reporting 30 collisions so far. this morning it was 30 to 40 collisions an hour as people struggled to drive in this type of weather. this morning's commutes were terrible and the wrecks continue to come in the day with collisions on every bay area roadway before noon. people blame bad driving. >> people lose their minds when it rains. >> i think one accident, they see they get nervous and they don't realize they're going to possibly create the next one. >> reporter: this hit and run crash in san leandro sent one person to the hospital. too many drivers don't change the way they drive in the rain. >> when the weather changes whether it's heavy fog, windy weather or rain the driver needs to adjust their behavior pattern for the given conditions. that means slowing down, perhaps to below the posted speed limit. >> reporter: nearly everyone we spoke with had an opinion as to why there are more collisions in rainy water. including some who think people

driving too slow is the problem. >> they're trying to be too careful. slower, but i think i do it too sometimes. >> i think people try to drive too slow when it rains, and they try to focus on being too good drivers. >> reporter: be sure you keep your tires properly inflated, and use your windshield wipers and lights at the same time. today snow brought know to the higher peaks in the bay area. let's see what happened in santa clara county today. a steady snowfall brought a covering of snow that covered the ridges. caltrans even had snowplows out to keep the roads clear. this snow shot came from

the south bay. you can see she's braving the cold. you can also get a peak at the saratoga tide. if you would like to share your pictures with us, please e-mail them to us at photos @ ktvu.com. well we saw some snow there but the real snow is up in the sierra tonight. i want to show you a live picture right now of interstate 80 on truckee. you can see it is still snowing and traffic right now is stopped truckee. we are not aware whether this is because of an accident or because of snowy conditions. but again traffic stopped on 80 in truckee right now. some parts of the sierra received two feet of new snow overnight with a forecast for another two to 3 feet by tomorrow afternoon. just to give you an idea of how bad things are, the truckee area reported a number of schools had to be closed today because of all the snow. all that snow and wind today made driving a risky proposition. this is what it looked like around noon in el dorado

at about 5:40. when he arrived in on air force one that plane will taxi to the tarmac that you are seeing right now. the president is in the bay area for a overnight visit. a trip that takes him out of the white house. the president is expected to meet with steve jobs, huckelburg. and local political figures also hoped to accord the president's attention. san francisco mayor ed lee told us what he will say to president obama when he greets him on the tarmac in the next hour. >> already been reviewing the budget proposal we have on the federal level. and there's some $200 million that has been committed to the total of 498 that we need to

complete the central subway. so i will be thanking him for that. and also to let him know if the other jurisdictions of our area, if they don't want to use those funds, california will be happy to take those funds. >> reporter: the rain cleared up earlier this afternoon, and we're told the president is expected to land five minutes early. we will of course be monitoring the situation out here and we will bring you his arrival live here at sfo when it comes. expected within the next half hour or so. for now reporting live in san francisco, david stevenson, ktvu channel 2 news. well as david just mentioned here, president obama scheduled to arrive now at 5:40 at sfo. five minutes ahead of schedule and barring any delay, air force one will touch down with no problem and he will go on to

marine one to be helicoptered to his dinner. his visit will only last an evening. he will depart to oregon. and some of the people he will meet with is steve jobs, chairman and ceo of apple. aaron smith chairman and ceo of google, and the youngest of the group mark zuckerberg president and ceo of facebook. air force one scheduled to land at 5:40. unemployment back on the rise again after showing signs of improvement. after a drop in such claims, the number is on the rise. 4,500 people filed claims last week. that's up 25,000 from a week before when applications fell.

