incentive to apply. business owners who pay for rent in a building have complained of unfair competition baa there is an avenue -- but there is an avenue for complaints. >> they have 30 days to contest it. it goes to hearing. they judge if it's the right food or not. >> reporter: the vendors within 300 feet and selling like foods. the vendors license for that location could be revoked. a change came last december when they reax laxed the rules and made changes. we will try to talk to the people at front of the line. and ask them why they have been here so long. reporting live in san francisco kraig debro channel 2 news. this morning police are still searching for the group of the men that violently attacked someone at the redwood city cal train station. jade hernandez joins us now with the increased security presence at the station and how

commuters are reacting this morning. jade. >> reporter: that is right. the first outbound train rolled through here 20 minutes ago. we spoke to two different riders. one had heard about the attack, the other had not. both said they would like to see a little more police presence out here. >> it would be nice to see a little if not every day that might be unreasonable. now and then a drive by or somebody here at random times to keep people on theretos. >> it's dark in the morning when i come. but i do wear a whistle on my arm just in case. just for animals. there is a lot of raccoons in the morning too. it's for protection. >> reporter: san mateo county transit police say they have amped up their patrols. we have been out here since 4:00 this morning and we have not seen any patrols at all. what is astonishing 9-15 attacked and robbed and beat the man for what he had on him.

that's why we are out here this morning. investigators want to get the word out. despite leads they still need more information to close this case. they are investigating the stronged armed robbery which took place around 7:30 on friday. 47-year-old san jose man was waiting for a southbound train when he was attacked. a few witnesses told police they saw a white compact car leaving the scene. transit police say they are optimistic about future arrests. as far as we know this morning the victim is still at a local hospital. if you have information police are asking you to call victor lopez's number. the number is at the bottom of your screen. time now 6:05. richmond police run creasing patrol -- are increasing patrols after a rise in violence. an 18-year-old was shot and killed standing outside of his house. a 27-year-old man was shot to

death in a parked # car off 45th street. until this weekend there has been only one murder in the city this year. >> it was getting better. it was getting quiet. like i said i don't know where all the anger is coming from. >> police say despite the two shooting deaths this past weekend, the homicide rate is still a lot lower than it was this time last year. an autopsy will be performed today on a marin county kindergarten -- kindergartener after he tested positive for the flu. the boy was a student at old mill school in mill valley. the school has notified parents of the death but they say classes will go on as scheduled today. in three hours the trial of 18-year-old alexander youshock is set to begin today. he's accused of bringing pipe

bomb, chain shaw, and a shotgun to school. police say he came prepared to kill students and staff. opening statements are scheduled to start at 9:00 a.m. in redwood city. a danville police officer arrested on drug and conspiracy charges is out on bail. steven was arrested friday on suspicion of conspiracy to sell drugs. more details expected today about allegations about unfair budget cuts in antioch. the union that represents city workers is accusing the city council of giving a special sweetheart deal to police officers while at the same time asking other city employees to take a 10% pay cut. that union says budget pains are not being fairly shared. there will be a news conference by the union set by 9:30 this

morning. tonight in oakland the city council holds a special meeting. they will decide among other things what to do about a looming $45.6 million payment that is due to the police and firefighters pension fund. that would double the $46 million deficit already facing the city of oakland. right now the national weather service has a winter weather advisory in effect for parts of the sierra. i will take you live to highway 50. it looks like the snow is coming down right now. as much as a foot of new snow has hit in the we have checked with cal tran. they do have chain requirements in place on interstate 80 and 50. all of this snow is good news for the ski resorts. tahoe is expecting two more feet of snow by this coming weekend. adding to the 38 feet it has received since october. spokesperson for the ski resort

says business has been booming since the snow started falling again and conditions are not changing any time soon. forecasters are predicting more snow and cooler temperatures for at least another month. so maybe in time for some easter break, spring break for schools. time now 6:08. tara is here to talk about the commute. >> we have just received a report of a tree down in a roadway in san jose. this is a bad curve in the roadway at black road and gist road. if you live in that area, be aware there is a tree and it's blocking the roadway. we will have more information coming up. right now we are going to take a look at the san mateo bridge. you can see the sign there high winds and high wind advisory has been in effect since 1:00 this morning. definitely keep both hands on the wheel. 880 near the oakland coliseum.

