good morning. welcome to mornings on 2. it's saturday, march 5th. rain is expected this weekend. let's get to meteorologist rosemary, good morning! >> good morning. we've got 12 hours or so, so get outdoors and enjoy the dry weather while it lasts. outside this morning we're mostly clear to mostly cloudy, depending on where you're at. for the afternoon we'll be cloudy and a bit cooler. the rain arrives by this evening. scattered showers in the forecast for sunday. this thorn we're waking up warmer in some areas. we'll look amount the temps and pinpoint that storm coming up in just a bit. wood on pallets stacked with boxes filled with documents are starting to show up at the cow palace, and the paperwork could be a sign of pg&e's scrambling to make a public utilities commission deadline. ali rasmus is live outside the cow palace with the story. ali. >> reporter: mike, we have video of to show you.

since we've opinion here we've seen a steady stream of cars and trucks pulling into this gate at the cow palace. we're outside gate 5 at the cow palace, and if we pan down we can show you the security here. there's a very heavy security presence. they're not letting us pass this gate, and all these cars that are coming in are asking people for their i.d.s. and their badges information to make sure that the people come in here are here with pg&e. and in this parking lot it's been like this since early this morning, it's very full, very busy, and even at 5 in the morning we saw several 18- wheeler trucks come in and out, dropping off deliveries. i did contact pg&e this morning. a heard become from a representative. he wouldn't confirm what is going on here but the san francisco chronicle is report this is morning that inside the warehouse, pg&e employees are pouring through hundreds of thousands of documents, trying to collect and find detailed information on all the gas

pipelines in northern california. this video we got within the past hour at the cow palace. you can see it a warehouse floor full of stacks of boxes of documents. the california public utilities commission gave pg&e a march 15th deadline to search for all pipeline records, and that order went out after some of the records about the san bruno pipeline that exploded in september were found to be inaccurate. we'll continue to follow this situation, follow the activity here throughout the morning. i did speak to someone with pg&e, he wouldn't confirm what is going on here. however, he said he did promise he was going to get back to us sometime in the next hour and let us know officially what is going on here. we'll check it become with new about a half hour. ali rasmus, ktvu channel 2 news. we're also learning this morning that pg&e did do some upgrades on natural gas lines in san bruno. but stopped short of the -- that exploded in september. files show the work was done

for seismic safety concerns in 1993 and '94. five miles of pipeline were upgraded. a pg&e spokesman says he doesn't know why the entire line wasn't replaced as part of the job juppe a woman is in custody after reports of a stabbing in san francisco's mission district. it happened near a nightclub at the corner of 16th and treat streets around 11 last night. a woman in her mid-20s was transported to the hospital. there is no word yet on her condition and another female also in her mid-20s is in police custody. san francisco police are investigating the motive. this weekend san francisco police officers are stepping up their patrols in the mission district as they try to combat what they describe as a boost in gang violence. within the last couple weeks a 24-year-old man was killed and three others injured as a result of an escalating gang war. supervisor david campos, who represents the mission district, says city leaders are working hard with the police

department to prevent retaliation. >> our top priority is to make sure that our neighbors in the mission are safe. we want to make sure that people feel that they're going to be protected, their families are going to be okay. >> the supervisor also says community outreach workers who know the gang members and their families are working directly with them to prevent further violence. this morning, oakland police are investigating a possible kidnapping. last night around 10:00, a teenage girl showed up at the walgreens on high and redding streets and told workers she was kidnapped. so employees called police, and the girl gave officers a description of the alleged kidnapper's car. a short time later, officers fun to the car matching that description nearby and two men were taken into custody. however, as of this morning, it is still unclear if the men have been arrested. foreclosed homes are creating a trash problem in richmond. residents on seventh street in the iron triangle neighborhood

say instead of paying at the dump, people are leaving trash in vacant homes. police say that trash is picked up every day but crews still keep up with the pace. the city officials are now asking for help from the community. they also want additional funds to help fight the problem. a man who slipped out of a jail is back in police custody this morning. authorities in fremont arrested 21-year-old ishmael at an apartment complex on fremont boulevard yesterday. he walked away from the jail on tuesday, after he returned from the fremont courthouse. human error is blamed on his disappearance. a series of thefts between the hours of 1 and 5 a.m. on thursday. police say seven unlocked cars were robbed. police say electronics, credit cards, gps devices and garage

