friday,28th i'm pam cook. >> good morning, i'm dave clark. let's check weather and traffic. here is steve. >> good morning, pam and dave. on this morning it's fog that is thicker. it's cold and foggy for many. san jose has fog. there is fog on the coast and dense fog advisory along with 30-degree temperatures and some of these will stick around most of the morning for the north bay and east bay. here is sal. steve, right now we are look at the bay bridge. hoping not to see a big traffic jam develop here. there is an accident just inside or just past the tunnel westbound coming into san francisco. reportedly with two lanes blocked. now the information we are getting it's not a serious injury crash. in fact, at first it was reported as a noninjury accident so we are keeping close tabs on it. they are move the vehicles now is what i hear. but the traffic is going to start backing up. we'll watch that for you. heavy fog around the bay.

san jose not to foggy yet. 6:01 let's go back to the desk. >> thanks, sal. emergency crews converged on a quiet pacific neighborhood last night. they arrived to investigate a suspicious container. it was discovered outside of a home not far from a high school. there were concerns that mysterious liquid inside the container might be dangerous. avenue sifaka firefighter -- pacifica firefighters were not taking any chances. >> we found a material that wasn't dangerous possiblely a fertilizer it was neutral. it shouldn't be where it was. >> the hazmat crews were at the scene until early this morning. investigators say it could take several more days to determine the exact contents of that mystery liquid. time now 6:02. right now as we speak the crew of the space shuttle challenger

is being remembered in a somber ceremony. this is a picture we are seeing at the ceremony. the astronauts memorial foundation is funding this. again it seems like yesterday. this is being held at the kennedy space center right near the space mirror memorial. among the speakers will be june skoby rogers she's the widow of dick skoby. if you can't remember this -- you remember these pictures. the space shuttle challenger blew up 73 seconds into their mission. also on board was crystal mcculla the first teacher in space. we will talk more about this

later on. back here there is a full investigation into the radio problems plaguing the oakland police department and at the same time, there are big questions this morning about the future of police chief anthony batts. claudine wong is live with the answers and what the problems are facing the oakland police department. claudine. >> reporter: good morning, dave. i will talk about the radio problem first. the radio problem is still a problem. there is line up being called. another roll call. it will be a day where cops have to work with another reliable radio system. the search for the cause is under way. the bigger problem this is not a new problem. the police here have been working under these conditions for awhile. it's not the only problem. the future of the top cop is still a problem. he did not get the chiefs job in san jose. what that story did and what this radio probated is bring a

bigger -- radio problem is bring a bigger problem to life. there are clearly issues with the budget that increase staffing and mentions that continue to be debated and fought over. the union is talking lawsuits. the chief told us he is not sure if his priorities is the same as city leaders. >> i'm not going to say who is attempting to micromanage him. i think he nose best how to run our police department. we as a council need to show those men and women of the oakland police department that we do in fact care about them. >> reporter: now if you are feeling a little deja vu it's because we were here before.

this is what he said when he stepped down. >> when the council and the chief of police regardless of who is making the decision are finding themselves with reconcilable differences then it's time for one of them to go. i have chosen myself to go. >> reporter: are we heading down that road again? it's unclear. oakland mayor is on that council. she says she is trying to get batts to stay. oakland has new council members. but council president reid says the pasts of the problem are the problems of the present. we sat down with the chief and asked him questions. we will have more on what he calls a positive part of this whole controversy and debate going on right now. we'll have more of that coming up in the next half hour. live here in oakland claudine wong. time now 6:06. there is a new report unvailing

there were communication problems in san bruno immediately after the deadly pipeline explosion. they operated in a room that was well known for having cell phone signal problems. only a few communication glitches broke up the massive disaster response. this information is coming in a report released yesterday by the san mateo county releases. a bomb squad gave the all clear after a very intense situation in concord. police evacuated homes after they discovered military explosives. concord police immediately issued a shelter in place order, shut down streets, and then went door to door. we just saw police cars coming in and they started knocking on everybodies doors all around. they were telling us to stay as

