about 850 feet there, we're seeing a little bit of light snow falling. santa cruz in morning reporting some light snowfall, and that will continue to be the case. the rest of us maybe just a few sprinkles but it's just about how chilly it is. record and near record temps this morning. let's head to san jose, where ali rasmus is live. good morning. >> reporter: good morning, rosemary. we're at almaden community center in san jose. about an hour from now the doors behind me are expected to open up so this can be a warning center, one every 10 warming centers set specifically for the cold weather this weekend here in san jose. right now it's clear and sunny but it is very, very coal out here. you can see there is frost on the buildings, there's frost on the ground, and at last check it was read background 33, 34 degrees. there are three other shelters in santa clara county. they were open overnight to provide a refuge from the cold. one of the staff members of the recreation center in san jose

told us they were slightly overcapacity last night. usually they have room for about 250 people, last night they let in 260. they just didn't want to turn anyone away because of the freezing temperatures. and one of residents there told thus kind of resource is a lifesaver when the weather is like this. >> you can stand this kind of cold weather, more power to you. but for me, personally myself, having a place like this is a refuge. so i look forward to coming here and spending night out of the cold. >> back out here live, you're locking at the front doors of the almaden commune center, one of 10 warming centers that will start opening up at 8 a.m. they'll be open from 8 to noon today. and the city of san jose and anyone is invited to come and spend some time here to get out of the cold weather. reporting live, ali rasmus, ktvu channel 2 news. if you are hitting the road, you're going to want to take your time. there have been several

accidents this morning already being blamed on black ice. let's look outside. that's highway 4 now. about an hour ago they did shut out a couple lanes out there because of the ice. they just went out and found wet roadways. but there have been four spinouts there, including a big rig. there are three spinouts there as well. american canyon highway at highway 80 another spin out is cal-fire is reporting ice on roadway. earlier we showed you i-80, a jackknife big rig cleared from there. the storm brought some snow to the bay area. jade hernandez joins us live near saratoga with the latest conditions there. good morning, jade. >> reporter: good morning. we hit snow about a half hour ago, we're live on the santa cruz county line and we're at a place called vista point. it's actually very gorgeous up here. snow has dusted the ground, it's dusted the trees. it's a magical picture this morning, a great place to wake up with a cup of coffee. if were you inside it's very

cold outside out here this morning. there's ice on the grounds. when i got out of the truck i had to be very careful. we ran into some caltrans crews on highway 17 near los gatos, about an -- >> we just lost jade hernandez. we'll check become in with her in a bit. there was a lot of snow out there and there's talk about more snow this morning. we want to show you parts of san francisco where it fell for the first time in years overnight. you can see it on your screen. that's the snow falling on twin peaks. there is no trace of it there this morning because temperatures were not cold enough for the snow to decision. this is the sunset district overnight on 19th. not a lot of snow but you can see it falling. flakes are clearly visible. snowflakes were also reported on mount davidson. if you see snow in your area or have video or pictures to share, just e-mail them to us.

this storm brought snow to parts of the wine country. one minute the sun was shining and the next there was a dusting of snow. a surprise to many since the town is only a few feet above sea level. despite the freezing temperatures, winemakers do not appear concerned about their vines. >> this is not hurting us at all. it's actually good for the bud, kills some of the insects that are harboring in the barks during the -- >> small businesses were note so optimistic. some restaurant owners say the cold weather is keeping their tables empty. >> the monterey county spca is warning pet owners to take extra care of their animals during the cold weather. extreme cold can be fatal to pets and livestock, especially if they are used to warmer weather. when temperatures drop you should bring your animals inside or into your heated garage. they're asking anyone who sees an animal left outside in the cold to report it to their local agency.

it looks like the first half of next week could be soggy. rain off the forecast for monday but that could change over the next day or so. we'll show you those record breaking temps in just a few moments. new this morning, san francisco police are investigating two violent incidents in the mission district overnight. just before 2 a.m., officers responded to a stabbing on 16th and mission streets. then an hour later someone was shot just a block away on 17th and mission. both victims were transported to the hospital. extents of their injuries not released. police have not said if the two incidents are related. the united nations security council will meet again today as it considers possible sanctions against libya and its leader moammar gaddafi. today's u.n. meeting comes one day after the obama administration froze the u.s. assets of gaddafi and his four children. the treasury department said the sanctions also apply to the libyan government. president obama made the move only after hundreds of

americans were evacuated from libya. anti-government protests in the country continue to grow with opposition leaders holding several key cities in that country. now here in the bay area, the local libyan community will once again gather to show their support for family and friends. yesterday people demonstrated outside the federal -- ferry building in san francisco. about two dozen people showed up. today's demonstration is planned for the u.n. plaza at 1:00 this afternoon. the newly elect clerk of imperial county in southern california wants to defend california's ban on same-sex marriage. yesterday chuck story filed papers with the ninth circuit court of appeals in san francisco. he says he took an oath to defend the constitution and argues prop 8 is part of the state constitution. california's governor and attorney general have declined to defend the voter approved ban on same-sex marriage. convicted sex offender terry burst is going back to a state men al hospital. contra costa judge made that

decision after he admitted he 4 secretly been meeting with a man from his therapy group. there is no evidence the relationship was sexual but the meetings still violate the conditions of his release. six years ago, verse was the second violent sex offender in california to be released under a conditional program. three san jose police officers are out of the hospital after a suspected drunk driver set off a chain reaction crash. it happened yesterday morning on east santa clara street near 17th street. the officers were investigating a shooting when a 30-year-old man crashed into a parked patrol car. that set off the chain reaction, setting the first patrol car into two other patrol cars. and hitting two officers standing outside. a third officer inside one of the patrol cars also suffered whiplash. the suspected drunk driver is now in jail. treacherous weather in the sierra. the snow brings traffic to a standstill overnight. we'll go live to the sierra to show what you things look like this morning. and vying from the secretary of

