at the sunol grade. traffic is also flowing well there. no problems to report. 6:00 let's head back to the desk. resident in the north berkeley woke up and waking up to a very heavy police presence in their neighborhood. kraig debro is live out there now with details about what a swat team was doing out there. >> reporter: good morning, dave. the alameda county coroners van arrived on scene three minutes ago. both of those vehicles are on marin. this is a intersection of marin and alameda. this ended around 4:20 this morning. it began around 7:30 last night. >> we responded to a report of gunshots in the 1800 block of marin at 7:30 yesterday evening. arriving officers first contained the house. >> reporter: police say the person inside the home may have

even fired shots in the direction of those arriving officers. police say nobody was hurt. no other police were hurt in the incident. officers retreated, evacuated people in several homes around the suspect and called in backup. the response wasn't just limited to the berkeley police. oakland police contributed a bear cat. it's a vehicle that has the ability to knock down walls. after trying to negotiate with police for hours, a team of them police entered the home around 4:20 this morning. when they got inside they found the suspect. he was already dead. it appears the unidentified man took his own life by firing his weapon. right now the crime scene investigator is on the scene along with the coroner van. the identity of the person inside the home has not been released. reporting live from berkeley kraig debro ktvu channel 2 news. time now 6:02. overnight we confirm the body of a missing california exchange student was found in a river in madrid, spain. police say they don't know yet

how 22-year-old austin bice died but there was no sign of foul play. bice was a student at san diego state university. he was studying abroad in spain. he was reported missing february 26th when he didn't come home after a night out. oakland police are searching for suspects in a deadly shooting. a man sitting in a car was shot to death last night on 37th avenue. two other people in the car were not hurt. witnesses spotted a black accra legend driving away from the scene. police are trying to figure out who is responsible for gunfire last night. ten shots were fired on gertrude avenue last night. police did not find anyone injured at the scene. two cars were hit. a grieving bay area widow is in shock and very angry about a truly heartless crime. this happened at a church in

alameda saturday moments before the funeral was set to begin for 74-year-old kent hockabout. his widow says a chief stole a backpack that contained her husband's remains. >> what went through their head? going into a church secondarily the backpack but going into a church and thinking they can take things from there. >> the family is asking the remains be given back either to the church or taken to the alameda police station. they say no questions will be asked. surprising news about the day the san bruno pipeline exploded. about what may have lead to that blast. ktvu allie rasmus is out there getting information about the newly released documents. new information we will join her in just a moment. san jose police are investigating the car crash that killed a famous fitness guru. 50-year-old steve earned title

as the world's fitness man. his life came to an abrupt end early yesterday morning near his home. his car hit a power pole. an autopsy is pending but police say there is no evidence that drugs or alcohol played a role in that crash. they are asking witnesses to step forward. time now 6:03. today san jose city council will talk about a tentative deal that calls for pay cuts. members voted to accept a 10% pay cut as well as the cut and benefits. san jose is facing $110 million deficit. the firefighters are the first to agree to the concessions. the mayor chuck reid has asked the cities other ten unions to do the same. business owners in san francisco say a homeless shelter is driving away business. the 326 bed shelter is in the tenderloin district. some nearby business owners say

smoking, drinking, and drug use outside the shelter is a major problem. a rooftop garden for smokers decreasing the number of beds those are some of the ideas being talked about to handle the problem. the shelter director is stressing the shelter can't be blamed for all of the problems. we have surprising news about what was happening the day the san bruno pipeline exploded. as allie rasmus joins us it may have had to do with this blast. >> reporter: the transportation safety board has not concluded their investigation yet. this is where it happened on september 9th you can see the hillside here off in the distance there is a construction crane. 38 homes in this area were destroyed even though there is equipment out here the homes have not been rebuilt. eight people were killed in that blast. newly released documents describe one of the problems

that happened that day which could have contributed to the disaster. on september 9th. the day of the pipeline explosion something went wrong while workers were trying to repair a backup power station. that repair causes surge in pressure in three major pipelines. it happened less than an hour before the pipeline exploded. this is new documents released. we contacted pg&e trying to get a response from one of their spokespersons to ask them about this information. we have not heard back from them. we expect to hear back from them sometime this morning to get a response. all righting live allie rasmus. let's get you where you need to go. what's happening on the roads? >> it looks like some car fire in san jose area. it happened a couple moments ago on 101 northbound.

