>> reporter: asian law caucus attorney angela chan says domestic violence victims are also being victimized bid the federal secure communities program which is fingerprints taking to track down and report undocumented immigrants who may be wanted on major or minor offenses. chan says at least two of her clients are domestic violence victims facing deportation because police arrested them too. >> they arrested both parties and fingerprinted both clients. >> reporter: in some cases the alleged domestic violence victims are themselves facing previous charges.

the issue is gaining national attention after a victim confronted an i.c.e. official. >> i thought he would help me, but through this the police turned me over to i.c.e. now i ha a deportation order. >> reporter: i.c.e. officials have told us that they have deported close to 300 people. live in san francisco, david emergency meeting is going on right now in response to a spike in crime. they've invited residents to discuss crime and help come up with proactive measures to try and prevent future violence. friday's killing was the city's seventh homicide so far this year we do have a crew in that meeting and we'll tell you

what happened tonight on the 10:00 news. police in san francisco tonight are searching for crews after a woman was found dead inside a burning car. ktvu's debra villalon is live in san francisco be police are asking for the public's help on who she is and what happened. >> reporter: surveillance cameras may also provide some help. take a look at them down on the corner mounted over hay street. one of them has a good view up webster and police are reviewing those tapes now. meanwhile a few steps away this small memorial sits in tribute to a woman who's name nobody knows. this video from a neighbor shows how ferocious this car fire burned. and the moment firefighters in the aftermath were stunned to find someone inside. a woman police say in the passenger seat of the two door pontiac. >> it was pretty shocking. >> reporter: this man and his roommates after calling 911 called a fire extinguisher and

raced out to the car unsure if anyone needed saving. >> if there was something that we were thinking about maybe pulling him out. but the flames and the car were too big and we just couldn't do anything about it. >> reporter: helpless too was the person with a garden hose seen trying on the corner of this cell phone video. as the car with a corpse inside was tarped and removed for examination, neighbors wondered how the woman died and how the fire was started to cover up her murder. last week two men attacked each other. one with a knife and one with a shovel, one was stabbed to death. this crime has neighbors uneasy. this has long been a neighborhood on the upswing. >> i wouldn't say scared but we need some sort of presence around here because in the his history of this neighborhood, once this starting happens it

just seems to go and go and go. >> reporter: you can see the street is still scorched from the car fire. police say there doesn't appear to be a link between the two recent incidents but both of them did happen in and around housing projects. and a community meeting with police may now happen to address residents concerns. reporting live in san francisco, debra villalon. there is still no sign of a missing fisherman who apparently fell over board in the delta. the coast guard and the contra costa sheriff's marine unit have been searching the delta near oakley for harry lee. the search will resume in the morning. lee is believed to have been wearing a manually inflatable life jacket. he may have been incapacitated and not able to pull the boat to safety. and today the mother of a

missing 4-year-old patterson boy is pleading for the return of her child. we will be there as divers continue that search. san francisco's new district attorney george gascon is working on a man to try to remake the city's court system, gascon would move thousands of petty offenders to a lower court. they would hand down sentences for petty crimes. the city already has several alternative courts that deal with substance abuse, mental illness and other issues. garbage collection rates may be going up for some east contra costa county residents.

tomorrow county supervisors are set to consider a 13% garbage increase for 7,600 customers. the increase would apply to garbage customers at bay point, bethel island, concord, discovery bay, nightson and oakley. if approved the cost of a $96 can would go up $4 a month to $35.85. a 32-gallon can would also increase by $4 to $32.85. san jose says it has come up with a new way to save money. it wants to lead the nation with a new dimming technology on their street lights. one of two pilot projects has been set up. >> reporter: it's almost undetectable but when you look up you will notice a new plan under way. these new led lights don't only

turn on and off they can also dim. today they used their automation software to turn on a light 2,600 miles away. use ago map on the u.s. online they are able to zoom into charlotte, south carolina where each dot represents a street light. with a click of the mouse they turned the light on, with another light they lowered the brightness by 30%. >> they're put in at something like 80% or 75% brightness. >> reporter: another company placed these lights, they say it's safe. >> that sounds like a lot but you can't even see the difference in the lighting at 50%. your eyes can't perceive it. >> reporter: she says it would save san jose $800,000 a year. still funding is a challenge.

