. and they voted to repeal. the house will vote today on a measure directing four committees to come up with new legislation. republicans want to end the mandate to purchase health insurance. they also want limits placed on jury awards in medical malpractice cases. as with the repeal, senate approval would be required. that is considered very unlikely. all right. let's go back to sal to check on any problems for the commute. we have a big problem southbound 101, pam and dave. we just found out there's a crash in the left lane on southbound 101 at chavez. our live camera will show that. you can see traffic here beginning to stack up. if it stays there for much longer we're going to have a back up that's going to extend to the bay bridge. that's not a very good thing. this could have a chain reaction on the entire commute getting in to san francisco. we'll keep you posted.

paramedics are rushing to the scene right now. one of our crews happened to be driving by and see that it does appear to be pretty serious crash. move along and take a look at westbound bay bridge. again, if there is a problem in san francisco, this will ultimately be effected because they will switch the metering lights on down to low and you won't be able to get there as quickly. we'll keep an eye on it for you. you might consider taking bart. 580 this morning looks pretty good. coming in from the allot month pass to dublin let me just move this here and highlight the route from grant line to 680 still about 20 minutes. maybe a little less. that will change. right now it's a pretty decent drive. at 6:20, let's go to steve. sal, we have a pattern where it's changed. the fog is gone. we don't have to worry about that. but the wind has picked up for many. everything's coming right down out of the north. cool breeze for some and mild breeze for others. fairfield northeast at 15. vacaville those areas don't have to worry about the fog.

san jose west-northwest at 9. santa rosa northwest at 6. a breezy day. very windy for some. we have some 30s though. just heard from rick on a tweet 34 degrees and no wind. clear lake is like glass where he is. spring lake which is santa rosa 38. petaluma 39. ratherton 39. that's the only 30 i could find on the peninsula. that must be a wind protected area. couldn't find any 30s in the east bay. i found one towards gill roy also at 39. there are some cool readings. fairfield's in there. sonoma county airport 37. a lot of 40s and 50s. oakland 55 degrees. that's because they have a wind coming right out of the oakland berkeley reezy, windy in the hills. gusts to 70 miles per hour plus. forecasted highs upper 50s for some but a lot of 60s here. 59 pacifica. 60 antioch and brentwood. mid-60s for much of the peninsula, south bay. cooler by the coast. five-day forecast, no rain in sight until maybe february. but a combination of lots of

sunshine and occasionally some wind. pam. thank you, steve. chrysler announced it is working on a new hybrid minivan that does not use batteries or electric motors. the automaker says by the end of next year it will have a town and country van built on a hybrid system that relies on pumped up hydraulic fluid rather than expensive batteries. that system was developed by the environmental protection agency and it's said to cut fuel efficiency by as much as 60% in city driving. san jose based communications has reached a licensing agreement with we ran of canada. details are not being made public but it will settle a patent dispute between the companies. athey are os and qualcomm are not commenting on the settlement. wal-mart is expected to announce plans to sell healthier foods and reportedly first lady michelle obama will attend the event.

wal-mart reportedly will say it's reformlating the levels of sodium and sugar in thousands of products. and it will push its suppliers to do the same. the first lady has urged companies to make foods healthier as part of her campaign to fight childhood obesity. and a new san raff i can't believe pizza restaurant may have to tone down the vibrant paint job there. that's after the city's design review board said the current colors are too bright and shiny for the historic downtown area. last night the board asked to work with the owners of the pizza and brewing company to try to soften the building's bright yellow and green colors. the restaurant is on fourth street. it's due to open this weekend. $2 million and growing. the bill that keeps getting bigger and bigger at a south bay school district. also a new kind of blood bank opens here in the bay area. but the people who can donate are very limited.

accident with major injuries. fire department and ambulance on the scene. time now 6:26. in san jose the east side union high school district is facing a soaring debt. the mercury news reports in october the school district was ordered to pay $1.7 million tombing cool service for unpaid construction costs. and last week the district was reportedly ordered to pay the company's legal expenses. the district plans to appeal. the mercury news also says the anything yet. so that legal award is accruing $21,000 a month in interest. a new san francisco blood bank is providing hope for many sick children who may have nowhere else to turn. it is the cord blood bank at cpmc st. luke's hospital. cord blood from a newborn baby's umbilical cord is usually thrown away but it contains special stem cell that is can develop into almost any kind of human cell.