good morning to you. it's a chilly start out there but what a glorious looking day. a live across the bay this morning, we are in jeopardy of breaking some records. we'll bring you those coming up. the recent snow in the sierra has closed roads and caused hundreds of power outages this morning pg&e says almost 20,000 people are still without power. reporter brian hickey is live now in grass valley with what people are face this is morning. brian, you look like you're on

a mountain of snow. >> reporter: you would think i was in downtown truckee but no we're in grass valley. this pile of snow here from yesterday and this morning it's crusty and icy. even down here on the grounds it looks nice and soft, but you can walk across the top of it. over here a crew that is getting ready to go out, huge chainsaws hired by pg&e to go out and start re moving address that came down, and everybody we're you go this morning walking very gingerly. park is lots and roads just frozen of ice. pg&e trucks from as far as southern california to come up and help battle some 30 different outages that are affecting some 10,000 customers right here in nevada city and grass valley. we're across the street from the pg&e yard. a place that's going to be very busy today. so busy, they've brought in traffic control to get the trucks in and outs of that lot.

while they go out if try to fix all these lines. big, huge pine trees coming down yesterday in the wind and the weight of the snow bringing down lines with them. so quite a mess up here. lot of people spent a very cold night without heat unless they had a wood burning stove. there was no electricity to fire up the heaters and that minutes for a cold night where temperatures were down in the 20s. very icy conditions this morning. so it's going to be a messy and cold day, but after yesterday's blizzard up here, you can see it's beautiful, sunny blue skies today, so i say leave the house and head up to the ski resorts and deal with it later because the skiing today will be awesome. otherwise, quite a mess and a lot of work for the power line crews. >> thank you. in about 10 minutes, muni crews will begin work to repair and replace worn down lines. the work is done at church street and boss avenue. it will affect service on the j and n lines. this morning's fix comes after a report issued by the

california public utilities commission thursday, which claims muni has failed to respond to several fix-it orders, including one issued in 2009 for the church street tracks. the repairs are expected to last until 8 p.m., and will continue tomorrow. muni says the work will close some lanes in the area and also affect parking. the bart extension -- away but this weekend preparations are underway for the long- awaited project. the santa clara valley transportation authority just closed down a couple hours ago. dixon landing road where it crosses with the union pacific railroad tracks. the vta will now work on to replace those freight track crossings. the closure will last until 10 p.m. tomorrow. drivers are being told to use the marked detours. bay area gas prices continue to rise as prices going up several cents in just a day. triple-a now says price for a regular unleaded gas in san francisco is 3 mt. 76 a gallon.

that's up from 3.71 yesterday. in oakland drivers drivers are paying slightly less. and in the south bay, 3.72 a gallon. that's up from 3.67 on friday. nationwide, consumers are seeing a 6-cent increase in a gallon of gas yesterday. that's the biggest one-day surge in two years. that spiked being driven by the price of oil, which soared to $103 a barrel earlier this week. it settled back down to $98 by the ends of trading yesterday. industry analysts are blaming the volatile price of oil on the turmoil in the middle east and north africa. iraq's largest oil refinery was attacked this morning. gunmen broke into the refinery about 150 miles out side of baghdad, attacked security guards and planted bombs. the bombs then exploded, started a fire, and forced the refinery to shut down. one guard was killed, and another was wounded. it was the second insurgent

attack this month on iraq's oil sector. defense secretary robert gates is speaking out against another large scale war involving u.s. troops. >> in my opinion, any futures defense secretary who advises the president to again send a big american land army into asia or into the middle east or africa should have his head examined, as general mcarthur so delicately put it. >> gates made the comments yesterday while speaking to cadets at west point. he went on to say the army needs to get more compacts and that future conflicts should involve air and sea power instead of ground troops. gates is expected to retire from his defense secretary post later this year. coming up, a toddler wanders inside a bank vault before it locked down for the night. and a fire crash on the bridge has firefighters calling for change.

welcome back. you're taking a live look at san jose just one of 10 warming centers getting ready to open their doors. they open at 8 this morning so it's about 40 minutes from now. we know it's cold down there. they were out last night handing out blankets to people. if you want a list of sites you can find that on ktvu.com. people in northern california are not the only ones dealing with bad weather. we're also keeping an eye this morning on southern california and that's where persistent rain is making for treacherous driving conditions. in pasadena you're looking at this car that went right off the road yesterday ending up in the river. no word yet on the condition of anyone in the vehicle. a fire on the dumbarton bridge this week is bringing a call for change by bay area

firefighters. on tuesday, a big rig slammed in a stalled carrig nighing a large fire on the bridge. because there are no fire hydrants or water systems on the dumbarton, firefighters had difficulty fighting the flames. those crews now say they need easier access to water in case of another emergency. >> the public and media on the fact there was no water on the bridge. our biggest concern here is our nearest water supply on this side is one single fire hydrant and this is behind a fence of barbed wire and chain links. >> there are obstacles to getting firefighters getting access to water including what agency will maintain the lines. kitchens on wheels, the estimated 40 gourmet food trucks could soon have to make room for even more. the police department is no longer going to be dishing out permits to vendors. instead, the department of public works will take on that responsibility and the process will be even cheaper.

