are leaving the scene and about 400 yards down this street seven minutes ago a team removed what they said was unidentified explosive devices from a white pickup truck. that team arrived at the scene right after 9:00 this evening, they were called in by the walnut creek bomb squad. this incident started from a woman who had been cleaning out a home in lafayette and brought the explosives to her home here al at concord. they have warned people to stay away just in case. >> we came to school at about 4:00. we saw police cars coming in. they started knocking on everybody's door all around and they were telling us to stay as

far as possible as we can. >> reporter: where you see the flashing lights is the police chief. they do believe they are world war ii mortar artillery and they did not have to be detonated. we'll be talking to the woman who brought these explosives. tonight we learned that oakland's chief is going to stay in oakland and san jose is going to hire chris moore. ktvu's lloyd lacuesta is live in san jose. but we begin this tale of two chiefs with john sasaki in oakland. >> reporter: this is where oakland police officers pick up

dozens of family and friend of a man joined together hoping he will safely return. he was last seen leaving a party in tempe arizona. a search dog picked up a human scent. we spoke to a dispatcher om the tempe police department about 45 minutes ago, and he has not been found. the surfer who was saved

francisco as she went along. >> reporter: we're at a popular gathering spot for the homeless. just a few hours ago this was the starting point for dozens of volunteers who signed up to count the homeless. right now volunteers are spreading out across the city looking for homeless people. san francisco conducts this survey every other year. >> why did you decide to volunteer tonight? >> it's such an important thing. >> reporter: the city receives $18 million every year to help pay for homeless services. the volunteers received a pep talk from mayor ed lee before hitting the streets. >> as good as we have been, we at the city want to do better. and want to do more for our homeless population. >> reporter: two years ago, shrol tiers counted 6,200

homeless -- volunteers counted 6,200 homeless people. the count has gone down every year. homeless people we spoke to said they would like the city to help them find a job. >> it would be nice to get up in the morning, have a cup of coffee and do what i have to do. >> you mean go to work. >> yeah, we all want to do something, we all want to work at something. >> you lose your job, you lose everything and you're on the street. >> reporter: city officials acknowledged tonight's count of the homeless will not be exact. they say what the volunteer is doing is art not a science. and that the results are a helpful tool to determine what services are needed. live in san francisco, amber lee, ktvu channel 2 news. a controversial fundraiser that helped raise money for the utilities commission the just wrapping up in san francisco.

us when a restaurant ban could be lifted and why business there are hungry for competition. >> reporter: taco bar is one of the only mexican restaurants in the district. >> it's always good to have new competition, a new challenge, to keep ourselves looking for better stuff. >> reporter: city officials consider repealing a 1980s ordnance that blocks new restaurants here the from opening up. the ban was originally meant to prevent eateries from drawing too much traffic to the district. the golden gate restaurant association says the ban instead only benefited landlords. >> they can continue to charge more than market rent because the restaurantour may consider taking another step. >> reporter: from jackson to bush street -- >> it's an outdated piece of legislation. in tough economic times, what

>> back now to our developing news, we want to update you now on that situation in concord where a bomb squad responded after a woman helping a friend clean out a friend found military explosives. ktvu's patti lee has been allowed to move closer to the scene and joins joins us now with an update. >> reporter: the woman who brought home explosives in the back of her white pickup truck. she tells us that she is floored that her efforts to help a friend clean her home ended up with a military response and the evacuation of her neighborhood. >> i intended to take them down to the concord police department. instead of taking them i wound up calling and immediately the officer on the phone said,

where are they. i said they are in my driveway they are in my truck. he said don't get in your truck, don't breathe on it, don't think about breathing on it. i'm going to send an officer. >> reporter: concord police tell us those explosive twices were inactive and it's safe for residents to return to their homes. the neighborhood is dark and those residents returned to their home and went to sleep, they had been out here most of the night out in the cold. and police say they were chasing the card nathan panol

was in -- police say they began their pursuit after a drive by shooting. and tonight investigators want to know why radios were down during that chase. officials say that delayed the medical response but it's not clear for how long. today mayor quan says the department is trying to figure out what went wrong. >> it could be a training officer but also our dispatch. was don't know so we need the time. >> reporter: tonight it's still unclear what caused the communications break down. officers told ktvu there's been complaints about police radios for at least a year. vallejo police are looking for a man suspected of robbing a clerk this morning at a safeway supermarket. this photo was taken by surveillance camera of the robbery. police say the robbery happened shortly before 10:30 a.m.

at the store on lincoln road west. they say the man pointed a gun at the clerk demanding she open the register. the man then fled with an undisclosed amount of cash. police describe the man as being a black male and weighs about 220 pounds. an abandoned baby grand piano was removed today from a florida sand bar. a towing company pulled the piano out of biscane bay. removing the large instrument proved to be a difficult task. workers first tried to lift it but ended up having to take the legs off. then they used a wench to put it on board. police say they don't plan to charge the teenager who admitted to dumping the piano days ago. and how plants could one day revolution nice airport security. and chief meteorologist bill martin has our weather update for the weekend.

located at an elementary school. the cost will be paid through medical reimbursements. 25 years ago tomorrow this nation was shaken by the news that the space shuttle challenger exploded. challenger took off on that sunny but cold january morning. on space was the first teacher to be sent into space. moments after taking off, the shuttle disintegrated. many say it's a moment they will never forget. many young people weren't aware of the challenger disaster. those who made their career of science say they have a vivid recollection. janet noe said she was in the tenth grade back in 1986. >> it's the one that i had friends that wrote songs about it. it really like impacted us on a psychological level.

but despite that santa rosa still 115% of average. you see san jose needs some rain. we have a little bit of rain coming. it's not going to do much for these averages, the rainfall should be under .25 of an inch. the dense fog advisory through tomorrow. traffic on your friday morning is going to be a bit of a drag. near zero visibility in some locations up toward pleasantton, livermore, antioch and concord. the worse traveling will be up 99, sacramento, stockton up to marysville. clouds increase on saturday. showers saturday night into sunday. we'll go into friday, that's the computer model showing clouds as well. shows the clouds moving off the water. saturday morning, partly sunny. saturday night late this is not a big deal. but does mark a change. we haven't had a dynamic weather pattern in here in a while. this will make out the fog and
