coverage starts right now. this is ktvu mornings on 2. good morning, welcome to mornings on 2. i'm mike mibach. >> i'm claudine wong. sunday, february 13th. quick check of the weather with rosemary orozco. >> you are right. good morning to you. we will remain dry today. our after high is cooler and this morning signs of moisture in the air. patchy fog and cloud this morning especially along the coast. our afternoon highs today will be seasonal but cooler than what we've seen. widespread low mid-60s for the afternoon. rain and low snow. we'll show you what we can expect as we move through today and the rest of the week. we start with news from egypt. here a live look at tahrir square. earlier today traffic also returned to that area for the first time in two weeks.

that's a big change from when thousands of protestors crowded into the square over the last several weeks. however, our biggest developments occurred within the last hour. we now have a timetable from egypt's military. they military plan on ruling the country for six months or until elections can take place. the military dissolved parliament and suspended the country's constitution. those were two key demands of protestors. finally the military announced it will follow all international treaties signed by former president hosni mubarak. that includes the peace treaty with israel. >> here in the bay area celebrations over mubaraks downfall will continue today. code pink is organizing a march across the golden gate bridge. people should meet at the parking lot on the south side of

the bridge at 11:45 this morning if you want to walk in the march. wear red, black and white and wear signs that say "solidarity with egypt." there was a celebration in the civic sent plaza in san francisco yesterday. about 100 people took part. many look forward to a new egypt. >> for egypt the days ahead must bring a new focus for protect for all. >> corruption in everything. corruption in education. that is done. now we start a new era. >> participants in yesterday's rally honor the 300 people who were killed during the demonstrations in cairo. back here at home voters approved it in november but it has yet to be enforced. san francisco's sit lie ordinance is doing that, sitting and waiting. we have that story.

>> we're in the city's hate ashbury neighborhood, residents and business owners complained about people congregating in front of their buildings and panhandling aggressively. that led to the san francisco's state lie ordinance. it bans people from sitting or lying between 7 a.m. and 11 p.m. twu approved by voters in november. as we heard this morning, the new law is not being enforced yet even though it was on the books since november. san francisco chronicle is reporting that san francisco police say it could take another few weeks for police to finish the training they need to enforce the ban. after initial warning anyone found sitting or lying consider cited with a fine and 30 days in jail. one of the problem is police are trying to work out is to keep track of who they warned and cited. >> how can you cite a homeless

person with no income? makes no sense. >> the new sit-lie law has its opponents. when it came up for vote, eight supervisors voted against it saying it unfairly criminalizes people who are not aggressively panhandling and members of the city's coalition say they're working on a legal challenge to the ban. police say a body pulled from a canal in patterson matches the description of a man suspected of kidnapping juliani cardenas. 27-year-old jose rodriguez grabbed the boy from his home on january 18th. he was the ex-boyfriend of juliani's mother. it was discovered yesterday by a water employee author of the delta-mendota canal. it was floated nearby where the car was seen going into the canal. the boy's mother tabitha had a

message for the suspected killer's family. >> i want to let jose's mom know that i feel her pain because i know what it is like to lose a son. >> police say the body's physical characteristics matches that of rodriguez but they are still waiting for a positive i.d. of the body. autopsy is said dueled for tuesday. new information on a man found dead in a san francisco apartment. neighbors identified him as 64-year-old jack baker, an artist and a macy's window display designer. his body was found inside his apartment friday afternoon. neighbors became concerned when his dog started scratching on baker's door. the police are investigating this case as a homicide. anyone with information please call the police. a man is in jail accused of killing his girlfriend. police tell us adam disa killed

katherine jilahan. the officers arrested the 28-year-old for a parole violation but then they found the body in the couple's home. this was the first homicide of that area in a year rth eight people were sprayed with pepper spray. it happened 6:00 last night at the market street muni station. someone discharged the pepper spray at the turnstyles. no arrests have been made. future of b.a.r.t.s general manager is uncertain but a terrible session could be determined this week to determine whether he will stay or go. the board voted last week 5-4 to ask for her resignation but later rescinded that vote because no public notice was given. in the last year b.a.r.t. enjoyed a sur place and delayed fare hikes. insiders tell us that the vote discuss from the shooting back

came out as the winner of the straw pole. the contest many see as the opening bell to next year's presidential primary, ron paul did run for the republican nomination for president in 2008. . the texas congressman received 30% of the votes followed by mitt romney with 23%. and new jersey governor chris christie received 6%. newt gingrich, 5%. former minnesota governor tim pawlenty, and rick daniels each received 4%. two people who did not take part, alaska governor sarah palin received 3% of the votes and arkansas governor mike huckabee won 2%. president obama is going to release his new federal budget plan tomorrow but republicans are making their feelings pretty clear. the president gave a preview of the budget plan yesterday during

