temperatures here in the bay area. when it's expected to get even colder. that's all ahead here on the county v morning new -- ktvu morning news. it is cold but it's also breezy. that's taking the edge off of these lows from dropping too far. today once we get going sunny and a little warmer. san jose very close to 60 and 59. now an update on the traffic with sal. the traffic is moving pretty well on highway 4. it's clear weather. it's not clear weather everywhere. we do have fog problems on the peninsula. traffic is moving along okay if you are driving on the san mateo bridge westbound 92.

4:31 let's go back to the desk. >> thank you, sal. topping our news this morning. police have a warning for grocery shoppers in oakland. ktvu allie rasmus joins us with details of the disturbing crimes and who is being targeted. good morning. >> reporter: good morning, pam. we are at the safeway off of redwood road. i just spoke to the police lieutenant who oversees this area. he explained in the past several weeks there have been seven robberies targeting grocery shoppers. he explained the robberies haven't happened inside the grocery store or parking lots but the suspects appear to be looking for victims shopping here, finding them in the parking lot, and following them home. robbing them of purses in their driveways and sometimes in the garages of their own home. >> there is a couple different

locations that statistics our crime reports have indicated. it's not just particular one location or one particular part of the city either. >> reporter: now the oakland police lieutenant you heard from explained some have happened in the north oakland area at other types of grocery stores not just safeways. now coming up a little later on this morning we're hoping to speak to the lead police investigator on this case to ask him a little bit more about the suspects they are looking for. for now we are live in oakland. we continue to follow developing news out of new zealand this morning after a powerful earthquake hit the country. the magnitude 6.3 quake struck at 1:00 in the afternoon outside the city of christchurch.

video shows the devastation and first responders rushing to people that are hurt. at least 65 people are confirmed dead. that number is expected to rise. overnight we learned as many as 100 people may still be trapped in collapsed buildings. new zealand's prime minister the united states along with other countries have already offered to send help. >> we is gotten help from australia and united states. i don't think we can go past the effect we may be witnessing new zealand's darkest day. >> this is the second quake to hit in five months. the first one was less powerful. we'll have more updates from new zealand throughout the day. we almost bring you any new developments on ktvu.com. grief counselors will be on the campus of lost leo most

campus. the memorial for matthew miller and gavin powell is scheduled for 6:00 p.m. wednesday at at shell ridge in walnut creek. the test results confirmed their two person inflatable raft was no match for the dangerous fast moving canal waters in contra costa families and the boys both drowned. they have no idea why the boys decided to go rafting during saturday's powerful rainstorm. >> gavin was a wonderful kid. and to do such inexplicable stunt is beyond comprehension to everybody in the family. >> both were wearing helmets but they were not wearing life vests. overnight bay area

temperatures plunged to near freezing. for people that were homeless it was an especially long night. the redwood gospel mission center has been full for the last few weeks. we spoke to a woman that was turned away. >> it's very cold in the morning. it's hard to get up because you just can't move. >> the redwood gospel mission says it has run out of blankets and sleeping bags. any donations from the community are welcome. libya's ambassador to the u.s. is joining the call for momar to step down. he made a brief appearance on state tv. he says to show he did not leave libya. several officials have resigned to protest the killing of

demonstrators. bahrain's king has ordered the release of prisoners. a leading member of the opposition called the prisoner release a good step and a positive gesture. another massive demonstration is scheduled today in bahrain as they await the return of a leader that has been out of the country for years. back here in the bay area oakland police say they discovered one of the city's largest residential marijuana growing operations by accident. officers were responding to reports of a break in at a home on east 16th street early sunday morning. but instead of burglars they found a stash of marijuana worth more than $400,000 and more than 1500 pot plants. police say nonofficial medical

marijuana documents were found in the home and they arrested the man that lived there. a mountain view will -- to specifically allow medical marijuana dispensaries. but the scheduled vote could be delayed to allow for more time to work out the details. dispensaries would be required to operate as nonprofits and be a certain distance from places where children gather. a tax code dating back to the reagan administration is a center of a medical marijuana fight. several bay area cannabis collectors are thinking of applying a little known tax code. that would prevent them from deducting their rent, payroll, or other expenses. it was created in the 1980s to go after drug dealers. the director of the harbor side health center said it should not be applied to his

operation. >> i don't think a provision that was designed to cocaine king pens should be designed for someone that is operating in strict compliance with state law. >> harbor side are lobbying politicians to allow dispensaries to deduct expenses. time now is 4:38. we want to check out the traffic. >> traffic is moving well around the bay area. there is fog though believe it or not even though we are look at clear pictures. chp is advising a fog on the peninsula. this is a look now at the bay bridge toll plaza and that traffic moves along very nicely. if you are driving to the south bay it's a nice drive here. it's 4:39 let's go to steve. we do have mostly clear skies. i will believe the chp.

there goes our system. see sometimes mother nature behaves. right on down the coach. if it would have gone 40-50- miles to the east we would have had rain, rain, rain. it's picked up a little bit. the windchill in the low to mid 30s. there goes one system out of the picture. there is very dry air coming in behind that. it will be sunny today. that is the good news. what is the bad news? it's cold out there. we get a break for a couple days. the leading edge is beginning to move into the picture. sunny and breezy. it's a cold morning. it will be a little warmer when we get that northerly breeze going. 50s to a few mid upper 50s.

