they don't know where the rest of the group is. we met robert and charlotte right after they cleared customs. they showed us photos they took of the chaos they witnessed. >> there's the building on fire there. >> reporter: he's assistant dean, he and his wife led a group of alumni on their first trip to egypt. they told us the most frightening part was trying to get a plane yesterday. >> that was the scary part, getting into the airport to even get into the gates was beyond chaos. nothing like you've ever seen. people pushing, security everywhere, but everything breaking down. >> reporter: the couple arrived in egypt last wednesday for a trip that was cut to five days. he took his camera and went outside to join journalists to see what was going on. >> police were clearly outnumbered by the protestors, so for three hours, this went

back and forth across the bridge with tear gas, rubber bullets, and eventually live ammunition being fired. >> reporter: they say they wouldn't trade this experience for any other. >> i've renamed the trip. i'm not calling it legends, i'm calling it revolution on the nile2011. >> reporter: there are 18 other members of their alumni group and they are still waiting to hear from them. reporting live here at sfo, ktvu channel 2 news. >> several developments tonight in egypt, but at this point there is no indication president hosni mubarak will step down as protestors are demanding. egypt's military says it will not fire on demonstrators, that could mean their support for president mehserle is tepid. a march is expected to start in a few hours and there are reports cell phone service will be shut down. the mehserle government offered to talk about constitutional

and legislative reforms. at 10:30 tonight, the story of a family separated by that crisis in egypt. meet a bay area native trying to decide when to return to egypt and her husband. california governor jerry brown delivered his state of the state address this evening before a joint session of the legislature, ken wayne is live at the state capitol where the deficit dominated the speech. ken? >> reporter: julie, there was no sugar coating here at the state capitol. governor brown laid bare the stark realities facing california. >> please, welcome the 39th governor of the state of colorado. >> reporter: in order to balance the state's budget and erase a deficit, there will have to be more cuts to education, state pension, prisons, and social services. on top of that, he wants tax increases. >> if you're a democrat who doesn't want to make budget reductions in programs you fought for and deeply believe

in, i understand that. if you're a republican who's taking the stand against taxes, i understand where you're coming from. but this time, things are different. >> reporter: brown wants the state legislature to put aside its differences and vote to put his tax proposal on the june ballot for californians to decide if the plan works for them. >> the right to vote is stirring the imagination of young people in egypt an tunisia and other parts of the world. we in california can't say now is the time to block a vote of the people. >> it's a balanced budget, it's an honest budget, it's a no- gimmicks budget. that's a good start. >> reporter: the president of the tax payers association says there's some value to the governor's plan. >> well, we actually think it's a very good idea and we think the republicans could, in fact, vote to put those tax increases on the ballot if and only with there are parallel tax deductions as well.

>> reporter: republican leaders are balking. >> be able to look them in the eye and tell them this is going to work. if i can't tell them that, i'm not putting it on the ballot. >> reporter: five republicans are needed to join democrats to pass the governor's ballot proposal. if that fails, there could be an initiative effort. live at the state capitol, ken wayne, ktvu channel 2 news. >> new details on the tax proposal the governor wants to put on the ballot. it would renew a one-quarter percent jump in personal income tax rates and the higher rates would remain in effect for five years and generate an additional $11 billion. republicans said they are ready to work with governor brown to tackle the state's deficit. constantineny conway says things have to change first. -- connie. >> we need to break away from the failed status quo.

that means attacking wasteful spending and doing away with the policing and programs that got us into this mess in the first place. >> conway says the way to close the deficit is create private sector jobs by lifting regulations. we have post the more of governor's brown -- posted more of governor brown's address on www.ktvu.com. the possibility the state will make more cuts to social services has some seniors concerned. they are worried they may not be able to enjoy programs to keep them mentally and physically active and healthy. >> we only pay $3.50 a meal, that's good. if it went to $6 or $7, a lot of people would drop out. >> daley city spends $4.5 million a year on recreation