the lowest levels since july of 2008. government economists say that drop was due to bad weather in many parts of the country which likely kept people from applying for those benefits. the number of households that are behind on their mortgages went down in the fourth quarter of 2010 to the lowest level in two years. still the number of loans in foreclosure is at its highest level since the mortgage crisis began. just under 12.9% of home loans were 30 days or more past due or in foreclosure at the end of the year. that's about 6 million households. on wall street today, the stronger reports in manufacturing pushed stocks higher. here now are the closing numbers the dow industrial average up about 30 points closing at 12,318. the nasdaq was up six points

the oakland police department says it has wrapped up it's investigation on third greaters engaging in sexual acts. and the reports have released that the stories are true. it's not clear if the teacher was present at the time. the teacher has been put on paid administrative leave since

this incident came to light. we are learning more about the stunning allegations that the commander of a drug task force is under arrest accused of dealing drugs. john sasaki spent the day talking with police and the suspect's attorney and tells us this could have far reaching implications, john. >> reporter: frank, this is the county jail in martinez with that commander is still sitting in isolation. she's facing dozens of charges in alleged drug dealings and other crimes. and this case has sent shivers through the law enforcement community. now he's on unpaid leave facing as many as 25 felony, including possessing and selling marijuana and meth. attorney michael cardoza is representing wells and spent three hours with him this morning. >> from everyone i talked to said he was a stellar police

officer. and to the person everyone i've talked to say if it's true, some sort of aberration. >> very shocking not only to myself but every -- >> reporter: dunbar has worked with welsh for many years. >> there's a concern that they've been too close to that for some time. >> reporter: welsh's arrest came as a shock to the public defender as well. she says this discovery could have a far reaching impact in her office. >> you may see cases dismissed, you may see dozens of cases dismissed. i talked with the state department of justice late this afternoon they said they expect welsh and an alleged coconspirator to be arranged later this week. the lab failed to keep

absolutely horrible right now. >> that's exactly what our chief meteorologist bill martin has been telling us about. when you see these picture, certainly urge s you to stay home. >> we're talking about a blizzard now. as you travel around the lake taho area over the next 36 hours you have to pay attention. spin outs and even snow and the potential for an avalanche along 50 or 80 could definitely close those roads. eastbound 80 closed right now. right now i'm tracking showers through your afternoon commute. you can see over here out toward the pleasantton fremont area. we have an area of moderate rainfall, of course this slows things down. you know this area here around hayward and fremont this time of night. this stretch going north and south really could get bogged down with rain, it's slow with traffic. san jose this is lightly scattered shower.

you can see that it's trying to update the most current imagine. now what i'm tracking specifically, we actually saw this last night. this is montero mountain out toward pescadero, i'm in the wrong spot. i'm down toward pigeon point here. but what we're seeing here are the hills, the coastal waves enhancing the storms as they come on shore. you could have hail, and out toward lahanda not a lot going on. lets throw a track on it to see what we have going on. if there's any neighbors that you might recognize. rainfall amounts will pick up. there goes the light radar sweep. what you're seeing there though the red, we can see more of that tonight. that's what happened last night too. in behind this weather that we had today, instability is going to trigger some of that. so we have a chance for thundershowers for tonight. a slight chance. heavy rain at times. then tomorrow we have a good chance of showers. maybe a little bit more, maybe

in government overthroat. he u.s. officials today warned the tiny gulf nation of bahrain to stop its brutal crack down of prodemocracy protesters. riot police swarmed into pearl square earlier today firing rubber bullets and tear gas. many of the demonstrators were asleep at the time, at least four people died, dozens more were injured. a convoy of military trucks and tanks then locked down the capital city. secretary of state hillary clinton today called officials in bahrain. >> and i emphasized how important it was that given that there will be both funerals and prayers tomorrow, that that not be marred by violence. >> clinton also urged the government of bahrain to hold accountable all of those who

san francisco mayor says the central subject project is getting high marks. crews have been digging up the street for a line that will run

from masconi center to china town. mayor ed lee said the transit authority listed the central subway among the highest rated projects. he pointed to an allocation from president obama's budget proposal. we want to go live back to sfo, where in a few minutes president obama will be touching down. what you are looking at there is marine 1. he's going to be taken to a dinner. basically some of the most powerful and wealthy people in the bay area. by my count two or three billionaires in that count. they will be talking about jobs and how to create more jobs. there are three helicopters at sfo. the reason they do that is so that people do not know which helicopter the president is actually flying on. again he is due in five minutes early at 5:40 when the plane touches down we will show it to

