to mornings on 2. >> a wet and wild ride for me comes into work. let's see what's happening outside right now, and check in with our meteorologist. >> good morning to you. coming down in some areas. we will continue to see the light rain before it turns to scattered showers. giving you a look at the radar. you can see it is very widespread. around santa rosa this morning. we head into the east bay, very white spread as well, a few scattered showers in and around hayward. as we let south, breaking up just a little bit. morgan hill and into gilroy. we'll continue with this light rain. let's talk about how much rain we've seen so far, and whether or not you're going to need that umbrella all day sunday. more on that coming up in a

bit. that wet weather is leading to dangerous conditions on bay area roads. more on the areas you should avoid, good morning, a lly. >> reporter: we're in marin county, just mortgage of lucky -- north of lucky drive. right now, this free way looks pretty good. but chp did put out an alert about this onramp, because flooding was a problem. you can see a few cars splashing through it. this is highway 101 north and southbound. traffic is moving along smoothly. elsewhere in the bay area this morning, the weather has led to problems. rainy weather, chp says was a factor in a multicar accident in the brentwood area. one person was killed in that crash. another seriously injured. >> just because the speed limit

is set at a certain speed, if the weather is bad, you need to slow down and drive for the conditions of the roadway. >> reporter: you can see wet cars and trucks moving through pretty nicely. but the rain is expected to continue throughout the morning across the bay area. local continue to check in with c -- we'll continue to check in with chp. channel 2 news. gang violence in san francisco's mission district has police swarming the neighborhood streets. now they're getting some additional assistance. members of the guardian angels did their own patrols in the mission yesterday. that comes after two shootings and four stabbings in a two week period. a result, police said of an ongoing gain war. >> i know kids make mistakes, but when they try to come back from their mistakes, i don't think they deserve this kind of

life. you're young and you join a gang, and then you want to get out, and then this happens, it's not fair. they deserve a second chance, like we all do. >> his family made the trip from southern california to the bay area this weekend for his funeral. the seats of some well used public transportation have been analyzed. tested the bacteria content on a random bart seat, and muni seat, on the muni seat, no bacteria was detected. but the cloth seats on bart revealed fecal bacteria, and nine different strains of back tear ha, -- bacteria, and mold on the seat.

officials admit, a change is needed. >> when bart started in 1972, we were competing directly against the automobile. we wanted to provide a comfortable seat. now with 350,000 riders daily on our train, is our current seats most appropriate? bart says it spent $600,000 a year to dry clean those seat, but now they're considering with going with the easier to clean plastic seats. legal experts are deliberating a possible plea guarding in the kidnapping case of jaycee dugard. earlier this week, nancy garrido's client said they confessed to kidnapping dugard. there may be advantages to a plea deal for both sides. it would spare jaycee dugard and her daughters from having to testify during trial.

the garridos are looking to receive a sentence that includes the possibility of parole. the city of tracy will honor sandra cantu this week at an event called celebrating tracy's children. it is scheduled for tuesday. there will be free bowling for children, ice cream, yogurt, and much more, all thanks to local businesses. sandra cantu was killed in 2009 by her neighbor, melissa huckaby. last summer, huckaby was sentenced to life in prison without parole for the murder. for more information on tuesday's event, you can go to ktvu.com and click on web links. we're following developing news from chile this morning after a major earthquake shook the country, less than two and a half hours ago. the 6.2 magnitude quake hit about 40 miles away from the country's border with peru. it's not believed the quake caused serious damage. this comes just a year after an

8.8 quake killed hundreds of people. the state department is warning people to stay away from yemen. saying terrorism, and growing civil unrest are making it unsafe for u.s. citizens right now. officials said americans should not travel to the country, and for those already in yemen, they say it's time to get out. family members of embassy staff are also told to leave. the anti-government fighters are armed with assault rifles and grenades. this is video from yesterday, and shows them moving toward tripoli. mr.gaddafi continues to control tripoli, but the rebel leaders have captured a key port city, and maybe closing in on his hometown. close to 200,000 people have left libya in the last few

