itself. >> itself. this is ktvu channel 2 news at noon. good afternoon, we begin with developing news in hayward where all lanes of southbound interstate 880 have just re- opened following a bad crash. here is what it looked like just a short time ago when news chopper 2 was over the scene on southbound 880 near a straight. there was an accident involving a car and an suv. we know at least one person was trapped inside one of the vehicles. that person has since been freed and transported to the hospital. meanwhile, as you can see in this picture, traffic backed up considerably. again, this is southbound 880, in the hayward area, but the accident was just cleared off the road and the highway patrol has just re-opened all of those lanes. some people in the south bay may soon have a new area code. the explosion of cell phones has exhausted the 408 area code in san jose. now there is a plan to have some people switch over to a

669 area code. at the moment it's not clear if old customers will have to switch or if the new code will be assigned to new customer, the california public utilities commission has scheduled several public hearings this month on the change. opening statements are being made in the military trial of a coast guard man accused in the death of an 8- year-old boy. anthony ruiz was killed when a coast guard boat crashed into his boat in 2009. the boy's family attended a court hearing this morning in alameda where that crew man, paul ramos, faces charges of involuntary man lawsuiter and negligent homocide, the jury is expected to hear evidence in the case for the next three weeks. a just-released report on last summer's deadly duck boat crash in philadelphia reveals a tugboat pilot could be at fault

for the crash. two people were killed when the barge crashed into the disabled tourist boat. the national transportation safety board says the pilot of a tugboat escorting the barge was on a cell phone at the time of the crash and was not paying attention because he said he was dealing with a family emergency. security is tight at the redwood city cal train station today after a violent mob attack on the platform. authorities say a group of 10 to 15 men beat and robbed a 47- year-old san jose man friday night. police are trying to determine if a surveillance camera caught the attack and they are checking on reports of a white compact car leaving the scene. they are asking the public's help for any additional information. the victim was in critical condition over the weekend. opening statements began this morning in the trial of alexander u shock. he is accused of bringing pipe bombs, a chain saw, and a sword to hillsdale high school on august 24th, 2009.

police say he brought the weapons with the intention of killing students and staff. he was stopped when he was tackled by ooh a teacher. the highway patrol is warning people about gusty winds, we just called the chp and officers say high wind advisories are still? effect for the bay bridge and the san mateo hayward bridge. drivers should keep both hands on the wheel and be prepared for sudden wind gusts of up to 30 miles per hour. the windy weather is expected to last until 4:00 p.m. rose marie orosco will have a complete forecast in a few minutes. oil prices continue to set post recession highings. the average price is $3.51, that's 33 cents higher than three weeks ago, and the biggest two-week price jump on record. alley rasmus joins us with what is driving the cost and what some national leaders say they would do to bring prices back

down. good afternoon alley. >> reporter: good afternoon tori. 3.51 seems like a bargain for what they pay here. drivers here are paying $3.93 a gallon for a gallon of regular gas. that is actually just 2 cents higher than what aaa says is the average right now for the oakland area and san francisco drivers are pagan average of $3.95. but if you want plus or premium gas you can see it will cost you over $4. these price spikes have caught the attention of the white house. over the weekend president obama's chief of staff talked about the possibility of tapping into the country's strategic oil reserves, we have some video to show you, they are the reservoirs and storage tanks that you're looking at in some of the video we're going to show you. the last time the u.s. did that was after hurricane katrina in 2005. now some drivers we talked to this morning had mixed feelings about the idea.

>> probably should be saved for a real emergency. but at the same time it's really hard because i have to drive to santa rosa and i'm spending so much on gas. >> anything that helps ameliorate that doesn't put us back in the economy situation where there's another bad economy so let's do what we need to to take care of that. >> reporter: we talked to a spokesman from aaa california about what is driving up the gas prices. he says it is related to the political unrest in libya but also a consequence of oil speculation and he said tapping into the nation's reserves may not help much. >> keep in mind that prices aren't really being driven by supply and demand right now. they are being driven by what investors are doing. so the supply it is pretty substantial, it hasn't really been impacted too much by what is going on in the middle east. >> reporter: on a more promising note aaa also says gas prices didn't increase overnight here in the bay area, that spokesman you just heard from says that could be a sign