welcome back to the morning news. rang the opening bell live in new york this morning. a little bit of optimism this morning after the weekly jobless numbers came in better than expected. still they were down for the week and much more than analysts predicted. so we'll see how the markets respond. you can see the dow jones actually dropping a little bit right now. 30 points. we'll have all the details in business news ahead. i think that was a football player. terrell owenses ringing one of the bells. >> oh, i will have to find out. smile and say good morning. thank you for joining us here on the ktvu channel 2 morning news thursday january 20th. i'm dave clark. i'm pam cook. time now 6:30. two days since the abduction and still no sign of a missing little boy and his suspected kidnapper. dive teams are about to return to a canal in the central valley town of patterson to look for the suspect's car. ktvu's jade hernandez joins us now with the very latest information. jade. >> reporter: good morning. we just received an update from the stanislaus county deputy

sheriff. he believes the car involved in this abduction is in this canal. they have a credible witness, a farm hand, who drives along the canal every day to work who described a car rolling into the water the day the 4-year- old was kidnapped. >> the witness noticed the car go in the water about 5:00 on tuesday. about 45 minutes after the abduction occurred. the proximity of this location of the canal and the house is only a few miles from here. >> reporter: the sheriff's dive team searched the canal yesterday and came up without the 2003 silver toyota corolla in question. the sheriff's dive team did pull a vehicle from the canal but it was not the car authorities were looking for. but physical evidence points to a car rolling in to the water very new. there are new tire tracks into the water. that's why investigators believe the car is in the canal this morning. i've been told by 10:00 this morning divers expect to scour the canal again. 27-year-old jose rodriguez, the man who authorities say

snatched the 4-year-old and believes that this little boy is his son, is still missing this morning. the sheriff's office says the dive is complex and it considered risky because visibility is near zero. last night about 100 people gathered for a candle light vigil for the missing patterson boy now missing for more than 36 hours. the 4-year-old was taken from his grandmother's care while his mother was away at work. we want to show you surveillance video that surfaced yesterday morning of rodriguez an hour before authorities say he took the boy. he believes is his biological son. he bought beer from a filling station in patterson and left. authorities are still looking for rodriguez who is considered dangerous because of his criminal past. hundreds of reports from people claiming to have seen rodriguez's car have poured in but none have been credible. the statewide amber alert continues this morning. divers are expected to be out here at this canal around 10:00. reporting live, jade hernandez, ktvu channel 2 news.

time now 6:33. in vacaville a teacher wants a restraining order against a 13- year-old student who she says attacked her. the daily republic news reports that back in november the student tripped the 62-year-old teacher causing her to break her arm and separate her shoulder. attempts to expel the student reportedly failed because the student has special education issues. well, police in palo alto are telling residents be aware of your surroundings after a string of armed robberies. police say there have been 20 armed robberies in the past four months and last night they held this public forum giving residents tips on how to stay safe. many of the robberies have happened while people were getting out of their cars right in front of their homes. >> i think we were just victims of a crime of opportunity. and, yes, i resent when people do what he did terribly. >> police are saying people often make a mistake they call

a family member before they call the police. that makes it harder for the police to solve the crime. investigators say they've solved 6 of the 20 robberies. they've arrested eight people. the san francisco police commission is putting the search for a new police chief on the fast track. last night the commission approved a time line that will allow mayor ed lee to name a new chief as early as march 15th. after 18 months on the job, former police chief george named the city's district attorney. whoever takes over as police chief could be out of a job months from now. that's because san francisco's next mayor could then decide to name their own police chief. lieutenant governor gavin newsom is challenging a proposal to cut half a billion dollars to the uc system. governor jerry brown proposed the cuts as a way to help balance the budget. despite coming from the same political party as brown, newsom disagreed with the budget proposal. newsom told the sacramento bee that he believes uc regents should look for alternatives to some of the cuts suggested by

brown. time now 6:35. some bay area cities are considering merging services to save money. palo alto, mountain view, lost altos and sunny vale exploring the idea of merging emergency dispatch centers and also looking into sharing record management facilities and fire prevention services. the palo alto city council will take up this resolution at its meeting next tuesday. all right. 6:35 is the time right now. back to sal to check in on traffic. we have a big problem this morning. the problem on highway 101 southbound really effecting the traffic there because of a crash at chavez. doing their best to clear it up quickly. in fact we have new video of the crash here just before the chavez exit. you can see that fast lane is blocked right before that tight turn there. you can see chp is there looks like one of the lincoln town cars is involved and another vehicle here up against that

center divide. paramedics are just arriving on the scene and someone is injured. they are moving it off now and it should be gone pretty soon. tow truck is already on the scene. move along to the bay bridge right now. traffic is backing up as you come up to the westbound bay bridge. there are no major problems coming in to the city. but we're going to watch that traffic on the upper deck. yes, for dave clark, that was t.o. ringing the nasdaq bell. he just tweeted that. let's go to steve. thank you. speaking of tweets, just heard from james in east oakland he said super windy. it is. i've seen gusts coming out of the oakland berkeley hills 30 to 50 plus miles per hour. the fog is gone. it's out of here. no doubt about it because the wind is cranked up. in fact the wind is beginning to pick up more so. i have some gusts for you in just a second. high pressure's here. sunshine. it's going to be windy. we've gone from cold and foggy, some locations are cold, some are breezy and mild. windy at time. more of the same tomorrow.

