ground now with more on what we see. >> reporter: let me tell you the situation is changing by the minute out here. i want you to take a look behind me, you can see the students are gathering. i just spoke with the organizer who said that they had a meeting with the vice chancellor just about 15 minutes ago and they expect to hear in the next half an hour as to whether their demands are going to be met. take a look from news chopper 2 if you can, we have a shot of those students who have been up there on that ledge since about 2:00 in the afternoon. there are eight students on the ledge, and we understand that inside the room, just past the windows behind them they have put some paramedics inside the room just to make sure that the students are okay, or if anything happens that there is help close by. now, there are more than 100 students who have gathered out here, the university has completely shut down wheeler

hall. the chancellor sent out an e- mail about 4:15 today saying that all classes will be cancelled. when we talked to some of the students they really had some mixed reactions. >> i am actually inspired by what they do because i think that people that want to protest have different ways to do it and they're doing it that way. they have the right to do that. >> i think it's a huge waste of time. like people have classes in here right now. and it's kind of ironic that they are trying to defend public education but ruining everyone's public education. >> reporter: police have been very hands off up until this point, but the campus police and also other police we happen to be by the police station when we saw emeryville police officers being called in as a back up to help in case the situation gets out of hand. back here live, you can see at the entrance they do have police officers who are keeping people out of the building. the students have basically posted up here on the steps

with lots of shines, megaphone where they are putting out messages. they say this is all about four different things. one to try and protest the budget cuts that have been happening for the uc school systems. the disciplinary actions against student who is have protested, and they also say that they want to have students and union members at the table to discuss any future cuts. they're hoping to get a meeting with the chancellor and they're hoping to find out if that's going to happen in the next hour. meanwhile we'll be out here, a lot of confuse here by students and a lot of mixed feelings, but so farther just opening that the people who are up there -- but so far they are just hoping that the people who are up there on the ledge will be safe. we want to show you today's protest following the arrest of 17 protesters at that same wheeling hall last night. protesters say demonstrators linked arms and refused to leave the hall after it closed at 10 clock last night and they

ended up being cited for trespassing -- closed at 10:00 last night. several are being cited for -- and we're taking a look at a new year's eve drug bust. prosecutors today dropped that case because two of the officers involved are already being look at for possible perjury and misconduct. in this video obtained exclusively but ktvu, san francisco plain clothed police officers arrest a 28-year-old man for possession of crack cocaine. >> it appears they altered the facts in the report in order to appear as if they lawfully seized the item. >> reporter: the public

defender's office claims these officers did not properly identify themselves. two of the officers involved are under investigation for separate drug busts seen on surveillance video. >> if it turns out that there are procedural issues that need to be changed we will look at making sure those procedures are looked into as well. >> reporter: former police chief riv era says there's several reasons why a police officer would cover up a surveillance camera. >> privacy issues, like if there's a domestic violence victim trying to be covered up. >> and i would think that these officers would investigate a drug bust or involving a drug conviction would look at it and bring it back. >> reporter: a police department spokesperson this

who was strangled. you can see there's still a memorial for mrs. gross. officials would not release any details about this latest assault but would only say the incident is under investigation. two women in the nurse staff were checking the blood pressure of 36-year-old jesus tovar when he attacked a woman. >> he ripped her clothes off and attempted rape on her. the other female nurse tried to subdue the man but couldn't. >> reporter: those two men were following hospital procedures. >> they followed protocall, they had two staff, they weren't alone. they followed the procedures that are in place. what is that individual doing here. >> i left in 2007, after 25 years it got too dangerous. >> reporter: back in 2005, a lot of suggestions made by staff members were ignore. from what he hears those same ideas are being kicked around

again. but this time they hope they become a reality that way they won't be attacked. >> it's been four months since that lady got killed. they did cosmetic things, but they're not with the department of health. >> reporter: jesus tovar is in jail facing rape charges. he is being held on $250,000 bail. this is the fourth attack that has happened here since october that we know of. live in napa, i'm paul chambers. detectives said they located a missing teenagers this afternoon that triggered a two hour lock down in an albany high school. the lock down was because of concerns that the run away teen might have been armed with a gun and in the area. john scott was located in el serrito today and taken into custody. police are still looking for the gun reported stolen from

