good morning, thank you for joining us on this monday february 28th i'm pam cook. >> and i'm dave clark. let's check weather and traffic. here is steve. >> thank you. we do have a slightly warmer low pattern. now it's still -- i know it's still not coal. we have 40s with higher clouds toward the north bay. we'll end up with partly sunny, partly cloudy skies. more clouds to the north and south. now an update on your traffic with sal. steve, right now northbound 101 traffic looks good approaching the 80 split. no major problems on the way. we also checked with transit. it's off to a good start. also this morning we are looking at the bay bridge with a little bit of crowding. nothing major just yet. let's go back to the desk. we are looking at the bay bridge too. this morning the center piece of a new bay bridge is

centering a critical phase. allie rasmus is joining us live. >> reporter: good morning, dave. that center piece you are talk about is the tower for the new eastern span of the bay bridge and this tower that you are looking at is going to get taller this week. 100 feet taller than it already is. crews will start work to add a fourth segment to the top of the tower. that will make it 480 feet tall. we will show you an illustration from the project website. three of the five segments are already in place. after the fourth segment is up they will have one more smaller section to go and then it will be finished. than the process of stringing cables from the new tower will start. about an hour ago we watched a barge pass underneath the bay bridge. the barge look like it was carrying some kind of column like piece of equipment.

it's clear crews are preparing to start thyrse work this morning. to give you idea of what it will look like, it will be similar to this video. news chopper 2 was over head in december. that section of concrete was 101 feet long and weighed more than 550 tons. now back out here live. you can see traffic is moving along smoothly. drivers will definitely be able to see the construction work later on today. as impressive as they see cal tran is remining people to keep their eyes on the road. they don't want any accidents happening on the bridge. the best idea to get a front row view is to -- cal tran will have a press conference. they will allow the media to go down to the construction site. reporting live at treasure

island allie rasmus. also this morning san francisco police are busy investigating several different weekend shootings all near the city's mission district. the latest one happened just last night on alabama. kraig debro is here with what could connect these crimes. >> reporter: a deadly weekend here. as you look down the street last nights shooting happened on the 1,500th block. what happened here is gang related. i just spoke to a man living across the street from the shooting. he heard six gunshots. the 27-year-old victim shot as he sat into his vehicle. no description of the suspects or their vehicle and the victim has life threatening injuries. the intersection of 23rd and

dakota. this one happened around 7:40. earlier the same morning 24- year-old aldo shot at 17th and mission. police say he later on died at the hospital. police believe this shooting is also gang related. blue bandanna is among the memorial. the violence that same night began earlier when a man leaving a bar was stabbed by several people. police are concerned that some of the incidents related. it appears most of the victims are targeted. hernandez was intended target in that shooting. we talked to neighbors in this neighborhood to see who else saw what happened here. reporting live in san francisco kraig debro. time now 6:05. there is concern right now it's growing by the hour for annealedderly san francisco man -- for an elderly san francisco

man missing. on thursday care givers at his richmond district assisted living home put him on a bus for a day trip to a nearby senior center. dozens of volunteers searched the golden gate park area. police in santa clara are looking for suspects in that city's first homicide of the year. it happened early saturday morning on monroe street. investigators believe the 31- year-old victim was stabbed in front of the a gas station and stumbled across the street where he died. it's not clear what lead up to the killing. neighbors and police agree deadly violence like this is unclear. >> it's not typical of the area at all. this is not the wild west. this is the bay area. tech center. calm mostly. >> we are not immune to crime but santa clara is a pretty safe community overall.

