dugard case tab at the top of the front page. one of the men who imprisoned and tortured a teenager from tracy learns his punishment. today a judge in stockton sentenced anthony to serve three life sentences, but he will be eligible for parole after nearly 19 years. waiters was convicted in november for torture, kidnapping, child abuse, and false imprisonment. his victim was held for a year before managing to escape to a nearby fitness center in 2008. a deadly officer involved shooting is under investigation tonight in san mateo. it happened on oak street. the officer was responding to report of shots fired. police are releasing more information. a press conference is happening right now. we'll bring you the latest details coming up in the next 15 minutes. contra costa county investigators are learning more about a death.

they have a plan to keep children from repeating that deadly trip. patty lee has that report about the water safety and what needs to be done. she is live from the very place where the boys entered the water. patty. >> reporter: according to this report, they are dealing with a perception problem. behind this sign and this fence is the creek. it is running low right now and from this vantage point, looks inviting. looks can be deceiving. this can be fenced, easily fenced, with a very dramatic fine. >> concerned citizen showed us just how easy it is for residents to access the creeks and waterways despite signs and 6-foot fences. >> it is such a danger because we don't know where these waters might take us. >> she plans to attend a supervisor's meeting to voice her concerns and hear the county suggestions. g our goal is to have people not want to go in.

channel 2 news. crews today began construction on the fourth segment of the signature tower of the bay bridge's new eastern span. almost 2,000 tons of steel is being lifted into place this week. fourth segment will bring the tower to a height of 480 feet. caltrans said the segment is expected to be in place by friday. the final tower segment is scheduled to be lifted into place by this april. medical pot clubs in san jose were given the go ahead to open for business, but many are complaining about a proposed tax that is excessive. san jose will be enforcing a 7% tax over marijuana dispensaries. some pot club owners say they may not pay the tax. they are concerned that paying it would be an admission to breaking state and federal laws and could land them behind bars. >> i would like to pay the tax if san jose modifies the language of it so it's legal for me to do so, i will pay the tax. >> san jose plans to clarify

legal issues in june, but until then, the city says if medical marijuana collectors want to remain open, they must pay the tax. the bay area city is losing a critical police tool. grounding its helicopter, but is the cost savings worth it? ktvu is live in mountain view with the break down. maurine. >> reporter: frank, that helicopter is housed here and next month, the aircraft will be temporarily grounded here and could remain so permanently. air 2 flies up to three missions a day over san jose. but starting march 20, the chopper will be grounded for three months as a trial cost saving measure. >> we want to make sure exactly what type of impact it will be. it's a very valuable tool. >> most of the $1.4 million goes toward pilot salaries and benefits.

internet giant, amazon is threatening to end relationships with 10,000 california businesses if it is forced to start collecting sales tax on residents. the california board of equalization received a warning letter from the online store. state lawmakers introduced four bills that would require online stores to start collecting sales tax. opponents say the move will push more jobs out of california. >> they are going to say hey look, if i can't be this

associate or affiliate with amazon in california, i'm going to move my business, which again, is pretty easy to do. >> supporters say the state may collect up to $150 million more a year in taxes. if california requires online retailers to collect sales tax. san mateo police have just spoken about this morning's deadly shooting. janine, what did police officers tell you? >> gasia, minutes ago, police told me that their officers fatally shot 35-year-old robert karen this morning. they said that after 10:00 sometime this morning, the police came to a cvs pharmacy. employees were saying that karen was acting ire rationally. he was threatening acting ire rationally. a neighbor told officers that karen was on his back porch holding a gun. police surrounded the home and were about to start negotiating, but officers say that's when karen made a move. >> the suspect pointed a

handgun directly at the officers and fired upon them. officers returned fire and the suspect fled to his backyard. an officer encountered the armed suspect and fired one shot, striking the suspect and ending the immediate threat. >> reporter: karen's mother told us that her son is a skits skitsofranic and he had to pay for his medication. police did recover a 38 smith and weapon revolver. they are also telling us that karen has a previous history of threatening police. reporting live from san mateo, ktvu channel 2 news. it's been over 30 years now since the jonestown massacre, but a planned victim's memorial is continuing to attract controversy. a group of activists support a plan to build a memorial wall in oakland's ever green

cemetery. right now there is only a small memorial. the larger memorial has hit several snags, including opposition from jim jones son, who wants to include jones name. organizers say that would desecrate the grave site. >> by leaving his name off, you still are recognizing his authority. if do you include his name as another person who passed away, it minimizes its effect. >> we planted the seed to memorialize the children, not to memorialize a tyrant, a murder, an executioner. >> so far, organizers have only been able to raise less than a third of the $100,000 needed for their memorial wall. a multimillion dollar science experiment is being built in walnut grove in the delta. ktvu's health and science editor is live where bubbles, light, and noise may help save the endangered salmon. john. >> crews just wrapped up here for the day.

you can see here on the sacramento river on the left hand side there, the barge, the last diver just came out 15 minutes ago. and in the middle of the river, you see those bowies. they are where unique under water barrier is supposed to herd salmon. >> what we're trying to do is keep them in the main channel. constructing the under water barrier at the mouth of the slew. it's to prevent salmon from taking a wrong turn toward pumps that divert delta water. 16 sections of high-tech lights, speakers, and bubble making hoses are to create this. >> we want those fish to be annoyed by the sound of those bubbles and turn the other way. >> central california are using this, crews today were also

carries into saturday and sunday. >> at least the temperatures are up. really cold there for a while. >> the storms are productive. >> okay. good, bill, thanks. >> pediatricians say a child running a fever is no cause for alarm, that's not stopping many parents from worrying. according to a new american academy report, fever phobia is rampant among parents of young children. it advises against treatment every time a child's temperature inches up. the report says that most kids fevers are caused by viruses and they'll go away without medicine or causing any damage. >> the california college of the arts is buying real estate in san francisco, which will allow it to expand its campus in the city. the college bought 2 1/2 acres for $8.4 million. that's the former greyhound maintenance yard. there are no immediate plans for developing the property, however, the art schools enrollment increased by 75%