good morning, san jose. mix of sunshine and clouds there for you. starting out 45 degrees and slight winds. the man accused of trying to assassinate congresswoman gabrielle giffords will be arraigned on wednesday on dozens of new charges. 22-year-old jarrod loughner is facing 49 charges nor the january 8th shooting. the previous charges only listed giffords and two of her aides. he opened fire and if convicted faces the death penalty. former girlfriend of scott peterson is being sued. the writer claims amber frye backed out of a deal for a book and screenplay, so peter reynosa is suing her for $250,000. she dated scott peterson in 2002 the same year he killed his pregnant wife lacey.

global food prices are hitting a new record high for a third straight month and it could get even worse as the government predicts another 4% spike within the next year. and as julie haener reports, some local organizations are working hard to offset the cost. >> reporter: the high price of oil isn't just affecting gas at the pumps. the cost of food is going up as the cost to produce and transport food increases. then there's the weather. these prosecutors from northern mexico, where the winter freeze is killed much of the vegetables we here in the by eat during the winter. >> when the super bowl dallas had all that freeze, up in texas it came all the way down into mexico, and huge, devastated the produce. >> the weather has affected apples, zucchini, onions and more. and people are feeling it. >> you go in a store with $50 and come out with one bag. >> the prices of food gone up. >> the food banks are facing

experts are saying the weather will have to improve and the price of oil will have to decline. as for the impact here the bay area, a report from the food research and action center finds almost 15% of san francisco, oakland and fremont residents cannot afford enough food to keep their families from going hungry. and the south bay, the number is at 12 1/2%. the santa rosa-petaluma area is the highest at a little more than 18%. president obama is back in washington, d.c. this morning after visiting a florida high school. that is where he taped his weekly online video address calling for democrats and republicans to avoid a government shutdown. >> my administration already put forward specific cuts that meet congressional republicans halfway. and i'm prepared to do more. but we'll only finish the job together. by sitting at the same table, working out our differences, and finding common ground. >> earlier this week, congress passed a stopgap sending bill

a new government proposal could one day do away with dollar bills and replace them entirely with dollar coins. the government accountability office or gao released a new report yesterday, it says replacing the one dollar bill with coins like the one you see here would save the country more than $5 billion over 30 years. the gao says the cost savings is simple, the coins ares last longer in circulation than paper money. the average coin spends 30 years in circulation, but paper only las about a year and a half. one vending machine business we talked to says it supports the dollar coin and would not miss that paper version. >> some of the bills get old, and they don't take them out of circulation as fast as they should. and they jam up the bill accept isors and that costs us money because we have to repair it or fix it by just clearing the jam.

while she was shopping, she has been indicted on four charges of manslaughter and is facing 10 additional charges. officials saying she fled to her native nigeria. six years after an accident that claimed the life of a two- year-old boy, construction will begin on a south san jose overpass to make sure a fatal incident does not happen again. grouped broke yesterday for the project near the intersection of blossom hill and man ray roads. that's where an amtrak train hit and killed a two-year-old boy in 2005. after police say he had wandered on to the tracks, chasing a baby sitter. 315-foot steel bridge will be built with access for bikes and pedestrians. funding problems delayed the project but the overpass should finally be opened by the end of the year. the weather looks good outside but rosemary says if we want to enjoy it, we've get to get out of door. >> yes, grab your bikes and head out for a dry day. we'll be wet by tonight and

this morning. now, just 10 minutes ago, pg&e confirmed for me that the workers are here to search for records on all the gas transmission pipelines in northern and central california. they have a lot of paperwork to go through. we were here at 5:00 this morning and got this video you're looking at of the inside of the cow palace. people loading boxes of documents in and out of that warehouse. and inside the warehouse we could see an own tire floor full of stacks of boxes, filled with documents, on those gas pipelines. one of workers here told me this morning as he was walk income that pg&e employees are doing this work 24 hours a day. he said there are two shifts are one that starts at 7 a.m. and goes to p.m., and one from 7 p.m. through the morning. we know why it's going on,th california public utilities commission gave pg&e a march 15th deadline to search for gas pipeline records in california. that order went out after records on the san bruno pipeline that exploded in