far away as possible. >> they determined there was not a risk of explosion. a woman living in a home had put the explosives inside of her truck after clearing out a garage in lafayette. the mortars have been in the garage for years. time now 6:07. police divers are going back to the canal in search for juliani cardenas. water flow will be reduced in that canal to help the divers focus on an area near a siphon system. that area is close to where a witness told authorities he saw a car similar to the one belonging to the kidnapper drive into the water. juliani was kidnapped by rodriguez. we have an update for you on a missing marin county

teacher. within the past hour ross police told ktvu no formal searches are planned today to look for debra schmitt because there are no new leads. they went to golden gate park yesterday. they showed her picture to homeless people hoping to get information that will help find miss schmitt. her family told us she is going through a divorce. cal tran is shutting down a freeway off ramp. tonight the eastbound i-10:off ramp will be closed. a detour will be in place. cal tran is extending the car pool lane on interstate 80. time now 6:09. sal is here to talk about a crash near the bridge. sal. >> that is right. westbound bay bridge we do have good news they have moved that crash off the bridge now to one of the off ramps in san

francisco. even though they were blocking the two left lanes the bridge crew got on the scene and told everyone to get in their cars and drive off. they are settling it off the bridge which is really good news for commuters. it did get crowded there quickly. sometimes on fridays we have lighter than usual volume coming into san francisco. the fog is not helping us out at all. it's kind of low fog and it could cause slow traffic. let's move along and take a look at 880 there is no fog here. there could be later. the fog has been moving around some. and there is a house fire in danville really close to the freeway. it's east of 680 in danville. you can see the smoke and flames from the freeway. we do have a crew on the scene. we'll have a live report from this scene. the fire has grown to two

alarms. a rather large home there east of interstate 680. let's go back to steve. all right, sal, thank you. fog on the coast and inland the two merging together. so we have fog in locations coast peninsula, and san jose that have not had fog for awhile. dense fog advisory is out and for good reason. it's really bad. really bad. hazy sunshine. clouds cooler on the weekend. rain on sunday it sure looks like it. we haven't had any rain since the 13th. back to quiet. sunny and mild. anything to get rid of the fog. because if you are stuck in it, it's cold and foggy and gray and damp. until 10:00 we have a dense fog advisory. visibility is very, very bad. a quarter mile would be good. some areas it's zero. there is a second system coming

in that will give us a lot of clouds and cooler pattern. 30s and 40s and 50s for many. san rafael forecast today now again you can go a mile maybe north and it will be in the 50s. 48 and a high of 54. they get that east, northeast breeze right over san pablo bay that draws in that cold valley fog. one system moving in. it looks like it will hold together. it's that dense fog. it's right here for some. cooling begins today. temperatures coming out of the 70s if you are down at the gilroy outlet malls. it was ape. that was a record high. i don't think we will see any -- it doesn't look like it will last very long. sunny and cooler today. hazy sunshine.

i'm jade hernandez. we are live in danville this morning where a house is engulfed in flames. the roof just collapsed. this is at 923elpantabo. this is right next door to the school. this house has firefighters have been out here for some time now. in fact we know it's a two- alarm fire. the san ramon valley fire chief is expected to come over here and update us and give us more information about this fire. we don't know how many people were inside when it erupted. we do know firefighters are out here. the roof just collapsed. we got on scene 20 minutes ago. as soon as we get more information we will pass that

critical ayr rib partners. >> making sure they are moving forward on a reform political reform, economic reform is critical to the long-term well being of egypt. you can see the pent up frustrations that are being displayed on the streets. >> reporter: and also a very, very dramatic development here in the last 24 hours. the egyptian government has shut off all access to the internet and cell phone service to keep the demonstrators from organizing and communicating. as you can see here they are taking to the streets what they are calling a day of rage. reporting live from washington, d.c. alison burns ktvu channel 2 news. time now 6:19 in other news russia has a way of adding terror. the vote has been moved up on

the agenda after 35 people were killed this week in this bombing. no one has claimed responsibility for that attack. the proposed law would institute a system similar to the one in the u.s. that would soon be abandoned by the end of april. the pentagon will tell us more about the policy for gay's to serve openingly in the military. it would change the way they are recruited and trained. military leaders will be given three months to explain the policies and train their forces. six antioch police officers will be able to keep their jobs until march 1st. that is after the police officers union agreed to extend concessions for another month and a half. budget cuts called for the six police officers to be laid off on january 2nd but denations came in to the public and concessions were made by the union and that pushed that date back to january 21st and now to