our cameras have been bobbing around a bit today. seem to be pretty tame right now. traffic is flowing well both north and southbound. highway 4 through bay point it's windy out there. 6:09. steve, how is it going? >> it's going really well. we have windy conditions which you just touched on. i saw 40 miles an hour at the altamont pass. drakes bay around 35-40 miles an hour. a northwest wind has decided to kick up its heels. rain is possible tonight. the weak part of the system just brushed the north bay. we will see an increase in clouds. some morning rain in the north but then sunny and breezy. partly sunny and breezy tomorrow. wind out of the west, northwest. 20-50 miles an hour gusts.

strongest out along the coast. san jose west at 16. gusts to 29. livermore west to ten. we mentioned that altamont pass. i have seen gusts 35 there. also right along skyline. i have seen 35-40 miles an hour winds. you can see the system that went by. there is still a possibility of few showers clipping us. santa rosa still says sonoma county airport. and some of the rain totals over the weekend not too shabby. sunday was the main day. san rafael almost six tenths of an inch of rain. cazadero almost an inch of rain. crockett had three quarters of

alison. >> reporter: first let's get to new video here with meeting with the troops. he shook hands with each and every one of them. one of them asked him about long-term deployment. secretary gates says both the u.s. and afghan government wants the u.s. involved after the planned 2014 combat operations. he says the u.s. is in talks with the afghan government about what the presence would like like. he also offered encouragement for the troops. >> you've had a tough winter. it will be a tougher spring and summer. you have made a lot of head way. i think you are proven with your afghan partners that this will work and we will be able to prevail. >> reporter: there is a lot of speculation in d.c. that secretary gates is preparing to resign and this could be his last trip as defense secretary

to afghanistan. reporting live from washington, d.c. alison burns. in libya government forces again launched air attacks on rebel forces today. the troops loyal are trying to prevent the rebel fighters from advancing to the capitol of tripoli. already the uprising is a lot longer and more violent than the revolts that overthrew the leaders of egypt and tanisha. as the evacuation of foreign workers continues now, one group of evacwees went to extreme measures trying to avoid being sent back to their native country. as this ship carrying refugees almost 50 workers jumped overbard to avoid being sent back. three of the jumpers were killed. 13 more are still missing.

a congressional hearing scheduled for this thursday looking into the -- over the weekend demonstrators gathered in new york city to protest what they call the targeting of american muslims. some members from other religions joined the protest. the first muslim elected to congress does not like the idea. but the chairman of the house says it's justified. >> we are talking about al qaeda. we are talking about the affiliates of al qaeda. it's there. that's where the threat is coming from. >> it's absolutely the right thing to do for the chairman of the homeland security committee to investigate radicalization. but to say we will investigate a religious minority and a particular one is the wrong course of action to take. >> congressman ellison is concerned the terrorist will

claim the hearings that americans are at war with muslims. a hearing take place in martinez to is falling short on its pollution monitoring efforts. the residents that live near the refinery says the pollution monitoring system does not work. they are also accusing the company of violating rules that were put in place during a 2009 expansion project. in japan the government has stopped using pneumonia vaccines. the vaccines came from u.s. drug maker fizer and a french drug maker. the deaths occurred the same day and three days after the vaccines were administered. crowded elementary schools is the hot topic. they will meet with the public on tuesday to talk about booming enrollment and consider

bay bridge as well. here is steve. tara, we do have a lot of wind today. there could be a few light showers around. mainly it's a cloudy and windy morning. some of these gusts higher elevations along the coast over 40 miles an hour. seen along the skyline and altamont pass and point rays. west, northwest wind 20-25 miles an hour. strongest gusts in the higher elevations. san jose west. these are sustained. not gusts. i have seen gusts to 29. santa rosa getting about 15-20 miles an hour breeze there. still a few showers could filter down from the northwest. most of it is driving east or south of us. 40s or right at 50 degrees. if it wasn't for the breeze we would be cooler along with some of that cloud cover. we will see a break today. the next system is driving more toward the oregon border.

