good morning. thank you for waking up with us. it's thursday february 10. i'm pam cook. meteorologist steve paulson is here with the forecast. how's the weather today steven? pamela, it's clear and cold out there. 20s, 30s and 40s. low to mid-40s closer to the coast. it will be sunny side up today and about the same as yesterday. 60s, low to mid. maybe a few pushing a little higher. santa rosa would be one. now here's sal. steve, highway 4 westbound looks pretty good. it's clear here. westbound traffic looks good heading up to concord. highway 24 westbound also light on the way to the tunnel. 4:31. let's go back to pam. well, this morning oakland police are looking for young boys wanted in a horrifying child rape case. investigators say they violently raped a 7-year-old boy in the bathroom of a boys and girls club. ktvu's kraig debro is there with the police department now getting word from

investigators. good morning, kraig. >> reporter: good morning, pam. we're at the station here in east oakland. quite frankly the area where this boys and girls club is located was just too unsafe at this time of the day. in this case you might think the circumstances are even worse. the police i talked to this morning said when they read the report it made the hair on the back of their neck stand up. the victim is a 7-year-old boy. medical staff at children's hospital alerted police about 8:45 last night. police tell us the boy told his mother what happened and she took her child to the hospital. police say the boy was violently raped in the bathroom of a boys and girls club at 85th avenue and international boulevard in east oakland. the victim did not tell anyone at the club. the original investigation looked into the role two other male juveniles played in the rape but there could be more suspects. this morning police tell me they're going to the club to question staff and find out who was there at the time. we're going to try to reach the president of the oakland chapter to see what he knows

about what happened. reporting live from oakland, kraig debro, ktvu channel 2 news. this morning sheriff's deputies in richmond are searching for the gunman who opened fire on a passing ac transit bus. one passenger was hurt in last night's shooting at third and grove. investigators say five passengers were on the bus when the bullets came crashing through the windows. shattered glass hit one passenger in the face. that injury is not believed to be serious. and it's still not clear if someone on the bus was targeted or if this was a random shooting. san francisco police are holding a public meeting tonight to get input for the selection of the city's next chief. the examiner reports that 20 to 25 people have applied for the job. they include a mix of internal and external candidates. mayor lee is expected to appoint the new police chief by early to mid-march. tonight's meeting begins at 6:00 at the united irish cultural center. well, today the iphone 4 on

the verizon network goes on sale in stores. this will bring an end to the exclusive deal at&t has had with the iphone. customers will be able to buy the phone at apple and verizon stores starting at $199. we're checking to see if the lines are starting. verizon says early sales of the iphone have passed all other smart phone debuts including the droid. it is finally decision day at uc berkeley. the chancellor will announce the fate of cal's baseball team and four other sports programs. they could be eliminated after this semester because of the budget crisis. fanned have stepped up to raise $15 million but that's not enough. >> if they take it away you're going somewhere else? >> yeah. i'm definitely going to try to find somewhere else to play. >> i half jokingly say to my

mostly cloudy skies. pamela. thank you, steve. this morning oklahoma is digging out from two feet of new snow dumped by the second major storm in just a week. we want to show you video. it shows the snowplow trying to clear the roads in tulsa where that blizzard stranded several people inside their cars. the latest storm follows 14 inches of snow dumped on the city last week. the bad weather also caused problems for farmers and ranchers scrambling to keep their herds well fed and hydrated. well, this morning we are learning that a leaking gas line is responsible for a home explosion in allentown, pennsylvania. that explosion rocked the neighborhood last night leveling one home and starting several fires. the hundred foot flames also knocked down power lines and forced the evacuation of two city blocks. police say six people are still missing. several people in one fire are

good morning. it's clear. it's cold. 20s, 30s, 40z. closer to the coast it will be sunny again today. not as breezy or windy and temperatures low to mid-60s. a new investigation shows pg&e failed to follow its own safety guidelines. state regulators have been focusing on pg&e since the deadly pipeline explosion in san bruno last year. they found that the utility put off inspections of its high pressure gas lines for more than two years. records also show that just two years ago pg&e did not have proper procedures in place to make sure workers were following key safety regulations. in oakland, a man's burned body was discovered in a homeless encampment underneath the freeway. someone spotted smoke and flames below interstate 880 at

the 66th street off ramp yesterday afternoon. when authorities arrived they found a badly burned body near the temporary shelter. they say the fire does not seem suspicious. >> he was either asleep when the fire got too big. or he was somehow or other incompass at a timed and couldn't wake up. >> no word yet on the victim's identity but police say a dog tied to a leash nearby was uninjured. animal control is now caring for the dog. a napa county jail inmate is in critical condition this morning after lighting his clothes on fire in his cell. corrections officers say the man wrapped himself in toilet paper last night and used a spark from a television cord to ignite the fire. now the man's name has not been released. but we do know that he used to be a patient at napa's state hospital. he was sent to jail in september on suspicion of assault with a deadly weapon in connection with an incident at

the hospital. one man is in critical condition after being shot during a dispute over his dog in san francisco. that happened inside fred's new life supermarket yesterday afternoon. the suspect works at the convenience store. his brother says the confrontation began after the victim who is a regular customer accused him of kicking his dog. >> show the camera move him with his foot. >> the victim's an old hippie cat and he's a real nice person, real gentle. he doesn't really cause any problems. >> the victim identified by friends as michael stafford has life threatening injuries. the suspect is in jail and faces several charges including assault with a deadly weapon. now we have a follow up to a story that we told you about yesterday morning. san francisco police voted to adopt a new training method last night to deal with people with mental health issues.