you live. an oakland man credited with saving a dog was honored today. vince baltas secretly video taped his neighbor beating his pit bull blueberry. he then took that tape to the police. >> violent crime is usually associated with oakland. i think if that's something we want to change is it takes people from inside the community kind of standing up and making a fuss about it. >> reporter: blueberry survived the attack and was later adopted. the owner was convicted of animal abuse and sentenced to four years in prison. bastas received a $5,000 reward from the humane society. the world series trophy is making a victory lap of sorts going to different low kaeugs all over the bay area as bev been telling you. the trophy was unveil -- bay area as we've been telling you. at city hall from 11:30 to 1:30

big waves hit the area again but with a twist. some apartment buildings in danger caught a big break that might help save them. john fowler has the story. >> reporter: that break is this, sand. ironically the same stuff that caused those cliffs to crumble, the ocean has moved them around. i want you to look at this the eroded cliff sand apparently has buried this pacifica cliff. >> in all the years i've never seen it that high. >> it's scary because the waves push the sand out to the street. >> reporter: just to the north of esplanade drive where these apartments teeter ondisaster. it was just minutes after high tide, 12-foot swells were causing no cliff damage unlike years past. eroded cliff sand created an

wallis during an interview with ktvu after a sting operation that targeted sex offenders. >> the sex offenders know that we are keeping an eye on them. >> reporter: now wallis is the suspect of a joint investigation by the contra costa county d.a.'s office and his former department. he was booked for unlawful sexual intercourse with a minor but he has not been formally charged. >> he did meet this young woman in his capacity as a detective in walnut creek. and met her in the context of an investigation, sexual assault investigation of her. >> reporter: wallis' attorney michael rains says last year the so called 17-year-old girl moved into her his home because her home situation is unbearable. >> this woman who is still 17 years old is staying with him, which is an indication that she

the median price for a california home dropped more than 3% last month from $247,000 to 239,000. that's according to new figures out from dataquick. the number of sales sold dropped. a number of those home sales were bank owned. top executives from mayor credit card companies and banks were on capitol hill today to stop a new rule that slashes the fees they are allowed to collect. this summer the federal reserve will implement new regulations that cap debit card swipe fees that merchants pay at 12-cents a transaction. currently the fee averages 44- cents per swipe. >> what is certain is that banks will need to find other ways to recover revenue and this will lead to new fees for the consumer. if congress does not act then the new rules will go into

effect in july. google has announced it's come up with a new payment service. the new service called google one pad. it's a way for customers to sell digital context online and through mobile applications using their new pay service named google check out. some of the biggest u.s. airlines have decided to scale back on fare hikes. two days later, u.s. air had second thoughts and dropped the increase then other airlines followed suit. most airlines have raised airlines five times because of higher fuel prices. virgin american airlines announced today it will start nonstop service from sfo and

lax to chicago o'hare airport. the airline has been starting to take service to o'hare. the new virgin american service is scheduled to start on may 25th. and right now live pictures from san francisco international airport. that is air force one just touching down moments ago. the president what he will be doing here is getting off the plane momentarily. he will jump on board air force one. he will be having dinner and talking about jobs with a who's who of people here in the bay area. >> we're talking about the heads of google, apple, and facebook.

and we spoke to mayor ed lee, he says he's going to give a big thank you to president obama for funds for transportation. >> that's one thing about air force one, the pilot on air force one very, very prompt. they take pride in being very prompt. let's go now to david stevenson. >> reporter: we also want to are report that lloyd lacuesta has learned that the president will be dining with those silican dining leaders in wood side this evening. that's a dinner expected to be attended by the ceos of a number of top silican valley business, oracle, steve jobs from apple computers. we have mark zuckerberg from facebook as well too. the president will be greeted here by san francisco mayor lee but we've also seen pamela harris and lieutenant governor gavin newsom. they come out under cloudy