his weekly on-line video address. he said the plan asks washington to live within its means while investing in the future. republicans already attacked the president's plan saying it doesn't cut spending enough. among the highlights of the president's budget a five-year freeze for spending on u.s. agencies and $78 billion reduction in defense spending. however, the president's budget calls for $53 billion for high-speed rail projects around the country. the budget deficit will mean less money for schools around the state. possibly tacking on taxes to find more funding. several districts are pushing for parcel taxes. the districts say they will raise millions of dollars to help offset cuts from the state but parcel taxes will not solve all of the budget issues. officials admit some cuts will happen even if voters do approve

the new taxes. in oakland city and school leaders along with parents spent part of their weekend trying to figure out a plan of action for city schools. several dozen people showed up yesterday to learn about the districts five-year strategic plan. oakland mayor jean quan says it includes safety. >> i'm working on a major federal grant to get more police officers assigned on and around school campuses particularly in east oakland to keep the schools safer. >> saturday's meaning was the second in a series of meetings dedicated to the five-year plan. a plan that also calls for every school in oakland to offer activities and services that go beyond the normal classroom experience. textbooks are now nothing but a history lesson for most kids at one florida school. clearwater high school just bought an amazon kindle for every student on campus. that's more than 2,000 of the

popular e-read gadgets. students can load their lessons and take advantage of free wireless internet. >> they have no excuse not to study because they can use the 3g network anywhere, even on their couch at home. >> despite the convenience some students have said no to the kindle conversion. clearwater reports 100 students are just going to keep those textbooks. michelle obama has some advice for couples. lot of laughter is the secret to her 19-year marriage to president obama. they do not take themselves too seriously, she says, and learned laughter is the best form of unity. no word on what the couple will exactly do to celebrate valentine's day but she did say the president could not go wrong with jewelry. shiny is good. time is 7:19. sheriff's deputy is being called a hero after a dangerous rescue.

it has been two years since a deadly continental airline crash in new york and to mark the somber anniversary members of the community joined family and friends yesterday for a vigil at the crash site. each victim's name was read and a candle lit in their honor. all 49 people on board and one person on the ground were killed when the plane crashed into a home. the national transportation safety board has concluded that the cause of the crash was pilot error. in new york city one man is in police custody this morning after being accused of the deadly rampage. police say the 23-year-old man

killed four people across the city over a 28-hour period. three of the dead were stabbed and the fourth was a pedestrian hit by a stolen car. no word this morning on what motivated the attacks. police in san diego are trying to figure out what led a taxi driver to crash into a crowd of people outside a busy nightclub. the crash happened early yest morning in the city's gas lamp district. at least 25 people were injured including one woman who had to get her leg amputated. the taxi driver was not hurt in that crash but did suffer a broken nose after people in the crowd started beating him up. investigators believe alcohol was not involved and say it is possible the taxi driver may have just fallen asleep behind the wheel. a florida's sheriff's deputy after rescuing a man from a burning car. it happened in newport richie. a 64-year-old man drove his car into a power pole causing the car to burst into flames. the deputy arrived on the scene.

major overnight developments in egypt, announcement a short while ago about the new leadership in the country. good morning, welcome back to mornings on 2. i'm mike my back. >> i'm claudine wrong. we want to go to san francisco where sit-lie ordinance is facing another delay three months after voters approved it. we're live from the city with reaction on this latest development on this controversial issue. hi, ali. >> that sit-lie ordinance was approved by san francisco voters in november and restricts people from sitting and lying down on city sidewalks between 7:00 a.m. and 11:00 p.m. we're in the haight-ashbury anybody nude. it started here. right now you can see there is no one sitting out in front of the buildings even though this new law is not yet being

enforced. the san francisco chronicle is reporting that san francisco police say it could take another few weeks for police to finish the training needed to start enforcing the new ordinance. after an initial warning anyone found sitting or lying can be cited and face a maximum fine of $500 and 30 days in jail. one of the enforcement problems, according to the police, is trying to find a way to keep track of who police already cited and warned. some store managers we spoke to said even though they are conflicted about the ordinance, they hope enforcement will happen soon. >> i think they should start enforcing it and see what happens, and maybe it will make things a little better around here. >> the store manager told us he's conflicted about this ordinance because he says sometimes people are not really a problem when they're just sitting or lying in front of his building but sometimes people do tend to pan handle aggressively and that chases away customers. the sit-lie law has opponents

