what police say connectioned multiple gang-related shootings. the suspect in the -- is back in court in just 90 minutes, the critical issue that's on the agenda. if you're driving on the bay bridge this afternoon, you'll notice some activity on the tower, we'll tell you about the next phase of construction for the new bay bridge. thank goodness we don't have to talk about any snow at low levels anymore, but what about rain? is there anymore of that? this is ktvu mornings on 2. >> good morning to you. welcome. i'm dave clark. >> i'm tori campbell. >> it's monday, february 28th. new this morning, san francisco police are investigating another shooting in the city's mission district. why craig is live with what happened, and the other violence in the area over the weekend.

good morning. >> reporter: good morning, tori. i just received a message from san francisco police about the shooting that took place on the 1500 block of alabama here at sees char chavez, police say the gang task force is investigating what happens this video shot shows things we couldn't see when police controlled the scene. the yellow such kill on the ground marks the spot of a shell case i think, and broken glass, the -- case i think, and broke glass, shattering the window. 927-year-old vehicle tomorrow shot several times in his vehicle, now has light threatening -- life threatening injuries. police believe there are witnesses, but don't have any descriptions. the deadly weekend began with a deadly shooting. this one happened at 17th and mission, a 23-year-old is the victim happened saturday morning, he later died at a hospital. the death inspired friends and associates to build a memorial

well, very important warning in san mateo county, especially in wood side. con men have been posing at utility workers. investigators say two people are making the rounds out there, claiming they're checking out the damage from a reason stories. one person distracts the homeowner, the second goes inside and steals valuables. also great concern and growing by the hour for an elderly san francisco man now missing for five days. here he is, 73-year-old kenneth chin. he has dementia. on thursday, caregivers took him on a bus for a day chip to a nearby senior center, but he hasn't been seen since. over the yenned weekend, volunteers searched the golden gate park area, but still, no sign of that missing man. it is 7:04. in just 90 minutes, the couple charged with kidnapping jc due guard is due in court. the judge will take up several

addition, and a concrete chuck will be parked in one lane -- truck will be parked in one lane until late this afternoon. that building is being did, expanded to allow more room for visitors. later today, work on the centerpiece of the new bay bridge enters a critical new phase. we are live from treasure island to see what will be happening today. good morning. >> reporter: good morning, tori. this tower is the centerpiece of the eastern span of the bay bridge, and starting this morning, crews will begin to work to add a fourth segment to the top of that tower. once that segment's up, that will make the tower 480 feet tall. here are some live pictures over the construction site, three of the five segments have already been put in place on the tower, again, the fourth segment is going to be hoisted up sometime

today, sometime this week. construction work is already starting, you can see at the base of the tower, there are crews preparing to begin work this morning, and at the base, there are several cranes surrounding the tower, and they will be needing the cranes to move that fourth section up to the top of the tower. we have a he will station from the bay bridge project -- illustration from the bay bridge project. as we said, three of the five segments are in place after this fourth segment goes up, the tower will have just one more smaller section to go. then the tower will be finished. after its complete, the process of stringing cables from the tower to the deck of the new bridge will start. back out live, drivers will definitely be able to see the construction work today, you can see no problems, no one is slowing down, and that's a good thing, but caltrans want to remind people this afternoon as some activity picks up to keep their eyes on the road. they don't want drivers to be distracted by the construction work, and about three hours from

now, caltrans and people from the bay bridge project are going to have a press briefing. they're going to give us an update and give us more details about what's going on. throughout the morning, we've been trying to reach a spokesperson for the project, and haven't been able to get hold of 84, but three hours from now after the press briefing, caltrans and the bay bridge toll project, the project will lead us down to the construction site to get a good view of what's going on. so the best way to see what's happening with the construction isn't, is keep your eyes on the road, it's to check back with ktvu and we'll have more pictures to show you. reporting live. ktvu channel 2 news. >> we'll show it to you. sure. sal, what's happening around the bay bridge now? the traffic, coming into the city looks good, and i think as we've all been saying, and ally said it too, the authorities want you to concentrate on driving. you can see it from parts of the water, but you know, just