>> more coverage of president obama's visit to the bay area. air force one touched down just moments ago. we are waiting for the president to deplane. there are a lot of people just off to the side of this picture down on the bottom right corner of this picture waiting to greet him. among those people is san francisco mayor ed lee. and we also hear that pamela harris and gavin newsom are waiting to greet him. i see the mayor of san francisco, i see newsom, they think pamela harris is there. the anticipation is growing. for anybody who's been lucky enough to be on the tarmac when the president comes in. there's a lot of security involved in this sort of a situation. so the people who are waiting to greet the president have

been screened and rescreened. the dignitaries as well as the reporters alike. once the president deplanes air force one he will be having dinner with the who's who of the silican valley. it is the eighth visit in total, but the first time coming to the bay area since a fund raising visit that he did in october. we're a few minutes here from seeing the president. there's a lot of things that need to be put into place. we expect to see him come off the plane in just a few minutes. again we're going to be following this for you coming up at 6:00. it's a quick visit here frank, he's leaving tomorrow morning 8:45 a.m. heading up to oregon and touring intel out there. this is all part of a nationwide push talking about the economy, talking about forward thinking business, talking and showing off success and that is one of the reasons he is here in the bay area. >> it is such a spectacular

plane. a boing 747 completely reoutfitted on the inside. it's basically a flying white house. president obama should be stepping off momentarily. again it's just a very, very short trip. he actually will be leaving at 8:45 tomorrow morning heading out to an intel office up in oregon. while he's here they'll be talking about jobs and how to bring this country out of the recession. the list tonight of people who he will be meeting with, by my count at least three billionaires, possibly many. a number of millionaires as well. i mean the wealth at the meeting tonight is just outstanding. and the powerful some of the most powerful and wealthiest people here in the bay area. let's go out now to david stevenson who is out there near

the tarmac at sfo, david. >> frank, yeah, i'm on a platform only a couple of hundred yards away from the steps leading up to air force one. the three people who are gathered at the base of the steps you are right include a former mayor of san francisco now lieutenant governor gavin newsom. pamela harris and the current mayor of san francisco mayor ed lee. they are gathered at the steps here to welcome president obama to san francisco for his brief trip. as you noted this is going to be a very short trip previous trips here to the bay area have been fundraisers for various sanctions of the democratic party. this is one where he is coming out to the bay area on the heels of the release of his budget earlier this year. i spoke to an analyst who -- earlier this week i spoke to an analyst who said the it's a good chance for him to get away to friendly territory on the heels of some proposals on his budget that won't be taken well in other parts of the country. i think right there we can see the president emerging from the plane, waving to the crowd and

coming down to the steps right now to greet lieutenant governor newsom, harris and lee. he's shaking their hands. surrounded by a large numberover security personnel. they are certainly familiar with camela harris worked for quite some time on his campaign to get him elect. he stayed in touch with him. >> can you talk about the security that you had to go through to get into sfo today? >> the security at this event required we show up at sfo about three hours ahead of the president's arrival. we were let out in our news van to a designated area far from this tarmac. sniffer dogs checked out our van. we were wanded then let out on a caravan to this tarmac where we've been pretty much corralled until the president arrived. we were just let out here about

an hour ago. which meant we had little time to set up but everyone agrees that it's been a lucky moment of his arrival in that the skies while cloudy are not rainy. they think that means he shouldn't have any problem getting around the bay area and getting on to his dinner later this evening. >> the president will be taking marine one the helicopter to the dinner. i believe we're all available to the mayor president motorcade can create with the traffic. it doesn't appear to be the case tonight. >> the president has priority over any type of travel in the bay area. his advance scheme here is being very circumspect on the rout he'll be taking to this  dinner. but the weather seems to be

holding right now. >> oftentimes the president stays in san francisco and we know where he's staying. do we have any idea where the president will be staying. >> there are a number of hotels the president has stayed in san francisco. no surprise the marriott, the fair month in san francisco. his advance team is not making that obvious at this point where he's going to be staying. >> do you think it'll be in san francisco or perhaps down the peninsula some where? >> the expectation is that it will be in san francisco. but they're keeping it very quiet about with what hotel it will be. they certainly don't want a lot of unwelcomed attention. right now the president is walking up to the barricade to greet some of the well wishers there. these are a number of other folks who are not necessarily celebrities. it's a little difficult to see them obviously over the camera crews we have in place right now. but h he's walking up -- but he's walking out to shake some hands and greet some people who have gone through a very extensive security checks to meet the president too. >> and we're talking about some