the city has secured funding for the new 6,000 lights, there are 6,200 lights in the city. this neighbor wants to be sure it is safe. >> at least have the people see how much dim the city wants to go to and then be able to visually assess that. >> reporter: dimming lighting would also benefit astronomers. maureen naylor, ktvu. abortion rights opponents and supporters held competing and peaceful demonstrations. saturday marked the 38th anniversary of the supreme court. it wants to make sure reproductive health rights for women are defended. anti abortion supporters say the anniversary is nothing to

celebrate. >> run out of four babies are aborted. and that's a horrendous loss of life both personally for people and for the country. >> we want to be sure that there is opportunity for reproductive rights to be considered in health care. and many of the pro-life people do not want to see that happen. >> reporter: each side held their demonstrations at slightly different times and did not encounter one another today. another anti abortion rally in washington, d.c. brought hundreds of abortion critics out to the national mall. they listened to several speakers who criticize that 1964 supreme court ruling that legalized abortion. after the protest they marched up constitution avenue to the u.s. supreme court building on capitol hill. president obama is set to deliver his second state of the union address tomorrow night. the president is expected to focus on jobs and the u.s.

work is under way on a crippled cruise liner that sailed from southern california into the bay over the weekend. the carnal splendor is docked at pier 70 in san francisco for several repairs including work to the engine. 800 people are working on the ship 24 hours a day seven days a week. the ship is 950 feet long and 120 feet wide. it's here because san francisco has the only floating dry dock on the west coast that can

accommodate a ship of its size. a republican lawmaker is considered states like california could file for bankruptcy. jim vargas has the story. >> reporter: all taxpayers would pay more taxes if california would file for bankruptcy. >> eastbound even the threat or discussion it can substantially increase the interest that we have to pay on bonds. >> reporter: those are the bonds that finance the projects and produce the jobs. >> it would reduce the number of infrastructure jobs we have, and also weaker economic growth

in the long term. >> these people spoke out today they say before the idea blossoms in the congress. state legislature started its first budget hearing today. financial experts say california's economy is too big to fail. but other states aren't so big. and that could affect us. >> why should i here in california help take care of illinois's problems? and the reason is because if we can't get our arms around the situation in illinois, we're going to have to pay higher interest out here for our borrowings too. >> reporter: the idea is not -- the word is the idea is not going well over on wall street especially among bond traders. there's estimate that is throughout the next few years, the state will face a shortfall. meanwhile, beyond a federal bail out that probably won't happen any way.

one idea that may be viable is to put the states that just can't pay their bills. three bills have been introduced now in the legislature to deal with homelessness. one would create a state the áf plan for youth homelessness. others would insure homeless youth will be considered in any new plan. the beverly hills doctor

you will start to see the numbers move around before lunchtime. the eventual temperature will be upper 50s to low 60s. high pressure still in command of our weather once again here's a satellite showing you high clouds moveing in from the north. with this system in place, going to generate those offshore winds as a result we're expecting breezy conditions in the hills but once again, temperatures warming up. so sunny and warm for tomorrow. those readings 50 to 70 degrees. we could have winds gusting from 75 to 80 miles per hour. 6:00 did a nice job in showing you nice clouds. but watch what happened, just partly cloudy conditions. tomorrow morning we could have a patch or two of fog out there but nothing too extensive to talk, the fog will be targeting the north bay valleys and also the east bay valleys but still increasing sunshine into the

afternoon by 3:00 and by 4:00 for your tuesday afternoon. here's your key headline warming up for you tuesday. 6:00, partly cloudy skies. patchy fog will take this into the afternoon highs. quite a few 60s. san rafael right around 65, santa cruz is beautiful right around 70, and san jose in the upper 60s at 68. here's a look ahead. fairly nice wednesday we will have to keep an eye on patchy morning fog for the valley locations on thursday and friday. the big change happened this weekend. no rain clouds but just a bit of a cooling trend as you would expect. 50s this time of year and that will be happening by saturday. maybe some more rain sometime between february 5th and february 10th. still way out there. >> coming into that point where we need a little rain. >> we do need it. >> thank, mark. jack lalanne has died.

>> knee to the elbow. one, two, three. >> reporter: lalanne died of pneumonia yesterday at his home in obispo county. he spent decades on television including a program that aired on ktvu. at 42lalanne did a record 1,032 push ups in 33 minutes. he also once said i can't die it'll ruin my imagine. he was incredible. >> true pioneer. such a sweet man. >> i met him once, just the sweetest man in the world. >> i did too, he was. and hear what christina aguil era will be doing at this year's super bowl game and who else will be entertainment. the dow climbed more than 108 points closing at 11,980. nasdaq also had a good day up 28 points. back with more right after