programs for people of all ages. the increase in prize came a decrease in participation. a frightening situation forced police to shut down an elementary school for hours. an armored vehicle even brought in to help. live at 5 and 6 and she says it all started with an anonymous phone call to authorities, a call we learned originated inside the school. >> reporter: news chopper 2 was over the scene as the school began evacuated the la escuelita. at 12:45 this afternoon they got an anonymous call. the caller said a white man about 25 years old wearing all black had entered the school with a gun. >> he stated he witnessed a male enter into one of the portables in the school at la escuelita with a rifle. >> about 200 children were

winged away, the child -- brought away. we caught up with parents and teachers on the street. >> i hope no one gets hurt. they called me to let me know there was a guy that came into the school with a gun and were evacuated the kids. >> get the coats on, shoes on, and lets go. >> reporter: oakland police and officers crouched nearby with rifles. an armored vehicle was brought in along with a robot. finally, police officers went in but say they found it empty. >> the police swat team was called out, they responded and were able to successfully search the building with no gunman found or signs there was a gunman into the the school. >> reporter: tonight they are thankful no one was hurt and oakland police say they are investigating who made that anonymous call about a gunman. in oakland, ktvu channel 2

news. >> we're told la escuelita elementary will be open as usual tomorrow and oakland school officials say counselors will be on hand to talk with students. also tonight, word the oakland police department is planning to put more officers on the street. the story behind that decision coming unin less than 10 minutes. the oakland city council is expected to talk about the pot farm policy tomorrow. the council approved licensing large-scale marijuana farms last year to bring in tax dollars, but officials and the alameda district attorney says the city's plan violates federal drug laws. oakland has a number of options to consider to scale back the plan. a project is expect to begin tonight. news chopper 2 took this video of the bridge about two hours ago right before lane closures were to begin of the the plan to keep two lanes closed in both directions overnight then

hundreds of dollars of a woman's money deducted from her bank account and spent at a sports bar even though she wasn't there. heather holmes is live in marine county where a familiar atm scam resurfaced at a chase bank. >> it could happen so you. you walk up to the atm, see the chase logo and think it's

secure. beware, the machine may have been tampered with. take a little money out today and thieves will take a lot out tomorrow. that was the idea behind a small electronic device found attached to an atm at this chase branch. >> my card zipped right in and right out. for me, it was just another transaction. >> reporter: that $40 withdrawal over the martin luther king weekend was the gateway into suzanne adam's personal account. a skimming device that records the information on a credit or debit card had been placed on the atm, it didn't take long for the suspects to start spending adam's money. the bank got suspicious and called the supervisor. >> asked me if i took out $500 cash from my checking or savings, i said i had not. they asked me if i spent $385 at a sports bar in france, i

had not. >> reporter: adams wasn't the only customer hit and this is a federal investigation covering multiple municipalities. >> it's kind of scary to know the white-collared criminals are out there. >> reporter: for right now, suzanne adams will be doing her banking the old-fashioned way. >> i'm not using an atm for a little while. >> reporter: but if you do plan to use an atm, use familiar machines that make it easy to notice changes or identify attached devices, protect your pin, place your hand over the key pad and inspect the scanner and keep an eye on your statements. heather holmes, ktvu channel 2 news. >> energy companies led stocks higher on wall street today. dow gained 68 points, nasdaq picked up 13 despite continuing concerns about egypt. this was the first day of trading since the unrest there, sent stocks down sharply.

exxon reported $3 billion for the final three months of last year and said revenue was above $100 billion for the first time in two years. exxon mobile benefited from the higher oil prices. the turmoil in egypt could push it higher. oracle agreed to settle a lawsuit. the charges were made over a company oracle bought last year. they had no comment on the settlement. its shares went up today. a sharp low to the obama health care reform overhaul plan today in florida. it was ruled the reform legislation was unconstitutional and congress cannot require all americans to purchase health insurance or face penalties if they don't. he said that requirement is so intwined with the overall law the entire law is invalid. the florida judge is the second federal judge to find the

insurance requirement unconstitutional. a former head of napa state hospital took the witness stand to deny allegations he sexually abused his adoptive son and 12 others. the charges date as far back as 1965. he testified his adoptive son has a troubled history and often lies and denied sexually abusing the others. the trial is expected to wrap up tomorrow. the daughter of a napa state hospital worker slain at the hospital filed a claim today in her mother's death. police say a patient robbed and killed donna gross last october. her daughter says the state hospital failed to comply with an agreement signed in federal court to require safe conditions for workers. the state has six months to settle the claim or face a lawsuit. investigators confirm an electrical fire started a fire at a pet store in fremont.

