roamed together. the two 17-year-olds, two great buddies, their pictures being displayed here tonight. their classmates say they were bonded by their friendship and adventures and it was this past weekend when law enforcement officials say the juniors drowned after attempting to raft a nearby cream. tonight, the spot where investigators say the two entered the water is surrounded with some flowers and signs. one reading, we love gavin and matt. another quote, for those who constantly seek adventure, death is but the beginning of a new one. tonight the community is mourning the loss, but as one teacher told us, tonight is a critical moment for these teenagers. >> i think it's important the students are really the ones who have organized this and put it together. this was kind of their creation. so it's important for them to be able to do something, to be able to express their grief in some way. to figure out what this whole situation means to them.

>> again, tonight candle night walk expected to get underway at any moment. it will be one mile in and one mile back to honor two guys who called each other the best of friends. reporting live, ktvu channel 2 news. at least ten people are under arrest tonight following a big police sweep in oakland. it's called operation sunrise. police say it is aimed at reducing violence, offering safe passage to schools and providing outreach to citizens. about 100 officers from oakland and several other agencies teamed up to search for 70 parolees. >> it's disturbing and it's activity that in order to keep kids safe and in an environment where they can learn, we need to do a better job of policing the area surrounding our schools. >> police say they expect to make more arrests. some say it will make an oakland neighborhood safer. others say it violates the rights of residents.

an important hearing today in the on going battle over gang injunctions. christine was in court today where an accused gang member testified just one of the 39 defendants who say an injunction would violate their rights. christian. >> we were in court testimony wrapped up at 4:45 this afternoon. the judge ordered all parties back here next week for more testimony. the city of oakland is asking the judge to put an order in place to put accused members from the gang from hanging out together. 25-year-old abel testified in court today saying he is not a gang member and the injunction would isolate from him family. his legal team is asking the judge to hold off on the injunction until there's a trial on the matter. they argue it would be nearly impossible for their clients to clear their name if they are labeled as gang members. >> my understanding is there are dozens of injunctions across california and very few has been released from an injunction. >> we think it is having an impact. i think it gives them an

incentive to stop hurting the community's interest. >> the city attorney's office told me this afternoon that a similar gang injunction was already working in north oakland. all parties are due back here one week from today for more testimony. we're live in oakland, ktvu channel 2 news. and a meeting taking place in san francisco. the police commission is discussing the idea of arming officers with tasers. commission members are set to vote on a plan to give the department permission to research the cost, feasibility, training, and other aspects of a pilot program. the commission rejected a similar proposal. there are three new commissioners. >> the contra costa drug task force will remain on hold until an audit is done. the decision comes after the commander in charge and a private investigator were arrested on charges of stealing and selling drugs seized during raids. the contra costa times says the audit will be conducted by a team that includes the county district attorney, the

sheriff's office, and san ramon police. there was a call today for the release of the bus kidnappers more than 30 years after their arrest. some of the officers, prosecutors, and judges responsible for putting the three kidnappers in prison 35 years ago have written to the parole board in support of their release. back in 1976, brothers james and richard along with their friend, fred woods kidnapped a school bus filled with children and the bus driver. they buried them in a moving van hoping to get some ransom from the state. hours later, everyone was able to escape. >> that was 35 years ago. that's why -- i think it is gross injustice for all three. >> all three were sentenced to life with the possibility of parole and to date, they have each been denied parole at least a dozen times. there are stories of survival coming out of new zealand tonight following tuesday's deadly earthquake. amist the rubble, people are

being found alive. this remarkable rescue is caught on tape as a woman climbs up a ladder after being trapped for more than a day. a rescue worker captured these remarkable images. hope is dwindling tonight as the search continues for the estimated 230 people still missing. international rescue teams have arrived in christchurch to help with those search efforts. teams from the u.s., australia, britain, and asia are in a race against time to find survivors. authorities also are struggling to resume essential services. about 80% of christchurch is without running water tonight and 40% have no power. officials say the quake killed at least 76 people. intense training is underway to help rescuers all over the world including in new zealand and today we got an inside look. >> just off the bridge, trainees worked among a massive mound of metal, wood, and

concrete. they are taking part in a drill from learning how to study rubble to repelling. these are skills they will need in an emergency. >> we hope we will never have to use this on a big incident. god fore bid an earthquake comes through. >> the new zealand rescuers who are pulling victims out of rubble came here and underwent in the same training. baby boomers are retiring and aging farmers are joining the trend. only on 2, ktvu's robert honda is live in san jose with the factors that play and why many farmers can't be replaced. robert. >> reporter: julie, bay area orchards have been dwindling and now u.s. farmers are worried that will happen in other regions as farmers retire. >> kim was a third generation farmer. his family began working this farm in 1927 as part of a

bustling agricultural community. >> there was younger people farming it at that time along with their family, with their father, grandfather, uncles. and you don't see that today. my own family. i have four children and they are all in the business world. >> the department of agriculture is concerned about that trend. officials say the average age of a farmer is 60 years old and about half will retire in the next decade. but fourth generation farmer, debra olsen also sites economics. making it difficult for one generation to pass on the farm to the next generation. >> taxes are a big factor here because trying to keep the land in the family has been one of the hardest parts to the equation. >> the santa clara farm bureau and other agencies are setting up workshops to help family farms with succession planning. >> they don't know exactly how it's going to be split up

between siblings. they don't know how they're going to pay for it when they don't have cash readily available and it can become an obstacle. >> and offers one other option. >> i'll probably continue farming until the doctor says no more. because it's sort of in your blood. >> u.s. agricultural officials plan to conduct another age survey of farmers next year. live in san jose, robert honda, ktvu channel 2 news. apple shareholders today rejected a plan to tip their hand and disclose the city's succession plan for steve jobs. they cast their ballots today. the plan was to appease uneasy stockholders, but the board of directors said disclosure would compromise trade secrets. apple's ceo is currently on indefinite medical leave for unspecified issues. a survey found if steve jobs were to leave apple, it would not have an impact on