right now food trucks pay about $9400 for a permit to operate in five locations. but under the new policy that begins in march, the city will sell permits costing vendors between 1500 and $2,000. >> i think we're going to see it a lot more of these out on the streets because i think people want them. i think the entrepreneurs who are behind them are finding it to be a very good way to get quality food to people. >> brick and mortar restaurants say they're frustrated with the food parks parking near their establishments. under the guidelines public hearings will be held to allow people to voice concerns over a specific permit application. blue skies across the bay area but cold, cold temperatures out there in the 20s and some pockets. rosemary, you're saying? >> you're right, it's so cold out there. clear skies with some areas and snowshowers falling in others. actually we'll start with a nice view of all that mr. sky as you look across the bay. we're looking at partly cloudy

skies in store for today. we'll leave in the possibility a few scattered showers and you can see them here falling along the coastline. i'm going to stop this because we in fact seeing a little bit of rain and snow mix. let's get in a little closer there and you can see just on the east side at half moon bay we're seeing this, la hohn that not the first time a little bit of snow and rain-snow mix this morning. just on the east side, so it is above 500 feet for the most part but we're continuing to see this and if i head to the east bay, we're looking amount the possibility of a few sprinkles falling between areas right around concord, looks like antioch and at the moment they're reporting dry conditions and just partly cloudy skies. talking about the temperatures, let's look at some of the records set way back in 1913, santa rosa 21 degrees, we're not going to beat that but we have the records and napa and san rafael this morning. look at this. 27 degrees right now in napa. 30 in san rafael. oakland also breaking a record sitting at 35 at the moment. the airport, we're very close to breaking a record in san francisco. but the airport and oakland

reporting 32 degrees. so breaking a record there as well. and now that we are into some of our coldest air we may see a few more broken before the morning is over. we'll take you up there the afternoon. we have your 5-day forecast coming up. >> thank you. this morning a toddler is recovering after being trapped inside a georgia bank vault for two hours. the 14-month-old girl was heard crying but no one could find her. eventually she was spotted inside the vault by security cameras and investigators say the girl was visiting her grandmother who works at the bank when she wandered off last night. >> closed down this evening, customers had left the bank, toddler walked off and walked into the vault just about the time the vault closed with the lock. >> firefighters worked to pump fresh air into the vault which only had a nine-hour supply of oxygen. police called in a locksmith to open the bank vault. this morning toddler is safe back at home with her mother. the freezing temperatures are creating problems with black ice on the road.

story, the bay area is experiencing record cold weather. rosemary roscoe is in the ktvu weather center tracking. snow. but let's begin with ali rasmus from san jose, how people are dealing with the cold this morning. ali. >> reporter: good morning. right now it's sunny and clear out here in san jose. if you look over at the sidewalk, can he is a lot of moisture on the pavement. but you see this puddle here, you can see it's still wet. it's not quite cold enough for things to be freezing out here. however, we did catch up with some people who were brave enough to go for a walk outside this morning. and they definitely felt the shock of the frigid temperatures. >> all bundled up. >> was there frost on your car? >> yes, yes. frozen. everything is frozen. >> slightly over capacity.

to confirm the identity of a body in the become yard of a novato home. yesterday morning teams removed a body believed to be that of 74-year-old dale smith. cadaver dogs discovered the body and police stay the wife was living inside the home when it was found. >> certainly a person of interest, and somebody that we would like to talk to going forward. >> the police chief says the next step is for the coroner to i.d. the body but a sergeant at the coroner's office says because of the way the body was buried it could take awhile to determine just what happened. and attorney for evelyn smith says says her client is cooperating with police. the latest storm is bringing snow to parts of the bay area. jade hernandez is joining us live . you can see right down

here, there is snow and actually there ice mixed in is one every problems that we had driving up here to this area. you can see snow on the grounds. it's duffed the trees and really makes for a magical picturesque setting when you don't think about the ice underneath it. just spoke to a family from sunnyvale. they brought their sunup here to see the snow. but of course on the flip side we also seeing caltrans crews working very hard. we ran into caltrans crews on highway 17 in summit road about an hour and a half ago. it's dry there. but we were told there are about 8 to 10 workers monitoring the roadways in that area. standing out, covering highway 101, and as for highway 17, where we found our caltrans worker this morning, at least 4 of those drivers were driving around, literally waiting for the snow to hit. those crews came on around 8:00 last night. and the caltrans guy i spoke to was waiting to be reload at 8 this morning. we told him our mission was to find snow and he told us this is where we were going to find

it right here at highway 9. and highway 35. and he was right. driving along as we were getting closer, highway 9 started to get icier. of course we can show it you this family came out to show their son their snow this morning. we've got -- trying to enjoy the know any way they can because in sunnyvale you're not getting a lot of snow. of course we'll keep an eye out, talk to the caltrans crews and monitor the situation, bring you ann update in just about a half hour. reporting live, jade hernandez, ktvu channel 2 news. as community continues to mourn the deaths of two east bay 17-year-olds, police are trying to track down the person responsible for victimizing one of grieving families. they drowned last weekend in a rafting accident in walnut creek. the niller family home was burglarized while the parents attended a private service for their son on thursday. a $5,000 reward is offered for

information about the break-in. a memorial service for gavin powell will be held later today. this morning, two groups on opposite sides of the gun rights debate could come face- to-face in the east bay. the group called responsibility citizens has a meeting scheduled for this morning at a pleasant hill starbucks. responsible citizens is part of the open carry movement. the contra costa brida campaign says it plans to protest today's meeting. the brady campaign says it will be there and call on starbucks to implement a gun-free dining policy. the death toll in christchurch, new zee lands is at 145 following tuesday's 6.3 earthquake. more than 200 people are still missing. survivors are now dealing with water, power and sanitation problems. people are also concerned about the safety of their homes during aftershocks and are sleeping in their cars or in tents. >> from heading a family home that you love to live in, to live them. >> engineers say most of the

all right. are you taking a live look at highway 80 at 89. you can see lots of snow there, snow on the roads. the sun appears to be shining but right now caltrans is requiring chains on all vehicles without four-wheel drive and without snow tires. that chain requirement is in effect for both interstate 80 and highway 50. now we'll take a look at what last night. you weren't moving at all on interstate 80, stretches of that highway shut down because of the snow. traffic was at a standstill for about two hours, and more than 500 amtrak passengers were delayed so plows could clear the tracks. people in grass valley are also digging themselves out from about two feet of snow.

