jones' be named -- be left off the memorial. currently a small memorial stands at the evergreen cemetery in oakland. organizers want to see a larger memorial place it but have not been able to raise the $70,000 of the total $100,000 price tag. memorial organizers say they want the cemetery to live up to its commitment to build that memorial. >> no one has built a memorial to the innocent children and that's what we're here today to do, to make sure their memory is not -- -- niched and they were not -- they are not forgotten. >> reporter: at this point, there's no time frame on when or if the memorial will be built. jim vargas, my colleague, is working on this story and will have more on what jim jones, junior has to say about all of this. that's coming up tonight at 5

:00. christen kafton, ktvu channel 2 news. >> thank you. california is ten days away from a crucial deadline in deciding how it will deal with the $26 billion budget gap. governor brown has given legislatures until march 10th to reach a compromise on a special election in june so citizens can vote on whether to extend increases on the sales taxes. brown says otherwise he will need to push massive cuts in state services. last week, brown made a rare appearance before the legislative conference committee and challenged ideas. ideas were offered but none is publicly supported to the measure. this year, administrators, teachers and aides who received pink slips in san francisco may actually be laid off. tomorrow the district will make a decision on when to send out layoff notices to 172 teachers,

139 administrators and 108 aides. if the tax extensions proposed by governor brown are not approved, many of those pink slips could be con venturaed to actual -- converted to actual layoffs. congress is back today to agree on a spending plan. they have until friday to come one a plan to prevent a shutdown. republicans are proposing $4billion in cuts. democrats four a -- prefer a four-week discussion. the republican-rub house could begin their debate tomorrow. in an address to the nation's governors just hours ago, president obama offered to get states design their own healthcare plan as long as they fulfill certain goals. he also challenged state chiefs who are attempting to balance their budgets by weakening labor unions for public employees. >> i also know that many of you are making desists -- decisions

the chp is clearing the scene in sonoma county between a big rig and a car. it happened around 9:45 on highway 16 near adobe road east of petaluma. the road was shut down for an hour and will be shut down shortly to tow the big rig. there were no fatalities, but at least one person was trapped in a burning car and needed to be cut free. officers say the driver of the car made an unsafe turn and hit the big rig. sheriff deputies in san mateo county have a warning for people living in woodside. watch out for conmen posing as utility workers. investigators say two people

are making the rounds, claiming they are checking out the damage from the recent storms. one person distracts the homeowner while the second goes inside the home and steals valuables. in libya, moammar gadhafi is increasingly cornered as the protests continue and more security forces deflect to the other side. protesters in outlying cities continue to call for gadhafi's ouster while loyalists clamp down in the capital city. in the meantime, secretary of state, hillary clinton, says the u.s. is sending assistance teams and pledging $10 million to help desperate refugees near tunisia and egypt. 100,000 people have fled the violence in libya the last week. many have been caught in cold weather. president obama is meeting with the u.n. secretary-general today to discuss a variety of

outside terminals. an airport spokesman says free speech activity will still be allowed in designated areas. a group cannot ask for money or verbally abuse or touch passengers. the new rules will take effect in april. medical marijuana is about to get expensive in the south bay. sanfrancisco will be collecting a tax on marijuana sold in the city. voters approved the new tax in november. about 100 medical marijuana shops are believed to be located in san jose. city officials are welcoming the meeting about how the tax will be implemented. a proposal for a store in berkeley, the goodwill is not getting a good reception. some area merchants are

we're following developing news on the peninsula, where right now, san mateo police are at the scene of a fatal shooting. it happened just within the last hour on borrell avenue and oak street. that's not far from highway 92 and the borrell square shopping center. the victim has not yet been identified and the police have not released any details about the incidence -- incident. we have a crew on the way and will have more on our website later today and on the news at 5:00. a san francisco sign dating back to world war ii is about to go under wraps. richard mudulas received a violation for the coca-cola sign on the side of his home in bernal heights. the sit says he -- the city says he does not have a permit for this. neighbors also oppose this sign