of prices stab liesing here. we'll have to wait and see. reporting live, ali rasmus, ktvu news. with california price closing on $4, a money coach for cnn is recommending a few ways you can save at the pumps. he says there is no difference between full price gas or discount gas so buy the cheapest gas you can find. luxury cars do not require premium gas. car companies recommend premium for optimum performance but that luxury cars run just fine on regular gas. you can find the cheapest gas prices in the bay area by going to our web site, ktvu.com, just click on the business tab and then choose consumer from the drop-down menu on ktvu.com. a five-year-old marin county boy has died after testing positive for the flu. an autopsy will be performed today and will help officials learn if the flu caused the boy's death or if there were

other underlying medical issues. the boy was a student at old mills school in mills alley. the school has notified parents of the death and they say classes are going on as scheduled today. the city of tracy will honor murder victim sandra cantu tomorrow on what would have been her 10th birthday. there will be an event called celebrating tracy's children. free bowling, yoga, and ice cream will be provided by local businesses. sandra cantu was killed in 2009 by her neighbor malissa huckabee. last summer huckabee was sentenced to life in prison without parole for cantu's death. you'll find more details by going to ktvu.com, just click on web links. homocide investigators in oakland hope some new artist renderings will help them solve a 30-year-old cold case. according to the contra costa times evidence experts have matched dna from a burned male torso found near a west oakland wrecking yard in 1981 with a

human head found a year later in the oakland hills. police artist have created renderings of what the victim may have looked hike. investigators say if someone can identify him they may be able to make an arrest in the case. at this hour, a sports company near the bay area is introducing a helmet for baseball pitchers. marin county high school baseball player gunnar sandburg is joining eastern bound sports in scott's valley to unveil a prototype of the new helmet. one year ago he was on the mound when he was hit by a line drive and seriously injured. he is back and playing for a baseball team. more on the new helmet coming up this evening on the ktvu channel 5 news at 5:00. a new study that may have people thinking twice before they sit on a major transit system. tough new rules dealing with dogs in some local parks. after a soggy weekend a lot of people are hoping for clear

these have been the villages of the space shuttle discovery. >> astronauts woke up this morning to the "star trek" theme song with a voice-over specially recorded for them by none other than william shattler, he played captain kirk in the original "star trek" series. this is discovery's final flight due back on earth on wednesday. the department of defense is announcing the death of a soldier from san jose. 31-year-old staff sergeant mark see wells died in on saturday in afghanistan due to an insurgent attack. he went to lee high school in san jose and was stationed in hawaii and florida before he was dispatched to afghanistan as part of operation enduring freedom. in libya rebel forces are pleading with the international community to impose a no-fly zone over their country.

[ sound of shooting ] >> mo ma'am qaddafi's forces launched air strikes on antigovernment forces. they are trying to keep them from advancing toward the capital of trip oh eye. they say they don't want foreign troops on the ground but without a no-fly zone they say they will be out gunned by qaddafi's regime if there are any more air strikes. new restaurants may be opening soon in a san francisco neighborhood. a board of supervisors committee will debate lifting the ban on new restaurants in the upper fill more district. that's on fill more between bush and jackson. the ban started in the 1980s and was originally designed to prevent restaurants from attracting too much traffic and squeezing out other types of businesses. even if the current ban is lifted chain restaurants still would not be allowed to open in the area. selling hot pretzels on san francisco's union square just

got a lot cheaper. terra moriarty joins us to tell us how all food truck vendors benefit from a change in policy today. they could pocket nearly $8,000 just by being the first in line to buy a permit in morning. we're talking about vendors who peddle everything from cupcakes to tacos out of their trucks. dozens of them camped out overnight, some all weekend long, in front of the department of public works, they were waiting to apply for a food vendor license, late this morning there were vouchers given that guaranteed a permit. the reason for such a big deal. normally it costs $9,400 to get a permit to run inside locations, starting today they'll run 1500 to $2,000, some people say they want to trade their office and a desk for a parking space on the street. >> i did have another job and quit to pursue this opportunity. >> you quit your other job. >> i did. my mom is a little freaked out but she is supportive now. >> reporter: not only are fees