the storm downed trees, caused power outages and closed gas stations. residents say it's about about 20 years since a storm like this one. down in arizona, usually it's sunny and warm this time of year. perfect for something we like to call spring training. ktvu's fred is live on the phone from arizona. fred, giants off to a good start yesterday. how is it looking this morning? >> reporter: we're just pulling in, it's a little cloudy here. we got spoiled and we've been here since wednesday and it's been absolutely perfect weather for baseball. now they're talking about a little potential rain, even rate later this afternoon. but if it's just -- absolutely gorgeous with it's an after glow of the celebration of the world's series of last year. and the optimism for this year with the giants. the a's were there, just an absolute calm relaxed mood but the giants yesterday opened up their exhibition season against

offering free help. the city of sunnyvale with a non-profit agency tax aid offers assistance today. trained volunteers will be available to answer any questions you might have about your taxes. the program starts at 10 a.m. at columbia middle school on morris avenue. today's tax help is on a first come, first served basis. las vegas police have arrested two men who they say helped another man rob the rio casino thursday morning. investigators say 55-year-old steven gao is still at large after pulling a gun on a dealer and stealing $33,000 in poker chips. 62-year-old man allegedly helped him escape in a cab. he was driving while 41-year- old edward lynn was waiting to exchange those chips. both two men were arrested. a bay area tech giant is making some changes to its core business. what google is doing to make unline searching better than before. >> the sun is shining over

just can't get enough of these views! how gorgeous is that! we're looking at the san rafael this morning, blue skies overhead of it's a freezing even subfreezing start to your day. bundle up! the town of cobb in lake county is recovering from some recent snowfall. cobb is located in a mountain valley about 2600 feet above sea level. over the past week they have received about a foot of snow. yesterday 10 inches of fresh powder fell. closing roadways and causing power outages. >> it's about 30 to 40 poles that snapped. power had a helicopter get them changed out. >> so residents coldpg&e crews

said they were able to repair the power lines yesterday afternoon. right now a freeze warning for the north bay is in effect for about another 10 minutes. one of state's most valuable crops is in danger, almond growers saying many of their trees are in bloom and could be damaged by freezing rain or snow. the snow falls in the valley it will be the first time since december 11 of 2005. that snow has stuck to the valley floor. goggle is changing the way you search online. this week the mountainview based company made a change to its in an effort to improve search results. experts say the new system will give websites with original content a higher ranking than junk sites. >> i would look at it as a progression as them getting better at serving the information you're really locking for.

moment but backing up over monterey as the storm continues south. monterey and salinas dealing with the possibility of rain and snow moving through the area through the first half of the day. we'll leave in just a few scattered showers but again the big story this morning for most of us, just how cold it is out there. it's going to be cold throughout the afternoon. starting in the 20s in some cases, and we're looking at 46 for the afternoon. by tomorrow, temperatures returning back into the 20s. we're looking at freeze warnings once again as we start the day. we'll be slightly warmer on sunday but early next week, the wet weather is expected to return. back to you. >> all right. that cold weather is leading to danger on roads this morning. as we've been telling you, black ice has caused several accidents and he just got this new video into the ktvu newsroom. lock at that, this one happened just after 5 this morning on highway 37 near the napa river bridge in vallejo. a single-car spinout bus of black ice. caltrans put snow on the road.

around the same time, there was another small suv that rolled over in american canyon. black ice is blamed on that accident as well. caltrans got there and put sand on the road. we have more new video of a freight train that came through jack london square in oakland. we recorded this video about an hour ago. the train which is heading south was covered in snow. not sure where it came from, but as we have been reporting all morning, this weekend's freezing temperatures have brought snow to much of the bay area. time is 7:57. police say he made more than crean,000 crank calls to 911 and is now behind bars. why it was hard to track him down. getting around san francisco cob harder this weekend. repairs being made on two muni lines in the city.

san francisco. good morning. welcome to mornings on 2. it's saturday, february 26th. right now we're experiencing some record-breaking cold in the bay area. we have live team coverage for you. jade hernandez is checking on the snowfall in the santa cruz mountains. ali rasmus is at one of the 10 warming centers open in the san jose area. but first, we want to get a quick look at what we can expect this morning with meteorologist rosemary roscoe. it's cold out there. >> you said it! that's the headliner this morning. temperatures in many cases breaking records this morning. there's the center of circulation as it continues this way a few scattered showers in the area and right between that 6 and 7:00 hour we really began to see a few scattered showers in the area. let's take a closer view where again we are looking at some

light rain this snow mix over the santa cruz mountains and areas over la honda. check, in with some rain and snow as it continues to fall. one two to inches expected over the course of the morning. the storm is moving south in areas around monterey will be the next place already beginning to pick it up. the north bay this morning is completely dry with clear skies, light 1 about a freeze warning just expiring. we'll lock at just how cold the temperatures are, coming up. and we want to show it you a rare sight for parts of san francisco. snow. cameras were there overnight when snow first started falling on twin peaks. fortunately there's no trace of it this morning because temperatures were just not cold enough for the snow to sticks. snow also report on mourn davidson. that snow certainly sticking in santa cruz county where it fell near saratoga where jade hernandez is this morning. good morning, jade. >> reporter: good morning. i wish i was in san francisco last night to see the snow flurries. but this is the next best