march 1st. union and city officials continue to negotiate. beginning in august medical school students in vallejo will have to wear uniforms. students in salona have worn uniforms. now springtown and franklin schools will join them. time now 6:20. just taking a look at our breaking news right now. this is a gigantic house fire happening right now in the city of danville. crews are battling. they are saying it's a two- alarm fire. it looks bigger. you can see it's a fairly large building. it's surrounded by trees which is another problem. there are power lines and other homes nearby. jade hernandez is there on the scene. our crews are there. look at the power lines. the flames are very, very

close. this is not close to being controlled right now. it's something that sal is watching as well because of traffic and commute and all of the other concerns. sal. >> this fire is very close to interstate 680 and we go right back to the fire pictures, please. this is where i want to show you where. it's close to 680 right next to the freeway. let's go back to the pictures just to show you this is definitely visible from 680. we had a traffic jam on 680 because people were looming at the flames from the freeway. we had a little traffic jam. you can still see the flames and smoke rising from the two alarm fire. again, 923 elpandado road. at first it was called in as one alarm reds response. the firefighters on the way to

we have also some local drizzle. there is a big change there. dense fog advisory near zero visibility. i know there is some out toward vacaville and winters. fog along the coast and san jose has a lot of fog. palo alto 40. one system coming in budging the high out of here. the next system in the middle of the screen will give us clouds and rain on sunday. i know. foggy, cooler today with hazy sunshine. 40s and 50s on the high. especially toward eastern salano. and concord. parts of contra costa too much fog. 50s now and 60s on the coast. so you had your warmup. that is ending. it will continue to cool down on the weekend and on sunday it looks like rain. we want to go back to this

huge house fire we are following in danville. jade hernandez is out there. it sounds like you are able to talk to investigators this morning. >> reporter: well we are, pam, actually. we have the fire chief richard price. he just told me there are no injuries because right now they believe no one was inside the house when this house caught fire. he joins us this morning. thank you so much. tell me exactly what operation you have going on here. this is a two-alarm at this point; correct? >> correct. when we first arrived they searched the interior of the house and fought the fire from the interior but the fire was extending into the attic spreading quickly in the house. once the search was complete we removed our crews and have now put an elevated stream. >> all right that was -- a technical problem there.

welcome back to the morning news. hundreds of phantom calls to a palo alto dispatch center are under investigation this morning. that center received 566 calls in five hours two weeks ago. they don't think a prankster was responsible but rather technology. dispatchers tracked the calls to a verizon cell phone tower. they say the device is typically installed in ford vehicles and dials 911 in the event of a crash. it's not clear if it's came from a vehicle or what made the device go haywire. you may have done it yourself to record traffic jams. more and more drivers are using freeway car pool lanes illegal. car pool cheaters face hefty

following breaking news out of danville this morning. crews are battling a huge house fire right now. jade hernandez is there. >> reporter: first we initially reported there were until injuries but we have learned that one firefighter has been injured. the ceiling of this house fell on that firefighter. we don't know the extent of his injuries. we do know one firefighter has been injured. no one was home when this fire broke out. the house is located at 923 elpantabo. we have the fire chief richard price here with us this morning. and we were just talking moments ago about why you are not concerned that flames could spread to other houses. >> the house is pretty well isolated. there is a lot of space around this house. we have it almost under control. we really think there is no

risk of extension. >> reporter: you think this house may not even had anyone living inside of it at this point. >> it looks like somebody was living here but it looks like it's not quite finished. a new home. no landing caping in. there are furnishings in place. and there was probably someone staying here part time. >> reporter: that one firefighter injured at this point. it's a two-alarm fire. what are you doing right now? >> the crews have searched the first floor of the house. there was too much fire on the second floor of the house. we have not completed a search of the second story. we took our crews out after there was structural collapse and we did have injuries. we are now using a ladder pipe to complete the extinguishment and we will get back inside and search the second floor. >> reporter: chief, thank you for joining us and giving us the latest details.