>> this was santa clara's first inside since last year. sheriffs deputies have an important warning for people living in woodstide. watch out for con men. they are checking out the damage from the recent storms. one person distracts the homeowner while the second goes inside the home and steals valuables. >> wow. time now 6:06 you are laying the ground work for an easy commute. >> we are trying to. trying to make it easy. so far it looks good on the roads. you should get a decent commute on interstate 880. you can see it's getting a little bit more crowded or so. we have noticed the uptake of people on the road. no major accidents or stalls here. bay bridge still has a little

bit of a delay there past the construction zone and getting up to the toll plaza. nothing major yet. the metering lights usually go on. this morning in the south bay northbound 101 northbound 280 and 85 everything looks good. you can see traffic is getting a little bit more crowded you see spots of red beginning to appear on our maps. for the most part if you get out there now you should be able to avoid the jam into the valley. let's go to steve. sal, thank you sir. livermore is down to 33. there are i found one upper 20. the pattern is changing. this is the last day of february. as we go into march the forecast models are showing a lower pattern. things might be changing here. today clouds to the north. more sun to the south. tomorrow we will get a little

of a low flow toilet. apologize for the breakfast topic. the reduced water flow in the toilets means more sludge packing up in sewer pipes. the city hopes to fix the problem by flushing the sewer with eight million pounds of bleach but some environmentalists say that idea stinks too. medical marijuana is getting more expensive. the city will start collecting a 7% tax on the pot. voters approved the measure in november. they will welcome the owners to city hall for a special meeting. north carolina threatening to -- north korea threatening to attack. and while a memorial for the jones town massacre is prompting an outrage.

time now 6:13. we are looking back over the san francisco bay. we know for sure that what you are looking at right there chopper 2 is flying over on that barge right there we know what it is. today is they begin the preparations for the 2013 america's cup. last year's winning yacht is on that barge right there. usa 17 making its way under the

golden gate bridge on that cargo ship. it's in pieces. you can't really see it right there because it's in pieces and it's in pieces because it's too big to sail by itself under the bridge. once it gets to its final stop, it will be stored at pier 80 until it's ready to be put on display. usa 17 won the cup last time. and it allowed ellison to hand pick the host for the america's cup. we wanted to show you it's coming in on that barge right there and we're flying over it with chopper 2. refugees in that chaos this morning in libya is occupying our attention. thousands of foreigners and migrant workers trying to get out of that country to get away from the violence and the uncertainty there. ktvu scott mcfarland is live with how the u.s. is responding

to this. the press secretary meets today. thousands of protestors facing off and the reports of violence continue to grow in size and in scope there. u.s. leaders trying to lean on european leaders to impose some type of economic sanctions on libya to pressure gadhafi. some u.s. senators want a stiffer reaction including a no fly zone over libya. >> i wish we had spoken out much more clearly and earlier against the gadhafi regime. >> now is the time for action. not just statements. meantime secretary of state hillary clinton has arrived in georgia nova. live in washington scott

mcfarland. north korea is threatening to fire. the latest round of balloons that scary thousands of leaflets and cassette videos. they are encouraging north carolinian's to rise up against their leaders. a three-day hearing starts tomorrow. it will investigate last september's deadly san bruno explosion. lits be the first time that -- it will be the first time that they are questioned. an investigation has already started into the cause of a natural gas line explosion

in cleveland, ohio. flames shot 30 feet into the air. crews knew of a leak on that line since saturday they were working to repair it when it exploded. fortunately no one was hurt. the pentagon warning women today about con artist that target women on facebook. they claim to be soldiers looking for love. then claim their love and ask those unsuspecting women to write them a check. the military is warning there have been hundreds of these cases in recent years. this morning people that have lost loved ones in the jones town tragedy will be holding a prayer vigil at the cemetery. they are angry with reported plans by the sun of the pipless temple founder jim jones. jim jones junior wants to put his father's name on the planned memorial which will remember the 900 people that died in that mass suicide.

family members say there is no place in that memorial for the man blamed of the jones' town nightmare. in a few hours there will be a new candidate for the san francisco mayor. david chiu is expected to announce his candidacy at 11:00 on the steps of city hall. there are other several candidates in the running. president obama is meeting with the nation's governors at the white house this morning. the president told the governors he wants to hear their ideas on how to repair the slowly recovering u.s. economy. jerry brown is not attenning the annual governor's meeting. he has pressing business here in california. time now 6:19. sal is look agent the north bay. how are the roads? >> it's going to be a little more crowded in the north bay in the last half hour or so.