concentrate on what you're doing, and we will, of course, have complete coverage on this. let's go to the toll plaza, because there's a big backup there. about a 15 to 20 minute delay at the toll plaza, so we're back to full strength on a monday, and on the bridge, it looks okay. so so far, no evidence of the activity on the bridge has slowed traffic any, but it just might. we'll see. this is a look at san francisco, northbound 101, approaching the downtown area. the 80 split is good here, no problems heading down to the airport in case you're trying to catch a vlade. hey weird union city, not that bad, a little -- hayward union city, not that bad. in south bay, i think the busiest traffic is on 280 near highway 17, and if you're driving to the santa cruz mountains, it's dicey up there, but not as bad as it was on friday. still have some trees and things like that on the road, but you should be okay. let's go to steve. thank you, sal.

we do have a, i think a nice day. more clouds in the north, more sun, and this is for february. and the pattern will be changing as we go into more of a warmer system as it starts to move in by wednesday, but today's all right. mix of sun and clouds, cold morning, not as cold as the past couple of mornings. partly sunny, mostly sunny, partly cloudy. increasing clouds tomorrow, warmer as we get a south wind, and rain returns, it will be a milder 1278, and windy at times. but we're not looking for any snow. we can focus our attention now on just good old rain. snow level will be going up. you can see the system is to the north, sun and high clouds, cold start, upper 20s, but more 30s than anything else. cloud cover is giving them the upper 30s to 40s. but wednesday, we'll anticipate the first system coming from the west. it will be windy as the rain returns. wood side, 29, stanford, 32,

a plane crash that killed four americans in the united emirates is under investigation. the plane they were on went down moments after takeoff last night. they were in route to saudi arabia on the first leg of a trip back to the u.s. the americans identities have not been released. time is 7:15.

president obama meets this afternoon at the white house with the u.n. secretary general talking about a strategy for the crisis in libya. scots mcfarland is live with the growing refugee problems in libya, as thousands try to get out. scott? >> reporter: first, more on its meeting with the president and the second general of the u.n., they meet at 2:00 p.m. we'll tell you about the meeting, but the latest pictures from lib y the refugee crisis, this is what's happening along the border, migrant workers and foreigners, thousands, trying to stream out to escape the violence, us leaders want european leaders to work on some stiff economic sanctions to pressure libyan leader moammar gadhafi. u.s. senator john mccain wants the u.s. support no fly zone, too, and stronger diplomatic pressure. >> make sure that everyone of those mercenariries know that any acts that they commit, they will find themselves in front of a war crimes tribunal.

ordered the assets of the former president, his wife, two sons and their wifes to be frozen. it is 7:17. north korea is now threatening the fire across the border into south korea at anyone sending helium balloons into the north. the latest round of balloons which routinely carry thousands of leaflets, cassette tapes and videos, carrying news of the uprisings in the middle east, and encouraged north koreans to rise up against their leader. just about 45 minutes from now, president obama is scheduled to meet with a group of the nation's governor he is at the white house. at a dinner last night, the president told the governor he is he wants to hear their ideas on how to repair the slowly recovering u.s. economy. california governor jerry brown is not attending this annual governor's meeting. governor brown's office says he has pressing business here in california such as the still unresolved $26 billion budget deficit.

the pentagon warning women about con artists targeting women on facebook. they claim to be soldiers looking for love. the scam artists steal the photos of real soldiers to set up facebook profiles, then claim their love and ask unsuspecting women to write them a check. there are been hundreds of these cases in recent years. north bay family hopes their tragedy can be a lesson to others about the dangers of using a cell phone while driving. yesterday, friends and family helped a fund-raiser in rohnert park for jeff and link murray. they loss their daughter in december. police say a 18-year-old driver using a cell phone hit ling murray and calli. the family has been overwhelmed with community support. >> it's hard for us to sit back and accept this love and the community support, it's very different style for us, so, but

