in nature. we had about 1 to 2 inches of rain overnight. if it's possible to go to live stormtracker2 because that will give me a better look. if not, i understand. you can see -- good. there's the wide shot. about five to ten inches south shore. in the bay area we're starting to see some lines forming here. see how these are starting to form? that's gonna be the pattern. parts of the north bay are not that bad so far but the cold air is coming in. they will get their fair share. but right now a few lines are starting to stretch across, especially towards the east bay and the peninsula and the south bay. look for a very active day today. now, a very active pattern in the traffic. here's sal. just a few moments ago, you saw claudine out here just outside the macarthur tunnel. this is before doyle drive. as come through the tuble on park -- as you come through the

tunnel on park presidio, you will see a big problem. there's no drain there. let's talk about the san mateo bridge. sanmateo bridge is going to be busy because of the high winds. it's windy on those spans as well. use care. we also have a problem in san francisco that is closed -- that has closed a major access point to the extension. let's go to kraig debro. >> reporter: this is where you have to choose to go 101 or 280. by the time you get it this point -- to this point, you are expected to go southbound. you can't tell what's going on up there at silver and bayshore. you might not see a problem. but on the deck, the vehicles

are being diverted away from 280 into the city because of a sign. now, this is what the belly of the 280 to 101 southbound looked like within the hour. caltrans crews cut away a road sign hanging above the 280 split to san francisco. after sawing the sign in half, crews removed it from the moorings. the sign on the other side of 280 also had to be taken down. the chp stopped traffic going southbound 280 at about 6:00 a.m. this morning, in order to make this adjustment. the chp says a big box truck hit the northbound 280 sign. minutes later, a motorist come thug reportedly suffered injuries from falling debris. in fact, an ambulance was called out. despite the hazard, because of the bad weather, the chp and caltrans did issue a sig-alert within the first hour of the

problem but the problems remain this morning. work is supposed to be finished at 7:45 this morning. and that's kind of good news even though the commute is already underway. after 7:45, it really starts to get backed up. people start to head into the city on 80 northbound, so they are kind of hoping to have this problem finished by 245 time. otherwise it could be a big mess. we'll be monitoring that. we got calls into the chp trying to figure out if that time has been adjusted at all so you will know whether you will be able to head in taking that route. kraig debro, ktvu channel 2 news. >> we'll check back with you for an update. there are still reports of standing water throughout the bay area this morning. here is an example of some flooding in the east bay. this is the corner of jackson and oak streets in oakland where a driver just abandoned the car after driving into a large puddle. this video was taken along interstate 80 in berkeley overnight. it shows the dangerous

conditions drivers face. cars hydroplaning and spinning out of control were a mon site. we could be in for large -- were a common site. we would be in for a large storm. pg&e crews are repairing downed power lines in the oakland hills. the power lines came down about four hours ago. a tree toppled over on skyline boulevard. tara moriarty has more on -- has more on how the customers are affected. >> reporter: we just spoke to pg&e and they said power will not be restored until about 1:00 this morning. so quite a bit of time. we noticed that two trucks pulled up. you can see them behind me. crews have been surveying the damage here looking up at the power poles. they've been inspecting the wires since this tree took down several lines with it. and just down the road where

we've had a lot of slow traffic all over the place. first of all, we want to go out and take a look at the south bay and kind of light up the maps there. it appears that some people have been either staggering their commute or perhaps they are gonna take transit today because we've had commutes that have been better but 880 northbound and southbound at 2, we have a couple of different crash. in both directions there, we have very heavy traffic. again, in the south bay, 101 is doing okay coming out of the silicon valley, or coming into the valley. let's go to a live picture. i want to show you how windy and all of a sudden it looks like it could be raining there on the bay bridge. this is a look at the bay bridge commute. now, remember, if you are driving across the bay bridge, the traffic is going to be affected -- there we go. i'm trying to -- you can see that traffic is going to be okay. one of the things that i want

to mention, there are high wind advisories on every bay bridge. we have a look at the sierra. this look like a winter wonderland here. our camera mere highway 89 and highway 28 -- near highway 89 and highway 28, definitely need snow chains here. bring it to -- bring them to the sierra. this is not good driving conditions, obviously. >> winter storm warnings are out until 4:00 a.m. in the mountain, on thursday. very active on friday. we have signs of a very interesting day and by that i mean, there will be some possible thunderstorms and hail, cold air is beginning to move in. there will be some sun, it won't last very long. let's get right to it here. the pattern has established itself. it's a cold one now. we had the wind yesterday, the rain last night. there will be gusts 25, 30 miles an hour. but the big news had be the cooler air and the showers and

