valentine's day and mother nature is playing a funny joke on us. >> reporter: and that joke could turn ugly with increaseingly higher tides later in this week. as bill told us significantly more rain on the way. we could be in for serious low lying flooding. reporting live in san francisco, john fowler ktvu channel 2 news. >> today's rain in the bay area meant snow in the sierra. a winter storm watch has been issued. two feet of snow is expected to fall and a few inches of snow for reno and up to three feet. here's a live look on interstate 80. chain requirements are posted on most mountain roads and a high wind warning is in effect for parts of the sierra. rain and wind caused delays of as much as two and a half hours at the airport. a check light showed things have improved. the longest delays were down to

45 minutes. the airport went through the traffic management program today and it restricts how frequently planes land or take off. oakland and san jose airports didn't report any delays. you can always get more details about the weather on our web site. to find out what's going on in your neighborhood, go to www.ktvu.com and click on the weather tab. san francisco's city hall same sex cup ms wanted to get married on this valentine's day. several of the couples ended up getting arrested today. >> reporter: gasia, eight same sex couples walked into san francisco city hall this afternoon asking for marriage licenses. they walked out about an hour later with one of these, an arrest citation. dozens of couples were getting married at san francisco's city hall this valentine's day, some same sex couples were asking the county clerk for marriage licenses even though they knew what the answer would be.

majority of other people can do. >> separate is never equal and we deserve equal rights. >> this was the seventh year that marriage equality usa staged the valentine's day protest. those who are against same sex marriage issued a statement this afternoon about today's protest. the statement from randy thomasson, the president of save california. if you don't have a man and a woman, you don't have a marriage. he goes onto say some people misunderstand what marriage really is. if marriage can mean anything, marriage will ultimately mean nothing. thomasson says that's why the people of california have consistently voted to protect marriage licenses for a man and a woman. military counsel today ordered striking civil servants to get back to work. once again today protesters marched and chanted in the streets of cairo not for freedom but for higher wages and

better health benefits. thousands of state employees have walked off the job and staging protest marches around the nation. police officers, ambulance drivers and public transportation workers. the military counsel calls on labor leaders to stop the protests and allow the nation to return to a sense of normalcy. there were rumors circulating hosni mubarak may be in poor health. he hasn't been seen in public since friday and living ufrnd heavy security at his home. the ambassador to the united states told the today show he might have received some communication at a personal level that mubarak could be sick. he has said he wants to die in egypt but received offers from saudi arabia and other nations for asylum.

the decade. >> president obama unveiled his budget at a middle school in maryland saying it includes more money for education and also increases spending on transportation, infrastructure and technology. the president said his plan will cut the federal budget deficit from $1.6 trillion to $1.1 trillion next year. in part by flashing funds for 200 government programs. republicans say the plan taxes and borrows too much and offers no reforms for social security or medicare. >> now we're faced with taking on something as complex as entitlements and deeply emotional as entitlements and the president of the united states is not even in the game? >> republicans say they're working on their own cost cutting budget for 2012 and tomorrow congress will debate billions of dollars in spending cuts for the rest of this fiscal year. he acknowledges his budget

plan makes painful cuts in some programs with low income americans bearing a large share of that pain. protesters marched through san francisco were speaking out against current budget cuts and say the new proposal just adds insult to injury. coming up tonight at 5:30, how social justice advocates say the new budget will hurt the bay area's most vulnerable citizens. >> how does $4 a gallon of gas sound? according to analysts it's on the way. prices will top $4 a gol lop in the bay area at some point in april or may. they also say due to the rising cost of crude oil, diesel prices will reach $4 a gallon in the next two months. the price of a gallon of regular in san jose right now is $3.47. it's also $3.47 in oakland and a gallon of regular is $3.51 in

san francisco. stocks were mixed as age cysts downgraded their outlook for the largest retailer. jp morgan said wal-mart is at risk of losing customers as the economy improves. the nasdaq rose by 7. congressman gabrielle giffords can walk -- mark kelly updated everyone on how his wife is doing. communication is coming back and he says when he asks his wife a question, she can now respond. as for the sponges, she can mouth the lyrics to simple songs like twinkle twinkle little star. it has been more than a month since she was shot in the head in tucson. right now people are starting to gather in san francisco for a giant public pillow fight.

