hours. a little bit of fog this morning. coming up in just a bit. the bay area waking up to those freezing temperatures. we are live this morning. and people coming out, bundled up? >> reporter: they are bundled up. and keeping with the trend with temperatures in the 30s, take a look at that time temperature here behind. it's going to show you that it is about 37 degrees out here. all across the bay area, people are wake up to frigid temperatures. several places even saw snow in higher elevations this weekend there. is video of skyline boulevard in the south bay from last night. snowplows had to clear away several inches of snow along highway 9. and while families and kids took advantage of the fun weather, playing in the snow, it was not so fun for some drivers after a few spinouts on highway 9. chp closed part down for a few

hours. and the snow closed several parks in the bay area yesterday. the state park was open from about a mile below the snow line. and some of the people we talked to this morning said that dry and warm weather we had up until just this past weekend left them spoiled. >> last week, it was nice and sunny and enjoyable. this week, it's just rain and miserable. we got to bundle up to keep warm. >> reporter: now not everyone we talked to this morning was complaining about the cold weather. we saw one woman working outdoor, believe it or not, wearing short sleeves as she washed the windows out here. some people really enjoyed the crisp weather. others told us, they're just glad we're not getting any rain today. back to you. one person is dead after an overnight commit run run accident -- overnight hit-and- run accident. it happened on manner drive.

when police officers arrived on the scene, they found the body of a man in his 30s on the road. 45 minutes later, another man returned to the scene. police later arrested him. and just about an hour ago, search teams met to continue looking for a missing snow border. the 23-year-old was last seen thursday. that's when he called his family to say he was going to take one more run down the mountain. on friday, crews say they picked up a signal from his cellphone near some of the most difficult ski runs. about 100 people are expected to join the search today, including teams from several areas. over the past few days, the storms have dumped over eight feet of fresh snow. that's good news for the ski resorts who are hoping for extra business over the long

holiday weekend. and if you are hitting the roads, we want to give you some live pictures and take you outside at a traffic camera up there along interstate 80. traffic moving smoothly as you can see. the roads are clear at this hour. we did just check with the cal trance website and -- cal- trans' website there. is the first day in days that chains have not been required. trouble in the east bay. the line went down just before 7:30 last night on redwood roads. when highway patrol officers arrived to the scene, they found a tree blocking the roadway. both the power line and trees blocked the road for several hours. a faulty water heater is being blamed for a carbon monoxide leak that sent three people to the hospital. it happened yesterday. officers responded to

complaints of nausea and a feeling of lightheadedness. a low level was detected in the home. authorities say the family did not suffer any serious injuries. the county is trying to close a $40 million budget hole. the mercury news reports that county officials want to cut 11% of their budget to help close the deficit. that number could grow if california voters reject the plan to defeat the governor's taxes. and they are trying to work with employee unions to help with the cuts. some solutions being considered include laying off 100 people within the sheriff's department, granting compassionate release to jail inmates who are dieing and speeding the updecision on whether to pursue the death penalty in murder cases. for many places in the bay area are going to be closed tomorrow for president's holiday. federal, county and state offices will be closed. and the same goes for bank,

post offices and public schools. golden gate transit and ac transit will operate on a sunday schedule. and sam trans will be on a modified schedule. and parking is enforced in san francisco. so don't forget to feed those parking meters. good morning to you. a live look at the san francisco bay. isn't that gorgeous? oh, man, is the sun going to feel good today. it's going to be chilly and we will appreciate that sunlife. we are looking at dry conditions for today. and this morning, it is really about the frosty start. that definitely the headline. and a few low clouds, especially over the south bay. areas around san jose in the vicinity this morning, frosty conditions in the north bay where we are notably colder from yesterday. for the afternoon, partly cloudy skies, remain below average for this time of year, but we're going to be dry, but