not until sunday night. you can see the low clouds on the coast. some of that stepped up over us. the front itself is up on the north coast. that is pretty heavy rain. not us. you can see above that fog it will be sunny. once we burn that off, it will be good to go for warmer weather. overnight hey ward .06. petaluma .04. our observer michael rain gauge clicked over. mountain view at .02. not much but a little bit. 40s, 44 now santa rosa. still low 50s for many. you can see how everything is moving. everything as far as a front goes. this is really a weak system. there is not much there. it's heading up to seattle as the high builds in. as it does, it will squash some of that fog and burn it off sooner. we are not looking for anything as far as significant rain maybe for awhile here. because the storm track is heading north.

three u.s. marshalls. three federal marshalls have just been shot in a gun battle. we are also hearing another man was wounded inside of a house. again, details are very sketchy. we don't know the conditions of those three federal marshalls who were shot or even of the condition of the man wounded inside of a house. now you look at a helicopter leaving the scene. this was a wide picture of live shots combing in. we know those three marshalls were rushed to a hospital. that's all we know those marshals were shot while trying to make an arrest. the camera from that helicopter is zooming in on that crime scene. this is developing out of st. louis, missouri. three u.s. marshals shot while trying to make an arrest. we will get to you more details on this developing story and bring it to you as soon as we get them in. there are overnight developments in libya as well. there is word that moammar

moammar gadhafi is trying to work out a deal with them. ktvu alison burns is following all of this from our washington, d.c. newsroom. alison. >> reporter: dave, these are the first significant reports that moammar gadhafi is considering stepping down. problem is his government says they are just not true. his forces have been fighting fiercely to do all they can to crush the opposition. this is the after math of the fighting in a key oil refinery town. this video is airing on libyan tv as rebel leaders say gadhafi is working on a deal to leave the country. they say he will step down if the opposition can guarantee him safe passage and protect him from prosecution. meanwhile nato is boosting surveillance planes over libya and debating a no fly zone. >> this option is on the table. >> again that was jay carney

for the white house speaking. that was alison burns reporting. we will have more details coming up later on. in egypt they are calling for a million woman march. organizers say they are angry that women who took part in the protest that forced president mubarak out of power have been excluded from the new government. one demand they want a woman to have a voice in drafting the petition. here in the bay area there are several events to commemorate international women's day. at 10:00 this morning the google international women's day walk across the golden gate bridge that begins with a welcome address by oakland mayor jean quan. in santa clara they are having a attribute to women at 5:00 to

7:00. president obama has ordered the military trials resume for the detainees at guantanamo bay. the president requested the transfer of prisoners to u.s. but congress blocked that. the president says he remains committed to shutting down the prison camp in cuba 172 detainees remain at guantanamo bay. governor brown says he does not think he can get the few republican votes he needs to get the tax extension plan on the june ballot. the governor set thursday as a self-imposed dead line. they issued a statement saying the governor watered down all of their proposals. the oakland city council approved the five year, $80 parcel tax. that tax is expected to add $11 million to oakland's general funds. u.s. airlines canceled more

than 19,000 flights during january. that's about 4% of the total scheduled flights and most of the cancellations were blamed on bad weather near hub airports in the northeast and the midwest. also this afternoon the census bureau will release details of its california census. the information from last years population count will include racial identities and if people are still moving inland where properties are cheaper. one information is already come out. california's population grew 10% since the 2010 census. a campaign against elder abuse starts today. george gascon is spear heading the new effort with several agencies. it will center around public authorities.

