"mornings on 2" starts now. well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. it's monday, march 7th. bay area gas prices continue to be among the highest in the nation. those high prices could be with us for a while. allie rasmus is in emeryville this morning with what national leaders are now saying is possibly an option. good morning, allie. >> reporter: good morning, tori. yes, there is talk about the possibility of tapping into the u.s.'s strategic oil reserve. we'll explain in a minute. first, i want to show you what drivers are seeing as they pull up to the pump. you can see the cost of a gallon of regular gas is $3.93 a gal be.

that's about -- gallon. that's about average according to aaaa. if you want plus or premium, you will pay well over $4 a gallon. nationwide the average cost of a gal -- gallon of gas is 3.51. that's cheaper than what we are paying here in california. but that price is 3 cents higher than the average two weeks ago. the spike is the second biggest increase in history. it's caught the attention of the white house. they are talking about tapping into the strategic reserve. >> the average american out there is feeling it. the president is very concerned. we're trying to look at all of the possible options going forward. >> reporter: now, if the president does decide to tap into the oil reserves, it would still take about two weeks for

that gas to hit the u.s. market. still, some drivers we talked to said they like the idea. >> if we do need it, it's a good idea. >> reporter: go ahead and use it. >> i think so, yeah. i think so. >> reporter: now, a short time ago, i had talked to the manager at this gas station. i asked him if he was gonna change the prices. he says he doesn't get to decide what the price is. he has to wait until the observer comes in. he says -- owner comes in. he says the company, the 76 company, tells them what to set the prices at. early this morning we heard that oil was trading at $1.06. so the price of gas could go up further. allie rasmus, ktvu channel 2 news. >> okay. thank you. 7:03. there is a hot, new item for sale in san francisco and people are even camping out to get it. kraig doe bro is live over there with what everybody is waiting for. good morning, kraig.

>> reporter: it's not the kind of campout that you think of going to the mountains. this is a sort of business campout. these people will get a chance to spend hundreds of dollars, maybe thousands of dollars to buy permits to be a street food vendor to sell fruit on street. >> the city finally flattened the clamp on this. >> reporter: a streamlining of regulations and a dramatic drop in the cost of a food vendor's license are the two reasons we were told for the person wanting to apply. he pitched his tent on wednesday and even came down here to see if there was anyone trying to beat him. >> we were never sure in what

-- if what we were offering had a great demand to be there five to seven days a week. now we can hopefully meet the local demand. >> reporter: and the dilemma is resolved because he doesn't have to go out there and rent a place and commit to a year or two. he could just drive out there. the word of supervisors last november made -- made some changes. right now for a permit an application fee. the permit fees cost about $800, a lot less $700, $800 for one. it looks like there might be somebody from dpw. he waved an arm. we're getting some movement here. it look like people are starting to go in right now. so we have something to report for you now for next hour. what's happening at the front of the line as people line up for their food vendor permits

this morning in san francisco. reporting live in the city, kraig debro, ktvu channel 2 news. >> we'll look forward to the update. there is extra security this morning at the caltrain station in redwood city after a man was brutally attacked on the platform. the san mateo county sheriff avenue department is asking for the public's help to find the 10 to 15 men who attacked the san jose man around 7:30 on fry night. we're told the man is being treated at an undisclosed location out of safety concerns. at this point, police are calling it a robbery. a 16-year-old boy is facing charges on suspicion of -- suspicion of robbing a fast food restaurant in livermore. it happened saturday at the popeye's. police say they arrested the teenager while he was trying to run away. the teen is also suspected of robbing a second business in the same shopping center in a week. in just about an hour, a

coast guard trial begins today. paul ramos was responding to a report of a boat stuck in the mud back in 2009. he collided with the pleasure boat docked to watch that parade. a jury of seven coast-guard members will spend the next three weeks looking for evidence. today, the u.s. transportation department and consumer reports will unveil a joint project to take on distracted driving. the project is aimed at teenagers. new stats show car crashes are the leading cause of death among teenagers and teenagers are 20 times more likely to be in a crash if they are texting while driving -- driving. this will help fight the texting-while-driving habit.

its pollution. residents living near refinery say the plugs-monitoring system does not work. they are also accusing the company violating rules related to an expansion project in 2009. a corruption trial of former present president, jacques chirac, got underway today in paris. here is charged with embezzlement. it is unlikely chirac will be sent to prison but in theory, he could be sentenced up to ten years and fined up to $210,000. although he promised transparency in his management of california, governor jerry g criticized by some of the media for not keeping them informed. according to "the san francisco chronicle" governor brown does not release a schedule of his daily events. the paper says he publishes some of his appearances but not

all. the lead -- the leader of the 14 wisconsin democrats who fled the state more than two weeks ago to block a vote on a terrible bill has just asked the governor of wisconsin for a meeting. this was the scene in the state's capital over the weekend as protests continue over the plan that would limit collective bargaining. 14 democratic senators left the state on february 17th and they say they will return at some point but only when they have done all they can to negotiate. scott walker says the controversial bill is vital budget repair for the current fiscal year. >> in just about two hours from now, more details are expected to come out about allegations of unfair budget cuts in antioch. the union who helps city

well, good morning. welcome back. time know, 7:29. security is tighter at the redwood city caltrain station after a violent mob attack. ktvu's jade hernandez is live to tell us what happened there and how morning commuters are realing. good morning, jade. >> reporter: good morning. i'm live at the redwood city train station this morning. i just got off the phone with the caltrain spokesperson about 15 minutes ago. she told me they have no new updates in this case, but police are looking into whether the surveillance cameras caught the brutal attack on camera. we're also told that caltrain can't say whether or not there are cameras here at the redwood train station. we're out here this morning because investigators want to get the word out despite leads. they still need more information to make arrests. on friday night around 7:30,

