is being blamed on children. it's all ahead here on the ktvu morning news. good morning. thank you for waking up with us. it's wednesday february 23rd. i'm pam cook. for a look at weather let's go to steve paulson. good morning. pam. we have partly cloudy skies to clear skies. clouds fairing the north bay right now. we'll have another cold morning and then temperatures today in the 50s. some clouds increasing in advance of this system this will be here starting tomorrow. today will be cooler than yesterday. big changes into friday and saturday. more on that in five minutes. here's sal. steve, right now traffic in san raphael looks good heading down south to highway 580. no major problems. it's clear driving. also the morning commute looks good on interstate 880 in both directions here in front of the coliseum. it's 4:31. back to pam. we begin with overnight

news from oakland. police are still on the scene of a violent attack. ktvu's claudine wong joins us now with the details and exclusive video. >> reporter: good morning, pam. we were the only ones there when one suspect was taken into custody. we're going to show that to you in a minute. first i want to show you what's happening on 84th and international. look at the truck on the sidewalk. police believe that belongs to the victim. hispanic man in his 50s who was severely beaten within the last couple hours. someone called police about 2:30 this morning to report at least three men attacking them. we have just been told he's in stable but guarded condition. when police got here and saw that truck and saw the victim, they also saw a suspect running from the scene and they gave chase. this is video we shot in the last hour of the perimeter when it was set up at 81st and international. they brought dogs in and we saw at least a dozen or so officers. we did get this exclusive video of the suspect being taken into

custody just after 3:30 this morning. i did talk to him as he was taken in and out of that police car and asked if he wanted to talk. all he said was he didn't want to be on tv. now as we come back here live the big question is what led up to this. i want to show you this bicycle. it's badly damaged. back half is broken. can't be ridden at all. when police got here their question was was this an accident that turned into an assault? we don't know. but we know again this was very violent. we have learned the victim actually had shoe prints on his back. police believe he was hit in the face and literally stomped on and then his wallet was stolen. family members of the victim we are told are on their way to the hospital. we'll have more on this developing story of course coming up in our next report. live in oakland. claudine wong, ktvu channel 2 news. well, the long awaited ruling could come today on oakland's proposed gang crackdown in the fruit vale neighborhood. a judge is deciding whether to prevent suspected gang members from hanging out together in

the area known for crime. controversial proposal also calls for a 10:00 p.m. curfew. oakland city attorney says a similar plan has already reduced gang violence in the northern part of the city. but critics call the plan an attack on civil rights which promotes racial profiling. overnight more than two dozen people have been forced out of their homes in san jose by a fire caused by a child playing with matches. it was reported at 8:00 last night. firefighters say there was also a gas leak in the building which made it difficult to get to the fire. the gas was eventually shut off. 25 people are displaced by that fire. one woman suffered smoke inhalation and some burns to her hands. well, the controversial issue of tasers will be taken up by the san francisco police commission today. the commission is expected to vote on whether to approve a study on tasers. the chief has been asking to

arm officers with tasers in the wake of three recent officer- involved shootings. last year a similar proposal was rejected. but this time around four of the seven commission members have already indicated that they are open to a closely monitored pilot program. also today district attorney will announce some changes in his office. he will talk about restructuring efforts aimed at improving effectiveness, maximizing resources, and increasing public safety. he took office last month after 18 months as the city's police chief. well, the mt. diablo school board has voted unanimously not to close any additional schools. at a packed meeting last night, parents, students and teachers learned that silverwood and westwood elementary schools will be spared. board made the decision after hearing recommendations but the school board superintendent warns this may only be a