the traffic is getting a little bit slow here on southbound 101 in parts of nevada and san rea fell. here in san rafael by the time you reach the civic center area it does look okay. it's evened out a little bit. people coming in on the richmond bridge should not see in the big delays. the morning commute looks okay if you are driving on the bay bridge. metering lights just went on. of course if you are driving in the south bay, that traffic continues to look good. let's take a look at the livermore valley. it looks okay coming through here. we had an accident at the 680 interchange. let's go to steve. thank you much. we do have clear skies to the south. a little bit more cloud cover to the north.

santa rosa is 43. san rafael 40. they are reporting clouds there. san rafael clear skies. it's still cold. not as cold as it was sat morning. that system to the north partly responsible it's giving partly cloudy skies to the north bay. all of the rain is staying to the north until wednesday and thursday. and that is giving us a mix of sun and clouds. cold lows. more clouds to rt north. to the north more sun to the south. san rafael 55. berkeley 56 degrees. sun and clouds and then increasing clouds on tuesday. rain likely early early wednesday and thursday too. we get a break on friday. saturday looks okay but light rain makes it in on sunday. half an hour ago the

economic -- that is the biggest increase in a year and a half. personal spending also increased but by a much smaller two tenths of a percent. that is only half of what economists forecasted. that means people are taking the 2% reduction in social security taxes that went in last month. google is investigating why gmail users lost a lot of their old messages. they complain those messages have been deleted. google says the problem effected less than a third of one percent of google users. they will not say how many people that is. >> the big winners at last nights academy awards and why some bay area workers are working up with oscar pride. and why one tragedy prompting demands to put the cell phone down and drive.

are looking at your bay bridge commute. just as we suspected we are getting a bigger crowd. golden gate bridge looks good and so does san mateo. richmond-san rafael bridge that traffic moves well. our time now 6:25. and new for you this morning four americans are dead after a private plane crashed in the united arab imrents. the u.s. embassy says they were on their way to saudi arabia. so far the names of the victims have not yet been released. the 83rd academy awards turned into a coronation. >> and the oscar goes to. the king's speech. >> see that dramatic pause

with her two-year-old daughter that's when police say an 18- year-old driver using the cell phone hit the mother and daughter. caly died in the accident. >> don't use your phone. that is the bottom line. it's not wort taking a -- it's worth taking a life. >> community members donated everything for the fundraiser. they hope to raise $20,000 with all of the proceeds going to the murray family. we'll take a quick break and we'll be right back.

oil prices stabilize a little bit. overnight trading. we'll see what happens. it looks like we will get a little bit of an increase there this morning. we'll keep watching the numbers for you. >> we will go ahead and smile and say good morning, to you. a brand new day. brand new week. monday february 28th i'm dave clark. it's another big day on the bay bridge. work on the signature tower enters an important new phase. allie rasmus joins us from treasure island. allie. >> reporter: good morning. that center piece you are talking about the is tower for the new eastern span of the bay bridge. you can see traffic moving alongside that tower moving very smoothly. that is a goo thing. the concern is a little later on there could be slow downs on the bridge as we start to see activity happen on the tower right next to it. starting this morning crews

will begin work to add a fourth segment to the top of the tower. it will make it 480 feet tall. here is an illustration from the bay bridge project. three of the towers are already in place. the tower will have one more smaller section to go and then it will be complete once tower is done then the process or stringing cables from the tower to the deck of the bridge will start. at 5:00 this morning we watched a barge pass underneath the bay bridge delivering equipment for the construction work today. the barge looks like it was carrying some kind of column like piece of equipment. to give you an idea of what that work might lookic, it will be similar to the work you are seeing in this video. news channel 2 was over the bridge last december when they hosted the third part of the tower into place. it weighed more than 550 tons.

back out here live you can see drivers will be able to see the construction work today just as we mentioned. as impressive as it seems, we want to remind everyone to keep their eyes on the roads. 3.5 hours from now cal tran will have a press conference. they will answer our questions about what they have planned for today and they tell us they will give us access to the construction site. they will take us to visit the construction site. keep checking with ktvu throughout the day. we will bring you really good pictures of what the construction will look like. this week work gets under way on a major safety improvement at a dangerous bay area intersection. screws will be installing new traffic signals and lights in palo alto. police records show there were more than 100 serious accidents at that intersection between

