morning news. good morning, thank you for waking up with us it's monday, march 7th i'm pam cook. the weekend weather was just what steve paulson called. what is it like today? >> we do have rather breezy conditions. the rain is winding down or about dope. temperatures in the 40s. we will end up with upper 50s or low 60s. so partly sunny but breezy and kind of cool if you're in the shade or wind. here is sal. thanks, steve. we are taking a look at highway 4 through bay point. 880 near the oakland coliseum traffic is flowing well. here is pam. right now people in san francisco are lining up to buy

food vendor permits. ktvu kraig debro joins us with the new policymaking the permits so desirable. >> reporter: good morning, pam. see these people here sleeping on the sidewalk, if you looked at them you might think they are waiting for a concert ticket or buy a new video game or they want the latest iphone. but to them camping out here in tenth and market for a food vendors license is just as valuable. now the first of the vendors on the line say they arrived here on friday. there is two reasons we have first seen them lying out. the first of the price last year permit cost about $10,000. this year cost $3,000. one of those in line told us a relaxing regulation is another. >> most of the regulations about what could be cooked

where and how and also it was expensive. i looked into it a year ago and it was $8,000. >> reporter: last november the san francisco board of supervisors cut permit fees and streamlined paper work. they can still face hurdles. people that pay rent for real estate can reject and shutting down a street food vendor. especially if they are selling food to the brick and mortar place. reporting live in san francisco kraig debro. there is extra security this morning at the cal train station in redwood city after a man was brutally attacked on the platform. the san mateo county services department is asking for the public's help to find the 10-15 men that attacked the 47-year- old san jose man at 7:30 friday night.

we are being told the man is being treated at an undisclosed station. police are calling it a robbery. the paying at the pump doesn't seem to be stopping. the white house says it may offer relief. a top aid for president obama said the administration may tap into the strategic oil reserves to lower gas prices. they updated their averages for gas prices and prices are not up from yesterday. i will tell you this morning crude oil prices are trading higher again. in san francisco drivers are still paying $3.94 a gallon in oakland and san jose the average price remains at 7:90. the price of diesel is going up and that is effecting business. jerry grows strawberry blossoms

attacks yesterday to stop the rebels advance for the capital. already the uprising in libya which began february 15th is longer and more violent than the revolts that overthrew the leaders of egypt and indonesia. this morning defense secretary robert gates is beginning a two-day visit to afghanistan. gates is there to gauge progress in the war as they move toward crucial decisions on reducing troop levels. the u.s. is committed to beginning a troop with drawl in july. gates told u.s. troops today there would continue to be a reduced american military involvement in afghanistan even after combat operations end in 2014. richmond police are increasing patrols after a rise in violence over the weekend. there were two murders in 24 hours between friday and saturday. an 18-year-old was shot and

killed while standing right outside his house. and a 27-year-old man was shot to death in a parked car. until this weekend there had only been one murder in the city this year. >> the violence needs to stop. we need to get something going on to stop people shooting people for nothing. >> despite the two shooting deaths this weekend. the homicide rate is much lower than it was last year at this time. there has been a break in a three decade old cold case in the east bay. according to the contra costa county times evidence experts have matched dna to a male torso with a human head found a year later in the oakland hills. police artists have created reason doorings of what that victim is thought to look like. investigators say if someone can identify him, they may be able to make an arrest in this

case. within the past 30 minutes the space shuttle discovery undocked from the international space station. i will take you live out to space this morning. this is discovery right now. it's the shuttles final trip in space. it will be retired after they return to florida on wednesday. we are looking at the site of the international space station there. discovery is the most traveled space station after. they will have spent a total of 365 days in space. they gave them two days more than originally planned for this mission. solo drivers may soon be able to drive until express lanes. it will come at a price. cal train is proposing to convert the existing hov lanes at the 237, 880 interchange into toll lanes. there is an open house today.

san diego that killed an eight- year-old boy. opening statements are expecting today in the court- martial of petty officer paul ramos. he was responding to a call of a boat in the water. he collided with a pleasure boat that was docked to watch the parade. a jury of seven coast guard members are scheduled to hear the testimony. a civil rights group is offering a $5,000 reward following the shooting of two men in sacramento county. one of the men died at the scene. the other is in the hospital with serious injuries. they are offering the reward and questions whether the victims were mistaken for muslims. the organization will hold a press conference at 10:00 this morning. for the second time in less

than a week, a teenager has died of an enlarged heart while playing a sport. 17-year-old matthew died saturday after collapsing during a rugby match. paramedics performed cpr but he died at the hospital. sudden cardiac arrests. matthew had a few corrective heart surgeries when he was younger. friends and families remember a young basketball star that also died after suffering cardiac arrest during a game. 16-year-old wes leonard collapsed after scoring the game winning shot during his high school game. the team has decided to play in the state tournament. >> they want to honor what westwood would have done. they got him this far with his team to go this far. they want to honor him by doing

precaution. until homes are being threatened. again this is on the big island of hawaii. questions about the annual gay pride parade may not happen this year is being down played. they were asked to assess the organizers budget. that showed a $200,000 debt. complaints by nonprofit groups that took part in the 2010 celebration lead to resignation by some leaders. now there is new confidence the parade and party will go on as planned. >> i know people are concerned. i don't think people need to worry about pride not going on this year. we will make sure it happens. >> the new leaders say they have already paid out 15% of that outstanding debt. the theme for this years celebration is in pride we trust. the parade is scheduled to step up this sunday. hundreds of people are expected to protest against antileash laws in the golden gate recreational area today.

bridge you can see that the cameras are moving around there. there is a high wind advisory in effect. keep both hands on the wheel this morning. finally up in the north bay at marin. also a bit windy as well. no delays to report. here is steve. >> thank you, tara. tara is correct. rather windy at times. today sun and clouds. breezy to windy. there are gusts about 30 plus miles an hour. tonight part of the system will clip the north bay. i will mention light rain up there. it won't make it very far south. since it may be up northern sonoma county that would be tonight. it will continue to be breezy and on the cool side. tonight partly sunny. it looks like the pattern is lifting northward. yesterday's system gave us about a tenth of an inch to three quarters of an inch. about a half inch to under a half inch santa rosa.

so it was a steady light rain. temperatures in the 40s or right at 50. really it's the wind that is the bigger story here. especially out toward sfo where we are seeing gusts at 30 miles an hour. west, northwest those are sustained. there lies the forecast today. this system right there late tonight early tomorrow morning might clip the north bay. overall today a northwest breeze. there is a few light showers still holding on. it's rather windy and cool out there. we will keep scattered clouds out there. a breezy day within partly sunny skies. the wind is a little stronger in the higher elevations. kind of cool to mild. you get low to mid 60s maybe but upper 50s for a lot. especially in the breeze it can be cool out there. the pattern looks like it's lifting a little bit. and another system starts to move in and tease us with

clouds on friday. pam. >> thank you, steve. two tear gas -- a man brought them to the station on fifth avenue a little after 4:00 yesterday afternoon. he said he found them in his father's basement. firefighters called in the bomb squad and the devices were safely detonated. firefighters say the lesson here if you find something suspicious leave it where it is and call 911. some people in the south bay may soon have a new area code. the explosion of cell phones have existed the -- have exhausted the 408 area code. there is a plan to have people switch over to a 669 area code. california public utilities commission has scheduled several public hearings on the change. a new policy for food