thing. we're live along the santa cruz county line and i can show you this is the snow that they received up here. now, it's kind of powdery. the folks that i spoke to today were a little disappointed because this is not the kind that you can make a good snowball from. it's just a powdery mix this morning. to give you an idea we've seen caltrans crews drive by, plowing this newly fallen snow on the roadway. it is very icy up here. i had to watch myself as i hopped out of the live truck and just spoke to a woman who said she's not sure she can get to work bus it's so icy on roads. this area here is called vista point. there is snow on the ground, it's dusted the trees. very picturesque. one family came out here to enjoy the snow but were slightly disappointed by the amount of snow that they saw up here. >> the crew up the roads, didn't hit much ice until the end. there's -- we saw a couple snowplows and some sand but it wasn't that slippery, wasn't that bad. >> the man you heard from

brought his girlfriend and their little one with them this morning. mr. alexander mentioned seeing caltrans crews this morning, and we ran into some caltrans crews on highway 17 at summit road around 6 this morning as well. it was dry there, and drivers had their plows on the side of the road just waiting, waiting for the snow to fall. we were told 8 to 10 workers had been monitoring the roadways overnight. and highway 17 at least four of those drivers were driving around just watching for the snow. crews are working a 12-hour shift. cam trance driver i spoke to was waiting to be reload at 8 this morning. and we told them our mission to find snow and he directed us right here to highway 35 and highway 9 this morning. driving along roads were pretty icy, and of course we'll have another report for you from the spot in about 30 spits. 10 warning centers are just about to open this morning in

san jose. ali rasmus is live at one of those warming centers, and has it warmed up at all since since you arrived? >> reporter: not much. it's still very cold. when i checked about an hour and a half ago, it said it was about 33, 34 degrees. but those warming centers are opening right now. we're inside one of them. this is the warming center at almaden community center in san jose. one of 10 warming centers the city set up specifically to deal with this weekend's cold weather. and melissa was here this monk, you just open up the center. tell me what you were expecting today. >> we're not sure, our -- this is the first time we've been open as a warming center so we're expecting some folks to come in and get out of the cold. >> you've worked for the city for a number of years and set up cooling centers. but never a warming center. just how is this? >> it's crazy. i just didn't expect this to happen. it's pretty cool on to see the

city open up for the people. >> thank you. >> thank you. >> we did go by some overnight shelters, there were three shelters open in santa clara county, to accommodate and let people in out from the cold. one of those we went to is the recreation center in san jose. people working there told us they were slightly overcapacity last night. they didn't want to turn anyone away. we talked to a couple people who told us getting a refuge in a shelter like that is a matter of life and death sometimes. >> i was in the hospital because i had pneumonia because of the weather. >> now you're being more cautious and coming here? >> yes. >> it's cold out her. have a place like this really takes the pressure off being outside. >> you're looking inside the a almaden community center. one of 10 designated warming

we may be able to put them on the air. we also have a slide show of photos from past bay area snowfalls at ktvu.com. new this morning, san francisco police are investigating two violent incidents overnight. a stack on 16th and mission streets, then an hour later someone but shot just a block away on 17th and mission. both victims were transported to the hospital. the extent of their injuries have not been released and police have not said if the two incidents are related. about 30 minutes ago, muni crews began work to repair and replace lines worn down. the work is being done at the intersection of church street and it's going to affect service on the lines. those repairs come after report issued by the california public utilities commission on thursday. it claimed muni failed to respond to several fix-it orders, including one issued in

2009 for the church street tracks. this work is expected to last until 8 tonight and continue form. the work will close some lanes and affect parking. the bart extension in san jose is years away but this weekend preparations are already underway for the long- awaited project. the santa clara valley transportation authority just closed down a couple hours ago. dixon landing road where it crosses with the union pacific railroad tracks. vta is now working to replace freight track crossings. it will last until 10 p.m. tomorrow. drivers are being told to use the marked detours. a fire on the dumbarton bridge is prompting a call for change by bay area firefighters. on tuesday, a big rig slammed into a stalled car and you can see it the fire that ignited on the bridge. because there aren't any fire hydrants or water systems, firefighters did have difficulty fighting the flames. those crews now say they need easier access to water in case of another emergency. >> the public and mode 'ya

focus on the fact there was no water on the bridge. our biggest concern is our nearest water supply on this site is one fire hydrant and this is behind an enclosed fence. >> there are several obsequies to getting firefighters easier access to water. it's not even clear which agency would take on the responsibility of construction, repair and maintenance. a new york mother is caught driving drunk with several young children in the car. what her daughter did to catch the attention of a driver passing rite by. and measles at the airport? how one passenger may have exposed hundreds in denver. and live outside once again, there's the approach to the bay bridge toll plaza. if you're out there on the roadsways, be careful of that black ice. especially on bay area bridges.

