police say a drive-by shooting let to a high-speed chase. we are live where police say they were forced to open fire >> the investigation into the disappearance of a teacher may expand to another major bay area city. and flights are already being cancelled this morning here in the bay area as another snowstorm sweeps through the east coast. that's all ahead on the morning news. complete bay area news coverage starts right now. this is ktvu channel 2 morning

news. good morning. thank you for waking up with us this early. it's thursday, january 27th, i'm pam cook. steve is here covering weather. we do have a slight difference today. there is not the coverage we saw in the fog. it's still there and it's going to be a tough day to warm up in the upper 50s. if you're in that fog, still lots of 60s. temperatures are coming down for some but temperatures near 70 for san jose and part of the peninsula. traffic looks pretty good heading out to the high rise. pretty good visibility as well. also this morning, we're looking at the east shore freeway. that traffic looks good. the weather is clear. well, this morning, police in oakland continue to investigate a deadly police shooting. it happened following a police chase and crash on 85th street. jade is there with more on the

suspect shot and killed by police. >> reporter: good morning. we are learning more this morning from the woman claiming to be the suspect's mother. she says the police did not have to shoot and -- shoot her son. this is where police say it began. a drive by shooting, neighbors say they drove by and opened fire. no one was hurt but officers not far away spotted the car and a high-speed chase began. it ended here where the suspect's car crashed into another car. fortunately no one in that car was hurt, but the passenger in the suspect's car got out and armed with two guns, he refused to comply with the officers' demands. they opened fire and the suspect died on the spot. the driver got out and tried to run. >> the driver was arrested

without incident. he did not use any levels of force. >> reporter: the officer involved in the shooting has been placed on unpaid administrative leave. the woman we spoke to earlier claims to be the victim's son. now, at the top of the hour, we're going to bring you that woman's emotional interview and says why the streets of oakland are pushing kids down the wrong path. well san jose police are investigating a shooting that injured a 26-year-old man. police arrived at the shooting seen on round table drive at around 7:00 last night but did not find anyone. friends had apparently dropped off the victim at a nearby hospital, then left. the victim is said to be stable. police are investigating the

motive and say it is unclear if the incident is gang related. reeling us leaders will call for -- religious leaders will call for safety to be a top priority. it's been a violent start to 2011. the leaders will call on the city to hire a police chief who will focus on restoring trust between officers and the community. well, this morning police are investigating a tragic accident on the streets of east oakland. last night, a 1-year-old girl was hit and killed by a car on 78th avenue. a family member was moving a car and the toddler somehow got out of the house and was run over. the child's body is now at oakland's highland hospital. the family has given permission to donate her organs. this morning, investigators will decide on were to focus next on that search for the kidnapping victim. last night, sheriff's deputies announced drivers will not

return to the murky chilly waters of the canal. they have pulled 11 cars out of the water but not the silver toyota corolla believed to the in the canal. the search for a missing english teacher will expand to san francisco today. a day long search around phoenix lake near her home came up empty yesterday. she vanished last wednesday after leaving a criptic note in her classroom thanking her students. police will search near golden gate park because she had apparently talked about staying in that area. a warning for people in napa. someone is going around shooting out car windows with a bb gun. 40 parked cars were targeted on monday and tuesday night. one family told us windows on two of their cars were shot out

during that spree. it will cost hundreds of dollars for each victim. >> it angers me that somebody would go to the trouble of shooting out windows for fun. >> so far police say they have no suspect information of the they are asking neighbors to be on the lookout and report any suspicious activity. this morning, cal tran ys headup. it will be closing for avenuing between 7:00 a.m. and noon today. the off ramp will be closed from noon to 5:00. they are part of the project to extend the carpool lane. we want to get a complete look at the commute so far this morning. >> top of the morning to you. >> you, too. >> things are looking good. we are off to a nice start. we don't have a lot of traffic

going on. let's go out and take a look at some of these live pictures on 80 westbound. looks pretty good here. no major problems here. you can see the weather is clear, which steve and i -- steve is going to talk about some of the other areas, but here the weather is clear as you drive up to the bay bridge toll plaza. the commute is moving along pretty well as you're driving on westbound bay bridge so san francisco. we're getting word of some sort of a fire in clever dale, we're hearing about that and we will' get back to you on that. 4:37. all right. good morning, everyone. we do have some fog that looks to be hanging out more toward the north bay than the east bay. i did not encounter any fog coming in today versus yesterday when my car just county like it.