i want to show you on the facebook page more than 1200 people who say they're attending. the thing that ewes are worried about are the number of people and the mess they've left behind in the past. there were feathers last year here in the fountain and across the sidewalks and the cleanup costs tens of thousands of dollars here all paid for by taxpayers. this pillow fight has grown with bigger and bigger crowds showin up with pillows and one giant pillow fight. this would be the sixth year. the city of san francisco has been stuck footing the bill every time. we got some photos from the department of public works showing the mess and it took a crew of 25 two full days to clean up the pillows from trees and grass and the fountain and with the city budget cut they lost a hundred staff members and the director says he has six street cleaners on duty tonight. >> my request to anybody coming out for such a gathering is to

please clean up after themselves or stay behind and help the workers clean up. again, you're running up a tab and frankly i don't think it's a good use of taxpayer's money. >> reporter: city officials say they don't know who is organizing this pillow fight because no one applied for a permit, which is required for this kind of event. police say they'll have officers out here to monitor the situation. back here live, we have learned one group called pillows for puppies will be out here collecting some of the pillows after the event for do nation and a group of volunteers will help with the cleanup. if they don't, the city of san francisco is once again stuck with a very big bill. >> police are searching for serial armed robber and hope one aspect of the description could lead to his arrest. he's wanted for a string of ten robberies in haywood and free

a final farewell for a man who was one of a group of dwindling people who saw history happen. in the 90 years since he was born, he touched a lot of lives and today we saw how his spirit lives on. >> today's cold wet weather was

an appropriate setting for this service. as relatives and loved ones gathered to say good-bye. he survived the attacks on pearl harbor months after joining the u.s. navy. >> somebody handed him a machine gun and no ammo and they started running across the airfield. several of the guys running with him didn't make it. >> he said he was 21 years old and didn't know if he would live to see another day. several of my father's friends had been shot as well and one particular one, my father said he would stay with him until the end and he said you can't stay with me. you have to keep fighting for us. >> the attack on december 7, 1941, became at the beginning of his life and defined how he lived for the almost 70 years that past since that day. >> everything after that, he knew he could handle. >> he was one hell of a man. >> he was one of only about 3,000 pearl harbor survivors

living today nationwide. he leaves behind a wife, ten children, 32 grandchildren, 37 great grandchildren and four great great grandchildren. you have to ask yourself why would anyone want to do this? strike a blow to a northern california family reeling from the loss of their son killed in afghanistan. they lost their son in afghanistan five years ago and yesterday on the anniversary of his death, someone snapped off four american flags and stole a flag from their yard. chad gonzalez's mother, with the help of neighbors put up dozens of replacement flags in honor of her son. >> to me, this represents my son and his sacrifice and all the other soldiers we've lost. because that flag is our glory flag. my son gave his life for that. >> the family vows to keep the flags up no matter what. they say they'll build a fence now to protect that memorial if they have to.

species nearly extent. robert joins us life to tell us about how the efforts pretty much became their own journey is frustration. >> reporter: well, frank, we're on the monterey -- a western gray whale named flex on an incredible journey. scientists have learned a lot already but aren't sure if they'll get a chance to learn anymore. there are two populations of gray whales. the eastern pacific gray whale that number in the thousands and the western gray whales such as flex hunted almost to extinction. when they managed to put a satellite tracking device on flex researchers began watching his journey. >> scientifically, it's kind of a milestone in terms of learning more about the muchlts. >> reporter: he did not disappoint. he's continuously surprised scientists by how far he's

traveled more than 5,000 acting more like an eastern pacific gray whale. >> when we're talking about is 130 animals. even if a handful of gray whales moved over to the other part of the pacific, that would be a substantial increase in whale. >> reporter: researchers at oregon state acknowledged they have lost track of flex. it stopped working as it approached the bay area and monterey bay. >> it's a real hair puller. it's like a big suspense story with no ending. >> reporter: scientists hold out hope for flex. >> maybe he's coming over here. it would be nice if he could talk a couple females to go to the other side with him. >> reporter: that's a nice valentine's day story, huh? >> yeah. >> reporter: about 15 minutes ago i was talking on the phone with the lead researcher at oregon state who says he hopes the tracking device will resume. otherwise scientists will see if flex shows up in the warmer

