steve, right now traffic on the richmond san rafael bridge looks pretty good. the last few days it has been dicey driving here. same thing goes for the san mateo bridge. much improved commute from yesterday on westbound 92 heading out to the high-rise. a lot of people are expected in the sierra for the upcoming president's day weekend. ktvu two reporter allie rasmus is out with a live report. >> reporter: if you are heading up to the sierra for president's day weekend get ready for difficult conditions on the road. we are on interstate 80 if you pan off you can see the long line of taillights about a mile away from where we are standing. mile away from here is the chain inspection point. maximum chains are required on big rigs and trucks like this one here. 20 minutes ago this truck

pulled every and the driver came out and put chains on his vehicle. now chains are also required for any vehicle not just the big rigs. any vehicle that has expect for those with four wheel drive and snow tires. and it's also a similar story for highway 50 chains are required on that road from plasterville to meyer. just in the last half hour since we've arrived here it has gotten colder. when we arrived at this exit the alta exit there was a light drizzle falling. that drizzle has turned into light snowfall. if we tilt up the camera you can see how gently and beautiful it's falling down. the national weather service is predicting anywhere from 5-12 inches of snow to hit the tahoe area this afternoon. another 1-3 inches could be coming down later on tonight. we'll continue to check back with you guys in a little while and give you a continuous update on the roadways out

not at the tarmac but closer to a hangar. this is live picture from near that motel. we will be able to show you the departure. white house says the president earl motorcade drove in to continue a dialogue with business on working together. last night the home of democratic donor john door mr. obama had dinner with the top high-tech ceo they include oracle, yahoo, and cisco companies. the meeting comes in the after math of president obama's budget. republicans grumble doesn't cut it enough because it cuts too much. observers say the president is hoping businesses will step in where the government stepped out. >> it's going to hit on two things. it will hit on business which clearly he wants to reach out to business in a more positive specific way. it's also tech.

and a big part of that budget that just came out is talking about investment. >> first thing off the bat is to thank him. we've already been reviewing budget proposal we've had on a federal level. there is $200 million that has been committed to the total of $49 # that we need to complete -- $498 that we need to complete that subway. >> reporter: gavin newsom, and attorney general harris at the airport yesterday to greet the president. bay area and san franciscans are important in this political environment. the president is supposed to be leaving at 8:35. we will be very close at least close enough to show you pictures of his getting on the offer force where he will be heading to oregon to go up there to check out a chip fabrication company. part of his west coast swing here. reporting live at sfo kraig

debro. horrible story in antioch a man is facing felony child abuse charges this morning. he's accused of beating his two- month-old baby boy. police say the 23-year-old man punched the baby in the face to stop him from crying. he was declared brain dead after facing major internal juice and has been taken off life support. bail has been set at $1 million for that babies father. a sacramento man has died after his boat capsized in bodega bay. he was crab fishing yesterday afternoon south of doran beach when his boat apparently lost power. he was seen waving a paddle in the air before the boat capsized. the coast guard says conditions were rough for boating with 15- foot waves and strong winds. time now 6:07. uc berkeley police investigating whether a recent burglary may be connected to

six others. the latest one happened monday morning. a student and his wife reportedly left a sliding door unlocked. that's how the burglar got in. a laptop, two cameras, and two others were stolen while the couple was asleep in the home. they are checking the possibility the latest incident is related to similar incidents. pg&e says it's total cost from that disaster could top $760 million by the end of this year. pg&e expects to spend up to $300 million this year alone. that is more than twice their previous estimate. it may have to bill customers to pay for pipeline tests and other projects. about three hours from now there will be a ribbon cutting ceremony for barts newest

dumbarton bridge still looks good. let's go to steve. thank you, sir. a big thanks to people that sent me e-mail pictures of the snow. tracy sent me great pictures of the snow. the twitter pictures coming in from lake county to even a waterspout which is a funnel cloud over water. tornado sent in from christina from half-moon bay. there was a waterspout. we told you it was a very active pattern. everybody thank you. if you have wait twitter information sp weather. very simple. the line of rain is from the peninsula. north of that there is breaks in the clouds. you can see where the rain line is. it's trying to work its way up toward the pacifica. that is snow up in hamilton. that has to be a lot of snow. that green turning to white and also in the santa cruz mountains we've had incredible totals. temperatures upper 30s to low 40s. it's still cold. cold air is trapped.

egypt. thousands of people packing the streets. this is all in the area of the square. it was just a week ago that hosni mubarak stepped down as president. the military is blocking the main access road into that square but so far we are hearing this event that you are looking at live has been peaceful and festive. also we are watching bahrain. thousands of mourners there. the overthrow demands a coming during this funeral procession after an attack on protestors killed five people and injured more than 200 others. now leaders have banned any public gathering in an attempt to keep this protest movement from getting stronger. soldiers are guarding potential gathering sites. bahrain is a key american ally.