i don't like -- my car just didn't like it. i don't like driving in this fog. there are going to be pockets of fog and some hazy sunshine. santa row ta, napa -- a lot of 40s. still that east northeast wind. the wind that's in the higher elevations is nothing compared to what it was yesterday. it was howling for some. so the valley fog is there, 1/4-mile visible tonight. comes right back over. there in lies a dense fog forecast. foggy, then sunny, a chilly morning but lighter wind today.

forecasted highs, 50s, 60s and 70s. 65 santa rosa. morgan hill 72. temperatures seem to be sliding down a couple of degrees. cooler on sunday and monday. the northeast is dealing with another round of huge snow storms right now. it is having a rip peel effect right here in the bay area. so far 18 flights from the east coast have been cancelled. now, in washington d.c., buses and cars are stranded and power has been knocked out for hundreds of thousands of customers. even the president had trouble getting around when he returned to andrews air force base yesterday from a trip from wisconsin. it took him an hour rather than the usual 20 minutes. the snow across the east is putting many cities in the red. in new york, the city's $38 million for budget is mostly

gone following that storm one month ago. they are asking for the federal government to step in in new jersey. facebook fans may be upset with the company again this morning. this time it has to do with where some of your posts can end up. in another racist threat, the new letter faxed to senator yee. traffic is moving along pretty well if you're driving on 101 heading down. we will tell you more coming up.

good morning. we still have some dense fog advisories in north bay and east bay. it's still there. once it burns back, 50s and 60s for some. we're learning more about the actions of the accused gunman leading up to the tucson shootings. jared loughner reportedly researched lethal injections, sole tear confinement and political assassinations just days before the attack. a source says a review of his computer turned up those searches. jared loughner has pleaded not guilty to initial charges. more charges are expected. meanwhile, congresswoman gabrielle giffords is making new strides in her recovery. she's now under intensive

therapy at a rehabilitation hospital in houston. we watched as she was transported there by ambulance yesterday. doctors say they plan to insert a valve into her breathing tube to help her talk but it's still unclear weather she will be able to speak. a new blake assessment of the social security system shows it will run at a deficit this year. according to the congressal budget office, social security will payout $45 billion more this year than it collects in payroll taxes. now, currently, social security is impacted by the weak economy. and the demands on social security are increasing with a growing number of baby boomers retiring. well, california voters appear to be cautiously optimistic about governor jerry brown's first month in office.

a poll finds that 54% favor his proposal for a special election to extend specific taxes to support schools and other state services. the governor says swift action is needed to close the budget deficit. >> i feel confident that we're at the right place for this moment in time, but we don't have endless amounts of time. we got to get this thing done. >> he says he would like the legislature to decide on the special election by the end of march. republicans oppose the plan but the governor says california may suffer if nothing is done about the state's $25 billion deficit. you can learn more about the governor's budget proposal at our website. we've posted it on the politician's tab. state senator yee says he has received another threatening racist letter in time in response to his criticism of rush limbaugh.

the letter writer made reference to rush after the talk show host made fun of the chinese language. >> i don't want to give anybody some indication that we're going to be silenced because of the threats. >> this is similar to one he received last april after he raised questions about the fee sarah palin was being paid. both contained the same letterhead, a truck with a news attached -- noose a too muched to it. the parents of a young woman killed the explosion in san bruno are filing a lawsuit. she was visiting her boyfriend at the time whose home went up if flames after the explosion. the suit alleges negligence on pg&e's part and claims they could have prevented the accident. meanwhile, an effort is

underway to open a public investigation into the san bruno explosion. an ad casty group -- advocatesy group has filed a petition. they say until now the commission has only had an informal private investigation not disclosed to the public. the issue is expected to come up at the first meeting of the newly appointed public utilities commission beginning at 10:00 a.m. well, this week thousands of bay area residents are applying for a spot on a waiting list that can lead to help paying their rent. for the first time in years, the federal government is taking applications for its section 8 housing vouchers. the program provides rent subsy did i -- that can be the difference between staying in their homes and ending up in the streets. >> it's not very encouraging

