there were some flowers left behind in memory of 16-year-old matthew miller and 17-year-old gavin powell. they set out saturday afternoon in a two person inflatable raft that one of the boys apparently discovered in his garage. contra costa county sheriff deputies say the teens were wearing bicycle-style helmets but not life preservers. search crews started looking for the boys. their bodies were discovered late that afternoon several miles downstream in concord. so was their deflated raft. friends say the two teens had been close friends for years. they were good students involved in a variety of extracurricular activities. >> matt was a great artist. totally amazing. gavin was just one of the nicest people you'd ever meet. >> reporter: a contra costa county sheriff spokesman says the currents in the stream that the teens were rafting in were moving very rapidly with all the stormy weather we had on saturday. there's no public access to the creek and there are chain link

fences and barriers around most of the creek entrances. other than a sign that says creek access restricted, there are no other posted warnings about the dangerous waters. again, these two students were juniors. an autopsy is expected to be scheduled for tomorrow. reporting live in walnut creek, ktvu channel 2 news. time now 7:02. we're getting new information right now about one of the americans on board a yacht that's been hijacked by somalia pirates. we talked to her mother this morning. she says she's worried about her daughter's safety. she and her partner just joined up with a southern california couple aboard the yacht in the indian ocean before it was hijacked yesterday. now a u.s. battleship is shadowing the yacht as it heads for somalia now. the case bay area families say no ransom has made as of yet but federal authorities are

staying in contact. it is 7:03. people in the sierra are traveling back home to the bay area today after the long president's day holiday weekend. the winter storm reportedly brought between four and nine feet of snow to lake tahoe since last week. these are live pictures of some of the snowy roads. traffic is moving quite well. we checked with cal trans and there are no chain requirements or traffic restrictions right now reported on interstate 80 or highways 50 or 88. coming up in just a few minutes we'll check with sal to see if there are any traffic trouble spots there this morning. time now 7:03. the race now just a couple months away but this could possibly be the last year for that long island foot race across san francisco. ktvu's jade hernandez joining us live to explain what this is all about. good morning, jade. >> reporter: good morning. we're live along the hay street hill. this is part of the race's route. this morning the question is can this race survive the uphill battle to keep the

tradition alive next year. there are a lot of people who are upset with the new race's restrictions. this year no floats and no alcohol. and thankers some folks. we spoke to a couple of residents in the neighborhood this morning. and you're taking a look at a website dedicated to preserving battuta breakers the way it's evolved over the years. they believe the death of the race is just around the corner. this year's race is not the last bay 2 breakers. there is talk without a sponsor the 12k race may be through. recent drunken debotchery including public urination and vomiting along the route has led to problems for residents who live along the route. there will be strict enforcement of the 60,000 participation cap put in place this year. but despite the new rules this year's spokesman for the race says there's unprecedented registration. this year marks the 100th anniversary of the race and one

woman who ran the race told us a few hours ago said she'd be sad to see the race's tradition end. >> i think it's a little wilder. it has been. but it's such a fun just celebration because it comes through the street. it's really fun. it's just a big kind of event for the neighborhood. >> reporter: now we've contacted the spokesman for the race. and as soon as we hear back from him we'll hear what he has forecast for the future coming up. reporting live from san francisco this morning, jade hernandez, ktvu channel 2 news. time now 7:05. the president's day holiday today means a lot of offices won't be open today. federal, state, county, city offices will all be closed. banks, public schools and postal service also closed for the day. the holiday also effects public transit. bart, muni and cal train will be running on saturday schedules. golden gate transit and ac transit will run on sunday

schedules. sam trans and contra costa county connection will be on a modified schedule. only vta in santa clara county is running on a normal schedule. and don't forget parking will be enforced today in san francisco. more money for driving your car around. gas prices continue to head upward with prices up more than a nickel in the last two weeks. we just checked and they're up another penny since yesterday. expect to pay an average of $3.62 for a gallon of regular in san francisco. $3.58 in san jose. and a penny less than that in oakland. we talked to one man in oakland this morning and he says he has to drive so he'll continue to pay whatever the price. >> i don't like it. i suppose if i drove more than i did it would matter, but i'll deal with it. >> san francisco has the highest prices in california with gas 13 cents a gallon cheaper in yuba city. the lowest price in california