and here's a looks at your bay area bridges this morning. the bay bridge starting to back up there. the metering lights are on. give yourself a couple minutes. we do have a high wind advisory until effect as well. also for the san mateo bridge there is a high wind advisory. richmond and golden gate bridges looking pretty good at this hour. let's head back to the desk. uc berkeley police department is defending its response to a student protest over budget cuts. on thursday students perched themselves on top of a ledge. 300 people joined to watch the protest. now some in the crowd tell the daily crowd that officers used pepper spray on them. they say the actions were

necessary in fears the protestors could fall. friends and family remember a young basketball star that died after suffering a cardiac arrest. he collapsed thursday after scoring the game winning shot. the team has decided to play in the state tournament that begins today. time now 6:26. san francisco cracking down on illegal dumping. ktvu obtained this surveillance video of illegal dumping happening in the city's bay view hunters point neighborhood. hard to see i know. the video shows two people gut get out of a truck. the back door swings open and debris falls into the street. they are suing two companies accused of illegal dumping but so far no one has been caught. >> someone get in and out. it's very dark. industrial areas. it's very difficult to see and to get witnesses. >> the two companies being sued

by the city are accused of dumping nearly 100 tons of degree. it cost the cities $75,000 to clean it up. commuting through part of the south bay could get a little easier if you are willing to pay for it. where there is talk of putting a toll lane that even solo drivers could use. and in the past two weeks gas prices have jumped nearly 30 cents nationwide. you will pay over $4 a gallon in premium gas. and on the new york stock exchange. taking a look at traders this morning. we will see if good news can offset what happened overnight to take stocks down.

dave. financial analysts say that price strike is -- even though the u.s. doesn't get a lot of its oil from libya. any disruptions there have an impact on the worldwide let's show you prices that drivers pulling up to the 76 station are seeing. you can see over here the price of a gallon of regular is $3.93. that is three cents higher than the national average according to triple-a. san francisco the average is $3.94 a gallon. if you want plus or premium gas you will pay over $4 a gallon. nationwide the average price for a gallon of gas is $3.51. that is definitely lower than what we are paying here in california. the $3.51 price is three cents higher. that is the second biggest price spike. some drivers we talked to this

morning tell us the price change has already had an impact on the driving habits and budgets. >> i try not to drive as much. >> it has changed your habit. >> absolutely. >> reporter: 100 doesn't get you far anymore. it's outrageous. as you hear that gentlemen say it's hard on small businesses that have to rely on commercial vehicles that need diesel. desyl costs -- diesel costs $4.25. president obama is also concerned about this. his chief of staff commented on tapping into the oil reserve. reporting live in emeryville allie rasmus. the price of diesel fuel is also going up and that too is

a recent change in the rules and cost of a permit. a man in line says he opens the san francisco soup company but says street vending is opening up new doors. >> it's a new opportunity for us. we definitely saw the success of quality food trucks. we think that it's an opportunity for us to expand our soup and salad business into other parts of the city. >> reporter: a couple reason the lines are popular this year. they made several changes to the process that lowered the cost for a permit. this year filing notification and inspection fees are less than $800. the word is the office will open at 8:15. why get here this early if the number of permits is seven per person per business? a lot of people say they want to make sure they get here and get the right location. you can only have up to two permits maybe for the same

foods at the same locations. if you don't get here early you may not get the same locations you want. reporting live in san francisco kraig debro. a street in downtown san rafael is back open this morning. that's after it was closed for two hours for tear gas grenades. a man brought them to the station on fifth avenue a little after 4:00 yesterday morning. he said he found them in his father's basement. firefighters called in the bomb squad. they say the lesson here is that if you find something suspicious, leave it where it is and call 911. >> transfer is a bad idea. handling them is a bad idea. we can come out and try to identify it for you. >> traffic around the fire house was back to normal about two two hours later. organizers of san francisco annual gay pride parade say this years event will happen despite earlier doubts. last year the city controllers