counselor assaulted him when he was 10 years ole. brown told the district attorney for cape cod he did not want to pursue the case. the senator says he's not writing about the molestation for redemption, but instead, to let people know they can overcome hardships. banks are back open in egypt today after being closed for a week. egyptians lined up early this morning outside banks waiting for the first chance to do business. the banks closed last week following large labor strikes. the egyptian government estimates it lost about $1.7 billion in revenue during the week-long closiers. economists say the closier undercut investors confidence in the country. an anti-government rally is reportedly underway in iran right now. the protesters are being told they could be shot at. state media says members of an iraq-based group have entered the country and plan on

shooting people during the protest. this is the second anti- government rally in iran in less than a week, all inspired by the uprising in egypt. and two naval ships from iran are expected to enter the canal within the next 24 hours. canal officials say it would be the first time iranian naval ships have sailed there since 1979. israel is reportedly concerned about the ships entering the canal calling it a provocation. more protests are expected today in wisconsin. scott walker wants to raise the cost of benefits for state workers and limit the union's collective bargaining powers and it doesn't look like he's willing to bend. we are live in madison. and i have to ask you, with 14 state senators actually leaving the capitol, fleeing from this and more protests planned for today, i guess the big question, where do we go from here? >> reporter: it's a great question. i want to show you what's happening this morning. take a live look.

just a few protesters, pro- labor protesters showing up today. there's a heavy snow expected here, a record actually for madison, 6 inches within the next couple of hours. yesterday the video we shot yesterday shows the very large number of people, almost 70,000 protesters on both sides of the issue showing up. and the key question is where do we go from here. and what the governor and republicans are saying is no compromise, no negotiation, they intend to stick this out. the protesters are saying, they'll compromise, they'll pay more towards health care and pensions, but they'll not compromise on their right to collective bargaining. and that's where this line has been drawn in the sand. >> that's the big sticking point at this point, those collective bargaining agreements because that's moving forward, that's going to be a big issue. so any hope that this could be

resolved quickly? >> reporter: another good question. from both sides, you hear this will not be resolved quickly and it is because of the bargaining issue. wisconsin, the first state many the union to grant its public service yuan employees the right to collective bar -- service union employees the right to collective bargaining may be the first to pull back. ohio, indiana, considering similar legislation and protests scheduled in those states as well. >> and i know you showed us out there today the snow and cold temperatures and certainly that does have dampen any large scale, 70,000 people, even if half the people showed up, that would be big. what is the plan today? >> reporter: well, the plan today is the protesters again, the labor protesters to be here, to let the members of the wisconsin general assembly know that they'll compromise, they are willing to pay for more benefits and, but collective bargaining, it's not just

teachers, they are the largest, but public service employees this wisconsin except for firefighters and police officers, but they want the legislature to know absolutely not. collective bargaining is a right they intend to hold on to if they can. >> all right. we will stand by and watch for the developments. thank you for the update. well, a hijacked yacht carrying four u.s. citizens is expected to reach the coast today. a spokesperson for the u.s. military says they are continuing to monitor that yacht which is under the control of pirates. the military says it will likely try to prevent the yacht from reaching the land where rescue options are more limited. they were on a seven-year mission to deliver bibles to children around the world. the cruiseship damaged by a fire and sent to san francisco for repairs is ready to set sale with passengers once again. the splendor left the city on wednesday and is ready to leave long beach today for a seven-

day trip. the fire in november stranded thousands of passengers for three days and it now has two new generators and has been inspected by the coast guard. carnival says the cruise is booked full. the interim police chief in san francisco is in a bit of a budget crunch. what he is about to fight for come wednesday.

proceeds. >> reporter: the san francisco police department is about to take a hit. >> my obligation to give back 10% of the budget. >> reporter: he says without the cash flow, 2011-12 police academy classes will not exist. and as many as 180 police officers could be laid off if he is forced to cut another 10% from the budget. >> it could be devastating, but my obligation is to do the best job i can with the resources i have. >> reporter: the tazer, a recent number of officer- involved shootings has reignited the debate to arm police officers with them or not. >> i have no idea why they haven't done it before. a lot of people are not in favor. >> reporter: he says on wednesday he will head to the police commission and ask for permission to begin researching the impact of bringing the weapons onboard. >> you have to ask yourself, you know, tazers verses hand guns, i would like to arm our police officers are the option

of having a tazer. >> reporter: the san francisco police commission rejected proposals back in 2004 and 2010. this year, there are new commissioners and possibly a new outcome. if you are in the market for a car, one bay area school district wants you to buy now. an offer is part sale, part fund raiser. a percentage of every car sold will benefit foundations keeping music is arts programs alive in the school districts. car dealerships say the offer helps draw in customers while raising money for a good cause. >> for the 14 dealerships involved here in the city, over a busy holiday weekend like this, it should be several thousand dollars. >> it will take more than a million dollars to keep the program running in the district. the money problems don't end there. the school district is facing an $11 million deficit and the school board trying to decide whether to close two schools.