this house caught fire around 5:30 this morning. that's when firefighters arrived. we have only one injury and it doesn't appear that there was anyone else hurt. just to give you an idea in danville we are right across the street from magnolia garden. i just wanted to give you a better idea of where we are. ktvu was the first on the scene. we were able to be here and tell you exactly what was going on and i will keep you updated with the fire chief who will have more for you in a little bit. jade hernandez ktvu back to you. >> before you go. quick question. we see the flames and all of the activity, can you talk about what is near the house. we see the flaming house but are there many houses on that street? is there a school nearby? are there businesses close by? what can you tell us? >> reporter: i can tell you that's what the fire chief was

explaning. fountain head is right next door this this house. there is space between this house and that building. the house is new construction and there is a hillside right behind it. there are houses above it but far enough away that firefighters are really not concerned about flames spreading to those residents and as i mentioned too this is across the street from magnolia gardens. right now firefighters believe they have this under control and so everything seems to be all right in this neighborhood. i will tell you this fire and all the activity out here has brought out quite a few neighbors. we arrived 25 to 30 minutes ago and they were outside in their bathrobes. all very concerned about what was going on out here. the fire chief is keeping us updated. we will pass along any updates to you. >> thanks, jade you explained that very well.

our time now 6:36. a full investigation is being launched into the police radio problems all of this comes at the same time of the as the future of the police chief is raising a lot of questions. claudine wong is live now with what anthony batts is saying about all of this. good morning, claudine. >> reporter: good morning, dave. a lot of things are happening at the oakland police department. at this hour there are a couple of shifts starting. yes, they are still dealing with the radio problems. an analysis is being conducted but no solution insight yet. they are talking about lawsuits and the chief his future is still not clear. what we know for sure is he's not going to san jose. we told you last night at 10:00 that job will go to their current acting chief. chief batts says the radio problem and job search are part of a bigger problem of priorities. he's trying to deal with an ongoing battle of the union.

he also has unreliable equipment not just the radios but the cars don't work. and the bigger question being discussed is whether everyone has the same list as priorities. >> everyone has to be willing to buy in. it's not just on tony batts. it's not just to be lifted by one man. it's a job for the city itself. one thing i have seen is dialogue has begun because people believed i was going to leave at a dialogue that has not been seen. we need to continue that dialogue. >> reporter: chief batts says he feels wanted. people have stopped him on the street and asked him to stay. when we asked him if he would stay he said he is not looking into other cities right now if terms of jobs but also not making any decisions on his future yet. there is lots of meetings between the chief and city leaders specifically meetings with the mayor. they did do a press conference last night together.

we know they have gone to dinner together to talk about what is facing the city. we will tell you what she had to say when we asked her about the chief and getting her to stay -- and getting him to stay in oakland. a one-year-old boy is being treated at the hospital in oakland. the family was inside the store when they ran out after they heard gunfire. as they drove away police say people started shooting at him and hit the little boy. the boy will survive. no arrests have been made. a plan to eliminate toll takers is expected to get its final approval. the plan calls for replacing all 32 toll takers with an electronic toll taker. once that system is in place, cameras will snap photos of license plates and drivers will

get a bill unless they have a fast track. kiosks will also be set up where the toes can be paid. it's expected to save the bridge district $60 million. the board is trying to figure out how to handle tourists. time now 6:39. let's check the commute. speaking of tolls sal is watching the toll plaza right now. >> that is right. we have been watching to make sure the bay bridge has recovered from that earlier crash. it did just fine. the bridge crew did just fine getting up on the bridge and getting rid of that crash we had. they got all the cars off the bridge. the traffic has not been bad so far. a little fog. you almost find it on your commute. let's move along and take a look at interstate 880 in oakland that traffic moves along very well. of course you know about the fire in danville we have been covering it. as i pull back the slow traffic and fog in the area and antioch

highway 4 is pretty slow. 6:40 let's go to steve. a few things going on. the fog is the big story so far but all signs are pointing toward rain on sunday. i didn't mean to shock you. that's something we haven't mentioned too much this month. i would have a plan b if you have outdoor plans in your pocket just to be sure. very foggy, sunny but cooler today. rain sunday and then back to quiet next week. it looks like a one shot deal as it comes in on sunday. the first system cooling through drags across a weak front. there be high clouds today. that is increasing the fog on the coast as well. there is fog toward san jose. somebody said san jose they never get fog. they haven't had fog this week but today they do so i have to mention it. valley fog though coming back