his home. jackie spears said today pg & e has made new commitments to improving pipeline safety. pg & e will send a safety letter to all customers who live within 2,000 feet of all pipelines. it's also installing more automatic and remote shut off valves. pg & e says it plans to meet with first responders to tell them about pipelines in their area. >> pg & e is the new pg & e. i think it can become the gold standard for this country that all other operators should follow. >> reporter: san bruno city officials were in washington, d.c. today for the third and final day of the hearings. >> i hope that they will be proud of what has happened here and the way they've been represented. >> san bruno major jim ruen said he went to washington, d.c. for the nstb hearing for the personal element of the san bruno disaster wouldn't be

months away. and today ktvu learned about a closed door meeting in san francisco between regulators and environmentists aimed at attacking one of the sticky issues surrounding the rate. the environment. john fowler is live now with how both sides are scrambling to beat a deadline. >> reporter: it's a spectacular evening out here on the bay, chilly but just beautiful. look at this. to protect what makes this so special and still pull off the world's premier sailboat race, san francisco is turning traditional environmental review on its head. >> i can't wait, it's going to be like we're battling for it right here. >> reporter: sailors worldwide are already planning trips here. environmentists are weary. >> right now the boat yards around the bay area generally are in very bad shape. >> reporter: there's concern about raw sewage and contamination from boat work.

d some over the top comfort couldn't hurt. and our perfect dream factory's been built. i'm feeling sleepy already. nighty night. there continue to be new developments right now on the uc berkeley campus where a number of protesters have chained themselves to a ledge on wheeler hall in the fourth floor of wheeler hall. jana katsuyama is live on the scene now with more of what's going on and where police are moving in, jana -- >> reporter: just in the past five or ten minutes things have changed dramatically. i'm going to step out of the way. those police officers we had shown you early in the hour, those emeryville police officers have moved in just to block part of wheeler hall.

you can see all of the students have been moved over on to one side of the steps, they have been quardened off to a certain location. and thins have been heating up here -- and things have been heating up here. you can see there's police officers who are lining the whole way basically blocking the people from going any further along the steps. now, again this has been going on since about 2:00 earlier in the day. we understand that they were waiting to see if they could get a meeting with the chancellor about this. we don't know if they have gotten that response yet. that was supposed to come at about 6:10, 6:15. but things are really getting much more heated, they have the bull horn out here. they have been chanting, this is all just been happening in the past five minutes or so. and again, those people up there on the top of the building are still up there. eight students who had been up

there since about 2:00 to try to get their demands met, they have dropped this banner that says our university. stop the cuts, fight back. now so far nothing has gotten violent. they are hoping this will remain peaceful but it has been a very dynamic situation. changing and know with the police here, it's definitely amped up the tension out here at uc berkeley. we'll stay and keep an eye on this and bring you any updates as soon as we get them. well, now to a story that we've been following since before tiburon installed those controversial surveillance cameras along the two roads leading into that town. rob roth is live with why the police chief there says all that media attention may have helped make the program a success. >> reporter: we're at tiburon boulevard one of two roads into

the town. now every license plate coming into tiburon is being photographed by a surveillance camera, including that one. by checking the digital photographs by surveillance cams, investigators say they were able to arrest a man suspected of stealing a car on tuesday. police credit them with helping solve two auto burglaries. >> we are very pleased with them. >> reporter: but the publicity surrounding the cameras may have helped reduce crime. >> those that might watch the news or hear about it know that we have some sort of a camera system. they probably don't know the specifics but frankly they are like anybody else, they will reduce the risk by going some where else. >> reporter: the cameras still arouse passion in town. >> it's a great idea.

mark joins us now with the latest on the nfl labor agreement talks. >> they actually agreed on something. they didn't agree on a new player-owner agreement over all but they did agree to extend the deadline another 24 hours or so. so with this as big as news as it is. and the president getting involved you know it's huge. the collective agreement was set to take place at noon. the plan is to keep pushing the deadline further so they can avoid a complete work stoppage. earlier today, president obama weighed in on the negotiation. >> two parties should be able to work it out without the president of the united states intervening. i'm a big football fan, but i also think that for an industry that's making $9 billion a year in revenue, they can figure out how to divide it up in a sensible way. >> reporter: meantime the raiders agree on something.

>> we want to take you right now back to uc berkeley. developing news. here you are looking at police trying to prevent the protesters from getting any closer to the building. also you can see the protesters speaking there trying to get their message out. a group of protesters is also perched on the ledge of the building near the fourth floor of wheeling hall. this is going to go on well into the evening, we're going to continue to monitor this throughout the night. >> and we have several reporters on the scene, full coverage coming up on bay area news at 7:00 on channel 36.