time now 6:18. let's go back to tara. what is happening around the bay bridge? >> traffic is getting backed up. we are seeing congestion around the toll plaza. you can see the cars waiting to get through there. up next we have 880 near the oakland coliseum. it is a little wet out there as you can see by the reflection of the headlights. definitely take your time. finally 680 near the sunol grade traffic has been getting backed up a little bit on the right hand side there. that is southbound as you make your way toward san jose. here is steve. not only drizzle but fog. hayward reports fog also napa and santa rosa. there is areas of fog and local drizzle. the fog is being squashed because high pressure is building in. once that burns off there is no clouds above it. we will be sunny and warmer. it's a foggy, dizzily morning. get a good look at some of that fog as it streams over us. a lot of low level stuff.

the main focus of the front is way to the north. very heavy rain. but the jet stream and all the fronts are heading up more toward portland and also seattle and away from us. right now we have to deal with a lot of fog. it will also be sunny. slightly warmer weather today. mid 60s are possible especially toward east bay and south bay and a lot of 60s elsewhere. very mild air mass. the humidity is up if you're doing anything outside you can notice this higher humidity. sunny and warmer on wednesday. another weak system clips us on thursday. sunny side up and warmer an saturday. sunday morning starts off all right. we will cloud it up sunday afternoon evening. thank you, steve. well this morning toyota announced it has sold more than three million hybrid cars around the world. the prius accounts for 72% of that. honda is the closest competitor but it sold just 610,000 hybrids around the world.

on. give yourself extra time. san mateo bridge and the richmond san rafael bridge you are seeing a bit of fog. definitely go slowly as you cross those spans. everything is looking good at the golden gate bridge. let's head back to the desk. the suspect in the arizona shooting rampage may soon be moved out after a jail cell. prosecutorred asked to send jared loughner to a mental hospital. they want to know if he suffers from a serious mental defect. the coroner released the autopsy report about the six people that were killed. it reveals in very graphic detail how the victims died. they acclaim the reports could add to the pretrial publicity and hurt the chances for a fair trial. the corruption scandal

involving a plain clothed unit of the san francisco police department continues to grow. it all centers around a man's jacket. yesterday public defender unvailed a fourth video tape that he says proves perjury and corruption within the unit. in the video a man wearing a black jacket is seen walk into the henry hotel in the tenderloin. minutes later members of the plain clothes union arrested the man. they found crack cocaine in the man's jack. but that jacket is listed as white and gold not black. >> my client said to the officers that is not my jacket. that does not appear in the police report. >> if there is a hero in the story, it's the video tape camera. without this camera he would probably still be in jail right now. >> the plain clothes unit is also accused of making drug raids without warrants. to see a better look at that

video, you can go to our website ktvu.com it's listed under the section ktvu right now. time now 6:26 actor charlie sheen has been fired from his hit tv show but reportedly he will keep drawing a paycheck from that show. charlie sheen's spokesperson tells tmz says his contract will keep getting paid as long as the show two and a half men is in production. they say that contract is void now. they have just cause for firing charlie sheen. the high-tech innovation berkeley is hoping will help crack down on parking violators. and at least one business says the homeless outside of his business is hurting customers from coming inside. we'll have that story for you straight ahead. newly revealed documents from pg&e shows something significant happened less than an hour before that san bruno pipeline explosion.

after a nearly nine-hour swat standoff ended overnight. police found the man's body inside a home on the alameda near marin just before 4:30 this morning. it's believed that the man killed himself. officers arrived at the scene just before 8:00 last night after receiving a reports that someone was firing multiple gunshot rounds. the identity of that man has not been revealed. a homeless shelter in san francisco is being blamed for driving away business. ktvu jade hernandez is in san francisco this morning to talk about some of the solutions that are being explored by the city. jade. >> reporter: that is right the shelter in question is just down the street. the frustration is over the homeless drinking, smoking, and using drugs in this alley way all actions which drive nearby business away. that is according to at least one business owner here in san francisco. this is the shelter which some nearby businesses are pushing to make changes. i want you to take a look at