good morning to you. we've got rain on our lens and we're attempting to show you a picture of oakland this morning. sitting in 50s. 1 to 2 tenths inches of rain picked in up in oakland this morning. the city is cracking down on illegal dumping. catching the people responsible is a challenge. something that becomes very clear when you see this video of yet another case of illegal dumping. it is a story you'll only see here on channel 2. you'll have to look closely at this video, it's dark, and hard to see, but what the video you're watching really shows is how difficult

it is to stop illegal dumping. >> it's extremely difficult. mostly, it's most difficult in the bay by hunters point neighborhood of san francisco. because it's a vast area with a lot of industrial properties. many of which are located on streets that dead end into empty lots, and it's also has easy access to freeway ramps. >> ktvu obtained this surveillance video. and you'll only see it here on channel 2. it gives you four different views in a case of illegal dumping in the city's bay view hunter's point neighborhood. this is january 18, at about 1:30 a.m. take a look at this first shot. we're going to show it to you a few times, because it's tough to see. look at the top of you're screen, you can see a truck pulling up, and turning off their lights. two people get out, then the back gate of the truck swings open. a container is lifted, then the debris spills into the street. watch that again as that dark

mass of debris is left on the street, and the truck drives away. >> someone can get in and out. it's usually very dark. not great streetlighting. industrial areas, it's very difficult to see, and to get witnesses. people can come in and make a quick getaway. >> three more cameras may help. we get another angle, from the sfusd maintenance building, as that same truck drives on by. nothing shows a license plate. but watch the stop sign. this angle gives a glimpse of one broken tail light on that truck. will they catch them? that's unclear. but the city attorney wants them to know, the city is on the hunt. tomorrow, some dog owners will protest a proposal to limit offleash areas for dogs in the golden gate recreational area. the proposal from the national parks service would reduce the size of areas where dogs can be off their leash.

it would also effect 21 different locations, including san francisco's ocean beach, chrissy field, and fort mason. yesterday, the second of flour public meetings -- four public meetings about the proposal was held. >> i think it's terrible. they're taking aware from people what they've enjoyed for years, and what they promised us, when they created this park. >> it's about providing a balance and a range of opportunities and experiences. >> the third open house meeting is scheduled at 4:00 p.m. tomorrow. a protest involving hundreds of people against the plan is expected to take place right after that meeting. this morning, the spca is looking for homes for 250 rescued cats. those cats were found in a small storage unit in southern california after neighbors complained about the smell. anyone interested in adopting a cat can contact the peninsula

new regulations. starting this summer, health inspectors will be cracking down on vendors. officials say judging by the number of health complaints they get, some vendors aren't going to pass inspections. a 45 day warting period will also -- waiting period will also be placed on new permit. a nationwide recall of hazel nut this morning because of an e. coli scare. they were sold under the sunrise, george packing, firestone farm, and northwest hazel nut labels. no e. coli has been found in the products, but seven people in the midwest reported e. coli infections possibly linked to the hazel nuts. at least 1 in 5 californians struggle to feed themselves and their family. this is slightly higher than the national average of 18%. the study showed about 20% of californians answered yes to not be being able to afford enough food over the past year.

lieutenant governor newsom's new office is stirring up some controversy. i announced he would be leasing shared office space south of market, instead of setting up an office in a state owned building. the managing partner contributed $12,000 to newsom's recent campaign. some experts in governmental ethics say the office choice could be a conflict of interest. $500,000 set aside by the

former san francisco mayor for a homeless project has not been transferred over to the tenderloin nonprofit group. san francisco's health directer says he has not, she has not transferred the money because of possible budget cuts in her department. protests over a controversial union bill continue in madison, wisconsin this weekend. even though the state capitol building is locked up. a large group of union supporters gathered outside the capitol building yesterday. they're angry over governor scott walker's decision to take away public rights from unions. some demonstrators said they showed up, because others can't make it to madison. >> we have people, friends from up north, and around the state who cannot get down here.