customers. according to the survey, 93% said they would likely continue to buy apple products. a previous survey back in 2008 found that 18% said they would be less likely to buy apple products if steve jobs were not with the company. all cash buyers are snatching up properties and pushing out first-time home buyers. that's the word from the national association of realtors. it said today sales increased 2.7% in january compared with december. meanwhile, prices fell 3.7% compared with last year. the median home price is $158,800. the lowest since april of 2002. it was another down day on wall street as the dow dropped 107 points. the nasdaq lost 33 points. investors reacted to a slow revenue growth report from hewlett-packard and the violence in libya that pushed crude oil prices over $100 a barrel today for the first time in more than two years. >> president obama today

condemned the violence in libya. >> the suffering and bloodshed is outrageous and it is unacceptable. so were threats and orders to shoot peaceful protesters. >> the president says he is looking at the full range of options to pressure moammar gadhafi to stop attacks. those options include possible sanctions. the president is sending secretary of state, hillary clinton, to geneva on monday for international talks aimed at stopping the violence. according to the state department, there are approximately 5,000 u.s. citizens living in libya right now. most of them are among those desperate to get out of the country. many packed the airport in tripoli today while hundreds of others boarded a ferry. the u.s. is among several countries scrambling to get their citizens out of that country as the violence threatens to escalate. today, the antigovernment protests entered their 9th day. overnight, there was gun shots and some people report seeing burned bodies in the street.

in a major policy reversal, the obama administration said it would no longer defend the

ban. president obama concluded the administration cannot back the defensive marriage act that defines marriage as only between a man and a woman. the white house said the law is unconstitutional. the justice department has defended it in court until now. same sex couples today urged a federal court of appeals in san francisco to let gay marriages resume here in california. their attorneys filed a motion asking the 9th circuit of appeals to lift the stay it imposed in september. the stay blocked a lower court ruling striking down prop 8. the voter approved ban on same sex marriage. the request was prompted by a delay created last week when the state supreme court said it needed the rest of the year to consider the case. state lawmakers took the next step in coming up with a spending plan to solve california's budget problem. the budget conference committee met at the capital to iron out differences between budget committees. republicans voiced their opposition. the governor brown's proposed spending plan. it includes too much borrowing

and spending shifts. in the meantime, some republican lawmakers formed a new caucus to oppose any deal to close the state's $26 billion budget deficit that involves tax increases. the so-called taxpayer caucus is made up of nearly 30 republicans. they say they want to give taxpayers a rare voice inside the state legislature during budget discussions. all week, we have been showing you how california union workers have been rallying against anticollective bargaining efforts in wisconsin. today, a republican state lawmaker proposed similar changes here in california. assemblyman, allen introduced a bill to end negotiations with labor unions over pension benefits. the move would reduce pensions to a more sustainable level. well the work is noisy. some say way too noisy as crews right now are right in the middle of a major renovation going on at memorial stadium at cal. ktvu's rob roth is live tonight with some of those construction

complaints. rob. > frank, it is after 6:00 and construction is still going on on cal football's stadium behind those walls. neighbors say they knew the project would be an inconvenience, but nothing like this. >> neighbors near the memorial stadium project say they are here from morning until evening seven days a week. and today they say wasn't as noisy as usual. the jackhammers weren't blasting away. >> it's been trying on one's nerves and people are really agitated. it gets to you. it gets into your body. >> this man lives across the street says the noise usually begins at 7:00 a.m. with the noise of construction crews. >> it drives me crazy. my wife has to leave the house. she can't stay here during the day. >> the noise isn't the only problem. a few feet from the project, 11 of the 40 students here

coming out of the northwest. look at that, gusting to 37 miles per hour. that's a warmer direction. wind shift is going to come overnight and into tomorrow. when it does, we are looking for things to change around quite a bit in terms of temperature. mostly cloudy and cool tonight. about where it was last night. mid 30s, maybe sop freezing temperatures. tomorrow, the showers start somewhere around 2:00, 3:00 in the afternoon for most of the bay area. and they last throughout the evening. we have winter weather advisories in the north bay. maybe 2 inches to 6 inches of snow as we head into thursday night, friday morning. the south bay and the santa clara area, santa cruz mountains, another 2 to 6 inches possible. around a thousand feet at this point. and then that continues on into saturday morning if there's any moisture left. here's a system i'm tracking. i often talk about polar systems. this is an arctic system. so it's much cooler than we usually get. actually some of the coldest air we have seen in 30 years.

it's coming off the canadian land mass. it gets here on saturday. if the moisture is there, we'll see snow down to sea level on saturday morning. most likely, the moisture will be off south and east and it will deliver record cold temperatures saturday morning and again on sunday morning. the computer model brings the leading edge of the cool air in a form of moisture by tomorrow afternoon. there's your commute. it's wet, it's cool. temperatures in the 40s. it's overnight thursday night into friday morning where temperatures really cool down and we start to see evidence of snow on the models on hamilton, the skyline boulevard, highway 17, santa cruz mountains. this is friday morning into friday afternoon. things should dry out as we head into the evening hours on friday. still some low snow levels. here's the issue. the moisture is gone. the cold air is hair. tough to get snow to sea level. right now it looks like the main event for snowfall for the bay area will be thursday night

a new report finds california taxpayers spent millions last year subsidizing classes for junior college student athletes. the state legislative analyst office says $55 million was spent on such classes as beginning theory of offensive football and defensive baseball skills, too, which are often just practice times. the classes are filled by 27,000 student athletes at 103