upper 30s. 37 fairfield. 47 concord. 55 downtown oakland. yet still 30s for santa rosa. napa airport 44. and 52 mountain view. any wind in the upper 40s or 50s. without it it's cold. our target forecast today go 50 at noon and then 64 sunshine everybody. occasionally a high cloud. but high pressure's here and it's not moving. 36 to 52. clear, breezy to windy. some of the higher elevations east bay hills, some of the higher elevations to the coast as well. sunny, breezy, fair, but a few high clouds could come flying down. 58 to 66. 60 antioch. 59 richmond. 59 pacifica. oakland 64. hayward 64. 61 livermore. 65 morgan hill to gill roy. same for mountain view and palo alto and woodside. sunny, breezy to windy but lots of sun and no rain.

good morning to you. welcome back. quick look at stories we're following for you right now. at 6:42 as the sun starts to come up police dive teams will go back to a canal in the central valley town of patterson. they're in there searching for the car of the man suspected of kidnapping a 4-year-old boy on tuesday. a statewide amber alert is still in effect. wounded arizona congresswoman gabrielle giffords could be moverred to a rehab center in houston, texas, tomorrow. hospital officials say she's made enough progress to start a long-term rehabilitation program. and police in oakland are searching for the owner of a pit bull that attacked two people. happened last night on 69th avenue. police shot and killed the dog there at the scene. the victims were rushed to the hospital. people living in a mountain view apartment complex are dealing with a pesky problem. bedbugs have invaded their building. but it's not the only place

where this problem is surfacing. ktvu's kraig debro is in mountain view this morning with the details. kraig. >> reporter: yeah, good morning, pam. i'm at the creekside apartments not too far from the cal train station. they found the bedbugs just down the driveway there. not a lot of apartments are effected by this but i talked to a lot of people who live here this morning and very few of the people i spoke to even knew there was a problem. the problem exists in two apartments down the way. now the apartment complex here is located in building 70 actually. one of many apartment complexes here. apartment managers brought in dogs to sniff surrounding apartments for the bedbugs. and no bedbugs were found in any other neighboring apartments according to the management here. but according to some people who had heard about it the news is kind of freaking them out. two apartments as i said. but bedbugs are being found all over the country. they basically go from place to place by hitching a ride on people or animals jumping on

and off victims to infest new places and they're found in hotels and most often because people come and go there a lot. they suck blood off their victims and the bites can be atrocious. look at some pictures we've got off bedbug reports.com. you can see some bites on people. it's worse on some more than others. not sure why that is. it's a big problem not only in the east coast but now in the west coast. according to one of the exterminators quoted in a published report he's seen them up and down the peninsula. there are ways to fight it but according to some researchers at ohio state university they found the bedbugs are actually evolving ways to break down toxins that are meant to kill them. so they're getting harder to kill in this day and age. live in mountain view, kraig debro, ktvu channel 2 news. time now 6:45. a hit-and-run driver still on the loose this morning after a crash that seriously injured a young girl in gill roy. this happened shortly before

6:00 tuesday night on ren avenue at maria way. the girl was found injured actually lying in the road but is expected to recover. a dark colored suv or minivan was seen leaving the scene. the driver described as a latino woman with dyed blond hair and a medium build. if you have any information, contact gill roy police. a former member of the manson family goes before the california parole board later today. patricia has been jailed almost 40 years for her involvement in the 1969 murders of actress sharon tate and six other people. the 63-year-old convicted killer has maintained a clean prison record during her 40 years behind bars, but her chances of getting out are slim. the parole board has rejected every parole request for every one convicted in the notorious manson murders. there are new conflict of interest concerns about san francisco's newly appointed

district attorney. a public defender says she may request that george be removed from an officer-involved shooting case. on january 4th police shot and wounded a man in a wheelchair after they say he stabbed an officer. now he was the police chief at the time and defended the officer's actions. if the d.a.'s office is removed from the case, state attorney general harris would step in. rotc may return to stanford after nearly 40 years. the student military program was booted off the stanford campus in 1973. that was due to strong opposition to the vietnam war and the discrimination against gays in the armed forces. but many of today's stanford students have much different views of the military. trauma of 9/11 has renewed patriotism among young people. and the government recently repealed its don't ask don't tell policy on gay soldiers. well, america's most famous football fan is promising to attend the super bowl of his beloved hometown makes it to the big game.

francisco middle school are being suspended now because they encouraged their classmates to eat rat poison. seven students were sent to a hospital after eating the poison at martin luther king, jr. academic school last week. investigators first thought the students who passed out the poison mistook it for candy. but now the school district believes those students were aware it was not candy. none of the students who ate the poison were injured.