[ inaudible ] >> protests over the controversial union bill are now in their third week. senate democrats continue to hide out in neighboring illinois, refusing to vote on the measure. heavy rains in ohio. in marian county, some waters submerged streets. a state of emergency has been declared in order to free up funds to help the victims. the red cross is also in the area. also in ohio, a priest is recovering this morning after he accidently tumbled off a bridge, recently damaged by a storm. the man reportedly stopped on the bridge yesterday to examine the damage, when he stumbled down a 25-foot bank, and fell into two feet of rushing water. >> there's a dam there there was a bridge over it. the bridge has sort of collapsed due to the, all the mass of water that's been coming through. so it's been breaching more and more every day. >> a man did jump in to assist

a deadly accident overnight, the rain is back, and creating dangerous driving conditions. we're keeping an eye on bay area roadways this morning. good morning, and welcome back to mornings on 2. >> wet roads, spinouts, and a fatal accident. this rain is causing problems for drivers on the roadways. live in marin county, with more on the story. >> reporter: we're just off highway 101 near lucky drive. taking a look at the radio roadways out here, this is 101 heading north. traffic isn't slowing down, cars are moving along pretty

briskly. although we see some of them slowing down. the rain appears to be coming down a little harder than it was just a half hour ago. to give you a better idea, let's turn the camera around and show you the view. we've got steady rain throughout the bay area, since the overnight hours. just after midnight, there was a fatal car crash on basco road, five drivers were involved in that. one driver said he swerved to avoid another car and his car flipped and he ended up in the ditch. >> just because the speed limit is set at a certain speed, if the weather is bad, you need to make sure you slow down still, and drive safe for the conditions of the road at the time. >> reporter: actually, that was the wrong sound. the person you just heard from

was the chp. he explained that weather was a factor. one person killed in the crash, another seriously injured. the rain is expected to continue today. traffic is not affected in this part of the north bay. we're going to check back with you, and keep an eye out on the roads, and the road conditions throughout the morning, and come back to you guys in about a half hour from now. security has been increased at a redwood city caltrain station. a spokeswoman saying between he 9 and 15 suspects attacked a san jose man as he waited for the train. she also told us, he was robbed and beaten. at least word, the victim was still in critical condition. we spoke to passengers who were surprised to hear about the se

-- severity of the attack. >> it's shocking to me that that kind of cowardly behavior would be alto occur. >> there's always a cop around this area. so yeah he, i'm surprised that actually, it happened. that's pretty bad. i hope he gets better. >> reporter: police say there are reports of a white compact car seen leading that area. santa cruz police are looking for a second suspect in an armed robbery. police say early yesterday morning, two men robbed a person at gun point on west cliff drive. police recently released this scatch. he's described as a black male, 20 to 30 years old, wearing a black overcoat during the robbery. police say they did arrest one man after the robbery. his name was julio chavez. a sheriff deputy is behind

bars today as the investigation continues. deputies arrested 27-year-old steven tanabe on drugs, weapons, and conspiracy charges. officials expect christopher butler hired. butler and norman welsh are accused of stealing, and selling confiscated drugs. streets south of market were under more than just rain water. a car slammed into a fire hydrant. the crash knocked the hydrant off its base, sending water up six stories into the sky. the water kept pouring out for about one hour. san francisco police arrested the driver of the car on suspicion of driving under the influence. ♪ [ music ] good morning to you. giving you a look at well, you can see, pretty thick fog out

also today, police barriers were relaxed for the first time, allowing people inside businesses to find their valuables. here in the bay area, a group of brentwood residents is reaching out to help victims of the quake. the new zealand fund is operating through the orphans relief fund. a search continues in spain for a missing 22-year-old california college student. posters with the face of austin taylor bias are now posted across madrid, where he disappeared more than a week ago. the san diego state university student was spending his spring semester as a spanish university. his father and other family members are now in madrid to take part in the search. >> i just want to say thank you for all being here. it's hard for me to talk about it, but thank you. >> we always told him, never be by yourself. always pair up with somebody. i think the problem was, he got

good morning to you, giving you a live look at the rainy start to the day, and most of your sunday, going to be with the possibility of scattered showers. new information this morning, that the u.s. government tried to expand the use of those controversial body scanners. right now, the scanners are found at several u.s. aren'ts. this morning, the u.s.a. today is reporting that the homeland security department paid millions of dollars to develop a secret body scanning system that could be used on people at train and bus stations as well as other public places. the department said it wanted to prevent suicide bombs, but flaws with the system led them to drop the projects. bradley mannen will have to sleep naked until a review next