pacifica and antioch 56. and definitely sunny compared toyed. it will billion sunny as we go into wednesday and thursday and things start to change as we head to late thursday and friday. the crime rate is dropping in east palo alto. the police chief will hold a meeting to talk about the reasons why and discuss a new program that will bring gang members face to face with police. the first gang call in is march 1st. identified gang members will be offered the choice to stop the violence and get help or be the primary focus for law enforcement. some areas are buried under 19 inches of snow. where that storm is headed and who will be expecting more snow. prince plays to a sellout crowd here in the bay area.

florida after a st. peters burg police officer was shot and killed. he is the third officer to be killed in the line of duty in the city in less than a month. >> the city has been through hell. it took 30 years to lose an officer in the line of duty and within 30 days it has happened again. >> police say officers were called to the cities downtown area at 10:30 last night for a suspicious person. when the officer approached a man gunfire was exchanged. the 25 year veteran was shot multiple times. it's unknown if the suspect was hit but he ran from the area. last month two st. peters burg police officers were killed as they helped serve a warrant. a bus driver is dead and

many others hurt after he lost control and slid off the road. the bus was carrying mostly middle school and high school teenagers. the mountain road was wet but not icy. a winter storm is moving east this morning after leaving more than a foot of snow in the midwest. minneapolis has declared its eighth snow emergency. the most ever recorded in a season. as much as 19 inches of snow fell in some parts and this morning minneapolis st. paul airport is working to return to normal. that is after hundreds of flights were canceled. snowfall is expected today in baltimore, philadelphia, and washington, d.c.. a san francisco man will be formerly charged for beating a priest he claims molested him when he was a little boy. that charge carries a maximum

four-year prison sentence. lynch has many vocal supporters saying the priest not lynch should be going on trial. daily city -- dalely city police after a standoff. police reported to shots being fired. swat teams were called in. shortly after 11:00 the couple came out of their house and peacefully surrounderred. no one was hurt. wisconsin's governor said he would not negotiate over his plan to strip most collective bargaining rights from every public employee. democrats and the union say they would accept an increase in the cost of benefits but not removal of collective bargaining rights. 14 democratic senators skipped

town last week and went to neighboring illinois trying to stall a vote on the controversial plan. they say they won't return unless governor scott walker is willing to make concessions. >> governor has option to be the unifier. >> three republicans would need to join with democrats to block that bill. tonight the mt. diablo school board considers whether to close another school. the board already voted to close holbrooke elementary and glen brook. some district employees plan to stage a rally. they say they are encouraged by the worker protest in wisconsin and hopes to call attention to stalled contract negotiations. today a judge will hear more testimony on oakland's controversial plan to crack down on violent street gangs. the judge is deciding whether

to let gang members hang out together in the crime ridden fruitvale neighborhood. there will also be a 10:00 p.m. curfew. a similar plan has been a tremendous success in preventing gang violence in north oakland. but some say it prevents racial profiling. ten police officers laid off this year is back on the job. oakland's force now stands at 663. that is six fewer than the authorized number of 696 officers. the rehired officers have to under go retraining before they can hit the streets. san jose grocery store workers who lost their jobs when the store closed are fighting for lost wages today. more than 50 men and women are suing the chain. they found themselves out of a job when it went bankrupt in june. the city of san jose also wants

to recover half a million dollars worth of taxpayer money it invested in the chain in 2008. prince is playing here in the bay area this week for the first time in seven years. and this morning at 10:00 tickets go on sale for a thursday night concert just added to the schedule. soldout crowd of 15,000 people packed into oracle arena last night for the first concert. special guest carlos santana made an appearance. sellout is considered impressive because the concert was only announced last friday. >> the show is really incredible. it's a testament of why he can sellout two arenas. there is no need to make a trip to arizona to get an inside look at spring training. how you can watch the giants

welcome back to the morning news. the secret service and california highway patrol are now investigating new graffiti threatening president obama and governor jerry brown. the messages were found on a wall in santa ana in orange county. one said quote governor brown will die soon. another says why does obama lie? police say racist slogans were painted nearby. similar threats showed up nearby less than a mile away. smokers in honduras could be arrested for lighting up at

home. a new law took effect on monday banning smoking in public and private spaces. it doesn't outlaw smoking inside the home but it does allow people to file a complaint about second home smoke. it will be almost impossible to enforce in a country of 8 million people. time now is 4:53. we need to go back over to sal. how is the commute? >> so for it's good. let's go outside and take a look at what we have here. the traffic is moving along pretty well as you drive heading south there are no major problem there is. also the morning commute looks good on northbound 101 approaching the 80 split in san francisco. that traffic continues to move along very nicely. if you are driving on westbound 92 the traffic there looks good all the way across the high- rise. now at 5:54 let's go to steve. >> all right thank you. very good morning.

it's also a cold morning. it's -- there goes our system questioned. right on down. if it would have just done this we would have had rain. a few breaks in the clouds. 30s and 40s. the breeze helping some. keeping the mid 40s and low 40s. everyone else is in the 30s. so you can see the drier air is coming in. today looks great. once we get cranked up here it will take awhile. we have cold mornings. 30s for the temps or 40s for some. cold start especially toward the north bay. but it will be a mostly clear morning. there could be patchy fog. but sunshine wall to wall. severe clear as we like to say. it will be a little breezy at times. that is out of the north. tomorrow the leading edge of our big change is coming