temporary fix. >> now if the tax measures don't pass at the state level, we may be right back where we're at right now. and maybe even worse. >> the superintendent's money saving suggestions include moving special education students to one of the recently closed campuses and redrawing boundaries to reduce transportation costs. the board already voted to close hol brook and glen brook middle school to save $1.5 million a year. a frightening incident at a high school in hayward. someone fired shots near the school's entrance at about 4:45 yesterday afternoon. no one was hurt, but police tell us here at ktvu that a bullet hit the bumper of a car driving by the school. some witnesses say they heard as many as nine shots. the gunfire prompted a lockdown for after school programs. so far no arrests have been made. in new zealand, the desperate search for survivors

of the earthquake continues. the mayor says 120 people were rescued in the last 12 hours and more bodies were recovered. 75 people are now confirmed dead, but about 300 people are still missing. friends and family have gathered in a park to support each other while they wait for news. >> no one's able to say anything at this stage. just waiting and hoping. >> the dog haves gone in now. that's what we're hoping the dogs will find. >> lick her nose. love her. >> rescuers are using thermal cameras and special search dogs to locate survivors. in some cases those trapped have been able to call or text on their cell phones. well, the u.s. state department has arranged for a ferry to take any americans still remaining in libya out of the country today. they will be transported to the nearby island of malta.

that's after the u.s. tried to fly about 35 diplomats and their families out of libya yesterday from tripoli's jammed airport. many are fleeing libya after the leader in a televised speech vowed to fight anti- government protesters with his "last drop of blood." well, the golden gate transit system is considering another fare hike for buses and ferries to solve an $89 million budget deficit. the latest proposal would increase fares 5% a year for the next five years starting july 1st. that would boost the adult fare on the ferry a dollar to $9.25 in the first year. no public hearings on that increase have been scheduled yet. starting this week drivers on the golden gate bridge are going to see something that hasn't been done since the landmark opened 74 years ago. the main cables that hold the bridge together and support the

roadway are undergoing renovation. starting today scaffolding will be erected along sections of the bridge that will help crews clean and reseal the cables which are giant collections of wires wrapped in casings. that project will take three years to complete. 4:38 is the time. let's check in with sal. it's always kind of creepy, sal, when you're driving on the bridge and you look up and see those guys. they are so far up there working on the bridge. >> not only that, three years. that means for three years pictures of the golden gate bridge won't quite be the same. >> true. >> get out there and get your pictures. good morning, pam. good morning everyone. traffic is doing pretty well around the bay. starting off pretty well now. they have reopened the pose city tube. they were doing a little bit of overnight road work out there. if you drive into and out of alameda right now, should be a good time to do it in case you were waiting for them to reopen that. traffic on the east shore freeway looks good here. getting out to the toll plaza we're off to a nice start. westbound traffic is looking

good coming in to the city. and this morning's drive on the 280 freeway or on 101 or in the south bay in general, that's also off to a very nice start. 4:39. let's go to steve. good morning, sal. >> good morning, steve. all right. we have mostly clear skies to the south. partly cloudy skies to the north. and you can see why. the leading edge of our change in the weather is developing to the north and it's already starting. see everything dropping straight down. low clouds and now higher clouds beginning to move in. temperatures if it wasn't for the cloud cover they'd be colder. in the 30s and 40s. still feels cold out there to me just one guy talking but it felt cold out there. i'm an old sweet. i run warm. it was a little chilly out there. watch how this system just getting closer. today's not really anything to worry about. it will not be as nice as yesterday when it was spectacular. yesterday was just beautiful. system is developing right up -- right there. and it's also starting to draw in moisture from the west.

good morning. little bit of clearing. clouds on the increase. cooler today mostly cloudy skies to the north partly sunny skies to the south. highs in the 50s. the leading edge of a change for a much colder pattern as we head into tomorrow. barry bonds is scheduled to go on trial in just one month. prosecutors are stepping up