talk of a possible government shutdown is intensifying in washington, d.c. as alison burns reports from our washington, d.c. bureau republicans vow they won't budge on big spending cuts. alison. >> reporter: pam, it has been a wide open fierce debeat all week -- debate all week as democrats and republicans clash over a wide range of government programs. republicans are targeting everything from planned parenthood to the environmental protection agency. house speaker john boehner says he will not pass a bill to temporarily fund the government unless the cuts are included. it's raising the possibility of a government shutdown and democrats are accusing him of brinksmanship. >> we are terribly disappointed he cannot control the vote in his caucus to prevent a shut down of government. and now he's resorting to threats to do just that without

any negotiations. >> reporter: democrats and republicans have until march 4th to cut a deal. that is the day funding for the government runs out if congress does not react. one agency has already sent letters to its employees warning of temporary layoffs. i will have more on that in our next hour. for now i'm live in washington, d.c.. san jose mayor chuck reid will speak at the state of the valley news conference. now the mayor said san jose is facing a $110 million deficit. he is calling for significant cutbacks including 10% pay cuts for city workers and concessions from unions. >> our hopes and dreams our quality of life, the very reasons we choose to make san jose our own are at great risk.

>> mayor reid is calling for an increase in the retirement age for city workers and the elimination of pension raises but says he's open to alternatives. san jose's budget is due in june. stanford university could soon have a new campus open the east coast. new york city asked stanford to create an engineering school there. unlike the silicon valley, austin, texas, and boston, new york does not have a top ranked science research in grad schools. animal rights groups are furious at this chinese musician. it's all after this controversial trick. he gets goldfish to perform synoecized swimming. they believe those fish were fed magnets or they were implanted with them so they could be dragged around the tank. they won't say what the secret is but the goldfish were not

harmed. 6:18 is the time. let's go back to sal to check on traffic. >> all right pam and dave good morning. it is a good morning. on 237 westbound that traffic is moving along realtively well. the morning commute looks good on westbound san mateo bridge. and also it looks good on the nimet freeway. and this morning's commute at the toll plaza is getting more crowded but we sure could use a nice commute today after yesterday's commute wasn't so nice. let's go to steve. >> that is correct, sal. but we are not done yet. we're seeing a break in the north bay but fog and temperatures in the 30s being reported up toward santa rosa. the rain is starting to move north here. it's down toward the south bay. we are under cloudy to mostly cloudy skies today. it will zone south but not before it wraps back in

moisture. the last couple of frames watch how there is nothing toward oakland and san francisco. i think there is snow on skyline again and maybe even up around 2,000 feet there. no doubt about it toward mount hamilton. santa cruz mountain got reports of temperatures in the upper 30s to low 40s. 30s and 40s there is a ten degree spread between mountain view san jose and napa san rafael. and santa rosa. there is a couple of systems spinning in here. anything goes today. you could get a little sun and the clouds and showers rain stays to the south. it's a chilly day. upper 40s and low 50s. and again low snow levels. winter storm warning continues in the mountains. four feet of snow fell at lake level so far. that is unbelievable. lake counties have tremendous snow as well. saturday is a brutal call.

i won't lie to you. i think it will miss us. it could be within 25 miles means rain or no rain. sunday and monday looks good. next system looks good. tuesday next rain moves in. pam. >> thank you. jp morgan chase is giving its ceo a stock bonus worth $17 million. the bank reports the payment after posting a big jump in quarterly earnings. the heads of citi group and goldman sacks received similar bonuses. bank of america says it won't hand out cash bonuses to top managers this year. some of the empty office space on the peninsula is starting to fill up. the san francisco business times reports one million square feet is leased or will be leased in the coming months. time now 6:21. gay rights groups are happy this morning. they are praising facebook for

making changes dealing with the status of its users relationship. facebook has made two new options. gay right groups say this is a strong statement in the support of same sex marriage. they are only available in the united states, kingdom, trans, and australia. the city of san francisco is looking to spend millions of dollars on bleach. and tough talk it's a new program aimed at keeping parolees from going back to prison. so far so good get into the valley.

right now traffic is moving well on the bay bridge. no problems getting into the city. time now 6:24. the people living near that crumbling cliff finally get a break from the weather. >> the sand bars are breaking the waves before they even get to the shore. protecting the cliffs. exactly. >> we are hearing that the cliff is now protected by a

natural barrier. it's a sand bar created by shifting sand offshore. ironically it's sand that caused the bluff failure in the first place. however the troubles are far from over. the city engineer is saying the ocean is still eating away at the shore. san francisco plans to stock up on bleach i'm not kidding. board of supervisors committee approved a $14 million contract to buy 20 million pounds of bleach. a lot of it will be poured into the cities sewer system to keep it from smelling bad in the summertime. new environmentally friendly street lights are raising safety concerns in antioch. the contra costa county times reports they are happy with the new lights installed this year because they are not as bright as the old ones. the new lights create dark spots between polls.

