people would come because of the rain. you can see right now they have a pretty big rain. city crews are worried about what happens after this is over. that's because last year people left the plaza trashed. you can see already some of the feathers right down here on the bottom. if our photographer can pan down, you can see where the feathers are starting to come out of the pillows. that's what left a mess. it took them more than $35,000 to clean up the plaza. two full days with the crew of some 25 people who were out here cleaning up all of these feathers and pillows. we understand one of the problems is the public's work department lost one hundred people. they're working under short staff conditions. only six people who are going to be on duty cleaning up for this night. it's a very difficult thing for them. they do hope that some of these people stay around to help clean up because there is no permit here.

it's not under any kind of permit. you can see there are lots of people here but usually most people leave and then they end up leaving the mess behind as well. all of that paid for by taxpayers. i want to show you one thing. these are pillows for puppies and they have set up a donation for people afterwards. they are going to have trash bags and going to have pillow donations for pets, for puppies. they're hoping people instead of leaving it here in the fountains of the streets will take it to their truck, which is here at the foot of market so they don't have a big mess and taxpayers don't have a big bill. >> it didn't look like the wet weather was slowing them down but now that the dry spell is over, other people around the bay area are bracing for the cold and rainy weather. john fowler is standing by live

bridge vista point, tourists were wet but happy. >> a beautiful throughout all last week and made plans for valentine's day and mother nature is playing a funny joke on us. >> reporter: it could be no joke later as bill's forecast has been telling us we're in for a lot more rain and as tides are increaseingly high through the later part of this week, we could have serious flooding. reporting live, john fowler, channel 2 news. the storm is bringing fresh snow to the sierra where a winter storm watch is being issued for tomorrow and wednesday. two feet is expected to fall at lake tahoe over the next two days. a few inches is in the forecast for reno and up to three feet above the 7,000 foot elevation. there are chain requirements on most mountain roads and a high wind warning in effect for parts of the sierra. some gusts exceeded 100 miles per hour. the weather is already

affecting air travel. at san francisco international airport arrivals and departures are delayed an average of 45 minutes. a spokesperson says it's due to low visibility, wind and rain. flights at oakland and san jose are experiencing delays of 15 minutes or less. as always, if you are traveling check ahead with your airline. two people were seriously injured in sonoma county this morning. it happened before 8:00 this morning. the chp shut down the two lane highway for an hour. both drivers were taken to the hospital with moderate to major injuries. one of the cars hit a pickup truck ended up down an enbankment. some same sex couples headed to county clerk offices to stage valentine's day protests. some ended up getting arrested. the couples symbolically requested marriage licenses as part of a protest of california's ban on gay marriage. they were turned away at the

county clerk's offices in san francisco, san jose and martinez. in san francisco, eight couples and two supporters were arrested for unlawful assembly. some couples said they're tired of waiting for an opportunity to marry. >> you don't feel good when you get rejected and refused to have an opportunity to do something that the vast majority of other people can do. >> well, separate is never equal and we deserve equal rights. >> this is the seventh year the marriage equality usa staged a valentine's day protest. pg&e crews capped a gas leak. the leak started around 9:00 this morning when a backhoe hit a pressure gas line. the shelter in place warning didn't affect homes but six customers lost gas service for two hours. no injuries were reported.

chevron will appeal an eight billion dollar fine after they lost the lawsuit. it seeks to hold the company responsible for pollution in the amazon river basin that occurred more than 20 years ago. chevron won a court order last week in new york preventing the judgment from being enforced in the united states. a special budget session in san jose revealed some grim new numbers. it turns out the city may have to send out hundreds of layoff notices to help balance the budget. maureen naylor talked to workers today. >> reporter: i want to show you the numbers released in downtown san jose. this scenario calls for more than 1100 positions of the city to be eliminated if concessions aren't made. the mayor warns layoffs are inevitable. simon williams oversees 15 employees at the library downtown. her husband died two years ago

and she worries she might be part of the next round of layoffs. >> i don't know if i'll be able to keep my house and pay the bills. i'm barely making it now. i'm thinking if i should get another part-time job. >> reporter: shelving books is a part-time book for david whose wife also works in the library system. >> my wife and i have been looking elsewhere and there hasn't been anything available. >> reporter: after looking down every row and bum line retirement costs are out of control up from $21 million last year to $61 million this year. he's calling for a 10% pay cut. >> i think we'll have layoff even if we get the concessions because the numbers are so big. >> reporter: it may mean reducing fire engines, restricting overtime and changing benefits for future police officers. >> we'll talk about a two tier. there's no caught they'll be a

