right now in the north bay hills. as this cool air -- or arctic air begins to move south we're going to see snow down to 1,000 feet tonight. and at the higher elevations nearly a foot. when i come back, got the latest completed mod model and it shows the latest on this arctic system. and we want to begin with david stevenson in san francisco, where there's some real concern about what happens if the hills get filled with ice there. >> it is raining right now up in twin peaks. down below, it's raining. >> i guess it never snows, so we're getting excited. but it snows so much in

austria, we're actually liking the warmth. >> i've often wondered what we would do if it really ever snowed in the city. just being with all our hills and stuff. >> we may also see some power outages. we often see that with storms. >> reporter: the city's emergency city department coordinated conference calls today with more than a half dozen public agencies to prepare for problems. they expect to activate more than an extra 1,000 beds during the next few months. >> instead of making a reservation and go through the normal procedure, people can just show up right at the shelter and get a bed if it's

hamilton created a beautiful picture even though roadways and highways had to be cleared. it's not surprising to see snow here, but people in the south bay never see so much snow they get tired of it so those who came to the valley are anxious to see snow up above and below. >> it's pretty exciting. we've been here 25 years and it's never snowed in fremont. i'm waiting to see whether it actually happens. >> reporter: homeowners used to dealing with the snow more than valley folks says people need to protect their pets and plants. for some homes it might be a good idea to wrap exposed pipes or -- >> keep a little bit of hot water running. i had one time at christmas time. i spent two weeks under my house repairing broken pipes. >> reporter: regardless of how low the snowfalls, people generally start to flock up to play in the snow. but starting tomorrow morning you're going to get a cold reception. >> for the first time we're going to have to start

enforcement vehicle parking on mount hamilton. vehicles will be cited. we don't want to do that but it's become a public safety issue. >> reporter: with so many drivers unfamiliar with snow that's a good idea, say some drivers. >> we get scared enough with the rain, imagine snow. we'll have some maniacs on the roads. >> reporter: and that's a concern in the mountains as well, because if and when the rain starts falling, people will no doubt head toward it. >> reporter: people in the north bay are scrambling to get ready for the snow and cold. from sandbags to heaters they are stocking up tonight. we'll have that part of the story at about 5:35. in the sierra there's a winter storm warning in effect. we want to show you a live picture of interstate 80 and truckee. traffic going very slow. it looks like it is snowing. by this weekend they could have

the fbi did enter the home for the first time this week just after 3:00 this afternoon. search warrant in hasn't while at the same time in the back, a forensic team has been digging throughout the day. now from our mass camera you can see that the tents are up right now underneath that fbi forensics team called in to assist from the nevado police department. is back there working with the county search and rescue team and its specialized equipment to excavate the body. a couple of questions dangling out there right now, the body in the backyard that of dale smith and why is his wife not coming forward. >> she's concerned, very concerned about this. >> reporter: was she living in the house? >> yes. >> with him in the backyard? or with whatever body is in the backyard? >> she was living in the house.

her client is in the bay area at this hour. police are only calling her a person of interest in this investigation. san jose police will officially have a new police chief as of tonight. chief christopher moore is getting sworn in at this hour. chief moore was interim chief. a move to force out b .a.r.t.'s general manager violated the opens meeting law. in a unanimous vote, the board admitted five members violated the law. today's vote came in a meeting where a local transit expert lectured them. saying the five members had done a disservice to the

accidents suggest widespread safety problems in the pipeline industry. the nstb is holding public hearings next week about the explosion in san bruno. the agency is also proposing new rules and tom is now at cpuc headquarters in san francisco, tom. >> reporter: yeah, in effect what's going on is the puc is saying that it wants safe reliable pipelines. it doesn't want potential pipe bombs. a lot led up to the deadly san bruno blast, today the california public utility's commission ordered an investigation of pg & e's pipeline recordkeeping. >> but if it's really a, a proceeding to consider potential penalties. >> reporter: better records on the actual design, construction, maintenance and testing of the pipeline might

have prevented the san bruno explosion. >> pg & e base their test strategy on what the record showed on the ground. they did not know that this was the same pipe. they did not know that it was patched several times with wells that weren't sealed through. >> reporter: they also decided to over look at the entire agency. >> it's established to make a new model of natural gas safety regulation applicable to all california pipelines. >> reporter: the brown administration seems to be a far less friendly association than that of schwarzenegger. >> it's a lot less activist position, to open up this kind of comprehensive administration. >> reporter: both agencies say

to go. couldn't go home. no electricity, no drinking water. >> reporter: authorities now say at least 100 people are known dead and 200 more are missing. as we continue our storm watch coverage, the winter blast is bringing more snow to the sierra and now down to the foothills. people are certainly feeling the e if effects of the storm. >> reporter: the snow level continues to fall. we're just outside of downtown nevado city. for those who know highway 20 that's the historic five mile road highway restaurant. you can see the snow already up on the rooftops. that way you pan to your right. check out the power lines, already getting snow up on the power lines. right over here, this is a car that's been parked here pretty much since this snow started. you can see a good inch of snow on this car already. so much low elevation snow that some schools are already warning that schools could be

