thank you for waking up with us. i'm pam cook. it is tuesday february 1st. fog could definitely be a problem for drivers this morning. let's check in with steve paulson. good morning, steve. that is true. rain is gone for now but we have a lot of low clouds and fog out there. in fact, some of it will be very thick. it tends to form a little bit later after the fog burns off we'll have highs in the 50s and 60s. more on that coming up. but now here's sal. steve, right now traffic on the golden gate bridge is effected by some of that fog. you can see how thick it is although we don't have any problems it is very thick here heading down from southern marin county into san francisco. also this morning we're looking at the san mateo bridge. the fog hasn't made it here yet. traffic looks good over to the high-rise. it's 4:31. let's go back to the desk. thank you, sal. topping our news this morning the chp is trying to determine the cause of a deadly overnight crash in a remote area of sonoma county. it happened shortly after midnight on petri fewed forest

road north of santa rosa. authorities say one person was killed and another injured when two cars collided on the winding road. it's still not clear what caused the deadly crash. in egypt, a march of millions is underway at this hour. right now it is 2:30 in the afternoon there. and thousands of people have poured in to cairo's square to demand an end to the president's rule. the rally has been reportedly peaceful so far and the military says troops will not fire on demonstrators. egypt's government has cut internet and mobile phone service for today's protest. the state department expects to fly another 1400 americans out of egypt over the next few days. assistant dean at uc berkeley's bolt school of law and his wife arrived at sfo last night. they were leading a berkeley alumni trip to cairo and were staying right next to the square near the demonstrations. they tell us here at ktvu that

the most frightening part was a 14 hour ordeal at the airport. >> that was the scary part. getting into the airport to even get into the gates was beyond chaos. nothing like you've ever seen. people pushing and security everywhere but everything breaking down. >> airport check in counters are poorly staffed right now since many employees are not able to get to work because of a curfew and access to highways has been cut off. changes are coming to the dumbarton bridge here in the bay area. one could involve how much you pay to get across it. but first ktvu's ally tells us more about the construction that just wrapped up there this morning. >> reporter: well, we're standing on the peninsula side of the dumbarton bridge. if you zoom in behind us you can see the bridge where we're standing and you can see that all lanes of traffic are now open. that wasn't the case just ten minutes ago. chp had closed the right hand lanes on the eastern span of the bridge and all of that work

was for some road and construction work. it's the start of a new earthquake retrofit for the bridge. and it's expected to be a new part of the new nightly routine when it comes to lane closures. we have video of news chopper 2 getting pictures just before the project started yesterday. right lanes were closed from 9:00 p.m. last night until about 4:00 a.m. this morning. as part of the retrofit project you can expect overnight lane closures on the dumbarton bridge to be pretty regular between the hours of 9:00 p.m. and 4:00 a.m. to 5:00 a.m. during the weekdays. possibly it will be closed as late as 11:00 a.m. on weekends. the project is expected to be complete in august 2012. another possible long-term change to this bridge is congestion toll pricing. something that's already gone into effect on the bay bridge. this summer drivers on the bay bridge started paying $6 to drive across during peak rush hour times, $4 during nonpeak times. city and county transportation

officials here in san mateo county are talking about the possibility of introducing the same pricing option for the dumbarton and san mateo bridges. and authorities could begin considering a plan to bring in congestion toll pricing as early as this fall. live in san mateo county, ktvu channel 2 news. in oakland elementary school will be back open this morning. but that's after a frightening incident that sent kids running. news chopper 2 was over the scene as the drama unfolded yesterday. police received a phone call that a man with a rifle walked onto campus. more than 200 students were immediately evacuated. you can see there in our news chopper 2 shots they were evacuated to another building at the school. officers sealed off the neighborhood. 75 law enforcement officers moved in along with an armored vehicle and a robot. >> the oakland police swath s.w.a.t. called out and responded and they were able to successfully

search the building and no signs of a gunman ever inside the school. >> police now say it was a hoax and ktvu news has learned that the prank phone call came from inside the school. police are still looking though for whoever is responsible. in his first state of the state speech of his new administration, governor brown urged lawmakers to let voters decide how to deal with california's $25 billion budget deficit. governor brown is proposing a special election this june that would ask voters to extend temporary increases in the state sales, income and vehicle taxes for five years. but republicans have said that they will not allow the ballot measure to go before voters. >> i believe it will be irresponsible for us to exclude the people from this process. they have a right to vote on this plan. the state belongs to all of us. not just those in this chamber. >> the budget shortfall has overwhelmed all other issues.