even at city hall. eight san francisco supervisors voted against the ordinance and members of the city's coalition said they're planning some sort of legal challenge to the ordinance. ktvu. developments from egypt. from tahrir square. traffic returned the first time in two weeks. for the last several weeks biggest developments occurred within the last 90 minutes. military leaders announced this morning that they plan to rule the country for the next six months or until the elections can take place. parliament was suspended and the constitution was also suspended. those were two key demands of the protestors. the military does plan on following all international treaties signed by president

hosni mubarak. that includes the peace treaty with israel. this comes two days after the former president resigned from office and handed over power to the military. it comes one day after the egyptians cleaned up the cleanup. the cleanup is symbolic of the fresh start for the country, they say. hundreds of police officers stage a protest of their own in egypt. in response accusations that they used violence against pro democracy demonstrators. they say acquisitions of beatings against demonstrators over the last 18 days are wrong. the officers also deny using tear gas against the egyptian people and are now calling on the interior minister to be punished for what they call his lack of response to those acquisitions. we're learning more about the assets of former president

mubarak. the swiss government announces it was freezing his assets in that country. we're told the freeze will last for three years. the swiss government won't reveal how much money mubarak has in the country or which banks are involved, however, one government official said the money was frozen so it can be figured out whether any is from illegal sources. a man was accused of rape. officers were called to market street because of a report of rape. the attacker is 22 years old, light complexion, he weighs about 160 pounds, stands 5'10", wearing a gray button-down shirt with a blue hat. he has a tattoo of a tree on his left forearm. anyone with information is asked to call the san francisco police department. oakland police say no charges will be filed against a teacher who was inside his classroom while students were

allegedly engaging in sex acts. the district placed the teacher on paid leave as charges were investigated saying that two students had oral sex while he was inside of the room. according to the san francisco conical, the children all told different stories. >> there was no proof the teacher was involved. the man wanted for questions after a police shooting in vallejo is in jail. they found reginald jackson at home and he's facing assault charge. he led officers on a chase. police shot the driver after he pointed a gun at them. his identity has not yet been police. fate tool tiger mauling is

weekends and special event services. four meetings will be held before caltrans meeting. first is tomorrow at 7:00 at council chambers of city hall. two supervisors are taking a cue from jerry brown and giving up their county cell phones. it is a gesture of cost-cutting leadership. it comes after the managers were asked to put together a plan to limit the use of electronics. they said if other employees are being asked to give up their phones, they thought they should do the same thing. daily city may be on the list of the next cities to ban plastic bags. all single-use plastic bags will be prohibited from stores 10,000 square feet or more.

recycling is about to get easier at one of san francisco's greenest spaces. according to a new report, san francisco's recreation and parks department plans on launching a new recycling project at golden gate park this spring. the project will reportedly include 22 recycling cans placed at popular gathering spots inside the park. if the program is a success it could expand to cover all of golden gate park and perhaps other city parks, as well. this weekend the streets of san francisco are being spruced up. it is all part of the street smarts program ran by the department of public works. every month volunteers visit each one of the 11 districts. people who live in the neighborhoods point out the spots that need the most work. they use local artists who make over city walls that are covered by graffiti. >> if we cover those areas through murals, it will be more respected. >> it looks like a dragon busting in and out of the wall.

good morning to you. live look at the marina this morning. just a little bit of fog. pleasant day in store before storm door opens tomorrow. 14 people have become the latest casualty in mexico's ongoing drug war. eight people were killed in a gun battle between police and criminals in monterey, also. it is the latest in deadly violence. close to 40,000 people have died in drug-trafficking related violence there in the last five years. this morning we learn the death toll in a suicide bombing has risen to 36 people.

it happened 60 miles north of baghdad. the bomber blew himself up on a bus. another 64 people were also injured in that attack. the wives of men lost at war are coming together today to enjoy the sights of san francisco. the women are arriving from all over the country for a weekend in the bay area. their husbands were killed during the wars in iraq and afghanistan and are members of the american widow project, a non-profit group started by karen davis who became a widow at 21 years old. davis says she started the group to help herself and other women find on outlet for their grief. >> this will always be the pivotal moment in their moment that changed everything. >> the youngest widow on the retreat is 20 years old and the oldest is in 41. these retreats are held across