missing. survivors are now dealing with wate power and sanitation problems. people are also concerned about the safety of their homes during the aftershocks and are sleeping in their cars or in tents. >> having a family home that you love to live in, to -- [not understandable] >> engineers say most of the buildings in downtown christchurch are dangerous and will need to be braced before they can search for more survivors. they say they expect most of downtown to be shut down for months. the prime minister says an aide package is going to be announced on monday for the 50,000 people who are going to be out of work. the united nations security council will meet again today as it considers possible sanctions against libya and its leader moammar gaddafi. today's meeting comes one day after the obama administration froze the u.s. assets of gaddafi and four children. the treasury department says the sanctions also apply to the lynn jab government. president obama made the move only after hundreds of americans were evacuated from

libya. anti-government protests in the country continue to grow, with opposition leaders now holding several key cities in the country. and here in the bay area, the local libyan community will gather once again to show their support for friends and family in libya. it comes after a demonstration yesterday outside the ferry building in san francisco. about 2 dozen people showed up. today's demonstration is planned for the u.n. plaza at 1:00 in the afternoon. bay area gas prices just keep getting higher with prices going up several cents in just a day. triple-a now says price for regular unleaded gas in san francisco is 3.76 a gallon, up from 3.71 yesterday. in oakland drivers are paying slightly less at 3.71 a gallon. that's up from 3.67 yesterday. and in the south way, san jose drivers are paying 3-point. >> , it was 3.67 on friday. sputting discovery is closing in on the international space station for the first time.

a final time i should say. discovery and its crew of six are scheduled to arrive just after 11: 15 pacific time. they will spend at least a week there on voting supplies and first humanoid robot. hundreds of people pay have been exposeeds to measles. a passenger tested positive for the viral disease. the woman from new mexico was at the airport for several hours and doctors say that is long enough for the airborne virus to become active and it is easily spread. >> it actually lasts for a while in the atmosphere and on the surfaces that it might land on, even a couple hours so it's pretty stable outside of the nose and mouth. >> measles developed about 7 to 18 days after exposure. if you've already been immunized for that disease or had it, you are considered

immune. flu season in full schwenk but doctors say it's not too late to get vaccinated. yesterday we spoke to patients and doctors at kaiser, who are noticing more people than usual have been out with the flu. >> a lot of people from our wow, habit now and there was two guys out actually, and the boss even out last week and hardly ever takes time off. >> the flu season is at its peak right now. >> doctors say 75 to 80% of the people that have tested positive for the flu this year have been under the age of 20. this has led to many schools advising parents to get flu shots for children and keep them home if they're not feeling well. flu season expected to last through april. a los angeles man is in jail this morning accused of making more than 18,000 crank calls to 911. the california highway patrol says the 43-year-old man made the calls over the course of

six months using non- initialized cell phone. that made tracing the calls difficult but the chp got help from secret service and tracked the man to his home and arrested him. a family is thinking about moving. this is a vehicle that crashed into theiring with yard wall. this was the third time in just a year. in this latest incident and the truck ended up in their pool and the driver was able to crawl out and was taken to the hospital. no one inside the home was hurt. a new york woman is facing charges after driving drunk with three children inside her car. 38-year-old bonnie will of western new york was arrested tuesday and is being charged with drunk driving. she had her nine-year-old daughter and two neighbor children in the car with her. police say it was the nine-year- old girl that caught the attention of another driver who called police. >> piece of paper that one of children were holding up in the window was written like a orange marker or crayon that says please help us. >> police say bonnie was

incoherent and unable to walk without help. police say she will also be charged with three counts of endangering a child. she is currently out on bail. a washington state couple is rescued after spending five days in the snow. what they did to keep warm and save their lives. >> good morning. a bright, sunny start in san jose this morning. 33 degrees, tying a very old record. we'll show you some of the records we're shattering this morning with the 5-day forecast coming up.

this saturday morning there's a live look at the east shore freeway. sometimes it's bumper-to-bumper there, even on saturday mornings. right now as you examine see it, both directions moving smoothly. a washington state couple is safe this morning after being missing for five days. police say john and pat norville went future a drive last sunday near they are vancouver home, but the couple never returned. turns out they drove. >> a snowbank and had nothing but water. the couple kept warm by running their engine for just enough heat and finally last night search crews discovered the couple. >> pure miracle. to get stuck and then happen to get out of the jeep at the right time to use the rest room and there's four guys standing on the in the middle of nowhere. they got lucky. >> crews found the couple and it still took five hours to dig

them out. following the rescue the couple said they felt fine and refused to go to the hospital. rosemary joining us now. that sunshine outside very deceiving. >> yes, it is! do not step outside without a big heavy coat! might not need to be waterproof but should be heavy. we've got clouds out near bay point, and definitely cold enough to see some snow in the east bay valley this morning. but the scattered showers remain along the coast and take a look at some of these records we're bet this is morning. santa rosa 21. that is tough to beat and we're not being that but napa, san rafael betting old records at 28 degrees and some of these numbers i've had to adjust. we fell to our coldest an hour ago and now we're rebounding a little bit. san jose, 33 degrees, record setback in 1897 and we tied it. oakland airport, record of 32 degrees this morning.

the old record was 35. we're going to be dry today, drive tomorrow, but we're going to be awfully chilly today and tomorrow. we continue with the freeze warning late tonight into tomorrow morning. and then by monday and tuesday, the rain is expected to return, put on the forecast just yet but later today may include a few light showers, even as early as monday. back to you. a viewer senn us this video from san francisco. the snow that fell there, michael shot this on 19th in the sunset district last night. it's not a lot of snow but the flakes are clearly visible in san francisco. so some were reported around davidson overnight. if you do see snow in your area, and have video, and pictures, you want to share, you can e-mail them to us. maybe we can put those on the air as well. if you want more snow, just head north where folks there are waking up to winter wonderland. the sacramento area dealing with very cold temperatures.