the governor's budget proposal includes $12 billion in spending cuts in addition to the tax extensions part of a plan to raise an additional $12 billion. now republicans say they didn't hear anything in governor brown's speech to convince them that extending the tax cuts is the way to balance the budget. >> somebody's going to have to tell me if i'm going to look you in the eye and i'm going to tell you that if you vote for this this is going to fix your problem, okay, but if i can't honestly tell you that, then, no, i'm not going to put it on the ballot. >> the legislature has until march to call the special election while democrats are the majority party in the assembly and senate, some republican support is needed to reach the two-thirds vote necessary to place the question on a ballot. we have more of governor brown's address on our website at ktvu.com. just look for the state of the state tab right on our front page. well, tens of millions of people from texas to new england are being warned to batten down the hatches. a massive winter storm is

moving in today that could cover one-third of the country. midwest cities are bracing for the worst with possibly up to two feet of snow. blizzard warnings are in effect in some parts. nearly 2,000 flights are canceled across the country today and another 1100 flights scheduled for wednesday. we just checked in with the bay area airports and several flights to new york, new jersey and chicago out of sfo have been canceled. in oakland some arriving flights from the midwest are delayed and there are a couple departure cancellations. san jose is only reporting one departure cancellation right now. but remember to check with your airline if you are traveling especially to one of those effected areas by the big storm. well, oakland's police force is getting a boost. but the chief's future with the department is still up in the air. mayor quan announced the city is bringing back 10 of 80 police officers who were laid off over the summer. she says the city is also working to upgrade police cars

and computer equipment. he praised her quick response but says he's not made a final decision about staying in oakland. >> like i said, i'm very happy that the mayor is pushing forward with the things that she's doing. just to be perfectly honest that the mayor and i are sitting down and that's a conversation we'll have. >> the chief has been with the department for 15 months. now he says he will also meet with city council members this week to re-establish relationships. now, with the rehiring of those ten officers, the total number of oakland officers will now go up to 666. last june before the layoffs there were roughly 770 officers. but the alameda county grand jury recommends 1200 officers for the oakland police department. all right. it is now 4:39. i want to check in with sal for the very early morning commute. how's it look so far, sal? looks pretty good. as a matter of fact right now traffic is moving along pretty well. but fog is going to be an issue. as steve told you at the top of

the show and also i will tell you that if you're driving almost anywhere you'll see it. it's not almost anywhere but in a lot of places this is a look at the east shore freeway traffic moves well heading out to the macarthur maze. bay bridge toll plaza it is light here. but at the golden gate bridge it is thick fog. so there's also fog in parts of the east bay. this is a look at interstate 280 in san jose. clear in downtown san jose. 4:40 let's go to steve. sal, thank you. well, quiet pattern. we have the fog. fog will be back. and it's starting to form seems to form after about 5:00 or 6:00 for some. but there are other areas where it's already there. don't have to worry about any rain. probably through about february 15th if everything continues to come in as advertised. maybe some changes then. 30s and 40s and 51 hayward. there are areas where the wind's going to pick up here next couple days. that might help scour out some of the fog but it's there this morning. a lot of low 40s and even upper 40s closer to the coast. not much going on. high pressure has built in in a

big way and it looks like it's going to park it here. now only subtle changes. but we might get rid of that fog as we head through the next couple days. today we start with fog and then it will be sunny. few high clouds come down from the north but patchy fog, sunny, breezy probably by tonight that will take us into wednesday and then thursday that should wipe out the fog and that also means some warmer temperatures will arrive by the end of the week. very stable quiet pattern but a lot of fog in the morning. then sunshine. if you're in that sun it's nice. if not it can be a cold foggy day. so 50s and also 60s. we'll go mid-60s, upper 50s along the coast. coastal low clouds and inland fog. it's a combination of the two. little cooler into wednesday and then rebound thursday and friday and saturday look sunny and warm. pam. thank you, steve. the obama administration is vowing to appeal the ruling by a federal judge in florida that the health care reform law is unconstitutional. the judge ruled that congress exceeded its authority by requiring nearly all americans to carry health insurance.

so far four federal courts have ruled on the law. two have ruled for it and two against. the case is expected to work its way to the supreme court. also this morning, nurses and patients will rally against a large insurance company's plan to increase rates. the group is scheduled to meet outside blue shield san francisco headquarters on beal street at 11:00 this morning. among the things they are demanding is that the company's ceo reveal his salary if the company goes forward with its planned 59% rate hike. the group says most other insurers already reveal that type of information. well, today san francisco will take the first step towards becoming the first city in the country to ban the yellow pages unless they are requested. 1.5million of the thick books are dropped off at homes and offices in the city. board of supervisors president says he often sees the unopened books dropped right into the recycling bin. today he will introduce city legislation that would fine

distributors $500 for each book that was not specifically requested. well, a contagious disease may have caused a sudden death of a beloved palo alto teacher. >> he was funny. and he loved to joke around. >> the precautions being taken this morning to protect hundreds of elementary school kids who could have been exposed to that disease. taking the bite out of bedbugs. what's being done in washington this morning to fight this itchy problem. good morning. if you're driving early in contra costa county so far so good here on highway 4 coming up to bay point. we'll tell you more straight ahead.