in. there is an east, northeast breeze right over san pablo bay. local drizzle too. fog along the coast and toward san jose. 30s and 40s. 39 fairfield. 38 livermore. santa rosa is 34. the city is at 49. oakland 44. redwood city 40. cool readings. san rafael that is a tough pattern. 39 to start. 48 by noon. 54 for a high. but again you don't have to go far. you might find temperatures closer to 60 it depends on if you're in that fog or not. that system will start to increase the clouds on saturday, looks like late saturday into sunday. rain moves in. dense fog. cooling begins today. but the fog not only on the coast but also inland.

bring businesses to bart. ali. >> reporter: good morning,. computers are one of the things that this new development is considering bringing to bart stations. we are talking about new retail stores that could come to bart stations. you can see the morning commute is well under way. there is a musician playing over here. there is not much else for commuters to see or do while on the top level. that could change in the future. barts board of directors voted 8-1 to start exclusive negotiations with transmart that will bring in new retail. here's an example of some of the stores. convenient stores. local farmers markets. beauty stores. some technology centers that is where we talked about the computers we mentioned a few minutes ago. along with health and wellness centers places to buy vitamins.

and some of the bart riders we talked to say they are open to this idea but they were very specific about what types of retail they would like to see. >> sandwich stores things like that. fast food things like that. things on the way to work and on the way home. something to get you through the day. >> probably like snacks or something so you can take on the go. >> reporter: and as you heard, the idea of more food retailers seems to be a popular one. this could be a problem for bart. bart passengers are not allowed to eat or drink foods on the train. it's a concern that one bart director expressed after yesterday's vote how do you promote food sales and tell people they are not allowed to eat the food they just bought on the train. this plan is still in the very early stages. the next step is for bart and transmart to study passenger flow at 8-10 of the busiest stations and then go from

sarah boulevard. you can see what is going on. you can see how the freeway is close. now the flames are a little bit lower, the freeway traffic may be better. jade hernandez is there. she was the first crew on the scene. we will have more information coming up. let's move along and take a look at the bay bridge toll plaza. we haven't had a big delay. it's lighter than usual volume. once you get on the bridge it moves well. this morning if you are driving on 237 we have stop and go traffic heading west. let's go to steve. we have dense fog advisory. and fog near san jose and on the coast. everybody is in on it today. dense fog advisory until 10:00. visibility zero. i talked to a couple people that came in on highway 4 you cannot see a thing for awhile. a cold with local drizzle if you're in that fog. 30s and 40s.

san francisco at 39 degrees. one system moving in. there is another one right there. that one in the middle of the screen that will give us rain on sunday. today it's dense fog. cooling begins today because we are getting west wind. there is a combination of west wind and north, northeast valley. it's out of here. it looks like a one shot deal. last rain was on the 13th. no record highs. that is for sure. gilroy 75. but today 40s and 50s in the fog. high clouds will start to come in especially toward the north bay. 50s and 60s on the coast. temperatures cooling down. they will continue that in on saturday. we cloud it up saturday and sunday. sunny and cool on tuesday. >> thank you. if you are just joining us. the big house fire in danville. we'll be right back.

welcome back to the morning news. we want to bring you an update on the huge house fire we have been following this morning. it is in danville. you can see by our map right there the fire was clearly visible from the freeway. it was causing traffic problems earlier this morning. we have heard from the fire chief out there this morning the fire is now under control. here is a live picture.

you can see the white smoke. there is flames. the other houses in the area we are told are not close enough to be threatened. there is a preschool next to the house but there is open space between this house that has been on fire and that preschool. however, it is the monasory school. if you attend that school you might want to call ahead it could be effected today. we understand that the fire is under control. we did get earlier word that one of the firefighters was injured. we have a crew out there. we will continue to bring you updates. >> time now 6:57. indonesia has two disasters this morning. two passenger trains collided. 16 people were killed and hundreds injured. and a crowded fairy boat