office was asked to exam the organizationers budget and found $200,000 in debts. complaints by nonprofit organizations that took part in the 2010 organizations. but now we are told there is new confidence the parade and party will go on as planned. >> i know people are concerned. i don't think people have to worry about pride going on. >> the new leaders say they have paid off 15% of the outstanding debt. the theme for this years celebration is in pride we trust. the parade is scheduled to begin sunday, june 26th. today a san francisco board of supervisors committee will talk about lifting a ban on new restaurants in the upper fillmore district. that is on fillmore street between bush and jackson. it was original meant to prevent restaurants from

drawing too much traffic. chain restaurants they would be banned from that neighborhood. solo drivers may soon be able to drive an express lane in the south bay. it will come at a price. they are converging the existing hov lanes at the 880 interchange into toll lanes. there is an open house meeting being held today. that is at the vta building on first street in san jose. time now just turning 6:39. now are things going in oakland? >> it looks like a big rig blew out a tire and it's stuck on the 29th avenue onramp to southbound 880. let's take a live look at 880. the truck is not budging. apparently cars are able to maneuver around it. traffic doesn't seem too bad right now. along the east shore freeway we have traffic to tell you about.

at the cal train station in redwood city. this is after a man was attacked by a mob. 10-15 men took part in that attack. robert gates is in san francisco. it's for a two-day visit. he's trying to figure out how the u.s. should proceed with the with drawl of u.s. troops. libyan war planes are launching air strikes against rebel forces in libya. they don't want a foreign military intervention but they are asking the military to apply a no fly zone. there has been a break in a 30-year-old case in the east bay. evidence experts have matched dna from a burned male torso found near a west oakland area

to a head. investigators say if someone can identify him, they may be able to make an arrest in the case. a muslim civil rights group is offering a $5,000 reward following the shoots of two men in sacramento county. the two men ages 65 and 78 were shot while walking through their neighborhood friday afternoon. one of the men died at the scene. the other is in the hospital with serious injuries and the council on american islamic relations is offering the reward and questions if the victims were mistaken for muslims. a local sports company will introduce something they are hoping to protect young baseball players. gunnar sandberg will be joining eastern bell sports to unvail a new pitching helmet. it was a year ago he was hit and seriously injured by a batted ball during a game. gunnar is now recovered, he's back on the ball field.

that new helmet will be unvailed later this morning in scotts valley. some residents in the south bay may soon have a new area code. the explosion of cell phones has exhausted the 408 area code in san jose. now there is a plan to have some people switch over to a 669 area code. we do not know if old customers will have to switch or if the new area code will be assigned to new customers. and the space shuttle discovery is on its final trip back here to earth before it ends up in a museum. it pulled away from the international space station just after 4:00 a.m. our time this morning. it has been about a full year in space since it went into service. discovery is due to land in florida on wednesday. right now it's 6:48. we want to go back to tara.

that translates to 1.5 million more cars being shipped to other countries compared to 2009. canada, mexico, china, and germany bought the most u.s. cars. industry analysts say improved quality of american cars and trucks and a weaker dollar contributed to that large increase. let's check in on wall street to see what is happening. stocks dropped in asia and europe. crude oil trading $106 a barrel. this morning car sales may be helping out a little bit. if we look live at the new york stock exchange the dow jones is up 60 points. and i'm really looking for optimism here as to why it's happening. a coo million that sounds just like johnny depp is number

welcome back to the morning news. hundreds of people are expected to protest today against a new plan to limit off leash access in the golden gate park area. parks officials want to limit off leash access at 21 different locations including san francisco ocean beach. they say it's part of an effort to protect the fragile ecosystem. the open house meeting begins at 4:00 p.m. and public comments will be heard and they are expected. it's in the fleet room of building ds at the fort mason center. a group of dog owners are planning a rally outside of the open house. that will be at 5:30. actor charlie sheen hit tv