san jose. santa rosa now a few inches above the norm for this time of year. the five-day forecast, nice, mild conditions into the afternoon. we are also very cold start this morning. by tomorrow, that chance for rain returns. the temperatures stick into the mid-50s for the afternoon. partly cloudy tuesday and wednesday we are going to be dry and warm into the upper 50s for the afternoon. the overnight lows will continue to be cold and the next round of rain will move in thursday for the weekend as well. two girls are recovering this morning after a bounce house they were playing in blew away. the inflatable house was caught in a strong gust of wind yesterday afternoon in a town north of tucson, arizona. a 7-year-old girl fell out and into a yard. but her 10-year-old friend was carried more than 100 feet before falling out of the house and onto the roof of a neighbor's home. firefighters say the girls were not seriously injured. the national christmas tree

is no longer standing tall. strong winds brought the tree down yesterday. for more than 40 year, it stood between the white house and the washington monument. it was back in 1978 when crews moved it from a pennsylvania forest to the national mall. the national parks service says it already has a tree picked out and it will be ready for the holiday tree lighting ceremony. the warriors curry got a chance to show off in the nba all-stars skill challenge and he did not disappoint. he went through the course in a speedy 28.2 seconds to win the challenge. he missed only one bounce pass and beat out the second place finisher by 16 seconds. the win earned a young woman a $30,000 college scholarship. and in the dunk contest, clippers rookie griffin was the pre-competition favorite. there he is with a 360 behind the back effort. but he had competition. here dunking not on one, but

the cold weather continues this morning after people spent yesterday playing in the bay area snow. good morning and welcome back to morning on 2. >> after days of rain, the bay area is waking up to freezing and below freezing temperatures. we are live this morning with how people are coping on this cold morning. >> reporter: well, we're in downtown where this early in the morning, the only activity going on around here you can

see is pretty much focused on the warm corner starbuck's coffee shop. just about everyone inside is bundled up in coats and hats. and even though it's chilly, the outdoor temperature says it's about 38 degrees. this is video of skyline boulevard in the south bay where snow employees had to clear away several inches of snow along highway 9. after accidents and spinouts on the road, chp closed down for a few hours and it closed several parks in the bay area like in the east bay hills. the mount state park was open about a mile from the snow line, although some people did hike beyond that point just to enjoy the snow. and there were family and kids that took advantage of the wintery weather to make snow men and have snowball fights. some of the people this morning say even though the snow looks

nice, they're not thrilled with the cold weather. >> it seeps down into your bones, especially because it's so damp here. >> i think it's fantastic. yeah. >> i'm working hard. hard work. good for the soul. >> reporter: not everyone is complaining about the cold weather. one woman we talked to, we found her working outside just before dawn this morning wearing short sheaves. no coat, no hat. she says washing the windows is what was keeping her warm. now some people just enjoy this chilly crisp weather. well, over the past few day, the winter storms have dumped over eight feet of fresh snow in the mountains and that is good news for the ski resorts. if you are watching us from the mountains, we want to show you the roads if you're headed home there. is a live picture of interstate 80 at highway 89. and you can see the roads are clear, a lot of snow out there.