returning to service, this after the jets were voluntarily grounded. one of those planes was at sfo but we just checked back with the airport and there are no flight delays for united right now. united says the computers are fully functional but they recently discored that they had not complied with some faa rules. a va spokeswoman size a clerk became ill after opening an envelope containing a gritty substance. no patients were affected but employees from the first floor of the va hospital's business office were evacuated. the first floor will remain closed until the fbi identifies the substance. we're gonna stay on storm watch all morning long and tell you where the power has been

but hundreds of others around the bay area are also without electricity. pg&e tells us some 400 customers are without power in half moon bay in the miramar area. there are nearly 300 outages in millbrae and in orinda, roughly 200 are affected. in danville and alamo, there are more than 430 outages. power is back for some 2,000 customers in hayward and la fayette. pg&e has a system to help predict where damage to power lines will be the worst because of high winds. the company has its own weather department to track storms. they do that by evaluating the storm's strength and path. pg&e uses the information to position crews before trouble strikes. >> the idea is to have crews ready and in the right position and in the right place, in order to keep the outage duration time to a minimum and

that the customers can have lights on with minimal disruptions. >> pg&e says the speed of its response often depend on the number of outages and that the largest outages usually get top priority. well, your time now, 7:16. word from egypt of even more anti-government protests and demonstrations and strikes, despite a call two days ago by egypt's new military rulers for the labor unrests to stop. now, since the military took power from long time leader hosni mubarak on friday, at gyp shins have been -- egyptians have been taking to the streets, protesting everything from low pay, even corruption. we're also hearing that foreign correspondent, lara logan is being released from a u.s. hospital and will continue her recovery of home. the mother of two was brutally beaten and sexually assaulted by an angry mob in cairo while

the fatal stabbing of 16-year- old victor zing. and a court battle is brewing. this involves a convicted killer who died in prison. edward shaffer there was stabbed to death in san quentin by another inmate. he was sentenced years to live for killing 9-year-old medical doily osheroff -- melody osheroff and injuring her mother on a motorcycle. he was ordered to pay recipe tuesday -- recipe tuesday. the public defender want -- to pay restitution. the public defender wants that restitution thrown out. investigators say derrick washington cheated several families who came to his funeral's home in s an francisco's bayview district. they say he presold funerals and then spent the money.

investigators say washington swindled his customers in at least -- out of -- swindled his customers out of at least $30,000. two san carlos is businesses are suing belmont and san mateo county for flooding to damage to their buildings last year. the lawsuit claims belmont creek overflowed its banks in january last year because the city and county did not perform proper maintenance up stream. the owners of the kitchen warehouse and the twin dragon say the flooding cost them more than 140,000 for repairs and to replace lost inventory. water rates may go up soon in one bay area city for the fifth year in a row. we'll tell you why. also, trouble surrounding apple's app. who is angry and why. good morning. the south bay traffic, not quite as bad as some of the other areas that right now are getting hit by some showers moving through.

as a trouble spot. >> reporter: we're on the great highway. they've shut down this area from lincoln all the way to sloat, just in this one direction. this puddle i'm in is probably about a foot. but enough to block one lane of traffic and really cause issues out here. this roadway is shut down. i want to show you one more picture. it's gorgeous. you talk about the high surf. that's what it looks like in this area of san francisco. it's ocean beach. the waves are really kicking up here. if you are come out here, certainly people know this great highway gets flooded during these times. but it looks like last's tomorrow did -- last night's norm did what we expected it to do. there is a gate that's shutdown. something to keep this find this morning if you are headed in this area. claudine wong, ktvu channel 2

news. >> thank you, claudine. now, earlier claudine warned us of another area along park presidio boulevard as it connects to doyle drive north of the bridge. caltrans came by to clear a drain on one side of the street but the other side doesn't have a drain right now so there's still standing water. crews plan to put up a sign warning drivers about the flooded area. 7:1 of the big storm caused big -- 7:31. the big storm -- the big storm caused all kinds of problems on the highways. look at the right of your screen -- look at the right on your screen. kraig debro has more. >> reporter: good morning. we're at bayshore and silver. take a look at the 280 northbound ramp here. it's-- you can't even see any cars right now. but just a few minutes ago, this ramp was opened.