lay lieu ya. >> the domestic violence death review committee said in the five fatal incidents jealousy, possessiveness and stalking were common behaviors. a rally was held today to protest cuts to available affordable housing. the protesters say since 1994 about 600,000 units of housing have been lost between public and section 8 housing. organizers say in san francisco alone 44,000 people are on waiting lists for public housing or housing assistance. the public housing is full and all the subsidy money has already been spent. should the jury in the barry bonds case hear testimony about his temper? bonds' attorneys are arguing they should not. today they asked the judge in his perjury case to bar testimony from his former girlfriend, his doctor and

others. they would testify about how he treated people. federal prosecutors put in their own requests. they want to bar bonds from suggesting the government unfairly singled him out. the trial is set to begin next month. gourmet food trucks are increasing in popularity. some in one city are not getting on board. an experimental program in the north bay may cater to foodies. and why the cost of gasoline could soon be $4 a gallon.

food has become a wedge issue. that's right. owners are crying foul about this new source of competition, which they say was introduced at a time they can least afford it. in this parking lot in downtown santa rosa, gourmet truck vendors cater to the lunch crowd. >> we endure a lot downtown and it's a nice change of pace to eat outside. >> reporter: munch monday is an eight week experimental program run out of the economic development office. >> it's been well received by people who want this kind of food. >> reporter: over the past five weeks as the popularity of the event grew, so did the discontent of the restaurants. >> their basic concern is competition and pulling from their sit down customers. >> reporter: but nina says this feud isn't just about fighting

uc and cal schools yielded mixed result. they gave the system an f and the cal state system a b. they asked them for contracts, ethics form and spending reports. uc berkeley scored highest among the individual campuses getting a c. ucsf and uc santa cruz received an f. state lawmakers have new bills to consider that are designed to protect children from sex offenders. the bills were introduced by a southern california assemblyman. one bill would require police officers to notify all neighbors within five days of a sex offender moving into their neighborhood. another would make it harder for out of state sex offenders to move to california without registering with authorities and a third bill would require them to put a special marking on

their driver's license and id cards. >> are you going to ask yourself a million times why it happened to amber and why it happened to chelsea. there's no answer to that. the only answer i see is what can we do to make it not happen again? >> investigators say chelsea king and amber dubois were killed almost a year apart by the same sex offender. some energy age cysts are predicting $4-gallon gas may be right down the road. prices will top $4 a gallon in april or may. they also say due to the rising cost of crude oil diesel prices in california will easily reach $4 a gallon in the next two months. the price of a gallon of gas is $3.47 and in oakland and a gallon of regular is $3.51 in san francisco. so where is the best place to look for love?

apparently there are ten better cities than san francisco. san francisco came in at number eleven. the daily beast ranked the largest cities ranked on marriage, divorce, and the number of bars and restaurants to meet and possibly wu a significant other. san antonio, milwaukee, austin, virginia beach and san diego were the top ones. other cities making the list besides san francisco, la came in at number twelve and sacramento number 18 and san jose number 26 and river side came in at number 48. so there you go. >> those researchers. bill joins us now with a look at the weather. a little rain today but a lot more heading our way. >> a wet week ahead. it will be cool at times and wind and showers and maybe a thundershower and snow on bay area peaks and drizzle and light showers for your afternoon commute. it's nuisance stuff. up here at the north tower, it's light showers but enough to wet

year's parade, too. >> yeah, it looks like rain. a new audit of the los angeles school district they spend more than $2 million on cell phones alone. they spent $2.3 million on 2,000 cell phones and 821 smart phones and 455 wireless cards for employees. the district is facing a $408 million budget deficit. it comes on the heels on the demand by the governor that the number of state used cell phones be cut in half in an effort to save money. going to the mall could be more expensive. we'll tell you why some people are predicting a significant jump in the price you pay for clothes. here's a look at the closing numbers from wall street. the dow started off with mixed results. it lost about five points and the nasdaq gained almost eight.