paying a little more. the turmoil in the middle east in africa is not helping. >> right. time now 7:07. let's see what sal is seeing out there to help us get around this morning. sal. one of the things that saves gas is not idling. this morning you probably won't be because it's light out there for the president's day holiday. a lot of people have the day off. if you have to drive it should be a pretty efficient trip for you. this is allocated 80 westbound as you can drive out to the area there. traffic is moving along relatively well. no major problems there this morning as you're coming up to the toll plaza area. the traffic continues to look very good. and again there are no problems there coming into san francisco. i'm having a little trouble with my map so we'll just have to hold it here for a second because it's not coming up. but westbound bay bridge traffic is moving along relatively welcoming in to san francisco. going to toss to steve. hello. you've been asking people who are working today on twitter.

>> yes, i have and a lot of people are working. >> including chp officer tom mcguire. >> that's right. >> there are a few. sunday we cleared the clouds and snow in the hills. we had a lot of snow up there. livermore hills bob sent in a tweet picture there. i know mt. tamalpais pam told me about. looking at all the snow. all the peaks have some snow and looks like there could be more by this weekend too. today cloudy and cool. i will mention light rain. this system is staying mainly off the coast and going right down the coast. but light rain to the west, a few sun breaks more to the east. now tuesday and wednesday look okay after some cold lows. upper 20s and lower 30s but at least mostly sunny. by thursday we cloud it up and then a very cold rain looks to be on tap for friday the with low snow levels maybe below 1,000 feet. now with that in mind there have been times -- these are the main dates national weather service forecast in monterey supplied this information on his discussion this morning but there have been other dates

february 5, 1976 significant snow even in san francisco and also january 21, 1962. measurable amounts. december 1998. so it happens. these were two memorable occasions. we're in a la nina year. it's peaked but it's weakening. the forecast scenario is almost identical for this friday and saturday as it was for february 5, 1976 and january 21, 1962. so with that in mind, just giving you a heads up we could see some really low snow levels as we head towards friday and saturday. details to be ironed out later as we get close. right now four days away, but everything is pointing in that direction. what's pointing in our direction today are a lot of clouds. the system is right here. right there. now if it came over us like thursday, friday and saturday, it would be a cold rain. this one is expected to go down the coast and keep right on trucking down the coast. but out ahead of it we could get some light rain. not a big deal.

but along the coast north bay a lot of clouds. 30s and 40s. temperatures have started to go up a bit due to the cloud cover. they were getting down pretty fast. and then the clouds come in and that brings temperatures up. fremont starting off at 39. go 48 at noon and then 53 for a high today. on the cool side due to the cloud cover it will be a mostly cloudy day as temperatures are hard pressed to warm up in this kind of a pattern. one low scoots down the coast. after that it will be okay for a couple days. then all eyes will be looking towards the north as this really cold system begins to get closer and closer. today cloudy and cool. light rain. some sun though. maybe a few sun breaks later on or off toward the east. highs in the low 50s for many or mid-50s at best. higher elevations upper 40s. for the five day after today tuesday, wednesday, all right. cold in the morning. thursday we cloud up and friday looking like a cold rain and low snow. thank you, steve. it is 7:11. and in libya the deadly

washington d.c. newsroom now with the reports out of libya from human rights groups. allison. >> reporter: dave, human rights watch reports that more than 230 people have been killed. the u.s. state department is demanding an end to the use of lethal force against anti- government demonstrators. this is some of the video that's been posted on youtube of the libya crackdown. the u.s. is threatening to take all appropriate action in response, but at this point it's unclear what that action would be. the protesters have seized control of two major cities. but the son of libya leader gadafi delivered a rambling speech last night offering some concessions while threatening civil war and a blood bath if the demonstrations don't stop. >> we'll be crying over thousands. blood will flow. rivers of blood in all the cities of libya. >> reporter: meanwhile oil prices jumped 4% over last week

as the libya protests intensified and oil giant bp has ceased all operations in libya and ordered its employees to leave. reporting live from washington d.c., allison burns, ktvu channel 2 news. okay. allison, thank you. and similar unrest is still growing in other parts of the middle east. in yemen thousands of demonstrators gathered before sunrise this morning. they are continuing their protests against the government there. riot police also clashed with the demonstrators. and other anti-government protests are happening in both  morocco and back rain. it's 7:15. a sacramento reporter and photographer are shaken up but otherwise okay after being attacked. [ indiscernible ] john and rebecca from our fox affiliate in sacramento were reporting on a fatal shooting as they approached friends and family of the victim, little was pulled to the ground and