three puppies died in the fire at puppy paws. the fire started about 6:00 a.m. and ended up causing $100,000 in damage. we have a sad ending to report about a pit bull and her litter rescued from a fire in oakland we told you about on saturday. the dog and five new born puppies were found in a house where marijuana was being grown. oakland animal services said the mother suffered complications while giving birth and had to be euthanized, as were the puppies who suffered smoke inhalation. >> oakland will soon have police officers on the streets that have been laid off. the mayor made that announcement today, and there are other changes in the works that are pleasing the police chief. >> reporter: it would appear to be a united front, oakland's mayor, police chief, and two members of city council discussed how they can all work together in support of the police force. >> i'm bringing back ten of the

laid off officers. >> i think that sends a really strong message to our existing officers that we want to maintain a safe level of staffing in oakland. >> reporter: to do that, the mayor will look in to applying for a federal police tax. city officials say it may be weeing before any of the laid off officers are back on the streets. there are 80 total: still, the mayor hopes this will give officers a sense of stability. >> i can promise the process will be no more layoffs and we'll be calling back officers as the budget can afford. >> reporter: over the weekend, four officers were promoted to sergeant. the city will also dedicate it experts and the city will work to get newer, more updated police cars. the chief says all this is in a step of a right direction, but when asked if this is enough for him to remain oakland's top cop, this is what he said.

st. louis and bring bone- chilling temperatures to tens of millions of people. january is turning out to be a record breaker in new york city. this is now the snowiest january there since the national weather service started keeping track back in 1869. it could end up being the snowiest month ever with more than 36 inches of snow. the cost of dealing with that snow isn't cheap, new york city spent almost all of its $38 million winter budget before the first of the year because of the blizzard that hit the day after christmas. we are done with the rain. we're back to fog. this is the kind of pattern we had last week with dry conditions all week, wet ground, long night, cool overnight lows and light winds. that gets you the valley fog. we have coastal fog right now. dry pattern in the forecast, valley fog is going to work its way out here, not as intense tomorrow morning as it will be

subsequent mornings. we have fog along the coast right now. dew points in the 30s and 40s. temperatures, 30s and 40s. the ground is wet, it's cooler out there. the wet ground gives you high dew points and the fog is going to form. there's fog in your forecast. specifics where it will be foggiest, see you back here in just a minute. a study set to be released tomorrow concludes red light cameras are saving lives. they say the cameras reduce fatal crashes by 24% in 14 large cities. it says that equates to a total of 159 lives being saved over a 5-year period. the insurance institute says until recently there were not enough cities with the cameras to determine if they reduced fatalities. previous studied have shown the cameras increase crashes. across the pan handle, accusations of theft. what may be driving a growing

francisco has 11, oakland says 11 as well, san jose say their official total is 9 if you include the deaths of two victims that died this year with crimes committed before the start of the calendar year. shop owners are seeing an increase on the number of homeless people causing problems. some think there's a connection to a major city project a few blocks away. >> reporter: the ferry building has reached city hall. the services director came here and spoke with merchants. here's the golden gate meat company workers say homeless has stolen their tip jar and frequently pan handled customers in line. >> they open up the refrigerator, grab goods and try to take off. we have to keep an eye on them as well as provide good customer service. >> reporter: other complaints say someone licking the store