this is after where you split off from 101 where you have a chance to go 280 southbound or northbound. northbound has within closed for quite some time. so caltrans crews had to fix this just before the bulk of the morning commute. that's good news. this is what the belly of the 101 southbound or at least the connector between the connect -- connector between 2 0 looked like a few minutes ago. they sawed the sign in half and then the crews removed it this morning. the 80 southbound didn't have to be removed. it was damaged. both signs were damaged by a big box truck. chp stopped traffic going southbound for a little while so they could make that adjustment. it all began after midnight. the chp says a big box truck

unusual for him not to be in contact. thomas adams was a two-year veteran of the police force the chp said he was killed in a head-on collision on the humboldt line yesterday afternoon. we still don't know who crossed the line. two people were taken to the hospital and have been released. a judge will listen to testimony on a plan to impose restrictions on dozens of suspected gang members in the fruitvale neighborhood. now, the city attorney says the existing injunction has been a great success in fighting violent crime. last year, a judge barred gang members from hanging out together and imposed a 10:00 p.m. curfew. there are critics who say the

city should focus more on creating education and job programs that will steer young people from gangs. layoff notices could soon be going out to hundreds of teachers and staff in the oakland unified school district. a letter posted on the district's website said the district may be short as much as $12.6 million in next year's budget. some principals and other managers might be reassigned to a new position in the fall because of the deficit. state law requires school districts to warn employees of the possibility of a layoff by march 15th. >> well, this time lance armstrong says i really mean it. lance armstrong told" the -- told "the associated press" he's ready to retire.

stocks are rising. oil prices are rising as traders watch what's going on in the middle east where labor pretests -- protests flared in egypt and antidemonstrations spread to libya. it is 7:44. senator john kerry is in pakistan trying to win the release of an american embassy worker charged with murder. president obama sent senator kerry to pakistan to argue that the embassy worker, raymond davis, should not be tried in pakistani court because he should have diplomatic

immunity. davis has been detained in pakistan since january 27th, after he fatally shot two pakistani men on motorcycles. davis claims the pen were trying to -- the men were trying to rob him and he was acting in self-defense. many pakistanis took to the streets because they want davis to be tried in pakistan. the taliban has warned anyone who helps in his release will be punished. 7:45. well, they said no in berkeley last night. two guantanamo bay detainees will not be offered invitations to re-settle in berkeley once they get out of prison. about 11:30 last night, the berkeley council rejected the resolution to welcome two detainees from guantanamo bay to live in berkeley. it's an issue that puts berkeley in the national spotlight with strong opinions on both sides. >> i want to know if the peace and justice commission really did their home work on these

mistreatment. officers seized 200 ounces of heroin with an estimated street value of $300,000. the bust happened last saturday at a home on 61st avenue. officers arrested 35-year-old isaac perez. police say he was the ringleader of heroin trafficking operations from mexico. in mexico, an american immigration agent was killed. a second agent was wounded. the two i.c.e. agents were traveling from mexico city to monterrey, they apparently were ambushed by gunmen. attacks on american officials in mexico are rare. some inmates in california prison have been using their time behind bars to try to cheat the irs. the irs says california, florida, georgia lead the nation in fake tax rushes followed by prison inmates.

the $25 billion deficit. the freeze applies to vacant and seasonal positions as well as full and part-time jobs. there's an exception in safety and revenue jobs. it's still unclear how much money the hiring freeze will save. governor jerry brown is also dropping a 3-year-old lawsuit filed by his predecessor. the suit questioned whether arnold schwarzenegger had the authority to cut state workers' minimum wage. brown's office says the state plans to stay out of the courtroom and will try to work out employee pay issues with the controller's office instead. 7:53. soon it may be harder for those illegal cabs to pick up passengers in san francisco. tomorrow, a public safety committee will vote on whether to fine cab drivers who are not permitted to drive in the city legally. the citations could reach $ 5,000. some of the limousine and lincoln town cars have been offering rides to customers without having a license to do

