brook and high school brook schools happened last night. we have come to west brook school. parents and teachers and kids here are just finding out they too could be on the chopping block. that is what the school board president proposed last night and he knows it caught a lot of people off guard. the question in all of this is how do you save $1.5 million? last night we told you on the 10:00 news that a four to one vote officially shut down glen brook and hull brook elementary schools. but our crew there also found out that that vote wasn't the end of the story. all of a sudden when the board started talking about what's next, discussions began about westwood elementary school. >> they didn't know they were on the radar screen necessarily. we didn't know they were on the radar screen. this is an evolving process. >> reporter: now a lot of this process is actually pretty confusing. but it all has to do with how to move these kids around now that these other two schools are definitely closing. the board president thinks

shutting down westwood would actually end upkeeping more kids who are together now together in the future. debate continues. there's another meeting next week and another one following on the 22nd we are expecting a vote. this morning we're going to be at west wood trying to sort all of this out. certainly trying to talk to parents and teachers as they try to figure out what comes next for them. live in concord, claudine wong, ktvu channel 2 news. police in oakland are warning women to be on alert in the city's chinatown area. that's following a sexual assault outside an apartment house on jackson street. it happened shortly after 10:00 monday night. police say a man brutally beat and sexually assaulted a chinese woman in her 50s. this traumatized victim was only able to give police a general description of her attacker. >> going to be terrifying for anyone. but of course if you don't speak the language and try to communicate with the authorities adds an extra layer. >> investigators hope to interview the victim again and

come up with a composite sketch. they say this attack does not appear to be linked to other recent sexual attacks in the nearby lake merit area. the search is underway for four men in a deadly shooting outside an oakland grocery store. that happened right in front of the safeland market on foothill boulevard last night. police say the victim was a man in his 30s. there's no description on the four suspects. right now we only know that they were wearing dark hoodies. we are learning new details about the day that 4-year-old juliani was kidnapped from his grandmother's arms. court documents say 27-year-old jose rodriguez forced his way into the grandmother's house. he then shoved her to the ground, held her down with a knee and grabbed the boy from her arms. juliani's body was found two weeks later in the delta canal. rodriguez is also believed to be dead but his body has not been found. in just a few hours william

lynch is due back in court for a preliminary hearing. the 4-year-old san francisco man is accused of tracking down and beating a catholic priest. lynch says that the priest molested him and his brother when they were children more than 30 years ago. the father denies abusing anyone and has not been charged. well, pg&e says it is closely inspecting its gas pipelines all across northern california. so far the utility says it has not found any faulty welds on the miles and miles of pipelines but vows to continue inspections to make sure all of the pipelines are safe. federal investigators are pointing to welding problems as a possible cause of the san bruno pipeline disaster. san francisco is looking at a new proposal designed to help people who are forced out of their homes by fires and other natural disasters. that bill is in response to those three arson fires in the

castro district last week. now if approved it would allow those victims to rent housing at the rate that they were paying in their previous homes. well, the cost of riding bart appears to be taking a toll on customers' opinions. bart's latest satisfaction survey found roughly 64% agree bart is a good value. but that's down 7% from 2008. just 24% strongly agree that bart is worth the money. and 15% of those polled disagreed when asked if bart is cost efficient which is up 4%. since bart's last survey, fares have increased 6%. it's now 4:36. i want to check back in with sal for the early look at the commute. good morning, sal. good morning, pam. right now traffic is moving along pretty well around the bay area. no major problems here if you are driving let's say to the east shore freeway. that traffic looks pretty good getting out to the macarthur maze and the bay bridge toll plaza. here at the toll plaza it looks

temperatures have settled in 61 to 64 and then upper 50s closer to the coast. five-day forecast cold morning on thursday. similar to what we're seeing now. mostly sunny as we go into friday and then cloudy on saturday and sunday looks like clouds start to roll in here. thank you, steve. in egypt today the protests continue in cairo's main square despite a new warning from the country's vice president who says the demonstrations cannot continue. the number of protesters who turned out yesterday was perhaps the biggest yet. many people are now living in cairo's main square saying they won't leave until the president leaves office. and the protest has now expanded to the parliament building with hundreds of people demonstrating there. a new investigation into the cia shows many agents are being promoted despite making serious mistakes on the job. the report by the associated press finds that officers made

mistakes that left people wrongly imprisoned or even dead and they're receiving little or no punishment. the report blames a system that takes years to make a decision and hands down reprimands. because of this many of the officers who made the worst mistakes are now senior managers. well, a violent mugging caught on tape. the surprising thing police say about what the suspect and victim were doing earlier in the day. and another local city in financial crisis. 6,000 people who live there say they know who's to blame. good morning. westbound highway 4 off to a nice start if you're driving up to concord. another update straight ahead.