this video. it's the next door shelter in the tenderloin at 1001 polling. it's run by th-- it's run by a church. this business imparticular the ocean aquarium fresh water fish complained to the city. san francisco supervisor jane kim and lower polling neighbors have met to discuss changes which might alleviate the behavior driving customers away. one suggestion is to install a rooftop garden for smokers. additional security is also being explored. another decision would be to decrease the number of beds from 100 down to 300 beds. the executive director of the shelter says he's look into seeing what might satisfy neighbors but stresses the shelter can't be blamed for all the problems in the neighborhood. we have been told the shelter

director doesn't get in for another hour and a half. as soon as we hear from the director we will let you know and give you an update. reporting live in san francisco. students return to school today one day after police arrested a student for making violence threats. the 17-year-old admitted to leaving a threatening post on the internet. the teenager is calling the post a prank but say they all not tolerate any threat against a school. also in san mateo county the trial for alexander youshock is under way. opening statements took place yesterday in redwood city. prosecutors showed a video featuring youshock. that 18-year-old is accused of bringing pipe bomb, sword, and chain saw to his high school in 2009. he says he is not guilty by reason of insanity. police in danville hope

surveillance videos will lead to an arrest. they took these photos you are looking at as the robber as he walked up to the teller around 10:15 yesterday. police say he demanded money from the teller but didn't pull out a gun or show autobahn. he ran off with $20,000 cash. charges dropped against a woman who is charged for the shooting death of a jewelry store owner. prosecutors aren't saying why they dropped the charge but they do say this case is still under investigation. a former san francisco state cheer coach has pleaded guilty to charges she embezzled from her cheer squad. 24-year-old ashley hailey made that guilty plea yesterday after being accused of stealing from her squad to go on a personal spending spree

including a trip to vegas. her punishment includes five days in the county jail, 200 hours of community service, and she has to pay $15,000 in restitution. the pipeline disaster in san bruno may be directly tied to a troubled # repair project almost 40 miles away. allie rasmus is joining us live now. she has new information found in newly released documents. >> reporter: good morning, dave. the documents come from the national transportation safety board. they are the agency in charge of investigating what caused the blast. now it's lighter out here we can give you a better view of where we are standing. we're on the hillside above where the explosion happened. when that blast happened back in september it killed eight people, destroyed 38 homes. you can see by this hillside, the homes have not been reinstructed. through the fog in the distance you can see one of the homes that was destroyed boarded up

and abandoned. the newly released documents describe a problem that lead to the blast. the san francisco chronicle is reporting on september 9th, something went rock while workers were trying to repair a backup power system at a pg&e power system. that system is 40 miles away from when it happened. it caused a surge in pressure. the surge happened less than an hour before the san bruno pipeline exploded. we made another call to pg&e. we are trying to speak to one of the spokespersons to get their response on this new information. we have not heard back from them. as soon as we do hear back from them we will bring it to you. reporting live in san bruno allie rasmus. time now 6:36. cracking down on parking sheets in berkeley is going high-tech now. the city of berkeley plans to

install new license plate recreation software. this is part of a pilot program that will be tested in the north willard neighborhoods. it will be more effective than chalking the tires. a woman that was run over by that shuttle bus in downtown berkeley is expected to survive. the news chopper 2 was flying over this scene at center street yesterday afternoon. the 54-year-old woman was seriously hurt. she and a friend were walking across shatick in a crosswalk when she was hit and trapped underneath that shuttle bus. her friend said she had to bang on the bus to get the bus drivers attention. all right tara moriarty is in for sal this morning covering traffic. she says it's slow going in parts of the commute. >> it has been sluggish on 580 in livermore. we've had a couple accidents in that area this morning. one was a stalled car that was

blocking part of the roadway. crews were able to move that vehicle to the shoulder in just the past few minutes. things are picking up again. at the bay bridge toll plaza a lot more backup than we saw you last time. and finally on san mateo bridge look at this. the fog really moved in over the past half hour, hour i would say. we had a pretty clear shot earlier this morning. now you can barely make out traffic on the right hand side there. those are folks trying to drive on into foster city. 6:38 steve, how sit -- is it going? not too bad. san jose proper socked in with fog. they have a really weak system just hanging out over us. they have a few breaks in the clouds. not only do we have fog and low cloud but drizzle. what is the good news?