so. santa clara valley transportation authority will start phasing in clipper cards today. they are the last major bay area transit system to except those cards as a form of payment. while many riders say they've been happy with the cards the there are also complaints that they don't always work like they should. parents of teen drivers may find a new smart phone app pretty useful. it's called safety information and protection system to keep track of teens when they are behind the wheel. you can set a boundary as small as a city bock or as big as an entire city. if they are speeding or out of bounds or texting while driving, you ket a -- you get a text message on your phone. it's available for androids right now. >> that sounds useful. >> well, whenever i want to

you can i would -- i would suggest using sunset and avoid the great highway. right now, they have to clear this water. ktvu's claudine wong is out there now and she's going to tell us more about this. she's out there gathering more detail. this is a look at the san mateo bridge. most bridges are under a high wind warning in the area -- in bay area. use caution. we'll run down the list of that. 8:02. let's go back to kraig debro who is looking at a problem in san francisco. kraig has it cleared up? >> oh, yeah it has, sal. it's cleared up here. we're at bayshore and silver. it's also not raining in the area. this is one of the patches where we're not getting any rain. you are looking at a truck san francisco and 280 northbound. the problem started about -- what is it? eight hours ago, with the sunshine but now that problem is fixed. it was fixed about 40 minutes ago. just before the bulk of the moving commute.

so that's good news. this is what the belly of the -- what was the 280 southbound 101 connector looked like about an hour and a half go. caltrans crews using a saw to cut through a roadway sign above that 280 split. after sawing from that -- that sign, they removed it. this all began shortly after midnight, about eight hours ago. chp says a big box truck hit the northbound 280 sign. kind of an unusual happenstance. that sign has been up there for years without any big box truck hitting it. maybe the truck was sitting higher than they normally do. minutes later after that collision, the motorist came through reportedly hit by either debris falling from the side or a compact impact, the sign hitting a windshield.

the ambulance was culled out -- was called out. despite the hazard, chp, the caltrans crews couldn't get out of here until about four hours ago. they did shut down the 280 connector to downtown san francisco t was scheduled to reopen around 7:25. that was good news. it happened, as i said, just before the bulk of the morning commute. so they avoided some of the disaster that might have been going otherwise. we've been telling you about power outages and here is an update from pg&e. about 30 minutes ago, pg&e told us that in orinda, power knocked out the two -- knocked -- the power knocked out to 220 customers won't be back on until 6:00 tonight. crews are replacing large spans of wire that fell along with some other equipment. in millbrae, power for almost 300 residents won't be restored

until at least 7:00 this morning. in danville, about 135 customers, you should get your electricity back in about 30 minutes from now. outages in half moon bay have already been restored into there are reports of standing water in the bay area. that's always a problem for cars. ktvu shot this. this is fifth street on the onramp to 880. and this vi taken along interstate 08 in berkeley. shows the dangerous conditions drivers face. cars hydroplaning and spinning out of control were a common site. steve mentioned, we could be in for possible thunderstorms later on today and along the coast, large waves are expect. so it you are heading to the beach, you need to be extra careful. we sot some shots where claudine wong is now and very high surf. >> it was churning. big stuff. >> uh-huh. let's see what sal is

suspect. the suspect is described as asian, between 18, 19 years old, 5'10", he may have a mole on his upper right cheek. this suspect is wanted for the fatal stabbing of victor zen. it happened in the city's engel side district on february 6th. in just about two weeks, the judge will make a decision about whether to hold a restitution order -- to uphold a restitution order. edward shaffer was sentenced to years to life for killing a girl and seriously injuring her -- injuring her father in a motorcycle crash. he was ordered to pay restitution. it's reported that the public defender wants that restitution order thrown out. a los angeles county employee apparently died while working in her cubical but no

in oakland. the barge ran aground earlier yesterday morning. our news crew was there last night when the barge was finely removed at high tide and moved across the bay it was carrying thousands of gallons of fuel and hydraulic fluid. but the fuel tanks held tight and only about one gallon of oil leaked into the bay. vallejo police now say the disappearance of a man missing for a week is suspicious. 45-year-old robert mats took his dog for a walk 11 days ago and has not been seen or heard from. his dog came home that night alone. his family says it's highly unusual for him not to be in contact. investigators want to know who was at fault in a fatal crash that killed a chp officer in northern mendocino county. the officer identified at 24- year-old thomas adam of