but there are no chain restrictions on interstate 880 or highway 50. and really, that's the first time in the last few days that chains have not been required. one person was killed after an overnight hit-and-run accident. it happened just after 1:30 this morning on skyline boulevard. when police officers arrived on the scene, they found the body of a man in his 30s on the road. 45 minutes later, another man returned to the scene. police say they arrested that individual on suspicious of driving under the influence and hit-and-run. another deadly accident overnight. it happened just after 4:45 this morning on northbound 101. highway patrol says a nissan suv drifted off the highway and crashed into a tree. one man inside the suv died at the scene. the highway patrol says fog may have contributed to that accident. power line problems in san francisco caused delays for

riders. about 150 feet of power lines came down in two areas of the city last night. near 22nd avenue, power lines went down near fillmore street. the downed lines forced them to stop service on the endline. no word on what caused the wires to collapse. new information this morning on a reoccurring problem for oakland police officers. the city says a faulty antenna is to blame for hand held radio problems police officers experience during a shooting investigation early yesterday morning at a motel on enterprise avenue avenue. officers who responded to the scene say they were forced to use the radios in patrol cars. the antenna has been placed and -- been replaced. a 21-year-old san francisco man was shot through the window of his home. police say it happened last night in the hill neighborhood. the victim is in critical condition this morning. police have not released any

details about the gunman and they are saying if any has informs, call the police department. a week long hearing on excessive force by police officers wraps up today. the hearing is focused on the shooting of officer grant, but organizers are inviting the public to discuss any incidents that they believe involved police brutality. several organizations are sponsoring the event. today's meeting starts at 9:00 a.m. at brewer middle school in oakland. gas pressure surges on pipelines violate regulations say one group. they admitted to spiking the pressure on the pipeline twice before it exploded on september 9th. regulators say after the spikes, they were required to inspect the pipeline for defects and weak welds. they say they conducted a test looking for pipe corrosion. federal investigators say the

weld was the point of the explosion. attorneys for the company and lawyers for the victims will meet in court this week. both sides are hoping to sort out the details. all attorneys involved think one judge should handle all the cases. as of last week, 62 lawsuits have been filed for the september 9th pipeline explosion. san jose police are now investigating a house fire. after a marijuana growing operation was found inside. firefighters responded to the fire yesterday afternoon. during the fire fight, crews found the pot growing operation inside. now the fire caused about $200,000 in damage. firefighters say no one was home when the fire started. good morning to you. a live look at that time bay from san francisco this morning. san francisco soaking up almost an inch of rain from yesterday. the rain kept coming and coming and now that we have received

resort, they want to hit the new powder as soon as possible. so it's funny because a lot of families are up and at them pretty darn early. >> i have a friend actually who is home this weekend and it took her nine hours to get to you guys on friday. it was a long drive. but how is the weather looking now? are they getting a break to enjoy the fresh snow? >> reporter: today is probably the most picture perfect winter day that i can describe. not a cloud many the sky. there's not a whisper of wind. and we have so much new powder. for example, the storm total at homewood is 134 inches at the base. and 196 inches, excuse me, those are the base depths. i should be more specific. 78inches at the base and 121 inches at the upper mountains. so so much new snow. >> it's really amazing. we're looking at a live picture

of 267 and we can see people moving through there. the best time, right after the storm with the roads cleared, the best time to go up there. were you getting nervous, all that early snow, but january was dry for a while. and i know people were getting nervous that maybe the best had come and gone and then this came in. >> reporter: you know, mother nature is great at surprising us. and the great part about january is that november and december were record-breaking months at lake tahoe. for example, alpine mountains broke two records as did homewood. and therefore, that set us up for january. we had lots of snow to carry us through. and quite honestly, it just felt so good to go skiing in that sunshine. the trick was convincing everybody in your neck of the woods that it was still winter which it was. >> well, you didn't need to convince me. i went in short sleeves. it was a lot of fun. and sounds like you have great weather for today and tomorrow. and i know a lot of people are

going to be enjoying that. thank you so much for joining us with alpine meadows and homewood resorts. >> thank you. we learned one person has died in an apartment fire in brooklyn. fire officials say the body of a 64-year-old woman was found in the rubble. 20 firefighters have been injured. the call came in last insight more than 200 firefighters responded. many inside were evacuated. >> left everything inside. only thing i have to my name is on me. >> very scary. especially on a night like tonight, cold and windy and a fire like this and people out of a home, it's terrible. >> fire officials say four residentses were also injured in the fire. none of the injuries reported are life threatening. a spokesman for the fire department says a shelter for displaced residents has been set up at a nearby school. this morning, a major freeway in maryland has reopened after dozens of wildfires rage add cross the