but you can apply and see. you never know. >> all applications must be made online which means people are pureeing into libraries to use computers there. only 50 vouchers become available each month so it could take five years to work through that waiting list. as more bay area counties begin counting their homeless today, one group in san francisco is criticizing the methods used in that census. volunteers are not supposed to approach or speaking ---- approach or speak to people. this can lead to people being included that are not actually homeless. the city is saying it's an accurate process. it begins at 7:00 tonight and goes until midnight. preliminary numbers show fewer people without a roof over their head. we were there yesterday. the county says about 1500 people are currently living outdoors. that's down from 1900 two years

ago. the county has not yet tallied the numberses on how many people are living in shelter. a in survey of leading economists predict a brighter outlook this year. they say the economy will grow by 3.2% this year. they believe the major reason will be the increase in the size of the working population. they say that employers will create a net total of 2.2 million jobs. that's twice as many as there were created last year. listen up, facebook yours -- users may soon see their posts in advertisements. facebook says that will allow advertisers to play up things people do that might otherwise get lost in the status updates. right now, there is no way for users to decline that feature. the time now is 4:49. no more yellow, orange or red

welcome back. today homeland security janet napolitano will announce the end of the alert system in the u.s. the five step color codes ranging from green to red will be phased out by april. the system was introduced after the september 11th attacks. a homeland security task force found the color coded system has lost its effectiveness. >> again, it kind of blends into the background. >> a new alert system will be

put into place that will notify specific audiences about specific threats. the warnings would go out through the news media and social media sites. a man is facing charges this morning. the incident took place on a flight from san francisco to florida monday night. the fbi says that a 45-year-old repeatedly shouted that he will take the plane down. he was apparently intoxicated and was upset that flight attendance -- attendants refused to sell him anymore drinks. he was arrested. the chilean miners arrive in florida today for a six- night visit to disney world. they were rescued after being trapped underground for more than two months. monday, they will serve as grand marshalls at a special parade and each family will receive a $500 disney gift

card. the san francisco giants trophy moves to a new location today. it will be on display at the beach board walk. fans will be admitted for free and the board walk's famous giant dipper will be temporarily renamed. it will be called the giants' dipper. all right. 4:53 is the time. hopefully no problems out there this morning. we're doing pretty well, pam. as a matter of fact, right now traffic continues to look pretty good in most areas. 101 in cloverdale there is some activity near the freeway. watch for fire crews there. this is a look at northbound 101 as you come up to the 80 split in san francisco. it looks pretty good here. also the morning commute on 880 in oakland, both directions, that traffic is moving along very well. the morning drive is going to be okay, but very foggy in

antioch, walnut creek, thick fog, we can't show you the pictures there. the traffic is still doing okay, however. fog advisories out, for the -- north bay, east bay. there are still plenty of location where the fog is thick and cold. otherwise it's clear and cool to mild. we had some records yesterday. san jose, 70 degrees. i november thought we would break that record. mountain view tied, almost hit 70 degrees. 39, concord. fairfield, 36. their highest was 52 u can't clear that fog. it's cold. napa, 38. the airport yesterday was like 58. closer to town, you had you

were per 60s. there's a huge spread between the airport and town. 50 in san francisco. 40s on the peninsula. that east northeast breeze, even though it's not as strong today, it's still there. higher elevations are much calmer today than yesterday. either northeast fairfield, that brings that fog back in. the visibility is awful for some if you're stuck in that. then it clears and it's gone. but it dances around. main'ly north bay and east bay gets some of that cool breeze. one system won't do much but there's a system for sunday that looks like it will punch in. but until then, we have another day or two to look at it and see where it going. dense fog, hazy sunshine, clouds cooler on sunday. hazy sun today, lies of 50s to -- highs of 50s to 70s.

san jose -- out towards fairfield, vacaville about mid- 50s. not many changes until about saturday night and then sunday looks cloudy and cooler as the system moves into the north of us. >> oh, boy. thank you. well some san francisco schoolchildren took a trip back to the past. they opened a 100-year-old time capsule. it included a book entitled "school, law of california, 1909" and some old class pictures. we talked to some of the students out there about what they would put in a time capsule today. >> i would put $100 check so maybe if they need it, they could cash it. >> it included a letter explaining at the time the city had just recovered from a 1906