1999 and 2009. 38 people were hurt. our time now is 6:33. a bizarre story. a worker at a restaurant was trapped inside of a freezer when the building around him burned. it started in the kitchen when the worker started heating up oil. while he went into the freezer but the door closed behind him and when he couldn't get out, the oil burst into flames. fire crews pulled the door off the freezer when they heard the sounds of the person inside. the worker who was not hurt said of course he was very cold. we told you earlier today is the beginning of the really big preparations for the 2013 america's cup in san francisco and we've been watching live at least we did in the last hour. we showed you a car go ship bringing in last years winning yacht. there it is right there.

now that is a live picture right there. we found it. chopper two flying over. it's getting under the golden gate bridge. it's going to be stored there. it's in pieces right now so you are looking at that cargo ship. you can see it. look at it. it's a nice big chunk of that winning chip. it's usa 17. that is the one that won the america's cup for larry ellison bmw racing team. because it was so good and they were so good larry ellison was able to pick san francisco to host the next america's cup. it's here in san francisco bay right now. also this year many of the hundreds of teachers the administrators and the aids who received pink slips in san francisco may actually be laid off. tomorrow the school district

will send out layoff notices to 172 teachers. 139 administrators. if the tax extensions proposed by governor brown does not approve a lot of the pink slips will be converted to real actual layoffs. pg&e crews are working on a power outage that is effecting more than 2,000 customers in berkeley and oakland. that outage happened just after 5:00 this morning. now pg&e is not sure of the cause but there is a word that a transformer may have blown. time now 6:35. i have a feeling the toll plaza is wide awake. >> it's getting crowded dave, and pam. right now if you are trying to get into san francisco, give yourself a little extra time. it's not undoable for sure, but that is a little bit of a delay backing up. they have turned the metering lights on. after 20 minutes of that happening we have a bigger

delay. it's beginning to grow as you get past the construction site there. once you make it on to the span it looks good. also this morning we are looking at interstate 880 here in oakland. it looks pretty good. southbound on the left there looks okay. on the maps i will show you a little bit farther south. the road sensors are not picking up a lot of traffic. if you wanted to get on the road a little early on mound, right now is a good time to do it. no problem on the bridges. in the south bay we are getting a little slowing on 17. but that is about all. 6:36 let's go to steve. we have partly cloudy skies to mostly clear. temperatures not as cold as the past couple of mornings. it will be a mix of sun and clouds today. temperatures we should be around 60-64. we are getting close. some of the temperatures will be in the 60s with a few down toward the south bay and also the santa clara valley. as we go to our computer

city and san jose at 38. napa starting off at 39 degrees. we will go for 50 and 56 degrees for a high today. a few more clouds to the south. the key is the system right there. the cold air is bottled up to the north. we will draw in that system there. it will be a warmer system. it will also develop rapidly as we head toward tuesday night and wednesday. if you go south you will find more sunshine. a mix of sun and clouds today. temperatures 30s, 40s. we will end up with 50s to low 60s. 55 santa rosa. 60 to antioch. and also in san francisco. and then to the south bay peninsula and parts of east bay, pleasantton, livermore-- pleasanton and livermore. increasing clouds on tuesday leading to rain on wednesday. it looks okay on saturday and

then rainmaking it again by sunday morning. >> thank you. time now 6:39. a proposal for a good will store in berkeley isn't sitting well with some of the area shop owners. ktvu christian captain is live with the concerns some of them have about the whole idea about good will coming in. >> reporter: good morning, dave. i'm the perfect guy for this story. i knew the front row video that used to be here. the front row video used to be a hub here. a lot of activity around here. a lot of people coming and going. now you can see the store empty right now. a sign of the times. a sign of changing technology. we expect the area businesses and area people will be excited about a new business coming to the area. you would be wrong if you thought that. merchants are worried good will will not be a good fit here. good will started the process of opening a store here last summer and asked the city of