it can't make any changes right now pause the city budget is very tight. the city department is seeing a boost in the police department. a lot of people have stepped forward to volunteer their time to the police department after the city asked for help. the volunteers are helping the police department in nonviolent situations. the city of oakland is in the middle of a unique program meant to curb violence on the street. it's called operation cease fire. every few months young men on parole or probation take part in what is called a call in meeting. that is when police and others give the men tough talk on what can happen if they continue a life on crime. the group is offered help including jobs and child care. joshua phillips took part in a call in meeting and now has a steady job. >> it was a very diverse crowd.

yesterday evening afternoon to meet the president and shake hands with him as he got off air force one. the plane takes off at 8:30 this morning. the president is on his way to oregon to check in and take a look at a chip fabrication company then it's back to washington, d.c.. reporting live at sfo kraig debro. time now is 6:33. this weeks storms has generated tons of snow up in the sierra. a lot of people will be hitting the icy roads heading to those resorts. allie rasmus has been up there. i see a lot of snow around you. >> reporter: there is a lot of snow around me but right now there is no snowfalling at all. right now as soon as this truck that just chained up moves out of the way we will walk over

kind of out in the middle of the highway so we can show you the long lines of cars and taillights as all of these vehicles lined up here get chained up. we're a mile away from the chain inspection check point. trucks and cars are pulling over on the side of the road getting their chains on. chains are required for all vehicles expect for those with four wheel drive and snow tires. if we pans camera around to the other side of the road you can see some of the chain installers the guys in the yellow suits helping the drivers out on the side of the road. it's a similar story for cars heading up highway 50. chains are required there from plaster vail to meyer. in our last live report we saw beautiful fluffy coming down. that snow completely stopped. all morning it has been going back and forth then it turned into fluffy know at 5:30.

and now there is nothing coming down right now. it has been a tough couple of days for drivers in this area. >> it's dangerous. yesterday i got stuck on a hill. a police car had to push me up. >> just driving to do this job? >> yeah. we got stuck on a hill. anything can happen. >> reporter: now even though there is nothing coming down, the national weather service is expecting another 5-12 inches of snow to fall in tahoe this morning. another one to three inches is possible tonight. this is supposed to be one of the busiest weekend. now it's a little light you are you can see how beautiful it looks. everything is coated in a blanket of snow. if you're heading up to tahoe be sure to bring yourself some chains. we'll check back in a little while. reporting live off interstate 80 i'm allie rasmus.

of district boundaries and moving more administrative officers out into the field. also the issue of tasers is expected to be taken up by san francisco police next week. the department has been pushing for the devices since three recent officer involved shootings. the police commission is expected to vote next wednesday whether or not to approve a study on the use of tasers. four of the seven commission members have indicated they are open to a closely monitored pilot program. time now 6:37. contra costa county top narcotic agent is due in court to face felony drug charges. norman welch is accused of selling drugs that have been seized on the street. police arrested welch earlier this month and the legal fallout has already started. welch was the lead investigator in many high-profile drug cases. public defenders are taking a second look at the drug cases. right now is 6:38.

we want to go to sal. how are the roads? >> they are much better now than they were yesterday. we do have slow traffic here and there but southbound 880 right near the shoulder here there is a person that is injured. no car around. there is medical emergency with paramedics and fire. no crash. watch for emergency vehicles. it may slow traffic a little bit even though the lanes are not blocked. moving along and taking a look at the san mateo bridge. and this mornings commute on the bay bridge remains light. the metering lights are on. they have a pretty good commute into san francisco. 6:38 let's go to steve. >> thank you. i need viewers to either e-mail me or tweet me sp weather because it looks like there is snow. rain turning to snow. some of the higher elevations.

breaks in the clouds. but it's going to be a day where we have mostly cloudy skies. we are still seeing this moisture funnel in. the snow level is up around 1800 feet. it is just unbelievable. middletown had two feet of snow. not two inches of snow two feet. you can see the moisture surge right there. right there. we'll show you this again. skyline. you are seeing green turn to white in the east bay there. that has to be the higher elevations. if you are getting snow or see snow, you can e-mail. this cold air is in place. some of the rainfall over the last 24 hours. santa cruz mountains inch and three quarters. san rafael over an inch of rain. napa-concord .86. santa rosa inch and a half.