their legal fight to show the jury evidence they say is crucial in his perjury case. that includes transcripts and interviews that claim bonds often mistreated his wife, girlfriends and others close to him in what prosecutors call a side-effect of steroid use. defense lawyers object to this evidence calling it irrelevant. the judge is expected to rule before the scheduled start of the trial march 21st. the city of santa clara could be facing its biggest challenges yet in its fight to become the new home of the 49ers. that issue dominated last night's council meeting. city leaders are worried that they could lose up to $40 million in redevelopment money already promised for the new stadium. now they're urging the governor to keep his hands off the city's stadium money. this latest money battle fueled an already heated debate. >> you are misusing our money. and i think it needs to stop. i think what you're doing right now in your attempt to end run will be overrun by the

governor. >> we all know jerry brown's going to take it from us. be ready for it. he's going to steal our money and balance his budget off of our backs. >> santa clara's mayor admits there's no plan b if the city loses the redevelopment money. meantime, the 49ers have not ruled out staying in san francisco. the team has even scheduled a meeting with the new mayor, ed lee. voters in alameda county could be asked to decide whether to renew a temporary half cent sales tax for transportation. the current sales tax was approved in 2000 and will expire in 2022 unless voters renew it or make it permanent. the transportation commission wants to add a measure to the november ballot next year. now renewing the measure early would allow the transportation commission to begin new projects. some of the options being discussed include car pool lane extensions, electric car charging stations and a bart

extension to livermore. the city of oakland is facing a serious financial challenge. how to pay for millions of dollars in pensions. oakland is struggling to keep up with rising benefits for its retired police officers and firefighters. a long timing a the city sold bonds to cover payments, but come july 1st, the first $46 million payment is due. some suggest sell more bonds, but others say it's time to pay off the debt. the issue will be discussed again at future meetings. two new attorneys will play a critical role in the richmond gang rape trial. six men are charged with a vicious attack on a 16-year-old girl outside a richmond high school homecoming dance in october 2009. deputy district attorney is the new prosecutor taking the reigns from derek hashman. gordon brown will defend one of the suspects. two bay area neighborhoods

have made a nationwide top ten list of places where cars are most likely to be stolen. according to the research group, neighborhood scout, there is a one in seven chance that a car will be stolen in west oakland. the second bay area neighborhood to make the list is in north san jose. >> i've had my car broken into once. they stole my ipod. so, we've had incidents here. >> i've been living here for like 19 or 20 years and none of my cars have been stolen or nothing. >> police say the number one reason for car thefts is people leaving their cars running and unattended. a candle light vigil will be held today for the two walnut creek teenagers who drowned while rafting down a creek. it begins at 6:00 tonight at shell ridge open space in walnut creek where matthew miller and gavin powell often hiked. the boys' bodies were pulled from the creek sunday morning,

a day after they set out on their raft during saturday's powerful storm. grief counselors were at the boys' school yesterday. and above average snow pack in the sierra this winter is raising concerns about the delta levee system. a heavy spring runoff is just one of the many potential threats to the delta. word from the california department of resources states the levee system is tested every day. but some scientists say the system is unsustainable and failure is inevitable. >> whether it's a flood, whether it's an earthquake or the unlikely case both, the risks are still really high. we can't paper this over. >> a state sponsored council will unveil a plan next year outlining a possible solution for the delta levee problems. senate majority leader harry reed says he will introduce legislation next week to avoid a government shutdown.

reed's bill would keep government running at current spending levels if as expected republicans and democrats can't agree on a bill by the march 4 deadline. although a short-term extension bill is nothing new, it is being rejected by republican leaders who say they would be freezing spending at inflated levels. well, more money for the bay area. the big event planned in just a few months is expected to provide a huge boost to the tourism industry. and more job losses -- local job losses as another big retailer plans to close stores.