sacrifice. the mission was okay. got home safely. >> she believes the only reason he survived the attack is he was in a newer truck with a re enforced bottom. several officials and elected officials are planning a rally at new york's time's square today to protest what they call unamerican congressional hearings star targeting american muslims. the hearings are meant to explore muslim's roles in home grown terror plans. a group calling itself, the liberty alliance plans to hold a counter rally today in support of the hearing. bay area based youtube is being asked to monitor its content closer. the specific focus is videos made by radical clerics, such as american born al-maliki who

is said to have instituted the fort hood shootings. some videos still remain. a new york congressman is speaking out, saying he does not want a government ban on those videos, because that would violate free speech. but he is asking youtube to improve its system for monitoring content. social media has become an issue for jurors in the barry bonds upcoming trial. typically, instructions include just a ban on newspapers and tv. but the lead attorney representing the former giant says the internet is filled with so much about the perjury trial, that it's important to limit what jurors can see. judges around the country have accepted similar instructions to keep jurors from blogging, tweeting, or posting on facebook. the trial begins march 21. santa clara officials are trying to save money for the 49ers stadium project, before the state can take back those funds.

they're going to recommend putting $40 million under control of the newly created stadium authority. the a authority is set to vote on the matter thursday night. on wednesday, the legislature is expected to eliminate all of california's redevelopment agencies. it's a cost cutting move by governor brown. that move can also jeopardize efforts to build a ballpark in san jose. two new members of the san francisco police force are getting help buying equipment they need on the job. yesterday's opening of a pet food express is used to kick off a fundraiser to help dead canine officers. the dog's human partners say it is standard practice. >> the dogs are each individually purchased by the canine handlers themselves. so we actually own the jogs, so they provide the majority of the training and the equipment, but not 100%. >> pet food express says they

raised $3,800 of the $4,800 it will cost to get armor. donations can be made at any of the three pet food express stores in san through april 30. bay area gas prices continue to go up. aaa says the average price for a regular gallon is dollars 394. in oakland, drivers are paying $3.90. in san jose, drivers are paying $3.90 as well. statewide, the average price is $3.88 a gallon. up 50 cents from a month ago. a hearing will take place in martinez tomorrow to determine if a refinery is falling short on its pollution monitoring efforts. the controversy is centered over the conoco phillips refinery. residents who live near the refinery say the monitors are

unreliable. they're also accusing the company of violating the conditions relating to a 2009 expansion project. conoco phillips say it's now working to resolve the expansion issues. today,pg and e will continue to work on millions of records of gas pipelines. more than 300 employees began a 12 hour shift to transfer them into an electronic database. the cpuc ordered them to do the work, because pg and e's records on the san bruno pipeline they say were inaccurate. a major water main in the peninsula is getting an upgrade. it runs down sections of el camino rleal. the project will replace old

now the water has receded. i did talk to a chp officer in the north bay, he says southbound 101, they have reports of minor flooding up there. first, i want to show you where flooding and the weather did cause problems on some other bay area roadways. just after midnight, c hp, and paramedics responded to a crash in the brentwood area. five vehicles were involved in the accident. one of the drivers said he swerved to avoid another car about to cross over into his lane. that driver ended up flipping over, and ended up in a ditch. >> it happened so quickly, so fast. i know it started to rain, it's about 10 minutes prior to the accident. that could have been a factor. >> reporter: a driver you just heard from wasn't seriously hurt, but another driver was, and was killed in the crash. even though the rain is light

been analyzed. san francisco's biology lab recently tested the bacteria content on a bart seat and muni seat. after using an alcohol wipe, no bacteria was detected on muni. but the cloth seats on bart told an entirely different story. tests revealed skin born bacteria resistent to antibiotics. also nine different strains of bacteria, and several different types of mold on the seat. even after cleaned, strains were still present. we spoke with officials even after this was released. they are aware of the problem. >> when bart started in 1972, it was, we were competing directly against the automobile. we wanted to provide a comfortable seat. now with 350,000 riders daily