the problem is stemming from environmentally friendly low flow toilets those toilets are a reduced water flow, and that means there's there's more sludge in the sewer pipes, and that causes that rotten egg smell. one idea is it flush the sewers with more than 8 million pounds of bleach, but some environmentalists say that idea smells, too. solicitors will be banned from the san francisco international airport soon. the airport commission will take up that idea of a ban at the meeting tomorrow. ffo officials say they received 125 formal complaints in recent years. passengers who said they have been harassed by solicitors, inside and outside the terminals. airport spokesman says free speech activity will be allowed in designated areas, but groups cannot ask for money or verbally abu or touch passengers. the rules would take affect in april. it is 7:24. google says it is investigating

complaints from somogyi-mail users who say all their -- from some g-mail users who say some of their messages are gone. they say it knew about the problem,. google won't know how many are affected or if it knows what exactly caused 9 problem. new jersey woman who thought she won a mega millions jackpot is suing a tv station, that broadcast the wrong numbers. she says she was severely damaged by relying on the numbers and accused the station of an atrocious and utterly intolerable behavior in civilized society. she thought she won $250,000. we read the numbers very carefully. >> very. hey, sal, how are the bridges right now? i wouldn't use the word "atrocious."

they're okay. i love that word, atrocious. let's take a look at what we have though, this is highway 4 westbound, and it's a little slow here, it's also slow in bay point and antioch, but it's not going to be affected by crashes or stalled vehicles. also, the commute is okay on i # 80 north and southbound, but is getting busier. if you drive hayward and union city, it's not stop and go, but traffic is slowing down to less than 40 miles an hour heading south to highway 237, and down to the south bay. so if you are driving to the south bay, the traffic is being thick, especially on 280 and on 85. 7:26. we do have sunshine, some higher clouds to the north, and up to lake county, cloudy skies, make some light drizzle, but the rain line is north towards northern mendocino county. you see low clouds along the coast, temperatures inland, will

inch up to the south bay. but there's the rain line, right at shelter cove, again, light drizzle could make it to -- but that's it, the rain line stays north for about a day and a half. 30s and 40s, but a big difference there. napa 35, santa rose is an 33. livermore, freezing, and san jose 37. system will stay to the north, it's starting to lift north in advance of a system as it draws in moisture from the west, and we're not looking at anything from the north. that will be a warmer, milder pattern into the middle of this week. so sun and clouds today, but more clouds to the north, more sun to the south, so 50s, mid-50s for some to upper 50s and near 60 for others. redwood city, san jose, also at the antioch and brentwood, turning cloudy on tuesday, rain mix on wednesday, this could be a windy system, with showers holding into thursday. a break on friday, but right now, saturday looks okay.

live picture of the traffic at the bay bridge toll plaza, looks like it's about a 15 to 20 minute delay now as some of the construction on the bay bridge caltrans say they might, they're a little worried that people might be distracted. as we look at the new bridge today, fourth segment of the self anchored tower will be added, and you could see it, but caltrans officials and chp urging you to keep your eye on the road. we'll have a live report coming up soon on mornings on 2. >> sal, thank you. right now, about 2000 pg and e customers in berkley and oakland have no power, but pg&e crews are working on it. we just checked, pg&e says the power went out about 5:00 a.m.

along parts of aileen, 61st 61st and 67th streets. the cause of that power outage, not clear yet. we're hearing word that a transformer may have blown. also, a valejo family needs a new place to live. a fire started in the living room of their home. it broke out in the 1500 block of is he vary i can't say drive, before 10:00 p.m. much -- svarias drive. two parents and four children had to be evacuated, but the adult male there had to be treated for burns on his hands. damage estimated about $400,000, and the fire is under investigation. police in santa clara are looking for suspects in the city's first homicide of the year. it happened yesterday morning on monroe street, investigators believe the 31-year-old male victim was stabbed in front of a gas station and stumbled across

and aides who received pink slips in san francisco may be laid off. tomorrow, the school district will send outlay-off notices to 172 teachers, one 39 administrators, and aides. if the tax extensioning proposed by governor brown are not approved, a lot of the pink slips could be converted to actual layoffs. hunts of pro union demonstrators in wisconsin. they are celebrating a victory. authorities backed away from the threat to evict those protestors who 77ed the state capitol now for almost two weeks. police say they won't be arrested, as long as they keep obeying the law. the battle is centering on the republican's governor's attempt to eliminate collect tier bargaining for most government workers. governor walkers says wisconsin is flat broke, and he needs to take drastic action.