the good news is it will be mostly sunny and warmer today. i just had a nice tweet from veronica. she says it sounds like spring. morning fog and drizzle. the clouds give way. tomorrow patchy fog. a lot of moisture if you do anything kind of exercise anything. you all notice the humidity is up. sunny and warmer. warm into saturday. and clouds start to roll in sunday. it looks like the rain will hold off. very foggy conditions out there. 44 santa rosa to 52. mountain view and san francisco and some of that fog you can see the low clouds banking up there over us. above that nothing yet. up in the north coast up at gas key and crescent city they have had an inch of rain. not much. .16 at cazadero.

works employees. now their union claims the city is giving the police union a sweetheart deal while driving a much harder bargain with its workers. >> we've told them we will do exactly what you want close to what you want as long as we get a commitment you all get the same thing out of everybody else. >> antioch police union denies city hall is playing favorites. leaders say officers have dealt with major cut backs because of the city's budget crisis. in san francisco the police union meets in a closed session. former police chief george gascon stepped down in january after 18 months on the job. he became the city's district attorney. out of service why tourists looking for a romantic ride on a cable car will have to settle for muni bus. a bullfight. a bull right into the crowd. you have to see this video.

found dead in spain. the body of 22-year-old austin bice was found in a river in madrid, spain. he had been missing for more than a week. in st. louis this morning. you can see a lot of police around this morning. that's because two federal marshals and a police officer were shot during a gunfight that left another man wounded inside that house they are standing outside of. the police officers were hit in his bullet proof vest. we're told he only suffered a graze wound. the details are still coming in about the conditions of two u.s. marshals. we are waiting for more details. a lot of police activity helping at this moment as we look at the live pictures from st. louis. we will bring you more details as they come in. also this morning in libya. the opposition is saying libyan leader moammar gadhafi has offered a deal he will step down if he's allowed to leave

the country and not be prosecuted. libyan government sources are saying that report of a deal is not true. this morning the pakistan any taliban is -- pakistani taliban is claiming responsibility for a car bombing that killed 20 people. a taliban spokesman said they were targeting the office of the country's main spy agency but pakistani authorities say the attack took close to an office called a sensitive security agency. that building was not damaged. a soldier from san jose was killed over the weekend in afghanistan. defense department says 31-year- old staff sergeant mark dr. wells died after stepping on a hidden bomb. he leaves behind a wife that is eight months pregnant and two- year-old son. family friend shared a message from his parents. >> they write that we loved him very, very much. please keep our family in your

prayers at this time especially his wife canny that is eight months pregnant. >> a military funeral is planned for march 17th in arizona. a pleasanton real estate investigator will be sentenced in may for conspiring to rig the bids at an auction. he says he and other investigators agreed not to bid against each other auctions and later decided who would get the property. he is now the fifth person to plead guilty in the case and faces 30 years in prison and a $1 million fine. former major league baseball players can be subpoenaed to testify in berry bonds' upcoming perjury trial. he's accused of lying to a grand jury when he never knowingly took performance enhancing drugs. they are willing to testify that greg anderson gave them

that crime. they argue he should face the lesser charge of manslaughter. back here at home almost $22 million could be cut out of the mount diablo school board. up to 180 full-time employees would be laid off. the district is already closed an elementary school and middle school in concord. board members say they still have to cut $9 million from their budget for the current school year. they expect to vote on the cuts next week. a home burglary in portland oregon did not go as planned for one intruder as he called 911 himself. police say a man arrived home to find the intruder inside his house. that's when the intruder locked himself in a bathroom and called police. the man confessed to his crime and said he was worried the homeowner might have a gun. officers arrived on the scene and arrested the intruder. >> that is a classic.