good morning. we have areas of fog. so watch out. once that burns through even fog on the coast but once that burns back 50s and 60s. volcano in japan erupted again knocking down trees, breaking windows and sending boulders flying. this is the second eruption in two weeks after sitting quiet for about 52 years. the danger zone around the volcano has now been widened since it first erupted last wednesday. no serious injuries though are reported. san francisco police now say a rivalry between two small souvenir shops may have led to sunday night's double homicide in fisherman's wharf. investigators say the suspected

killer owns a business off jefferson street. they believe he killed a man and woman who worked at the shop next door because both stores were selling the same items. those items are counterfeit purses meant to look like name brand products. the suspect is in custody facing two counts of murder. a daily city woman faces felony drunk driving charges for a frightening weekend incident at a pacifica bar. it's a story we first reported on mornings on 2 saturday morning. now police say 49-year-old car will plowed her truck into the winters tavern after a night of drinking. several people were hurt. police say witnesses at the bar spotted her going from table to table downing drinks shortly before that crash after closing time. she pleaded not guilty in court yesterday. parents at a palo alto elementary school have been given antibiotics as a precaution after a teacher suddenly died sunday possibly from meningitis. the 43-year-old taught his

fifth grade class at hoover elementary school as usual on friday but was hospitalized with severe infection over the weekend. tests are being determined to see if it is meningitis if that caused his death. the contagious disease can kill in a matter of hours. but county health officials say the risk of infection on campus is minimal. >> even if he died of meningococcal meningitis which is that kind of bacteria, it does not live in the environment. it cannot live on a doorknob or sweater. >> a letter from the county health department went home to parents last night to address concerns. he taught at the school for 17 years. the man known as spider dan will learn his fate this morning. dan good win is scheduled to be sentenced for being a public nuisance in delaying police. he was convicted on those charges one week ago in connection with his scaling of san francisco's millennium tower on labor day.

he faces up to a year in jail and a $1,000 fine. federal officials are once again taking on the big problem of little bedbugs. the second national bedbug summit is today and tomorrow in washington. officials plan to discuss how different government agencies can work with the housing and pest management industries. they also say that they want to clear up some bedbug myths. the bugs can be spotted by the naked eye and they do not transmit diseases. well, thieves could be stealing money from your bank account after you use the atm. how authorities say you can protect yourself when withdrawing money. plus, betting on the super bowl, many people are putting money down on more than just one -- than just the outcome of the game.

welcome back to the morning news. we want to take you to egypt this morning. some earlier shots taken. look at the number of people there. supposed to be a march of millions this morning. here's a live picture there at the square in cairo, egypt, this morning. now we understand that cell phone service has been cut off, once again internet service has been off for at least a week now in order -- well, the government has issued that because of the protests and to try to prevent it. but certainly a lot of people out there this morning. so far we understand that the protests have been peaceful, but we will continue to watch that this morning. again, live look at cairo, egypt, this morning. a new study released today finds that red light cameras are saving lives. the insurance institute for highway safety says the cameras have reduced fatal crashes by 24% in 14 large cities. that equals 159 lives saved

over a five year period. a federal investigation is underway now in marin county after a device was discovered at an atm that allows thieves to take money from customers. that device was found at the chase bank branch in tear linda. it recorded the credit and debit information of several people including county supervisor susan adams. she says a $40 withdrawal over the martin luther king, jr. holiday weekend allowed thieves to take hundreds of dollars from her account. >> asked me if i had taken out $500 cash from my checking or from my savings and i said i had not. and then they asked me if i had spent $385 at a sports bar in san francisco and i had not. >> chase confirmed adams wasn't the only customer hit. authorities say one of the ways to protect your account is by using an atm machine that you are familiar with. that makes it easier to notice changes and identify any

from this live picture from bay point. on the golden gate bridge very thick fog. southbound 101 traffic looks okay but the fog is very thick in southern marin and parts of san francisco. this is a look at the bay bridge. no fog here. westbound traffic looks good. let's go to steve. all right, sal, thank you. good morning. low clouds. you saw the bay point shot but not far away there are areas of fog and no clouds. walnut creek very thick in lafayette. if you're coming in 24 that direction you might say i'm fog free and there it is. sal touched on it we have some coastal fog mainly sonoma coast looks fog free but south marin county santa cruz high pressure's building in and it's going to give us 30s and 40s to low 50s on temperatures. upper 30s for some but we are looking for a sunny day once the fog burns off. high pressure says i think i'll stick around again. so we had our rain on sunday. now it looks like we're done until maybe the middle of february. a stable pattern. we will see the wind pick up.