his hand into his waistband as he ran towards another officer. prosecutors in san francisco will work this weekend to identify cases could be impact do you to an undercover police unit. the san francisco public defender's office says the officers captured on surveillance tape during drug bursts at two hotels violated search and seizure laws. the alleged misconduct now has the fbi launching its own investigation. yesterday police chief said the plainclothes police unit seen in the video could be shut down until an audited of its operations could be complete. >> these officers are innocent until proven guilty. they'll have their time in the judicial process something, administratively and criminally finish that's direction it takes. >> he only learned of a third incident involving the plainclothes officers when surveillance tape obtained exclusively by ktvu aired

earlier this week on ktvu channel 2 news at 5. he is now calling on the public defender's office to turn over any other voids of wrongdoing by the officers. firefighters in san jose will vote this weekend on whether it take a 10% cut in pay in benefits. the firefighters union agreed to that deal this past week. san jose asked that union and 10 others who represent city workers to take the 10% cut to help close a $105 million deficit. so far, only the firefighters have agreed. but even if the other 10 unions agree to the reductions, the city admits there could still be layoffs. >> unfortunately can't guarantee it will avoid them altogether and that's because of the scope of the problem we have over 100 million dollars shortfall. >> if the other 10 unions agree to the cut, san jose would still face a 67 million-dollar budget shortfall. with layoffs and cuts still a possibility at the san jose police department, one company is lening a helping hand. pet food express is holding a

grand opening today. starting today, all proceeds from the dog wash at the store will go to the san jose police canine unit. the fund raised will go through april 30th. san mateo county childcare centers in danger every closing. under governor brown's budget proposal, $716 million would be cut from childcare. officials say this would cost them $770,000 a year. they would also be forced to consider closing more than one of its five centers. the state finance spokesperson says the alternative would be further cuts to higher education. and we have learned that 538 full-time teachers in oakland will get layoff notices if the school board gives its approval. 13 social workers and the entire adult education staff are also on the list. state law requires the notices be given by march 15th but exactly how many will get pink slips will not be finalized until the state budget is

approve. itunes, that's what tipped off a parent teacher group that thousands of dollars were being embezzled. former treasurer ann zen a dale has been arrested in connection with the case at trace elementary school. the search continues for vanessa ray's. the punt treasurer became suspicious when she noticed a 16-dollar itunes charge. then she started noticing other purchases and it all just kept adding up. police say the two women are accused of stealing more than $50,000. the fbi is looking for a man who agents say has been stealing from bank accounts for two years. these were taken at bay area wachovia and wells fargo banks. he's a middle-aged bald white man, agents say he impersonates bank customers do withdraw money from their own accounts. he's also committed the crime at banks in sacramento and reno. the fbi says he has been at it

since april of 2009. hayward police are looking for a man suspected in a takingover robbery thursday night at a taco bell restaurant on mission boulevard. both suspects are described as black and in their early to mid- 20s. both men were wearing sky masks and dark clothes. police say they may be driving a blue honda civic. anyone with information is asked to call hayward police. the battle over whether to ban or prevent dogs -- on beaches continues this morning. the proposal would ban dogs on pitches in marin and close areas to dog walkers or require leash in many areas. this does include parts of san francisco's chrissy field and ocean beach, and this comes after numerous complaints every dogs trampling vegetation and chasing wildlife. the meeting today at the seven hills conference center on san francisco's state university campus. on monday there will be another open house meeting at fort mason and people opposed to the

facility, which recently repaired that cruise ship. a discussion on job creation is also on the agenda. several business and union leaders are expected to attend today's event. richmond police are trying to figure out who shot a man sitting inside his car. it happened yesterday afternoon, just after 3:00 on 45th street near berkeley. officers say someone opened fire on a car parked outside a home. a man inside the car was killed. the man has not been publicly identified, and the investigation into that shooting does continue. police say arrested one of men responsible for a string of storm see robberies. police arrested 19-year-old taylor hughes. he and another man robbed four pharmacies. police are still looking for the second suspect. he is described as a black man between 20 to 22, 6 feet 4, with short black hair.