of the companies that will be represented, who have founded and are the heads of these companies. the dinner table chat will be tonight, they're promoting american invasion, discussing the president's development to research and education and clean energy. certainly getting people back to work, the economy will also be a topic of discussion tonight, that is what is on everyone's minds. >> especially speaking about education and what the world of technology can play. and getting the students in par with the rest of the world students is going to be a topic of discussion tonight. it's interesting that the budget that was put out earlier this week by the president does talk about tech and funding for tech and invasion. there's not the specifics that perhaps you would expect coming from a budget right now. but the census again talking to analysts that i've spoken to today that the president will also be looking for help from these companies to advance some of his agenda as well in the coming months. >> any time the president

travels, the work, the coordination just extraordinary the security they have to have. they bring air one, they bring his armoured limousine. from what i understand there are three helicopter out in the tarmac. >> there are three helicopters. we were able to show you one of them earlier on. there's a double ganger of it as well too. to add a little bit of confusion on whether the president is on that or not. there's a similar marine core helicopter that will follow him as well in his travels around the bay. >> do we know where the helicopter specifically will be landing? >> i'm sorry frank, i missed the first half of your question. we can see the president walking off right now. mayor ed lee was behind him at some point. he's waving to the media right now. into one of the marine one helicopter that we mentioned

earlier. you can see him right now escorted into marine one getting ready to take off to head down presumably to the wood side area for that dinner party at venture capital john door's home. >> david, do we have any idea is there an airport near wood side that he would potentially land in perhaps the airport maybe in east palo alto or something along those lines. or is the property big enough that he can land on the property. >> that's a good question, you would imagine being the fact that this is going to be a number of billionaires at this dinner tonight that perhaps mr. door does have a lawn big enough for him to land on. but at this point it's not clear for me which area he will be landing in before heading out to that dinner. >> the president was really only on the ground for five or six minutes and he is leaving sfo and a lot of people thinking, boy that was fast. he accomplished what we've been

talking about. he met with the mayor of san francisco, harris and lieutenant newsom. the mayor of san francisco was going to tell him, thank you, thank you for the funding for high speed rail. >> the mayor told us earlier, that he was going to thank the president for that money and ask for more money as well too. obviously san francisco is facing a very large budget deficit in the coming year. mayor ed lee has said he will make it a priority to get that deficit down. and he wouldn't mind getting more money from the president, he is getting to take off right now. the city has maintained the connection with the obama administration particularly under the reign of former speaker of the house nancy

later tonight. david stevenson joins us now for more on the presidential visit, david. >> you can see air force one just right there behind me. the president taxied in and came off the plane just about 20 minutes ago. he came in under cloudy but dry skies for a moment here. he was greeted by a number of notables here in san francisco including lieutenant governor gavin newsom. the current mayor of san francisco ed lee and attorney general harris. right there you can see some pictures of the plane coming in to be followed by the president walking down the steps of air force one. he is in town to meet with and dine with a number of silican valley well known ceos including the head of getter, or oracle with steve jobs. he's going to be in town for a very short amount of time. he is set to talk to those notables this evening about issues close to his heart including new jobs, green jobs

and education. with the hope of finding ways to have those billionaires some of them to participate in his agenda. some of the list of people as i mentioned, despite the vip guest list some of the analysts that i talked to today said the president's visit to west coast friendly territory has a symbolic value. especially coming a few days after he unveiled his budget proposal. >> he hasn't come here with a bag of money. there's some resources in there, i put them very specifics. not everyone if they say techs i say great here's some cash. you have to demonstrate how this fits in with a broader strategy, maybe it the covers two strategies. like tech and green jobs, or tech and education. >> reporter: lloyd lacuesta has learned that the president will dine this evening at the silican valley home of inap