and brian hickey is all bundled up there joining us live from grass valley. hi, brine. >> reporter: good morning, i was able to shed a larry. take a look at this. up think we're in truckee now? we're in grass valley just a couple thousand people up from the valley floor. look at all the snow. we look around, this is just within about a dozen piles of snow here. the problem, though -- looks like nice soft powder. look at this, walking across the top of it. everything here in grass valley frozen solid. the snow that fell here yesterday fell very wet and overnight 20-degree temperatures froze that so now the parking lot a sheet of ice. look at the glare. that's solid ice there, cars slipping around and then of course you'll find a lot of these. look at the utility crews from the parking lot. pg&e is going to be extremely busy here today. they've reported a minimum of 30 separate outages affecting about 10,000 customers here in the foothills. that number likely a lot higher. they're just now getting out today to go out and survey the

damage. we just saw helicopter take off from the pg&e yard that will do an aerial survey. needless to say, a very cold and icy night for the folks here in the foothills who have been without power since yesterday with temperatures down in the 20s. that said, i say get out of the house and go skiing! look at the skies this morning after a blizzard yesterday, blue skies. it's going to be one best ski days of the season. kirkwood they've got free skiing world tour going on. best skiers in the world jumping off huge cliffs and with four feet of show for it will be insanity. so pretty much anywhere in the sierra you'll have great conditions but have to get there first on the snowy roads. back to you. >> thank you, brian. their son died in a rafting accident and then their home was broken into as they attended his memorial service. what is being done in the hopes of catching however stole several things from the miller family home in walnut creek. >>

>> reporter: good morning. we're inside the almaden community center in san jose. this is one of 10 warming centers the city of san jose has set up to help get people out of the cold. if their heater is not working or can't afford heater. the doors opened about half hour ago. up the stairs there's a big conference room of family services room with gyms and books, tables and chairs, places to go for people to just come and pass the time. but the city employee said they're not sure how many people they expect to show up today because this cold snap and emergency response is a bit unprecedented. >> ritz open for everyone to come in. i'm not sure who to expect, but sure we'll get some people in here today. >> along with the warming centers there are three shelters open overnight. one of staff members at the

recreation shelter in san jose said they were overcapacity last night. normally they have rom for 150 or 250 people. they had 260 last night and some people were sleeping on mats and cots because they didn't want to turn away anyone in this cold weather. >> it's cold out here. have a place like this takes the pressure off being outside. >> back out here live inside the allman did community center, just 15 months ago a woman dropped off these sweaters and blankets. she said she wanted to help out any of the folks who have to come here today. these warming centers will be open from 8 to noon and there are 10 of them through the city of san jose. check on our website, ktvu.com, there's a list of the addresses of those 10 warming centers set up here. ali rasmus, ktvu channel 2 news. the record low temperatures are bringing snow to parts of bay area. ktvu's jade hernandez is live near saratoga, she's been there

all morning and jade, are people out and about enjoying the powder? >> reporter: well, they finally are. some folks are disappointed. when we came up here it was very icy, but the sun just came out and the roads here, that ice is starting to melt a bit. as you mentioned we're above saratoga or the santa cruz county line at highway 9 and highway 35, in santa clara county. we just spoke to a ranger who said he hasn't seen any problems so far this morning. >> this early in the morning it's been pretty quiet. there's not that much snow. probably more snow last weekend than there is today. >> caltrans crews have driven by this morning. this is vista point. we spoke to a caltrans worker this morning and ran into his crew along highway 17 at summit road. it was dry there and drivers had their plows on the side of the road just waiting, anticipating any precipitation. we were told 8 to 10 workers

have been monitoring the roads overnight, just fanning out, covering highway 101, 280. four of those drivers were positioned on highway 17. crews are working a 12-hour shift, a shift change just took place a half hour ago. and besides checking in with caltrans we spoke to a family from sunnyvale and a woman who was dog sitting and expect to sri rougher conditions this morning. >> just walked across the highway here, and slipped and slide. >> okay, you're looking at vision that point. this is the reason why people come up here. they wanted to see snow. we spoke to several people this morning, said they were very disappointed because about you long at the grounds, this is a dusting up here. and the woman that you just heard from told me her boyfriend lives not far from here and they got a little bit more snow a couple weeks back so she expected to see it way more that thorn. but the kids that have gotten

to toss around the snow, they don't really seem to mind they're getting to enjoy a saturday in the cold weather. reporting live, jade hernandez, ktvu channel 2 news. thank you. up in the north bay, the town of cobb in lake county is recovering from some recent snowfall. cobb is located in a mountain valley about 2600 feet above sea level. over the past week they received about a foot of snow. yesterday 10 inches of fresh snow fell, closing roads and causing power outages. >> there's about 30 to 40 poles that snapped. power had a helicopter pulls in to get them changed out. >> some people told ktvu they haven't been able to get become to their homes because of the downed power lines. pg&e crews were able to repair the power lines yesterday afternoon and right now a freeze warning for the north bay is -- expired about a half hour ago. forecasters say it could be extended through tomorrow morning. there's plenty of snow for you if you're thinking about heading up to the sierra. this is a live picture of

highway 50 at myers. we just checked with caltrans and chains are required on all vehicles on 50 and 80. both roads are open moving smoothly but this was not the case last night as snow shut down stretches of interstate 80. traffic was at a standstill for about two hours and drivers were not the only ones being held up. this morning amtrak is reporting no delays after more than 500 passengers were delayed yesterday when trains had to be stopped so plows could clear the tracks. and visitors to the area are not the only ones suffering from the snow. >> just a lot. it's a lot more than we normally get. >> almost 24 hours. >> almost 24 hours without power. don't know when it will be back on. >> no clue. >> this morning pg&e says almost 20,000 customers are without power in placer, el dorado, and sierra counties. pg&e says all of the outages are storm-related and began two

days ago. extra crews from as far away as san luis obispo have been brought in to help. good morning to you. chances are the sun is shining invited your window this morning giving you a live look at the bay where we've got blue skies, a mix of clouds out there. you can see it them way in the distance up over the mountains, continuing some scattered showers over the santa cruz mountains as the storm slides this way south. it's off the coast and slipping the coast this morning. as it moves its way. little closer in, we're seeing light snowshowers in and around the santa cruz mountains and falling just above 400 feet for the most part. light rain from half moon bay now drying out in the lingering showers will begin to taper offer again as this continues to move this way south. areas around salinas and monterey getting the next shot at some rain. monterey you can see some good rain getting ready to move in and a mixture of snow with that as well.