kicked. he was hit in the face. police are reviewing this footage and video from several other news stations who witnessed the attack. no arrests have been made. time now 7:16. a wooden fortress now surrounds a family home of that accused gunman in the mass shootings in tucson, arizona. take a look at the video. this is outside the home that jared loughner shared with his parents. in recent weeks his father put up a wooden enclosure that covers the front door and windows. the garage door windows are also now covered with paper and a steel mailbox with a lock has been installed there. loughner's accused of killing six people and wounding 13 others including congresswoman gabrielle giffords. that shooting has spurred the university of arizona to create a special political discussion center. it's called the national institute for civil discourse. it's in response to last month's mass shooting in tucson. organizers say theto advance th

conversation about civility in political debate. former presidents bill clinton and the senior george bush will be serving as the institute's honorary chairman. it's 7:17. the texas state legislature is expected to pass a bill that would allow university students and professors to carry concealed handguns. supporters say it's the best defense against college shootings such as the virginia tech rampage that killed 32 people. but opponents say it would make campuses more dangerous. texas governor rick perry who says he packs a pistol while jogging supports the bill. all right. our time is now 7:17. there's a new gallop poll out about who was the greatest president in american history. and ronald reagan is at the top of the list. reagan came out even ahead of abraham lincoln who was number two. many other recent presidents also made the top ten list including bill clinton, john f. kennedy and barack obama. george w. bush tied for tenth

place with thomas jefferson. the poll officials believe that the recency effect is in play here meaning that people are voting for presidents they've known in their own lifetimes. speculation this morning swirling about who's been invited to attend the royal wedding of prince william and kate middleton. invitations went out to 1900 guests. mostly family members and friends. we're hearing reports that elton john, kanye west and soccer star david beckham and his wife are on the guest list. president obama and sara pherson, the ex-wife of prince andrew, were not invited we're told. prince william and kate middleton will exchange their vows april 29th at london's westminster abbey. it is 7:19. actor liam was number one at the weekend box office. >> crashed. >> a thriller unknown is the story of a man who comes out of

good morning to you. welcome back. time now 7:22. a new san francisco chronicle report says pg&e violated federal regulations when they increased the pressure on the pipeline that blew up in san bruno. pg&e has admitted spiking the pipeline twice in 2003 and

2008. pg&e claims those pressure hikes were both safe and legal. it is 7:22. >> and police at uc davis are right now investigating two weekend burglaries. burglars struck two on campus apartments some time between saturday night and early sunday morning. the burglars were able to get away with tv sets and other electronic items. we're told no students were home at the time of the robberies. police on campus now telling his students make sure they lock all their doors and windows to their rooms and their apartments. it is 7:22. apple shareholders are demanding more transparency on the company's plan for life after steve jobs. it's not clear if jobs will be at the annual shareholders meeting on wednesday when they vote on whether to require more transparency. it's growing with job's current leave of absence to focus on his health. that's after two other long- term leaves in recent years for treatment of pancreatic cancer

and liver transplant. apple stock is down 2% this morning. giants closer wilson making progress after treatment for his back. despite lingering stiffness, he is expected to throw in another bullpen session today. cold wet weather in scottsdale over the weekend prompted giants to excuse him from on field drills. instead he played catch yesterday to keep his arm limber. and his beard is -- >> getting thick. >> still there. yep. >> they want wilson to take it easy. and we want sal to take it easy on this president's holiday. the commuters don't want you to work too hard. i don't think a lot of people are going and making it a lot easier for us. dave and tori, let's go out and take a look at what we have now. the traffic is moving along relatively well on 237 as you cross 880. it has been a pretty nice drive there. no major problems this morning if you are driving out to the bay bridge toll plaza. that traffic is moving along pretty welcoming up to the pay gates. when you get on to the bridge it looks pretty good and there are no major issues.