berkeleyo get a use permit. businesses in the area are circulating an antigood will petition. a good will can bring more homeless people to the area. donations could leave the area in front of the store looking messy. for its part good will says it's looking to streamline it's donation process. we talked to a nearby coffee shop. they welcome any new businesses in the area. especially if they are going in a vacant business. a good will store is not a good fit here in the area. >> the work here is very diverse. i'm not worried about rich or poor people here. it's another big, big store it's about tiny little stores that want to survive. >> reporter: if good will does find a lease here the petition could come into play. for now we are live in berkeley

news. royalty ruled at last nights aw the king's speech took best awards honor. there was one very big surprise a lot of people are talking about. that is the supporting actress winner and her f-bomb she dropped on-- on stage. what are people saying about that? >> reporter: she seemed surprised as she got up there. she seemed to stumble that worked slipped out. fortunately before begin could hear it on tv. there is buzz on facebook and twitter about whether she done it intentionally. she said it slipped out. it was an accident. >> she is getting a lot of play

on that. how about the hosts themselves? they played on the fact they were chosen to draw in younger viewers. they talked about the younger demographic. we hearing this morning some of the reviews for the show not so great. do you think they went a little too young? >> reporter: you know really mixed reviews this morning. there were really nice moments. ann hathaway singing to hugh jackson. all and all there was a low for every high. the feeling was it just didn't have that oomph. >> the one thing that did seem to have the carriage the splendor was the number of wins for the king's speech.

that seemed to be accolade. sometimes there are surprises when it comes to that. this seems to be well deserved. everybody is happy with those wins? >> yes, and you know there were no surprises there. there is a really nice back story. the writer david steeler 73 years old. gets up. very gracious. charming enough in itself. he then goes on to say he wants to be a voice for studderring. obviously he overcame it. it was a case of life imitating art. he got up and you know demonstrated the same type of thing speaking in front of a crowd. that was a nice moment. >> wonderful. thank you for that little wrapup for us. time now 6:47. here is a quick look at the other top stories we following for you. this morning crews will start

installing the newest section of the bay bridge. they will lift into place the fourth set of suspension towers. the crews will work around the clock until the towers are set in place. right now secretary of state hillary clinton is in switzerland. she is there for a meeting of human rights council. they are preparing a response where the demonstrators are battling moammar gadhafi. a three-day hearing starts tomorrow it's the san bruno gas pipeline explosion. it will with the first time pg&e has been questioned pubically about that deadly disaster. as dave just mentioned secretary of state hillary clinton is about to speak. we want to take you there live this morning. this is following very high level international meetings.

secretary clinton has been meeting with foreign military commissioners. she also met with the human rights council. it looks like they are still gathering there this morning. we are hoping to listen in a little bit. it doesn't look like secretary clinton has taken the podium quite yet. oh she has already finished. all right. we are watching in our newsroom. we have some folks some of our producers and writers watching that. we will let you know what she said. >> we want to know what sal has to say about our commute. it's up and running. it is. it's certainly getting busier around the bay area. if you are driving to the bay bridge for example there are more cars. if you are driving on the nimmet freeway showing things are getting busier. no problems on the san mateo or dumbarton bridge. no problem on 101 getting to

the airport. as we go to contra costa county highway four has slow traffic. the rest of the commute looks okay. live pictures now from our camera network westbound bay bridge we mentioned it it's backed up for a 10-15 minute delay. the metering lights are on. we have a camera on 9 bridge. traffic is moving welcoming in past that new construction tower that they are urging you to drive by without slowing to take a look at it. of course you can watch it here as we do more reports on this later today. 6:49 let's go to steve. sal, thank you. sunshine and sunrise over the big city. we will have mostly sunny skies to the south. is it cold? yes, not as cold as it was saturday and sunday morning. we have a decent day on tap.

city group chief economists predict the u.s. will become the u.s. third largest economy. he says strong growth around the world will lead china to over take the u.s. to 2020. he adds india will surpass the u.s. by 2050. he also says the growth pattern will not be smooth as conflicts, poor policy decisions could effect how quickly their economies grow. let's go to wall street live look at the big board. the dow jones is up 65 points to 12,996. the nasdaq up a half a percent each. something weighing on the marks today. consumer incomes. personal incomes went up but spending not up as much. that means people are saving and not spending that way. 6:53. we will take a quick break. we'll be right back.