it calls for giving a quarter of the force about 40 hours of specialized crisis training. now the goal is to use a more humane approach and help more people instead of using force. the new method comes in the wake of three shootings by police over the past year. homeland security secretary says although the u.s. has made improvements in security since the september 11 attacks, a new kind of terrorism puts the country at risk. >> the threat continues to evolve. and in some ways the threat today may be at its most heightened state since the attacks nearly ten years ago. >> at a hearing on capitol hill she says the new threat comes from radicalized american residents and citizens. during the past two years more than half of the 120 people who have been indicted in federal court on terror related charges are u.s. citizens.

a republican congressman from new york abruptly resigned saying he made profound mistakes that have hurt his family. that was after the gossip website posted a shirtless photo of congressman lee. the image was sent to a woman whom he met on craigslist. >> repeal last year's -- >> told the woman that he's divorced. he's not. he's married with a young son. and on his website the two term republican said "i regret the harm that my actions have caused my family, my staff and my constituents." well, congresswoman gabrielle giffords' ability to speak again is being called a milestone in her recovery. aids say giffords asked for toast earlier this week and has been speaking more and more since then. giffords is undergoing therapy in a houston hospital after being shot at that tucson supermarket last month. the massacre killed six people and injured 12 others. governor brown is reaching

out to republican lawmakers trying to get their support for a special election to extend current taxes for another five years. after a meeting yesterday, at least one gop leader expressed some flexibility. >> we're not to a point that we're you know saying yes to putting something on the ballot yet. i think it might be what that ballot looks like. >> the assembly republican leader says her caucus might support a ballot measure such as reforming state's public employee pension system. several east bay mayors gathered together to voice their opposition to another one of governor brown's budget proposals. the mayors of oakland, concord, union city and several others held a news conference to call on local legislators to vote against doing away with the state's redevelopment agency. the redevelopment funds provide lighted areas and keep

construction workers in place. today san francisco man accused of beating up a catholic priest is expected to find out the charges he will face. yesterday a judge ruled that the father will not have to testify in court in the case against william lynch. lynch is accused of beating the father last year. and he claims that the priest sexually molested him and his brother when they were young boys. today a judge may also set a trial date. a big round of cuts are coming to santa rosa schools. the school board voted last night to cut $1.4 million from the budget. as a result ninth grade class sizes will increase and a counseling program to help students pass the california high school exit exam will be eliminated. a new study suggests that a lack of sleep can lead to an increase in serious health problems. european researchers found if you sleep less than six hours or have disturbed sleep, you could have a 48% chance of

developing heart disease and a 15% chance of having a stroke. the opposite can also be true. experts say sleeping more than nine hours can indicate illness. the recommended amount of sleep for a healthy lifestyle is about eight hours. well, another apparent contributor to stroke asks something many enjoy every day, diet soda. a nine yearlong study links regular drinking of the beverage to a 61% increase in the risk of stroke. >> i think that's scary. i think it's very scary. >> i've grown to like the taste of diet soda. i might think about this though. >> researchers say they are unable to link any particular ingredient in diet soda to the higher stroke risk. but this apparent link needs much more research. tonight kicks off hollywood week on "american idol." but not before the show made its final stop here in san

welcome back to the morning news. jp morgan chase is apologizing for mistakenly foreclosing on the homes of 18 military families. the bank says it has now returned ten of the homes and came to a settlement with some of the other homeowners. homes were seized despite a law restricting banks from foreclosing on homes owned by service members who are on active duty or recently returned. new figures out this morning show an increase in foreclosures here in the bay area. in january more than 2600 people received default notices. close to a 40% jump from the same time last year.

statewide foreclosures remained mostly unchanged. nationwide they fell to their lowest level in more than 3 years. well, a solar company is moving their headquarters to belmont bringing 500 jobs with it. sun edison developments and maintains solar plants. they are relocating from maryland to an empty office space just east of highway 101. the company says they will transfer 100 employees from maryland and san francisco. they will also add 400 more local workers within the next three years. well, bay area bike fans will have to wait -- will have to hit the road that is if they want to see this year's amgen tour. the first stage begins at tahoe's north shore and ends at north star. the second stage also begins at tahoe at squaw valley and ends in sacramento. the third stage goes from auburn to modesto. the news sparked a celebration in auburn last night. race fans got together for a

party after learning that their town will play a big role in california's biggest bike race. well, in about four hours the championship round of the at&t pebble beach national proam gets underway. during yesterday's celebrity shootout single michael bolton took home the top prize despite some distractions. ♪ [ music ] >> that was actor comedian anthony anderson doing a little singing. singing did not throw off bolton who won $19,000 for his charity. actor bill murray usually there, kevin costner also took part in the festivities. coming up at 5:40, ktvu's claudine wong will have a live report right there from pebble beach. coming up on 5:00. i understand, sal, there's a new crash on the bay bridge. there is. and we are looking at that. we're also looking at the accident in san francisco. so we have two things to talk

about. the first one is this accident that i told you about last time, pam, in san francisco at the corner of geary. these two cars did get into it. it was a t-bone collision according to the photographer who shot these pictures. this intersection here is completely shut down. and it will be for a while at geary. good area to avoid. the 38 will have to be rerouted at this hour of the morning. it's pretty light there and the bus will have to go around a couple blocks. as pam mentioned there's an accident on the bridge as well. reported westbound we're looking at the toll plaza it is so light that it is not really effecting the toll plaza yet. we also have a view from the incline or we're going to look at the incline now from our camera here. you can see traffic is light although it is reportedly -- this crash reportedly right before treasure island. it's only blocking one of the lanes. so we'll see what happens. it's early enough if they get it out of there quickly it could be not a big deal.