moment. let's talk about what's happening outside our doors in san jose, westerly wind at 22 miles per hour and gust to go 30 at times, redwood city reporting winds to 24. these winds are going to be with us most of the afternoon, san francisco reporting winds 21 miles per hour, the airport nearing 40 miles per hour, gusts at times and in and around the oakland area between 15 and 20. if we slide east a little bit between 15 and 20, concord, livermore, awfully gusty in concord and afternoon, san jose or santa rosa 12 miles per hour at this time. napa reporting 14 miles per hour. the napa awfully gusty at times, those wind gusts are going to reach 35 miles per hour at times especially along the coast as well as our hellocations, we can expect that again. 4:00 for some of us not dying down but at 6:00 through the evening hours we'll see those winds diminish. if you're going to be out and about hold tithe tight to that wheel a look at the satellite view. that system that brought us some rain is pushed over to

eastern nevada. high pressure off the coast, helping to create those northwesterly winds, we'll see them relax by tonight but we're also looking at the possibility of a little rain tonight as a new weak storm brushes areas along especially the north bay. let me show you what's going on here, by 10:00 this evening still to the north of us as we roll through the evening hours it looks like the possibility of just a few sprinkles so i'll leave it in there but most of us are going to remain dry. we'll start out gusty but tomorrow afternoon will be nice and warming up from there. currently outside our door mid- upper 50s and only going to warm up a few degrees. 59 degrees expected in areas around oakland. a few low 60s out there, hayward, actually oakland going to hit 60, 59 for berkeley this afternoon, right around san jose expected to hit 63, 63 in morgan hill and 63 degrees for santa cruz. to our temperatures slightly warmer than yesterday but we'll have more in the way of sunshine. we're dry but breezy. maybe the wind breaker needed.

by tomorrow we begin to see some improvement and wednesday into thursday look to be the warmest day so far. thursday afternoon 68 in the afternoon doctor oh wow, a little taste of spring, coming in a few weeks. shouldn't we be getting kind of close to wrapping up the rain season at this point. >> we are beginning to wind down a bit. >> thank you, appreciate it. >> all right. more snow in the sierra after the weekend storms. most highways are open but police advice you to keep chains handy because the weather situation can always change. and while it might make it difficult for driving all the snow is good news for ski resorts. tahoe is expecting 2 more feet of snow by the weekend adding to the 38 feet it has received since october. and conditions are not changing any time soon, forecasters are predicting more snow and cooler temperatures for at least another month. a new san francisco state study concludes that cushioned seats on b.a.r.t. are filled with bacteria. a university biologist found 9 different strains of bacteria

including some that are resistant to antibiotics. b.a.r.t. says the seats are cleaned every night and once a year b.a.r.t. spends $600,000 to have them dry cleaned. the transit agency plans to survey riders later this year about whether to replace those cloth seats with easier to clean plastic ones. scientists are keeping a close eye on one of the world's most active volcanos. kill a way you in the big island of hawaii has been spewing lava and smoke 65 feet in the air after a new vent opened up because of a crater collapse over the weekend. the volcano has been in constant eruption since 1983. but scientists say this fish sure eruption is the first of its kind in 14 years. some nearby parkland has been closed but no homes are threatened. ahead, a really cute baby animal will soon make its public debut in the bay area. the charlie sheen show on cbs may be canceled but he is still

and also all these worries about the effect of higher oil prices on the economy. oil settling at about $105 a barrel right now, 2 1/2 year highs, the dow currently down 74, nasdaq down 39, smp down 10. "two and a half men" is off the air for the remainder of the season but charlie sheen is back on television. on sturdy debuted a show of his own on u stream called "machine's corner," the first episode has nearly been viewed nearly 1 million times. a second episode he called"tor peed owes of truth" aired yesterday. he is also in talks for his own show on billionaire mark cuban's hd channel. computing could get a little easier in parts of the south bay. caltrans is proposing to convert the existing hov lanes at the 880 interchange into toll lanes. there's an open house being held today where you can learn more about the project and how it will change your commute. it is at the vta building on

1st street 4:30 to 6:30. the bay area sports hall of fame will welcome some new inductees tonight in san francisco. our own joe fonzi will act as master of ceremonies. it will include julie inkster, wide receiver dwight clark, san francisco 49ers super bowl champion coach george seifert and former u.s. golf association president sandy tatum. a baby company wall a born at the san francisco zoo is expected to make a public debut thursday. the new joey, as they are called, slowly began toe ooh merge from her mother's pouch in january. she made it to her mother's back last month. she is the first cool a born at the zoo since 2000. coming up the surveillance video scandal that rocked the san francisco police department is taking a new turn today.