breeding grounds near mexico. live in monterey robert handa, ktvu. a battle over endangered sharks bitted restaurant owners and lawmakers against each other. today paul fong introduced a bill to ban the sale of that soup. wildlife experts from the california academy of scientists are backing the move. >> it's an endangered species. we need to protect the sharks. >> the san francisco senate, excuse me mate senator and restaurant owners spoke out against the ban and they allow the import of legal shark fins and suggested higher fines. as we learned today nobody likes what's going on with the president's proposed budget

including him himself. for the homeless and near homeless, it's more bad news. tom is live from the news room with details of the national protest. >> reporter: in deed, frank. despite awful weather, people took to the streets protesting federal budget cuts to low income housing. they marched in the civic center to the federal building. this was not about the cuts proposed today but the current ones going on. >> this is america, am i right? america is supposed to be stepping up for the good of their people, not cutting them back and setting them back. >> reporter: it's been getting worse for almost two decades. >> 600,000 units of housing have been lost in the last since 1994. and 800,000 jail cells have been built. >> reporter: the 18 city march was about rearranging basic priorities. >> all the money is going where? it's going out the window some

place else. we have nothing for ourselves. we want to get ourselves back on track. >> unless they don't cut anything at the moment and try and find better solutions to help the people in need. >> reporter: many taxpayers say too much money is already being spent on housing subsidies. >> the overwhelming majority of the housing tax subsidies goes to households earning over $100,000 a year. we pay out $144 billion a year in homeowner ship housing subsidies. we do $38 billion a year in affordable housing funding. why is it it's the affordable housing programs they go after when they can't afford to subsidize your housing? >> i'm one step ahead in a shelling. >> reporter: in san francisco alone 44,000 people are on waiting lists for public housing or housing assistance. public housing is full and all the money is spent.

today former republican -- was sentenced to prison. tan win was convicted in december of obstruction of justice for lying of his -- surnames in 2006. the mailers incorrectly said that immigrants could be jailed or deported if they voted. he was tried and convicted in federal court and scheduled to start serving one year and one day in prison march 28th. now to the story of a thief who is not exactly the sharpest knife in the swiss army. the suspect in southern california was pretty easy to find. surveillance video showed him loading up tires in a van and taking off with them. unfortunately for him, the video also showed his name and cell phone number written right on the side of the van. investigators called the number and arraigned a meeting with the suspect and proceeded to arrest him. we have a warning tonight about a climbing cost.

a decade but that downward trend is apparently over. there are several reasons for the average 10% i crease improving worldwide economy, more people buying and the price of cotton has doubled. the biggest increase is expected in the second half of this year and more specifics on price increases are expected when retailers report their earnings later on this month. if you've been thinking about running your own business, the ups store is looking for franchises and making loans available to help new operators. it plans to offer $15 million to fund as many as 75 new locations and another $7.5 million to help people buy existing stores. they hope the money will ease credit concerns for folks who want to own franchises but having trouble getting financing. general motors plans what could be the largest profit sharing payout in the company's history. gm announced odds it plans to distribute $189 million to its

home for senior citizens. ed lee led city officials and community leaders in turning over the first shovel fulls of dirt. it will feature 100 apartments along with outdoor community spaces, a computer lab and a cafe. the center will be named after mary helen rogers, long time community activist from the western addition. >> with this development, a hundred more families will no longer be isolated. will find affordable housing in the city. >> the center is one of the last projects to be built under the redevelopment plan for the western addition. researchers at the university of miami are warning parents about the potential health risks of energy drinks on children. a study found some energy drinks contain up to five times the amount of caffeine as a regular cola. doctors say the potential risks for the young include heart pal paations, seizures, strokes and

deaths in some cases. women extremely obese may not need to gain as much weight as current guidelines suggests. doctors at the university of rochester studied 73,000 women during pregnancy. it found obese women who gained less than the recommended amount of weight during the second and third trimesters suffered no ill effects and neither did the babies. the findings were presented at the maternal fetus medical conference in san francisco last week. it's been slow to take hold but a new addition to the iper card might help matters. this round of rain is dying down but i have the latest model that shows more rain in time for tomorrow's commute.