the north bay this morning dry, but very, very cold. and the winter weather advisory only now for the santa cruz mountains lasting through 10:00 this morning. traces down below a thousand feet. we could see one to two inches of that slushy snow. current temperatures finally bouncing back just a little bit. areas right around santa rosa, napa, dipping down into the 20s this morning. santa rosa reporting 31 to 32 and napa breaking a record, napa 38 san rafael, 39 in san francisco. san francisco tying a very 'ol record as well and widespread 30s outside this morning, we're going to warm only 10 degrees over the entire course of the day so you may need that jacket most of the day if not all of today. 47 in napa. 48 in berkeley. upper 40s oakland and hayward, notice none of the expected to hit 50 degrees today. 49 in areas to the south as well. we're looking at 49 san jose, fremont, redwood city and 48 los gatos. 49 in santa cruz.

the 5-day forecast here, a freeze warning expired this morning is expected to return late tonight into tomorrow morning. and it could be more widespread. we'll continue with the dry conditions throughout the weekend. very cool conditions, rain expected to return early next week. we're even watching new models indicate the possibility of light rain as early as monday. we'll lock at your day planner coming up in just a little while. >> there will be a memorial service today for 17-year-old gavin powell of walnut creek. he and matt miller drowned last weekend in a rafting accident. a private service for miller was held thursday. during that service police say someone broke into the miller home. when matt miller's parents returned from the service they found their front door broken into and items missing from the house. a citizen is now offering a $5,000 reward for any information leading to the arrest. anyone with information on the burglary is asked to call police. police have removed the

body that was discovered in a backyard just days ago. yesterday morning fence, teams worked to remove the body believed to be that of 74-year- old dale smith. police say dale's wife evelyn had been living at the home where cadaver dogs discovered the body under a recently built stone patio. >> certainly a person of interest and something we two like to talk to going forward. >> the police chief says the next step is for the coroner to i.d. the body. the sergeant at the office says because of the way the body was buried, it could take awhile to determine the cause of death and antone for evelyn smith says her client has turned over keys to the couple's home and tremendous cars. this morning two groups could come face-to-face in the east bay. contra costa brady campaign plans to protest today's meeting of the responsible citizens of california. the group is associated with the open carry movement where people advocate carrying

unloaded hands guns holstered to their waist. responsible citizens has a meeting scheduled this morning at a pleasant hill starbucks. the brady campaign says it it's going to be there too to call on starbucks to implement a gun- free dining policy. temporary driver's licenses will be sent out to thousands of californians on monday. some drivers have been unable to renew their license because of problems with the new high- tech format. since last october, about 250,000 people across the state are not received their new cards in trim. the temporary licenses going out next week will be valid for three months. the state estimates it may be april 1 before everyone has a permanent license. the estimated 40 gourmet food trucks roaming san francisco streets could soon have to make room for even more. the police department is no longer going to be dishing out permits to vendsors. the department of public works is going to be taking on that responsibility and the process will be cheaper. right now food trucks pay about

$9400 for a permit to offer in five locations. but under the new policy beginning march 7th, the city will sell permits that cost between 1500 and $2,000. >> i think we're going to see a lot more of these on the streets because i think people want them. i think the entrepreneurs who are behind them are finding it to be a very good way to get quality food to people. >> some brick and mortar restaurants say they're frustrated with the food trucks parking near their establishments. city officials say under the new guidelines public hearings are also going to be held to allow people to voice concerns over specific permit applications. a georgia today letter spent two hours trapped inside a bank vault. the two things that had to get done for the 14-month-old girl to get out. and going outside for a look at the privilege. cup see the sun is shining but don't be fooled, it's cold and there have been problems on the road because of black ice.

fred inglis also in scottsdale, joining us live now from the ballpark this morning. fred, i'm being told you want to talk brian wilson. >> reporter: yeah, we just saw him taking live batting program he was throwing and this is brian wilson 48 saves in his games with just masterful in the world series. but he's had a little bit of a back issue here so this was -- everybody was watching, all the coaches, all the managers, were watching brian throwing live batting just now. we were the only ones there with a camera to put it on record here. but he was probably not favoring the back. he wasn't happy with his pitching, but he -- i think he was pronounced himself healthy and we're going to talk to him later today and find out. that's a big deal. so many people talk about the giants last year and how all of their starters were so healthy and never missed a start and brian wilson came in every game, had to pitch more than one inning and could do that.

economy. warren buffet issued his annual letter to shareholders. in that letter, he writes he believes america's best days are still ahead. the billionaire also give advice to investors saying they shouldn't focus on income figures reported by companies because they're easily manipulated. the graduate killed in the tucson massacre is remembered on what would have been his 31st birthday. a tribute to him was posted yesterday. he worked as an aide for giffords, one of six people killed on january 8 when a gunman opened fire outside a tucson safeway. giffords is still recovering from a gunshot wound to the head. a toddler is back home after being trapped if a georgia bank vault for two hours. she was spotted by security cameras in the vault. the girl was visiting her