windows. at this market, workers say there has been a lot of shoplifting recently. >> especially our beer and wine. we had to move it all to the left, to the left side. >> reporter: some store owners said the increase in problems seems to coincide with the demolition. the city's homeless services director said most of those people are off the streets and in programs, but not all. he also says the city will start sending social workers to the ferry building. >> i'd like to have our social outreach workers in this building engaging homeless folks. >> reporter: the ferry building manager did not return our calls. the building has security, but the security officers can't be everywhere. in san francisco, rob ross, ktvu channel 2 news. >> the california employment development department says it set records last year for the

number of unemployment claims and the amount of money paid out. it processed 7.7 million claims in 2010 but normally would expect 2-3 million. the increased number of claims resulted in the total of $22.9 billion in unemployment benefits. currently california's unemployment rate stands at 12.5%. while many americans are trying to leave cairo right now, this woman and her two little girls are trying to go back there. >> away from my family. and it's being called porn sunday. one group's campaign this super bowl sunday.

for students and staff at a palo alto elementary school. long-time teacher there died suddenly over the weekend from meningitis. lloyd is live at palo alto's hoover elementary where the school community is in shock. lloyd? >> reporter: this letter went home to parents tonight announcing the unexpected death of a 5th grade teacher, and there was a memo from the health department to address the concerns who may have come in contact with him. >> mr. flak had gone to the hospital with pneumonia and the infection was spreading too fast, so then the doctors couldn't help him. >> reporter: 43 year old george flap, a 5th grade teacher for 17 years unexpectedly died from a severe infection yesterday. meningococcal could be a possible cause of death.

the parents of his 24 students were called to a meeting today. >> they gave us medicine for two days just for precaution, otherwise i'm not real concerned. >> what was unusual is, you know, to have a young, healthy teacher who was in school one week and become severely ill and die over a weekend and not be here on monday morning. >> reporter: county health officials say the risk of infection on this campus is minimal. >> even if he died of meningococcal meningitis, which is that kind of bacteria, it does not hang around in the environment, can't live on the floor, doorknob, or sweater. >> reporter: grief counselors were on campus today. students wrote tributes. one read he was the best teacher we ever had. through the windows of his classroom, we saw flowers on his desk along with a stuff gorilla. >> i cry. and i look at his table,

egypt and hasn't been heard from in days. he was in cairo. he sent a twitter message about the egyptian government planning a war against the people and said "we are all ready to die." his friends urged him to stay away from the protests. his wife last heard from him on friday. google is now number one in the world in smart phones. android beat out the rest. a new report says almost 43 million android phones were sold worldwide in the final three months of last year. when will google music debut? some sources say it could start next month, but others say it's months away. before google can offer music for sale, it has to negotiate licensing agreements. also digital music sales are

agriculture officials met with santa clara county grape growers to fill them in on what's being done to contain the grapevine moth. first reports came in september from a grower. once a second test was found, a quarantine was ordered. santa clara is one of nine counties under quarantine. officials plan on putting more traps around the country. >> we haven't had much opportunity to determine if it's moved, so that's why the

more intensive trapping will occur this spring, to see where it is. >> this is a key time. >> this is a key time. >> one grower told ktvu the quarantine is going to cost him an additional $30,000 this year. the grape industry generates $7 million a year in santa clara county. >> in news of the world, a cyclone came ashore with winds of up to 80 miles an hour and a lot of rain. queensland is still trying to recover from devastating flooding and there was some damage from this cyclone of downed trees and powerlines. australia is bracing for another storm currently offshore. in japan, four feet of snow brought daily life close to a halt. some 200 cars and trucks were stuck overnight on a highway. officials can't say when the road will be cleared. in addition, some 1700 passengers had to spend the night on a train because snow covered the tracks and more snow is in the forecast. and across china, people

were out shopping getting ready for the lunar new year. the year of the rabbit begins at midnight. the rabbit is the fourth sign of the chinese zodiac and is supposed to be a quiet year after the year of the tiger. space shuttle discovery is making what should be the final journey. the last mission to the international space station is scheduled for february 24. the mission was delayed because of cracks in the external fuel tank. nasa has plans for three more flights before the fleet is retired for good. there will be plenty of well-developed fi seeks. a celebration of life is scheduled for tomorrow afternoon. former governor and body builder schwarzenegger along with lou farigno and weight

loss enthusiast richard simmons are all expected to attend. jack was 96 when he passed away. the case shows one should never give up hope. about 100 people cold a candle light vigil -- held a candle light vigil to remember she's still missing. 13 year old eileen was on her way from school to home to get her ice skates on january 30, 1989 when she vanished. eileen's father says he helps drive attention to the case. >> this is the most important thing in our lives. not anything you'd want to happen to anybody you know.