state. yesterday police had to close the freeway in both direction after a wildfire spread into the median. firefighters say 50 miles per hour winds and dry conditions made it hard for them to control the fires. so far, there have been no reports of serious injuries. the mexican president is strengthening the army presence on the borders most used by drug smugglers. yesterday, he said four additional army groups will help the armed forces already stationed there. the region has become a bloody battleground between security forces and drug cartel. most recently a u.s. immigration agent was gunned down. and federal investigators believe that killing may have been a direct order by leaders of a violent drug cartel. military leaders at the pentagon say space is getting too crowded. they want greater cooperation with other countries. but it calls for better protection of space satellites because they could be targeted

by enemies of the united states. a scientist from the university of washington says she found evidence that there is still a good amount of oil stuck on the bottom of the gulf of mexico from the bp spill. she says her team has surveyed about 2600-miles in the gulf and found the spilled oil is not degrading as fast as hoped. at a conference in washington, d.c. yesterday, she showed pictures of dead bottom- dwelling creatures. this month, the government said the gulf would fully recover by next year, but she says based on her findings, that is not true. new information on what caused a massive sewage spill in san francisco. a break down in a pump control system is responsible for the spill last august. more than 94-gallons of sewage spilled into the lagoons it shut down the lagoons and forced the city to spend $250,000 to clean the upspill.

the city is now reportedly hiring an engineering firm to investigate why the pump system broke down. the county wants to play employers to start hiring. county officials are starting a new. it's called create jobs. it's going to subsidize employers if they hire new employees for a newly created positions. the jobs must be at least 20 hours per week and they'll put the employers up to 80% of wage cost up to $16 an hour. it is being funded by the federal and state works program. the refinery may be back up and rung next week. they have almost finished the repairs it began in late december that included installing anti-pollution devices. officials say there could be loud noises and flairing which are normal during a refinery start-up. air quality managers will be monitoring emissions from the plants. there's a new website

support pole that actually stopped the car. that happened yesterday at highway 92. nobody was hurt, including the driver who told police her car was in park the entire time. a contractor had to be called in to stabilize the support pole. more people are strapping on their seat belts coo according to the california highway patrol. they say the click it or ticket campaign is partly responsible because drivers are trying to avoid pricy tickets. the tickets went up $142 and the price is higher for repeat offenders starting at $250 or more. despite the increase in seat belt usage, a study found that 80% of passengers admitted to not wearing a seat belt in the backseat of a car. a new medical device might help stop heart attacks before they start. it's implanted in your chest. if it defects abnormalities, it

he last called his family on thursday and told them he was going to take one more run down the mountain. about a hundred people are expected to join the search today including teams from several areas. on friday, crews did pick up a signal from his cellphone near some of the most difficult ski runs on the mountain. a man was killed in a hit- and-run accident. police say it happened just after 1:30 this morning. when police officers arrived on the scene, they found the body of a manis 30s on the road. 45 minutes later, another man returned to the scene. police later arrested that individual believing he was responsible for the it and run run. police say the -- for the hit- and-run. police say the driver is was possibly also under the influence. this accident happened just after 4:00 this morning on 441. highway patrol says a nissan suv drifted off the highway and crashed into a tree. one man inside the suv died at

the scene. highway patrol says fog may have contributed to that happen accident. pg and e insists it would not change how it monitored the pipeline that exploded last september. that's according to a report in the mercury news. after the explosion, investigators found a seem many the pipe that they say was poorly welded. they believe that is where the blast originated. the company said federal guidelines are the same for pipes with seems and with without. legal fallout over the blast is continuing. this week attorneys for the company and the law firms representing the victims will meet in court. both sides are hoping to sort out the legal details. right now, all attorneys involved think one judge should handle all the cases. as of last week, 62 lawsuits have been filed against the company for the explosion. new information on a reoccurring problem for oakland