his first news conference since taking office. he's maintaining his reputation as a man of mystery. last night the governor refused to reveal what he's going to discuss. brown told state capitol reporters "if i tell you, i'll have to cancel the press conference." it's a good bet that the governor will update his plan to tackle california's huge budget crisis. in the east bay city of hercules, organizers of a recall drive against two city leaders say they have enough signatures to put the measure on the june ballot. at last night's city council meeting recall supporters presented the receipt showing they have nearly 6,000 signatures from hercules voters. the petitions accuse council member and new mayor ward of supporting questionable development deals that put the city in a financial crisis. but the two leaders say they were deceived by a former city manager. >> we were you know acting on information we had. it wasn't the right information. and now we're you know trying

to get everything shipshape. >> hercules former mayor resigned a few weeks ago over the fiscal mismanagement accusations. if all the petition signatures are verified, voters will decide whether or not to recall them in the june election. san francisco police are exploring new training options for dealing with the mentally ill. it is in response to three recent shootings including this one in december when police shot a man in a wheelchair outside a mental health facility after police say he attacked an officer. the san francisco police department is looking at one model being used in memphis, tennessee, it involves establishing a team of officers trained specifically to deal with people with mental health issues. also in san francisco, take a look at this. a violent mugging caught on tape. it happened on sunday in an alley near sixth and market street. the video shows the robber throwing the woman to the ground and ripping her shirt.

she's heard pleading for her wallet as the suspect runs away. >> fortunately, the video was taken by a concerned citizen who did immediately call the police. >> police point out that this was not a random attack. they say the man and woman met earlier in the day at union square and hung out for a while before she was robbed. that suspect is still at large. well, it is among one of the worst kept secrets in silicon valley. now it's official. facebook is moving its headquarters from palo alto about five minutes up the bay shore freeway to men lo park. some of the company's 2,000 workers will start relocating to the 57-acre campus in june. a spokesperson for facebook says the new headquarters will give the company more room and more security than their current offices. well, san francisco wants twitter to move, but only as far as the mid-market area of the city. the company has talked about leaving for bigger spaces elsewhere, but stilledders are

trying to encourage twitter to stay and take over the san francisco mart building on market street. they're offering a six year payroll tax exemption on new jobs created for any business moving into that district saying that could be enough to draw other businesses. >> twitter today has 350 employees. their expectation by the end of the year is over 600. and in two to three years it is up to 3,000 employees. >> other city leaders say twitter is concerned about public transit and safety. but those are being worked out. twitter spokesperson is not commenting on details except to say "i think everybody's happy with the company being in san francisco." well, toyota is trying to move forward now that it has been cleared in a major safety investigation. the government found that cases of sudden acceleration were not caused by a software problem in the cars. instead, they are being blamed on sticky gas pedals and floor mats that could jam the pedals.

since 2009, toyota has recalled 12 million vehicles to fix the pedals or other safety problems. berkeley's city council will discontinue towing and impounding cars with unpaid parking tickets. that decision comes after a unanimous vote last night. some tow yard owners already hurting in the economic vow down are now expecting their business to drop at least 30%. the city will enter a contract with a pay lock incorporated which will place metal contraptions called a boot on the cars' wheels. owners would have to call the help center to pay off the ticket and pay the $140 to have that boot removed. well, money spent on safety improvements on a busy san francisco street appears to be paying off. records show that there were no pedestrian deaths on 19th avenue since the upgrades were made three years ago. that's compared to 11 pedestrian fatalities between 2003 and 2008. >> it's much safer.

we're not seeing people actually get killed by cars here. >> some of the safety upgrades include lowering the speed limit to 30 miles an hour, doubling the fine for all moving violations in the area, and installing pedestrian count down clocks. well, san francisco is cracking down on dumping food grease. supervisors approved an ordinance yesterday allowing the city to inspect restaurants to make sure they are not dumping grease down the drain. on average the city deals with 10 sewage back ups a day due to grease. under the ordinance restaurant owners will get incentives if they install devices that catch the grease. well, animal activists at uc davis are studying the effects of road kill and how to prevent it. it's a safety issue for both drivers and the thousands of animals that die every day just on bay area roads. uv davis professor is a retired

veterinarian who accesses the road -- assesses the road carnage twice a month. he says the information he collects is critical. >> i've always seen a lot of rabbits and raccoons and ground squirrels. the other thing that amazes me is the number of birds. beautiful birds. >> volunteers during the year in california road kill observation system are worried that some animals could face extinction. the group says they need more data and volunteers before they can approach lawmakers with suggestions. now ktvu.com has more details about california's wildlife and how you can get involved in helping protect animals from becoming road kill. just look for the special reports tab. danville's hero pilot is back in the news. but this time it involves a lawsuit. and the super bowl champs return home. the special honor this morning for their head coach.

welcome back to the morning news. levi strasses will be allowed to try again in a lawsuit. the company sued for using a similar pattern for the back pocket design on its jeans. the case first filed in 2007. and amber com bee won. an appeals court says that decision was based on an unclear interpretation of the law. captain sullenburger and his wife are in a real estate battle. the couple is accusing sonoma bank officials and a real estate broker of fraud and negligence. the danville pilot earned international acclaim for safely landing that plane on the hudson river in 2009. in the new lawsuit it claims the couple purchased an overvalued property that

included a jiffy lube franchise and paradise. the couple is seeking to have the original loan nullified and to be reimbursed for what they contend have been overpavements. if mediation fails a trial date will be set. lindsey lohan due to be arraigned today on charges of theft. she's accused of stealing a $2500 necklace from a jewelry store last month. the new case would represent the most serious charge against the actress. she was arrested twice in 2007 on drunk driving and drug charges. but both were misdemeanors. well, for the first time ever smart phones are outselling personal computers. about 100 million smart phones were shipped in the last three months of last year. that's compared to 92 million personal computers. analysts point to two trends. smart phones are getting cheaper and pcs are getting competition from tablet computers. the vince lombardi trophy is back in green bay. and fans were there to welcome