closed tomorrow. this is a look at the moment snowfall began accumulating near the 20,000-foot elevation level. chain control outside of nevado city. >> it's heavy but it's going to get heavier. >> reporter: we saw crews performing standing operations. chain control warning of dangerous conditions. >> it could be dangerous if you're driving over. >> reporter: the school district today released kids early. >> we predict that tomorrow will be a snow day. >> reporter: and the snow sparking pictures like these. long lines inside grocery stores. back ups at gas stations. with snow like this already falling, nevada city area residents are bracing, already for power outages. >> i have not seen a snowstorm here that has not had a power outage. >> reporter: back here live,

this is a look at what the concern is. the snow already starting to build on those power lines. if this gets to be hit, wet and heavy snow and weighs down those power lines that is what could spark widespread power outages. so that is clearly the concern tonight here in the sierra. as far as travel, if you are heading any where up toward the foothills or sierra, have those chains and be ready to chain up far sooner than you normally would. this snow continues to fall in elevation. live just outside the town of nevado city, now back to you. >> it looks miserable down there. we're talking about snow in the sierra, we're also talking about snow here. you relevantly think we can get -- you really think we can get snow in san francisco? >> yeah, i think some where between friday night and saturday morning. snow on market street, that's a whole other story. but this air mass, we haven't seen this like in 30 years. it's very cold. one of the big stories will be

the bay communities. snow is going to close a lot of schools tomorrow as we go into another rainy period or another precipitation period. let's go outside. live storm tracker 2. we have the weather maps going. we have rain throughout the entire bay area. now of course that is impacting your afternoon commute. is this heavy rain? no. why is it not heavy rain. because it's a heavy snow mass. it's not really a big producer or -- it's not often a big producer of heavy rainfall. so if we get a half inch of rain, an inch of rain out of this over the next 36 hours, that would be a big deal. this cold air mass is more about the snow low level. the potential for ice and the potential for saturday morning snow levels just above sea level or to sea level possibly. again snow, doesn't mean it's sticking. it just means it's snow flurries. you could see levels to 500

feet or even down to sea level. you can get snow as well as 38 degrees. it doesn't stick on the ground but it'll fall through that air mass at 38 degrees. it'll start to melt after that. so you see the overnight lows for tomorrow. it's cool. we're looking for snow on bay area peaks tomorrow. your morning commute is a wet one. i have the latest computer model loaded up and ready to go. i'll show you that coming up. we are going to get some snow in the bay area. it's not that unusual like he just said to get snow in the higher elevations like this dusting back in 2006. but how about snow in the lower elevations? bill is going to be back to talk more about some places in the bay area that could get snow for the first time in years. people in one quiet san jose neighborhood are up in arms tonight over an invasion of sea gulls. neighbors in the valley say thousands of birds have

you have to ask yourself what kind of person would something like this. today burglars hit the home of the family of one of two walnut creek teenagers who died last saturday in a rafting accident. and they did it while the family was at a memorial service. it happened sometime in the early morning or early afternoon. the miller's returned from a memorial to find their door broken in and missing items. the budget debate is at a stalemate as the governor, lawmakers and union protesters engage in a stand off at the

a storm bearing down on if bay area could drop temperatures into the 20s. we continue now with our storm watch coverage. that cold weather in the coming days is the kind that can be dangerous and lead to all sorts of potential problems. our chief meteorologist bill martin will tell us how the cold and snow we're expecting compares to past years. we begin with john fowler who's in the north bay where they are going to feel the impact of all of this first, john. >> reporter: that's right, we're now getting cold, rainy drizzle here in marin county. it's been raining about an hour. take a look at this now.

this is the northbound lanes of highway 101 crossing the golden gate bridge. no serious problem so far. a lot of rainfalling right now, though. as bill has been telling us, this is going to get much much colder d much much wetter perhaps snow right down to sea level. >> holy mackerel, i'm going to have to get some snow shoes. >> reporter: people are stocking up. >> we still have some heaters, people are getting heaters. >> i have a cold spot in my house. maybe becoming soft. >> reporter: below freezing, trouble for plants. especially citrus. >> cover up a lot of your plants. you know that are frost sensitive. >> reporter: what's called frost cloth a big seller today. plus they also sold out of snow shovels. there's been no problems so far but crews will be on through the night. most people seem unconcerned. >> actually went out and bought two new books this afternoon.

we're going to hunker down by the fireplace. >> reporter: and maybe an inch of snow. >> come on, an inch? an inch is nothing. oh my gosh. don't worry about it. >> reporter: that is unless you're driving. moments ago i checked with the chp there is a crash now on northbound highway 101 in san rafael near the north san pedro road. it's blocking a lane. the chp says there are no tow trucks available. but as bill has been telling you, this weather pails in comparison to what we can expect 24 hours from now -- peals in comparison. john fowler, ktvu channel 2 news. let's talk more now about the weather and specifically the snow with our chief meteorologist bill martin. the snow is unusual but certainly not unheard of. >> we get cold spurts in the bay area. we get snow on bay area peaks all the time. up on 17, up on the santa cruz mountains. this air mass. look where it's coming from.