rafting accident happened in walnut creek and it's not the type of place you'd expect to hear about something like this. that's because the body of water where this accident took place is supposed to have no public access. people are not allowed to be near it. and in fact at this particular entrance we're looking at this part of the creek off of treat boulevard you can see there's a fence around it. and over on this side there's a locked gate with a no trespassing sign to prevent people from going in. but authorities say these two boys started the rafting trip a mile upstream from here. and at that location we checked out that site and there was no locked gate at that entrance. it was near murwood elementary school in walnut creek. at the site this morning there were some flowers left behind in memory of 16-year-old matthew miller and 17-year-old gavin powell. the two set out on saturday afternoon in a two person inflatable raft. contra costa county sheriff deputies say the boys were wearing bicycle style helmets but no life preservers. early sunday morning when they didn't return home search crews

hundreds of flights are being effected this morning because of a storm in the midwest. airports in chicago, detroit and minneapolis-st. paul have all canceled flights or are experiencing major delays. i've heard four hours at o'hare. we're live from south minneapolis with -- wow. look at all that snow. good morning. >> reporter: thank goodness. i've been doing this since december roughly without any stop whatsoever. we are now on track for the second snowiest winter ever. 72 inches. that's about a six foot tall man's worth of snow that we've had so far this year. and yesterday it was snowing at about one or two inches per hour. and here in south minneapolis we have about a foot. eleven inches, roughly a foot. little more in the southern suburbs. enough to cancel hundreds of flights at msp as you said. enough to cause roughly 320 accidents on metro highways.

those are just the highways. that's to say nothing of sliding off in the ditch on the side streets. yeah. do you have any openings for feature reporters there in the san francisco-oakland area? just asking. just asking. okay. [ laughter ] as you can see people have had to dig their cars out before they can even try to get them out on these roads which may or may not be plowed. you may not know that we are very good at dealing with snow in minnesota. we are -- snowplows are among the best in the nation. they get right out and take care of it. but this came down so fast so hard they're working hard just to get one single pass down some of these side streets. that's what we're looking at here. and here's the best news of all. march is actually our snowiest month. >> oh my goodness. >> reporter: typically we'll get another ten inches in march. and if we do, we will for sure have the snowiest winter season

ever in the minneapolis area. >> you mentioned that you know you're used to snow there. you expect it to happen. but is this really even too much or are people starting to get a little stir crazy? >> reporter: people are getting really tired of shoveling. we've had to have alternate side parking in effect all winter long because the snow has piled up so high and has not melted off that emergency vehicles basically can't get through these streets if people park on both sides. so there's that. even people who have you know four wheel drive and all wheel drive especially in the suburbs are finding they just can't bust out of the snow this morning. >> yeah. well a lot of challenges out there. thank you. we'll let you get back to your shoveling now. live in minnesota. >> reporter: okay. thanks so much. >> okay. it is 7:34. the red cross says blood collection is at its lowest level in a decade because of the severe weather across the country. but you can actually help out

today. moments ago in san jose the american red cross kicked off a blood drive. centers in oakland, pleasant hill andpleasanton will also welcome donors at 8:00 a.m. more blood is needed because of bad weather in so many parts of the country have prevented donors from getting to centers. rescue teams will continue a search for a missing southern california hiker. he parked his car at the tram station saturday. he was planning to hike to the peak. he last used his cell phone at noontime saturday. but that's when a snowstorm hit. family members say he is an experienced hiker. he did have a day pack with food, water and extra clothing. in a search for a missing snow border is over with the discovery of his body just outside the boundary of the mt. chias that ski park yesterday. the 23-year-old from redding last called his family on thursday. told them he was going to take

one more run down the mountain. that area had avalanche conditions and also two feet of fresh snow. 7:35. two people are recovering from injuries this morning after a cable car crashed into a muni bus. it happened around 4:00 yesterday afternoon on columbus avenue and chestnut street in san francisco's russian hill neighborhood. a muni spokesman says the driver of the cable car lost control after the car lost its grip on a worn cable. both the cable car driver and bus driver will now undergo routine drug and alcohol testing. today is the final push at 14 bay area car dealerships. they're trying to raise money for the mt. diablo school district. the car dealerships will donate part of their sales from today and this past weekend to try to help save music and athletic programs. the mt. diablo school district eliminated funding two years ago and the athletics program needs more than $1 million just to stay afloat.