police officers tonight say they are facing an unusual new threat on the streets. the threat involves guns that can look like toys. ktvu's john with a story you can see only on 2. >> reporter: handguns, rifles, even shotguns come in a variety of designs today with some colors aimed at female gun owners. >> most of the pink guns are towards the breast cancer awareness. >> reporter: but there are downsides to colorful guns. >> certainly a kid finding a pink gun will think it's less of an issue than a gun that's

black and menacing looking. >> reporter: these guns don't compare to some of the guns that have law enforcement concerns. >> we have being on the look out for guns that look like toy guns. >> reporter: these are the guns he is talking about, real handguns and rifles painted in dramatic colors and patterns. >> especially at night, when you can't see much anyway, it adds to the danger law enforcement folks come into every day. you don't know what's going to happen. now what we thought was a toy gun is a real gun. >> reporter: the police officers association has been warning its members. >> only thing to suspect is if they get in a situation with a police officer, the police officer will look at the weapon and think it's a toy and potentially getting a drop on a police officers. >> reporter: the owner says he doubts the painted guns are a serious threat. >> most criminals spend very little money on their firearms.

>> reporter: this warning comes during a january in which 15 police officers have been killed across the united states. no surprise officers would be aware of any potential threat. ktvu channel 2 news. a state appeals court ruled today san francisco cannot be held responsible for the killings of a father and two of his sons. under its sanctuary policy, san francisco had not reported the accused killer to federal authorities as an illegal immigrant. the families of his victims sued, arguing the city violated federal law. tempe, arizona, police say a san jose native likely drowned in a lake. the body was found friday in tempe town lake. he was last seen leaving a party in the area on january 15. police are treating the case as a death investigation and say there were no signs of trauma.

final cause of death won't be determined until toxicology reports are complete. sarah shourd hasn't decided to return to iran. the iranian government issued a summons for shourd. shourd, her fiance, shane bahier and josh fattal were all detained in july of 2009 and the two men are still in prison. shourd was released in september on a half million bail. the trial for all three is scheduled for sunday. police in san francisco are gearing up for the chinese new year. this evening, they played traditional chinese music. the festivities begin wednesday night, new year's eve, this will be the year of the rabbit. rabbit year is said to be a peaceful year marked by

in the weather center. it's not raining anymore and will not rain this week, but it will be foggy like last week. i have fog in the north bay, fog trying to form out here in the danville area, and coastal fog by ocean beach. fog continues to clear tomorrow as the wind changes direction. highs today, cool inland, going to be cooler tomorrow inland, but still warm in some places, like in mountain view, 62 in redwood city, forecasted highs tomorrow, about the same as today, but we're going to see increased temperatures. quarter of a mile visibility in santa rosa and napa. fog will be thickest and toughest in concord, pleasanton, that's how it was all last week too. this patter, not that dis-- this pattern, not that dissimilar from last week. except this weekend, no rain. that jet stream is an active

pacific, there's a lot going on. it's being spun to the north. as it does, it takes all the moisture, sends it out. moisture left over from yesterday's storm or sunday's weather system will bring a few areas of fog, as i mentioned to parts of the inland bay region. most of it out towards santa rosa, and high pressure stays firmly in control. sunny alistening the coast. -- along the coast. santa cruise could be upper 60s, low 70s. forecast tomorrow morning, patchy fog, temperatures on the mild side, mid-30s, lunchtime, 50s, upper 50s, mostly sunny. afternoon, sunny, temperatures in the low 60s. specifically, then. 67 in concord, 60 in hayward, 67 in vallejo. right now, we're dry this week. bringing in significant stuff