this snow mass is coming from the northern continent. and we're already seeing snow down to about yucaya. 2002 we closed schools in petaluma because of snow. this is santa cruz mountains in 2006. in 2009 out in moraga we've had snow. but again this is a different animal. this one coming in has a potential of bringing snow to near sea level. so we're watching it for you but it's definitely unusual. as we get into saturday morning and sunday morning. we're probably looking at record lows and possible hard freeze. i'll be back, i've got the latest computer model here, i'll see you then. >> we just saw our john fowler all bundled up. people aren't the only ones at risk here in the cold. plants and pipes need warmth as well. the snow could cause problems for plants from the tropics.

and they cannot remember anything like this. governor brown took republicans to task. >> when you people say no, no vote, no plan. no. that's not american. it's not acceptable and it's not loyalty to california. >> reporter: this committee's job is to iron out brown's plan. brown says this plan has $12 million in cuts but counts on voters to extend tax increases. >> if you're going to cut four or six weeks of the school. i think people will be very shocked if you didn't ask their permission. >> reporter: republicans say they will fight putting tax hikes on the ballot. brown says it's not a hike that he wants, but for the people to decide. >> it's taxes he wants out there. he wants to put this up to the people and i think the people have decided on this thing. >> reporter: brown has said if

the tax extensions fail, more cuts are coming, and education will be cut. >> it's going to be turbulent. >> reporter: to put the tax exthe the tensions on a june special election ballot, the legislature must act by march 10 so they would have to pass a partial budget and put those on the ballot in a matter of weeks. that would be a task done in near record speed. sacramento, ken pritchett. in san francisco the california public utilities commission heard an ear full today about the alleged health dangers of pg & e's smart meters. >> pg & e don't microwave me. honk your horn if you agree. demonstrators rallied on the steps of the state building in san francisco. they want the commission to investigate reports of health problems which they claim are caused by smart meters. >> the evidence is in the thousands of people throughout california who have been

sickened by the smart meters. there's independent studies that show that the smart meters exceed fcc standards. the cpuc heard more testimony about smart meters. pg & e says the smart meters emit similar waves as a small cell phone or baby monitor. what the pilots of this private jet told the tower just before they were forced to land. and it's happened again. toyota is recalling 2 million cars. find out what's going on this time.

a private jet safely made an emergency landing this morning at oakland international airport. two pilots on board the falcon 900 radioed that they were having trouble. there were two passengers on board no one was injured. san jose's airport may be heading for a name change. that's one of the things the committee set up be chuck reed is looking at to make the airport more competitive.

sacramento fire investigators are still working to find the cause of last night's huge fire. it started around 7:30 and burned four hours at an industrial piping plant. this afternoon the building is a total loss but not yet settled on a total value of damage. no one was injured. a curling iron left on a bed is the cause of a fire that left a family without a home. firefighters say two teenaged boys were the only ones home and that smoke detectors woke them up. they ran house to house through the neighborhood banging on doors trying to get someone to call 911 because they said they didn't have a phone. >> and it's a sad situation, that nobody would answer the door for these young men in this neighborhood. i guess probably because of the crime rate. >> reporter: firefighters say the delay in calling 911 probably allowed that fire to

boomeranged. last year google enhanced their contest of google for children. google asked parents for their children's last four social security digits. google has since dropped the request. back now to our weather. we could be seeing record breaking low temperatures. >> i think the take away from all of this will be the chance for some snow flurries. when you get record cold temperatures in february you're doing some low numbers. we have a little bit of everything for you. right now it's raining everywhere in the bay area. the bay bridge right now, the richmond bridge, san mateo bridge you're wet on the roadways. it's not a heavy rain, it's not a heavy storm. here's the deal, with these cold systems, this isn't an extra topical storm we're seeing. the storms come off the pacific, they are wet and they are wild. this is an arctic blast. doesn't host as much water.

that's why it's raining kind of light out there. that's how it goes. it will pick up a little bit but the highlight with the storm is the very cold air. the cold air gets here late friday night into saturday morning. that is your best chance for snow flurries down to sea level. we have reports up in portland today which farther north they're off sea level. your roadways with wet. there'll be snow on tam, diablo and hamilton as well. cold air starts to arrive. but if there's less moisture, colder air. there's going to be sprinkles coming up. you see mount hamilton. now we're getting into the wheel house for the coldest air and best chance for snow. not a lot of rain but this air is getting colder now.

then friday night you see in the santa cruz mountains, i think you'll be seeing snow on the 17. and this area in the peeks, that's a good spot for snow. then we get into saturday and sunday and it's gone. then we're talking about saturday morning record lows, sunday morning record lows. so the cold air has to match up with the snow. it'll be here but i'm not convinced it'll be here with the timing of the moisture. weekend always in view. there it is. part of it looks real good. part of it looks real cold in the morning. we'll update you coming up at 6:00. at 10:00 we'll have new computer models to share with you. flight officers in full gear form a peninsula bart station, but it is just preparation for a real emergency. what happened at today's training and the specific problem the officers are