nine to 15 people attacked, robbed and beat one 47 san jose man for what he had on him while waiting for a southbound train. the san mateo county police are investigating the robbery. a few witnesses told police they saw a white compact car leaving the scene. they say they are optimistic about future arrests. a few people said it would be nice to see a little more police presence and others are taking more precaution. >> i'm observing my surroundings. i'm observing everybody on the platform. i'm not having -- i don't have an ipod out. >> reporter: as far as we know the 47-year-old man, the victim, is still in the hospital in critical condition. police are asking anyone with information to contact authorities. jade hernandez, ktvu channel 2

news. 7:31. an update to a story ktvu has been following for close to a week. the investigation into possible illegal drug raids by san francisco police is expanding. chief jeff godone announced yesterday the investigation into the plain-clothes unit now includes the unit supervisor. surveillance video captured some of the raids. both the fbi and the district attorney's office are investigating the case. a 20-year-old lake county man is in jail this morning after being charged with raping a 1-year-old girl. sheriff's deputies arrested the man on friday after reports that he had been caught by bystanders raping a girl. deputies also report the man was on -- was on parole. two were two murders over

arrest in this cold case. it's 7:33. dog owners will protest today against a new plan to limit off- leash access in -- in the the golden gate area. parks want to limit activity at 20 locations including ocean beach, chrissy field and fort mason. they say it's part of an effort to protect the ecosystem. but some activists say the plan is too extreme. the open house meeting begins at 4:00 p.m. in the fleet room of the fort mason center. a group of dog owners will -- will rally at 5:30. there's actually some signs of an economic revival in walnut creek. new projections of property tax revenue in the city show only a 2% drop this fiscal year. instead of the 6% decrease that was forecast earlier. also the updated projections show sales tax revenue holding

steady for the next two years instead of going down 3% as previously projected. in oakland tonight, the city council holds a special meeting. they will decide, among other things, what to do about a $45- point -- $46 million payment due. that would double the amount already facing the city. road are projects could be delayed this year if the state cancels the highway bonds approved five years. one of them would be the widening of highway 101 between mountain view and menlo park. the plans to add the carpool plain on 880, 580 and 101 would also be put out. all of the projects would be scheduled to start this year. state officials say they will start a year later. let's check in with tara. you said the wind is still a problem in our commute.

opening statements in the trial of alexander youshock will begin. he's accused of bringing pipe bombs, a chain saw and a sword to the high school on august 24th, 2009. police say he brought the weapons with the intention of killing students and staff. he was stopped when he was tackled by a teacher. opening statements are scheduled for 9:00 a.m. in redwood city. a danville police officer is out on bail this morning. 47-year-old steven tanabe was arrested on friday on suspicion of potential and conspiracy to sell drugs. his arrest is part of the widening investigation following the arrest of a san francisco drug task force chief. an increase in gang violence brought up citizen volunteers over the weekend. a group called the guardian angel patrolled the mission saturday and yesterday. members say they decided to help out the police officers

feel it will be more polarizing than any kind of good coming out of this. take a look at some protests that were held over the weekend. a lot of people coming out in the rain -- coming out in the rain and making sure their voices are heard. these were recalled by the homeland security committee -- these hearings, actually, and the leader of this committee representative peter king from new york said that it's necessary to combat terrorism. have a listen. >> all right. we're having some technical difficulties there. but he's saying that these radicalizations of home-grown terrorists need to be weeded out and take place in terms of investigating how this actually happens. of course, on the other side, they are saying there should be a more tolerant tone in america and inclusive of all religion

and all communities. two men from sacramento county, ages 68 and 78, they were shot while walking through their neighborhood friday afternoon. one of the men died there at the scene. the other is still in the hospital with very serious injuries. the council on american islamic relations is offering this word and they are questioning why the victims were mistaken for muslims. >> this is a community war we're raising our children and to see some of these attacks, every time i look at my baby daughter, i think what kind of future will -- will she have? >> that organization will hold a news conference at 10:00. there is a new warden at san quentin.

some people in the south bay may have a new area code. the explosion of cell phones has exhausted the area code of 408. some people will have to switch over to a 669. right now it's not known if that will be assigned just to new customers. there's several hearings scheduled on the matter. the kilauea volcano on the island of hawaii is spewing lava and is smoking after a new vent opened up because of a crater collapse that happened over the weekend. scientists say this fissure eruption is the first of its

kind in 14 years. no homes so far are threatened. and we're hearing that parts of christchurch will have to be abandoned because of the earthquake. they also say homes will have to to be demolish. at least 166 people were killed in that earthquake. the space shuttle "discovery" is headed for home on its last trip in space. these are live pictures right now. a very beautiful shot from "discovery." it pulled a way from the international space station as they sailed more than 200 miles over the pacific ocean. it's the most traveled space ship and will have spent 365 days orbiting above the earth by the time it retires.

the peninsula humane society is helping out with a massive adoption effort for 250 cats found in a filthy southern california storage unit. the san mateo shelter made 20 of the cats available for new homes on friday. the cats were discovered in december after neighbors complained about the smell. some were found in crates while others were roaming around the storage locker. three dozen dead cats were found in a freezer. firefighters rescued five dogs from a burning home in san jose last night. they responded to reports of smoke coming from inside a home on karlton avenue and found the dogs in a garage. the dogs were turned over to animal control officers. the cause of the fire is under investigation. 7:53. a new study from san francisco state shows those cushion seats on b.a.r.t. are filled with bacteria. an expert found nine different strains including some that are