living in oakland. cephus johnson walked the streets of oakland trying to pull young men into offices to apply for jobs. it was the kick-off of the oscar grant foundation. it is to empower the young to let them know that they have options. >> we have to get to the heart and soul of the community. by going through this process, there is a beginning of an empowerment within themselves that opportunities will begin to open up. >> johnson says he plans on holding more of these events in oakland's most violent neighborhoods. well the family of oscar grant work to bridge the gap between police and the community here, protestors in seattle are demanding a police officer face criminal charges in a case they say is similar to grant's. former seattle police officer ian burke is awaiting trial for shooting and killing a man holding a knife on a street corner. burke was stripped of his gun and badge after the police

department found the shooting to be unjustified. protestors don't think that is punishment enough. >> there is an epidemic of police brutality in this city, and his country and frankly around the world. >> the justice department is starting a preliminary investigation. boston man is being credited for a good deed. he turned in $2,000 he found on the street. he discovered the money inside a bag earlier this week while walking down the street. the bag just happened to be across the way from a police station. so he turned it over to officers. police were able to identify the bag's owners because of a bank receipt found inside. it turns out the money belonged to a gas station employee. the man said he is happy he could help. >> i live in east boston. someone who livesnearby. i knew if i dropped it, i would

a pod of orcas were seen by the golden gate bridge. we told you earlier this week the group was seen swimming in that same area on wednesday. captain tom berno of san francisco whale tours, he said the orcas are the same. couples set part in an underwatery vent this weekend and five of them came up married. they're taking part in underwater wedding in malaysia. they signed their marriage licenses underwater. each of the unconventional weddings took about 15 minutes. we follow the latest developments from egypt. important artifacts, they say, are missing after weeks of unrest. banning plastic bags, the bay area city that could be the next to do just that.

news of egypt and several new overnight developments. we now have a timetable from egypt's military. military leaders just announced within the last two hours they plan on ruling the country for the next six months or until elections can take place. the military dissolved parliament and suspended the country's constitution. those were two key demands of the protestors. military answer announced this morning it will follow all international treaties signed by former president hosni mubarak. that includes the peace treaty with israel. this comes two days after the president resigned from office. also from egypt this morning officials with the egyptian museum say looters escaped with several items including two gilded wooden statues of king tut. several people are ted to be in custody for the looting.

the san francisco chronicle say the training needs to be done to enforce the law. it is hard to keep track of people already warned and cited for violating the ordinance. anyone found sitting and lying can be cited and face maximum fine of $500 and 30 days in jail. we talked to a san francisco man this morning who told us he has been living on the streets for the past six years. he thinks the sit-lie ordinance is unfair but he says he understands the frustration behind it. >> they sit out on the lawn, they sit outside, they come out their house and sit on the curb in front of the house, you know? they don't say nothing to those people. >> i think they should start enforcing it and see what happens, and maybe it will make things a little better around

the republicans have already attacked the president's plan saying it does not cut spending enough. among the highlights of the president's budget is a five-year freeze on domestic spending for u.s. agencies. also a $78 billion reduction in defense spending. however, the president's budget does call for $53 billion for high-speed rail projects around the country including california. another major target in president obama's budget will be aid for college students. a white house official announced this morning the president will seek to cut over $100 billion over the next ten years for pell grants. it would be seen as capping award limit for students at $5500. school leaders along with parents spent part of their weekend trying to figure out a plan of action for city schools. several dozen people showed up yesterday to learn about the district's five year strategic plan. it includes several components including safety.

new recycling project at golden gate park this spring. the project will reportedly include 22 recycling cans placed at pour plar spots. if this program is a success it could expand to cover all of golden gate park and perhaps other city parks, as well. people in redwood city are dealing with dirty streets as they deal with a new garbage company. new garbage pickup days coincide with street sweeping in some operators. that means operators have to drive around the garbage bins preventing them from thoroughly cleaning the streets. they're working on the problem and hope to have a solution by the summer. this weekend the streets of san francisco are getting some extra attention. it is part of the street smarts program run by the department of public works. every month clean team volunteers visit everyone of the city's 11 districts and people in those neighborhoods point out the spots that need the most

opened fire in guadalajara yesterday. it is located in a district popular with young people. and there was another gun battle with people in monterey. in new york city one man is in police custody this morning after being accused of a deadly rampage. police say the 23-year-old man killed four people across the city over a 28-hour period. three of the dead were stabbed and a fourth was a pedestrian hit by a stolen car. no word this morning on what motivated those attacks. two safety violations were issued against the musical spider-man. they were issued after numerous injuries to cast members. no fines have been imposed yet but officials say they will start making surprise inspections after being delayed four times. the show is now expected to open