the santa clara city council will meet tomorrow to make sure the funds for a new 49ers stadium don't disappear. governor jerry brown has said he wants to do away with redevelopment agencies and funnel that money to education and local government. the santa clara city council will look at ways to ensure that the $40 million promised for the project is not cut from the state budget. time is running out for surfers ready to show off their world class talent near half- moon bay. there's just a week left before the window closes for the j at maverick surf competition. there have been few big swells since the window opened on december 1st. and none have been large enough to launch the invitation only event. two dozen surfers around the world are waiting for a 24 hour notice to participate. time now 7:37. some stanford students will be spending their sundays in prison. ten students pursuing degrees in law, psychology and literature will be working with

20 inmates at san quentin. they'll get insiders knowledge of the prison system. the inmates have all received associates degrees through the prison university project. the groups will hold sessions on sunday afternoons in a classroom at san quentin. well, the writings of former presidents are on display here in the bay area. >> your most obedient and very humble servant chief washington. >> that's fascinating history. the presidential signature exhibit will be open today in palo alto. comes courtesy of retired wall street executive joe baldwin. he started collecting presidential memorabilia in 1980 first buying a letter written by george washington. the collection is open between noon and 4:00 at the all saints church on waverly street in palo alto. >> kind of cool to see those up close. almost like you're touching history. >> it really is. 7:38. we want to check in with sal letting us know not too much traffic out there morning to be

little heads up. today we have cloudy skies. could be light rain. most of it will stay off the coast. most of it will. north bay along the coast best opportunity for anything. cloudy, cool, light rain to the west. less of an opportunity the farther east you go. tuesday, wednesday, mostly sunny. cold low but at least mostly sunny. on thursday we start to cloud up and light rain could make it even in the morning. more likely in the afternoon but we'll ease into it as we get closer to it. friday and saturday cloudy and cold. rain and maybe some very low snow levels. there's a lot going on here. now as you know we had snow on the bay area hills and lower elevations on the weekend. now it's not uncommon to get at diablo also mount hamilton, st. helena. you know that. but what could take place and the national weather service forecaster in the morning discussion brought this up. february 5, 1976, january 21, 1962, memorable snow days not only in the bay area but san francisco. there have been others. summer 1998, december 1990.

these are two for the books. the pattern we're in a la nina pattern. takes about six months or so to break it all down. the same pattern is in place possibly for this friday and saturday that was in place february 5, 1976 and january 21, 1962. a lot can change between now and then. but it's looking very interesting to say the least. we'll see what takes place. all signs pointing towards a very cold air mass coming in here. today all signs are pointing at a lot of clouds and not much rain. the low right off eureka is starting to go down the coast and backtrack a little bit. out ahead of that you can get light rain or even some snow. it's cold enough as you know. system off in fort brag, cape but little blips on live storm tracker 2 and off the coast. hence why closer to the coast greater opportunity for any rain. farther east not so much. 30s and 40s. we were seeing the lows falling off the table then the cloud cover came in and that brought them back up. oakland was 38. now they're 42.

all right. thank you, steve. it is 7:42. a uc santa cruz professor says we can expect powerful storms more often as sea levels rise more quickly than in the past. gary says the rise is one of the dangers of continued greenhouse gas emissions. climate change predictions call for more intense and frequent coastal storms and rising sea levels. estimates range from one foot to 4.7 feet by 2120. that will keep steve quite busy in our ktvu weather center. it is 7:42. which bay area teachers could see a 20% pay cut and what might prevent this from happening? well, a bay area county is going to pay employers to hire people. and where they're getting the money to do that. the federal government facing a looming shut down. we'll learn what's happening today to try and avoid this situation.

7:45. the clock is ticking for democrats and republicans on capitol hill to come to agreement on a spending plan for this year's budget. we report from washington d.c. if they can't reach an agreement by march 4 next week, the government would basically shut down. right? >> reporter: absolutely, tori. it's a situation we're watching very closely here on capitol hill. at issue is how to spend the federal dollars basically in the house. over the weekend on saturday passed a spending plan for the rest of fiscal year 2011 which ends on september 30. in their proposal they slash spending by $60 billion. for senators though they say, hey, wait up not so fast. we don't approve of the

spending cuts and in fact they say they want reinvestment in areas like education and some of president obama's key priorities. keep in mind this is going into a re-election year for the president. so any cuts to his cherished programs and really his priorities would be a major blow going into the re- election. so that is really the backdrop of all this. but as you were mentioning, if there is no short-term plan in place by march 4, the government could shut down. the rhetoric is heavy on capitol hill. here's what both sides are saying. >> speaker boehner has said essentially he's not going to favor continuation without there being significant cuts. significant or whatever thage effective is is very important. but the president backed away from all of this. he offered his budget which is irrelevant to the whole business right now. >> we're going through their document right now. it's a big document with a whole lot of pages.