welcome back to the morning news. the block buster movie rental company won't say it officially but six of its bay area stores are shutting down. workers at three stores in san francisco and three east bay

locations say their stores are closing soon. san ramon, san leandro and clayton locations as well as the san francisco stores on church street, slope boulevard and the one on geary near 17th avenue. now even though there are no signs up, the manager at the geary boulevard store says it will close april 15th. and the last day for movie rentals is tomorrow. workers say everything will go on sale on friday. and customers say the shutdown will leave another empty store front and a gap for families looking for entertainment. >> always hoping come in and on a friday or weekend and let the kids run around and look at all the neat trinkets. >> employees hope they'll be transferred to other stores, but they haven't heard anything about that yet. block buster filed for bankruptcy last september and closed 60 stores then. apple shareholders will gather in cooper tee know later this morning for their annual meeting. the main topic this year will

be the future of the company after steve jobs. management has not been saying much about the ceo's condition since he took a leave of absence last month. shareholders are now asking for more transparency about who will replace steve jobs. tourism in san francisco has taken a hit with the downturn in the economy. but that could change this year. the u.s. travel association is planning to bring one of its largest conventions to the city. the event will showcase san francisco to 5500 travel professionals who book trips. the convention will bring in $6 million in revenue alone. but the real payoff could come when those travel agents return home and begin selling trips. that convention begins may 21st. all right. coming up on 5:00. we want to check back in with sal for a look at the commute. any problems, sal? we don't have any accidents or stalls. off to a decent start when it comes to the morning commute. let's go outside and take a look at what we have now.

traffic is continuing to move along very welcoming up in through san francisco and getting up to the lower deck of the bay bridge. interstate 880 traffic looks good as well north and southbound here in front of the coliseum driving up to the downtown oakland area northbound on the right. and northbound 280 with the headlights coming towards us not a lot going on here. in fact, i see maybe one car down there. it's pretty light to start off the south bay commute. at 4:54, let's go to steve. sal, thank you, sir. we have a little change today. the leading edge of our change starting today. yesterday a fabulous day. clouds increasing today. low clouds and some higher clouds as that system starts to dig down from the pacific northwest. as you've probably heard by now possibility of very low snow levels exist especially friday into saturday. friday night into saturday morning probably the best bet. maybe below 1,000 feet as a really cold air mass begins to work its way in here. already cold out there. a lot of 30s for many or some 40s but cloud cover will probably stop. san francisco stop us from

cooling off too much -- san francisco's forecast sun and clouds. little increase in the clouds. slightly cooler. get that out of there. 54 for a high today. everyone's coming down from the temperatures from yesterday. you can see a lot of the clouds getting closer. see the low clouds coming down the coast? that's cold air going over the relatively warmer water but low clouds pushed out ahead of it. couple things going on really strong low to the left of your screen and another one coming down. we don't see some of that moisture already being entrained into us. clouds on the increase. cooler today. cloudy to the north. maybe a little more sun to the south. high temperatures though coming down a couple degrees compared to yesterday. 50s couple upper 50s towards the santa clara county but we're starting our cool down today. and a big cool down tomorrow. and maybe even by thursday evening we'll have light rain. a big snow producer for the sierra. i'll have that forecast in about ten minutes. friday colder, rain. very low snow levels. carry that into saturday morning and clearing saturday night. sunday looks okay but windy and

good morning. we're continuing to follow developing news out of oakland as one man suffers grave injuries from a severe beating. exclusive pictures from the arrest of at least one suspect. could be a couple little warmer towards the south. a lot of clouds on the increase and that's leading to a significant change in our thursday, friday, saturday forecast. more on that after sal and traffic. steve, right now traffic is moving well if you're driving over to the san mateo bridge into the high-rise. that commute looks very nice over to 101. also this morning we're looking at westbound bay bridge. traffic on the incline section looks good all the way up to the tunnel. 4:59. let's go back to the desk. new this morning, police in oakland are still on the scene of a violent overnight attack. ktvu's claudine wong joins us now with new information and exclusive video. claudine, what does that video show? >> reporter: it shows the rest of one suspect they had to chase a few blocks from here. we've been in and around this area of international following the police activity. in the last half hour since we last talked to you we have more police officers arriving here where we are now at 84th and international. this is where they believe it all started. i want to show you the scene now.