a proposal for a goodwill store on trendy salano avenue is not sitting well with some shop owners. goodwill industries of the east bay is interested in opening a store in a vacant store front on that avenue. but some merchants are circulating a petition. one residents we spoke with said she also thinks it's a bad idea. >> in doesn't belong here: neighborhood is very diverse anyway, i'm not worried about rich or poor people, and it's not that, but it's another big, big store, ceylon know is about little stores that want to survive. >> they are concerned about the store attracting homeless people, and bags of donations being left outside the store. a san francisco sign that dates back to world war ii is about to go under wraps.

richard madolas reached a violation for the coca-cola sign. the city says he doesn't have a permit that you have to have to put that sign up. some neighbors say the soda sign shouldn't be there because it's right near this school. the neighbor plans to cover up the sign with siding, while he tries to get help from san fra fran supervisors. thousands of californians should receive temporary drivers licensing in the comes days. they will be valid for three month, some drivers have busch been unable to re -- have been unable to renew licenses. about 250,000 people across the state have not received their new cards in time. the state estimates it may be april 1st before everyone has a permanent license. if you are heading to work in march written county, you have the longest commute of any

oil prices falling slightly, amid signs of disruption to crude experts from libya is easing. crude oil is down about $97 a barrel from a recent high of $103 on thursday, and stocks are also rising, not just because of a dip in oil pricing but corporations announces another big round of deals the dow is currently up 91.

eastern span. ally is live from treasure island to tell us how to get the best view of the bridge work. >> reporter: good morning, tori. the tower on the new eastern span of the bay bridge is going to get taller this week. it's going to get about 100 feet taller because starting this morning, crews will begin work to add a fourth segment to the top of the tower. once it's completed, it will be 480 feet tall. within the hour, chopper 2 was over the construction site. there was activity there as crews prepared to begin work this morning. they saw several construction workers scaling the scaffolding around the tower. there were several cranes surrounding the tour, and crews are going to need the cranes to hoist that fourth section of the tower into place. here's an illustration of what's going to happen. this is an animation illustration from the bay bridge project's website, three of the five segments of the tower are in place, and after the fourth segment is up, the tower will have one more smaller section to go, and then it will be

san francisco bored of supervisors will debate the best way to deal with the bad smell coming from city sewers. the problem apparently stems from environmentally friendly low flow toilets. the reduced water flow in the toilets means more sludge in sewer pipes, creating a rotten egg smell in some areas. one idea is to flush the sewers with more than 8 million pounds of bleach, but some environmentalists say that idea really smells, too. solicitors will be banned, will soon be banned from the san francisco international airport. the commission will take up the ban at the meeting tomorrow. ffo officials say they received

and that is sending rising water to lake county. these are live picks of some of the flooding there, not live, but new video that's just come in. and the national weather service has issued a flash flood warning for this area. again it is northeast of cleveland, just on the southern shore of lake erie. a spokesperson for the fire department tells cleveland fox station that a woman and her 2-year-old child had to be rescued from their vehicle after getting stuck on a flooded street. the weather service says flooding is a threat today in all of 88 counties in ohio. and reports of heavy rain and flooding in indian that, and three homes in kentucky were destroyed in what was called a parent tornado. -- parties tornadoes. up to date -- in an apparent tornado. san francisco police investigating several weekend shootings in the mission district. latest one happened about 10:30 last night. one man was shot several times. two other deadly shootings