and while at the same time we prepare an emergency stopgap measure to keep the government going so there's not a shut down. >> reporter: now despite the differences in philosophies, spending priorities, both sides say they do want to compromise to come together on the short- term plan to keep the government running. however, that has not yesterday happened. if they have that in place, then they say they will work toward a longer term budget. latest from here in washington. tori, back to you. >> so if they vote on this $61 billion federal funding cut do we know where democrats stand on that. >> reporter: interesting they did actually pass that on saturday. that's proposal. but now the senate has to really look through page after page what they're cutting. and they are controlled by democrats keep in mind are not in favor of a lot of these cuts especially to democratically favored programs like education, health care, things like that. so clearly there's a big

change. and factions here on capitol hill in terms of priorities and that is what the big budget battle is over. so keep in mind they have to somehow get together with all the tough talk aside to make sure the government is up and running still after march 4. >> all right. be interesting to see if they can make that deadline. live in washington d.c. it's 7:48. employee unions are expected to make more noise today in wisconsin as they continue to protest a bill that would take away their collective bargaining rights. this is what the scene looked like yesterday in madison. but the crowd could be smaller today. teachers are being told not to participate. the head of wisconsin's teacher union says it's time for the educators to go back to school. schools were forced to shut down last week after too many teachers called in sick to join the protests. now the situation there still remains at a standstill. democratic lawmakers are still across the border in illinois. one democrat is needed for

aquarium in order to vote on this measure. time now 7:49. after going three years teachers may be asked to take pay cuts. according to oakland tribune district officials are blaming a 20% funding drop over several years. now the size of the proposed pay cut will reportedly depend on whether voters extend tax hikes. they will pay employers to hire more workers. the program's called create jobs. it will pay employers as much as 80% of the salaries of new employees who make up to $16 an hour. this program by the way is funded by federal and state grants. well, most bay area cities are watching every penny these days. but san mateo is going on a $40 million spending spree. that's right. they're trying to head off the governor's plan to take away state redevelopment money.

are fenced off like this area just off treat boulevard and shepherd road in walnut creek. if we pan down, why its -- you can see why it's so dangerous. the currents are strong, the water appears to move very quickly and during saturday's storms, the water levels were much higher than what they are now. the authorities say the two teens started their rafting trip about a mile upstream from where we're standing. we went to the site where they started and we found some flowers left inside in memory of mathew miller and gavin powell. the teens set out saturday afternoon in a two-person inflatable raft. contra costa county sheriff's department say they were wearing helmets but not life jackets. there were bodies were discovered -- their bodies were discovered down the stream along with their raft. one friend told ktvu they had

autopsies will take place this week for two teens killed in a rafting accident. allie rasmus is live with more about what authorities are saying about the tragedy. >> reporter: that accident happened in walnut creek. it's not a place you would expect to hear about a rafting accident. that's because this body of water you are looking at is supposed to have no public access, people are not supposed to be near it, yet alone in or on the water. the currents are strong. the water levels can get much higher than what you are

looking at right now. now, authorities say the two teens started their trip about a mile up stream from where we're standing. they entered the water near mirrorwood el m entry school. and we visited that site and found there were some flowers left behind had -- left behind in miller and powell. the two teens set out saturday afternoon in the middle of a rain storm on a two-person inflatable raft. contra costa county sheriff authorities say they were wearing helmets but not life preservers. their deflated raft was also discovered there. the two teens had been friends for years. they told ktvu the boys had been planning this trip for a month. now, during saturday's storms, the water levels in this creek were very high, in some spots they were a as deep as 15 feet.

we have breaking news now from daly city. we want to show you some live pictures from san pedro road near mission. daly city police are at the scene for a possible s.w.a.t. standoff. we are working to gather details right now. but as you can see, there is a heavy police presence in the area. these police officers look like they are fully loaded to protect themselves with helmets and a lot of body gear also as they surround this tactical rescue vehicle.