police officers. the city says a faulty antenna is to blame for hand held radio problems officers experienced during a shooting investigation early yesterday morning at a motel on enterprise avenue. police officers on the scene say they were forced to use the radios inside their patrol cars. they say the faulty antenna has been replaced and radio operation should be back to normal. a woman who drove her suv into a ride-aid says her car was in park the entire time. the lexus smashed into the drugstore yesterday. fire officials say the suv could have hit people inside the store if it wasn't for a support pole that stopped its progress. nobody was hurt. the store closed after the crash so employees could clean up. a contractor was called to stabilize the support pole. time now 8:05. hundreds of thousands of people braved the wet, cold weather to kick-off the year of the rabbit with a bang.

you. this legislation was brought up long before that deadly shooting rampage in tucson because arizona is known for having some of the most liberal gun laws in the country. now there are two proposals on the table. one would allow people to bring weapons oncollege and university -- onto college and university campuses. and the other would make it legal to bring it into public building, sporting events, hospitals, even courtrooms. the only place that could ban a weapon, those that provide firearms lockers onsite, those that have armed security guards or metal detecters. despite the stipulations, critics say it puts the public at risk. >> most would agree that taking guns into public buildings such as right here in the senate or into the governor's tower or supreme court is not appropriate. and in fact, it's a danger to our community. >> reporter: but gun rights advocates see this as the

roadways. a 21-year-old man is in critical condition this morning after being shot multiple times in san francisco. it happened last night in the neighborhood. police say the victim had been shot through the window of his home. police have not released any details about a possible suspect, but anyone with information is being asked to call the police department. a faulty water heater is being blamed for a carbon monoxide leak that sent three people to the hospital. that happened yesterday. police officers responded to complaints of nausea. crews were also onscene. they say a low level was detected in that home. no serious injuries were reported. the family is expected to be just fine. the county is working to close a $40 million budget hole. the mercury news reports county officials want to cut 11% of their budget to help close the deficit. that number could grow if california voters reject governor brown's plan to extend

temporary taxes in a june special election. county officials are reportedly also trying to work with employee unions so they can help absorb some of the cuts. some solutions being considered include laying off 100 people within the sheriff's department. granting compassionate release to jail inmates who are dieing and speeding up the decision on whether to pursue the death penalty in murder case. if you are in the market to buy a car, one bay area school district wants you to buy that car now. an offer by concord car dealerships this weekend is part sale and part fund raiser. a percentage of every ca is going to benefit programs in the school district. the district eliminated funding for the programs two years ago. the dealerships say it helps craw in customers, but also raises money for a good cause. >> for the 14 dealerships involved here in city, over a busy holiday weekend like this, it should be several thousand dollars.

from bay point this morning. a chilly start if you're getting outdoors. bring along the jacket. in the past hour, we have learned that one person has died in an apartment fire in brooklyn. fire officials say the body of a 64-year-old woman was found in the rubble. 20 firefighters and four residents have also been injured. none of the injuries reported are life-threatening. over 200 firefighters responded to the fire. they quickly evacuated residents from the sixth story apartment building. >> left everything inside. only thing i have to my name now is what's on me. >> very scary. and especially on a night like tonight, cold and kind i did and a fire like -- cold and windy and a fire like this, it's terrible. >> the call came in last night. a spokesman says strong winds made it hard to get the fire under control. a shelter has been set up for residents at a nearby school. this morning, a major freeway in maryland has reopened after dozens of wildfires rage add cross

maryland. yesterday law enforcement agencies had to close the freeway in both directions after a wildfire spread into the median. firefighters say 50 miles per hour winds and dry conditions made it hard for them to control the flames. so far, there have been no reports or injuries. banks are back open in egypt today after being closed for a week. egyptians lined up early this morning. they're waiting for first chance to do business in the banks. the banks closed last week following large labor strikes and the downfall of hosni mubarak. the egyptian government estimates it lost about $1.7 billion in revenue during the closier. and economists say it undercut investor confidence in the country. the mexican president is strengthening the army presence on the borders used by drug smugglers. he said four additional army groups will help the armed forces already stationed. it has become a battleground