in about three hours, santa cruz firefighters will say good- bye to one of their own. firefighter john died wednesday after a six-year battle with cancer. he was 61 years old. he was diagnosed with lung and kidney cancer that re contracted while on the job. he is survived by his wife and two children. just two months agenor local firefighter lost his life after contracting cancer on the job. 42-year-old captain scott died on january 3rd. he was exposed to numerous toxins during his 17-years on the job. a high-rise scare for two men in new york after they got stuck 12 stories above the ground. it happened late yesterday. the men were working on the facade of that apartment building and the scalding collapsed. firefighters responded quickly to the scene where their ladders were too short some mark had to go to the roof and be lowered over the edge.

san francisco police are investigating the motive. this all comes as san francisco police officers are stepping up their patrols in the mission. response to growing gang violence. an escalating gang war has left a 24-year-old man dead and three others injured. now police fear retaliation could come at any time. the supervisor who represents the mission says the city is working hard with the police department and community outreach work are working with gunning mention in the hopes of preventing further violence. this morning oakland police are investigating a possible kidnapping. les night around 10:00, a teenage girl showed up at a walgreens store and told workers she had been kidnapped. the employees called police and the girl gave a description of the car. a short time later officers found the car matching that description nearby and two men were taken into custody. but as of this morning, it's still unclear if those two men have been arrested and charged. we have been watching quite a bit of activity at the cow palace this morning, as

project. pg&e workers are searching for the records on their gas transmission lines in northern and central california. shortly after 7 this morning, dozens of employees filed into the building to start a 12-hour work shift, combing through the documents. an employee told us there are two 12-hour shifts, every 24 hours one of theists starts at 7 a.m. that 7 a.m. shift goes until 7 p.m., then another group of people start work at 7 p.m. through the morning. that pg&e spokesman wouldn't tell he how many people are doing this work or when they started doing this round the clock 24-hour shifts. but he did explain why this work is going on. the california public utilities commission says pg&e has a march 15th deadline to compile records on all its gas pipelines in california. and that order came after records on the pipeline that exploded in san bruno in september were found to be inaccurate. we'll check become with new a half hour and we are hoping to

get that pg&e spokesman on the phone to get more detailed information about the activity going on here. ali rasmus, ktvu channel 2 news. we're also learning this morning that pg&e replaced parts of its gas line in san bruno just 300 feet from the section that explode indeed september. that is according to foils from the national transportation safety board. the files show the work was done for seismic safety concerns and 93 and '94. five miles of pipeline on line 132 why upgraded. a pg&e spokesperson told the mercury news he doesn't know why the line wasn't replaced. danville police are urging residents to lock up their cars between a series of thefts on thursday. police say seven unlocked cars on thursday were burglarized. electronics, credit cards, gps devices and garage door openers were among the items stolen. police say residents should remember to lock and secure their cars and homes.

scrambling to make a public utilities commission deadline. ali rasmus is live outside the cow palace now with exclusive video. hi, ali. >> reporter: hi, claudine we're outside gate 5 a the cow palace. there's still some trucks heading in. security guards are here, they're not letting us past the gate. but we can show you that earlier this morning we watched as hundreds of pg&e employees filed into the warehouse. this is video just before 7 a.m. a pg&e spokesman says the workers are here to search through records on all the gas transmission pipelines in northern and central california. and they have a lot of paperwork to go through. at 5:00 this morning, we got a peek inside one of warehouses here as workers loaded and unloaded stacks of boxes on pallets full of documents. and there's an entire warehouse floor full of stacked boxes. the work here is going on around the clock. employees are working 12-hour

shifts, and that pg&e spokesman says the cow palace isn't the only place the work is happening. >> there's other warehouses where people are doing the same work. >> we have -- going on at various locations throughout the service area. >> pg&e spokesman wouldn't tell us where the other locations are or how many other locations they're doing this kinds of records, documents search. but this is why that work is going on. pg&e is combing through their records after the san bruno pipeline explosion in september. the public utilities commission found that some of pg&e's records on the failed pipeline were inaccurate so they give pg&e a march 15th deadline to search for the records on all of their gas transmission pipelines. that's the working that's going on here this morning. and become out here live, you can see there's not a lot of activity because that first shift that we told but, there's two 12-hour shifts, the first one started at 7 a.m. this morning. so most of the people who were