san jose and oakland both .87. the temperatures are cold enough. 34 santa rosa. 37 fairfield. 37 concord. that is cold. and then mountain view and san jose due to the cloud cover and light rain in the mid 40s. one low. two lows right there. the third one right there. all of these are rotating around. it could be sunny and get the rain. the next one is so close we will broad brush it and say through tomorrow morning it looks like we will be in for rain. we could get moderate rain. winter storm warning until 10:00 tonight. it's just unbelievable snow up there and snow level again down to 1800 feet. rain to the south. showers cold. very low snow showers. upper 40s and low 50s on the highs. we'll keep showers going

good morning, to you. welcome back. here a quick look at the top stories. we are watching egypt. this is what we see an incredible number of people filling cairo square. they are celebrating the resignation of former president hosni must be -- mubarak a week ago. they are still out there singing and chanting. so far there is no word of any violence out there. back here at home snow has left highway 29 shut down this between calistoga to lake county. spinouts and a lot of traffic accidents forced them to close the road yesterday. still no word on when the road

will reopen. an antioch man is held on a million dollars bail. the baby suffered major injuries. the child has been taken off of life support. the cost of the pipeline disaster is going up. and pg&e customers may have to pick up part of the tab. ktvu jade hernandez joins us now from san bruno to explain why. good morning, jade. >> reporter: we are live at a coffee shop here in san bruno. we are asking customers how they feel about pg&e making customers shoulder some of the cost of the explosion last fall. we are live in san bruno this morning. we learned that many haven't heard about the possibility of them picking up part of the tab. pg&e is facing a $367 million tab after the pipeline blast that turnrd homes into infer owes. even though they would pick up lawsuits filed by residents pg&e may ask state regulators

to let the company pass along some of the expense to customers. the type of pipeline test and inspections that regulators are commanding are more costly than first expected. this year alone the costs are expected to between $200 and $300 million. it has sparked heated debate over who should pay for this. we asked residents what they thought about pg&e push to get cost emerge not shareholders to help with the cost. >> i want to live in a safe environment. again, if they are truly maintenance items that rate payers should participate in than i think it's fair and we should share the burden. >> pg&e has been a benefit for all of us in the state of california to be able to have

our gas and electricity and that. i think it's there for the citizens of california to help. >> reporter: pg&e is already spent $63 million last year responding to last years blast and they set aside $220 million for lawsuits. regulators will make the final call on what customers would if they are allowed to additionally pay. reporting live in san bruno jade hernandez. time now 6:47 the usc university hospital in southern california may resume their organ transplants today. that transplant program was shut down after a kidney was implanted in the wrong patient. we are told the patient was not hurt because the kidney was a close enough match. officials say are saying two kidneys from separate donors arrived at the transplant center about the same time on the same day.

they were labeled correctly but the mix up was a result of human error. 6:48 is the time right now. sal, how are things? >> things are doing okay. the traffic is much better than yesterday when we had just terrible conditions. for example, look at the bay bridge toll plaza it looks great if you are trying to get into san francisco. there is a little bit of a backup. nothing too bad as you drive into the city. also this mornings commute on 880 northbound that traffic is looking pretty good. no major problems in the downtown oakland area. let's go to 580. eastbound and westbound traffic looks good over to castro valley. and northbound 101 at della cruz there is an injury accident reported there. let's go to steve. thank you, sal. happy friday. lots going on. there are breaks but yes there are some 30s to the knot.

there is some rain to the south. some mid 40s and i was just looking at the higher elevations about 35 degrees you get up around 2,000 feet and the snow level is down to 1800 feet. it will be another active day even though we are between systems. i watch here on live storm tracker two a lot of the green is exploding into white. especially in the east hill. also it looks like diablo has to be getting snow now. temperatures down to even around 1800 feet are around 35- 36 degrees. there is going to be snow. some of the rain totals have been from not too shabby top wow. .87 to nearly three inches of rain. santa rosa 1.5. san jose and oakland both .87. you are seeing temperatures at

the surface. 40s hiward -- hayward and redwood city. temperatures will cool further so you can get snow down to very low levels. one forming here. another spinning on the backside. see that one upstream kicker should bump this south but not until we have incredible snow towers. six feet this week. snow feet has fallen near the north shore. fog for some. chilly showers clouds and low snow levels will be with us today and tomorrow as another system rotates right on in. it's very close. you just have to broad brush it. upper 40s and low 50s. the five-day things will be better. weather will be better. next cold system tuesday. pam and dave. thank you, steve. intel chairman will get a new

job but he won't be leaving the santa clara based chip maker. paul will be named to the white house jobs and competitiveness council. the announcement will come later today when he tours president obama around intel new facility in oregon. the intel ceo has complained the obama administration policy has created uncertainty for businesses. let's go to wall street and check in on the numbers. the dow jones just up 15 points to 12,333. looking overseas for indication of balance there. there are concerns about china with some government policies this morning. our numbers are up slightly. one of the biggest hotels in las vegas is canceling its $20 fee for a nonsmoking room. the mgm grand asked customize their rooms for fees with early check in, pool view, or