one of the bay's area's biggest transit area is getting on board this week. they'll start allowing the use of the clipper cart. that's a step closer to a long time dream for transit officials. >> until recently if you road transit, you needed to buy a separate ticket for each system. a single card was available but hasn't been accepted everywhere. now commuters are on the verge of skrg one card for all major systems. >> because i can use it on both. it works for me. >> starting wednesday, santa clara valley transit will begin

accepting the one card does it all known as clipper. clipper is already accepted on golden gate transit, san francisco uny, bart, and sam trans. it's the last system to buy in. it hasn't gone smoothie. some figured out how to chaet the system and get free rides and others have a hard time fur figuring out how to use the card. her card didn't work and she called customer service. they like the concept of the card, but say the execution can use major improvements including being able to put money on the card at transit stations. >> i thought i had money on the ticket. if you put it online, it takes three days to come on. i thought i had money, didn't work and i bought a paper ticket and missed the train. >> they need to make it easier to buy. >> the problems highlight the decade long process.

some wonder why it's been so hard. >> one of the things that's taken so much time and cost so much money is expanding the system so it could be used throughout the route and station networks of the major bay area transit agencies. >> one of the biggest problems is right here at the san francisco cal train station where privately some of the conductors tell us the card doesn't work half the time. a massive pillow fight in san francisco is set to begin moments from now. who is going to pay for the cleanup and why it could be worse than usual this year. julie anderson has a look at other stories. new figures paint a dire budget picture and we'll tell you how many jobs could be eliminated. they may be a hit with foodies but one city is not rolling out the welcome mat for the gourmet food trucks.

we'll tell you why. which cities are the best ones to find love in and how san francisco rates. it's all coming up at six. things are looking up for struggling butterflies. this year's winter migration of monarch butterflies to north central mexico is double what it was a year ago. last year's low numbers of 75% below number were alarming to scientists. however while this count is up, it is still well below average. the orange and black butterflies are familiar to folks in the bay area, which is on the migration route between canada and mexico. nasa scientists are excited about a valentine's day encounter scheduled for three hours from now. star dust will get up close and personal with a comet named temple one. it will be traveling at 24,000 miles per hour when it snaps picture of the surface. it has received an earth visitor before back in 2005 a spacecraft fired a bullet into the comet

and scientists could study debris blasting out. onto the weather now and it sounds like a week they need to pay close attention to what you have to say. a lot is going on. >> i think you're right. it will have an impact on the afternoon and morning commutes for this week. mountain valley travel plans. anything you do will be impacted by the weather. a weak one gone through this morning. the showers, sprinkle and drizzle lingering but not a big deal. in terms of accumulation but look at where it's wet, on the freeways, the major ones driving home. that is a big deal if you're traveling around tonighted. you have some slick pavement that is slowing down your commute and rain fall accumulations have been light. we're talking a tenth of an inch and less. some areas have seen a kwaurltser of an inch. most pokes are at a tenth of an inch of rain. that's nothing. more is coming and wind and rain headed our way tomorrow. not so much for the morning commute but right on the heart

commute. there's 9:00 tomorrow night and of course in the mountains we'll have a winter storm warning up there. tomorrow night's event more significant than what we saw. this thing was enough to sort of tee things up and get it going. the system is tomorrow and another one behind that and behind that. 58 tomorrow in napa and 59 in antioch. starts off sprinkles and it's raining and a real rainstorm. the wipers will be going full and it will be actually the biggest rain event probably for maybe the last 30 days in terms of rainfall accumulations. it's not a monster storm but we haven't had much going on. tomorrow afternoon looks wet and all day looks sprinkly. i'll have more details in the six. submarine warfare broke out for the naming rights of a sandwich. subway calls the 12-inch version
