his identity has not been revealed. overnight we found out that the body of a missing california exchange student was found in a river in madrid, spain. >> we just got this new video of the police removing the body of 22-year-old austin biec from that river. police say the cause of death is not known yet but foul play is not suspected. bice was a student at san diego university. he was studying abroad in spain e was reported missing february 26th by his roommates when he didn't come home after a night out. for the first time we're hearing this morning of a possible deal in libya from moammar gadhafi to step down. an opposition leader says colonel gadhafi has agreed to resign if he's guaranteed safe passage out of the country. coming up in tent minutes -- in

ten minutes we'll have a live report from washington, d.c. and libya's response. overnight, crude oil fell slightly and stand at just $105. analysts say the traders are trying to balance the chances of increased production against the ongoing unrest in the -- in the middle east. saudiarabia has already said it plans to increase its output. right now the stocks are looking slightly higher on that news. this morning, toyota announced it sold more than 3 million hybrid cars all over the world. toyota says the prius accounts were almost three-quarters of that month. honda is the closest competitor but it's only sold one honda for every sixth toyota sold

around the world. the palo alto-based carmaker is expected to produce about 5,000 new cars next year. some classes at uc berkeley might have to be cancelled or moved this morning, not because of protests or strikes but because of a broken pipe. that's released thousands of gallons of water. kraig debro is live on the campus now with a look at some of the damage. it's a little ironic, the building that's being impacted here, right, craig? >> reporter: this is on the north side of campus, hearst. and euclid. that's area where it looks like the pipe burst. the report comes from the campus newspaper. we've not been able to confirm this but everywhere around you, there's the evidence. there's mud on the ground and these buckets at the top of the staircase. we understand that students and

professors use these buckets to scoop this out to bail out of the building. we were able to get inside the building. if you take a look at the bottom floor, they've done a very good job of cleaning up. from what we understand, 4,000 to 6,000 gallons may have burst and spilled out not only in the bottom of the floor but out on to the campus. nobody injured. they closed the -- they closed the building. it all happened around 6:30. according to the report we head -- read around 11:30 raft night, they were still -- last night, they were still pumping water out of the building. if you come back out live, you get a better picture of what happened here. you can see some of the sand on the ground and then the flow of the water taking that sand and then pushing it down past out -- out here to the street, a little bit and out here to the pathway. don't know if classes are gonna be cancelled in this building because the most -- most of the water damage is on the bottom

news coming from libya. opposition leaders say moammar gadhafi is trying to work out a deal with them. ktvu's alison burns is covering all of this for us from washington, d.c. alison? >> reporter: dave, gadhafi's government is vehemently disputing these reports of a deal, and we've just heard that the libyan leader is expected to make a speech any minute now. meanwhile gadhafi's forces are still doing all they can to try to crush the opposition. this is the aftermath of the fighting in a key oil refinery town. this video is airing on libyan tv as rebel leaders say gadhafi is working on a deal to leave the country. they say he's agreed to step down if the opposition can guarantee him safe passage and protect him from prosecution. nato is debating a no-fly zone. >> the option is on table but people need to understand the complexities of it and the

a homeless shelter is bad news for their bottom line, one business owner says. jade hernandez is live in san francisco to tell us about some of the complaints. good morning, jade. >> reporter: good morning. the shelter in question is just along the street along cedar. but this business on the corner is van ness bakery and cafe. we spoke to an employee this morning, they hadn't had any problems with the shelter in question. but there is a business that has. it's right down the alley. this business has complained to the city. the business doesn't open until later this morning, until around 11:00. the frustration is over the

homeless, drinking, using drugs, going to the bathroom and having sex in the alley near the noise. all actions that the owner says drives business away. the smelter is run by the episcopal city services. it's un-- shelter is run by the episcopal city services. a local group have meant to discuss changes which might alleviate the issue. one suggestion is to hire extra security. another solution, decrease the number of beds from 100 -- from 326 beds to 100. now, we just checked in with the shelter and the shelter's director is not in yet.

this is a tense situation. two marshals were shot. a police officer was shot. we just got an update on the medical condition of those officers who were shot. one is now in critical condition, another is in fair condition. the-- we're talking about the federal marshals shot. the police officer injured in the shooting we're told only had a grazed wound but again, they were in the process of serving a warrant when a gun battle broke off. and again, this was a very, very tense situation with, with s.w.a.t. teams everywhere. you can see the camera pushing in on these live pictures from system. we'll have more details when they are available. investigators say a man sitting in a car was shot to death last night on 37th avenue. two other people in the car were not hurt. witnesses say they saw a black acura legend racing away from that scene. it is 7:33. students will return to

burlingame high school today, one day after police arrested a student for making violent streets -- threats. officers say the 17-year-old admitted he left a threatening post on the internet. the teen is calling the post a prank. but police say they will not tolerate any kind of threat against schools. also in san mateo county, the trial for alexander youshock is underway. opening statements took place yesterday. the 18-year-old is accused of bridging a pipe woman -- pipe bomb, chainsaw says he's not guilty by reason of insanity. about 180 full-time employees within the mount diablo school district mallows their jobs. the school board will be talking about almost $2 million in budget cuts tonight. the district has closed down an -- has closed down an elementary school and middle school. board members say they have to cut about $9 million of their

budget for the current school year. the trustees expect to take a vote on these cuts next week. the san jose city council will discuss a tentative deal that calls for pay cuts. union leaders announced that members voted for a 10% cut to pay in benefits. the firefighters are the first to agree to the concessions, mayor chuck reed has haded the -- has asked the city's other ten unions to do the same. tonight, the antioch city council is expected to approve a police contract at the center of some controversy. the complaints are coming from the antioch public works. their union says the police are giving a sweetheart deal while driving a harder bargain to others. >> that's ridiculous. it's not a sweetheart deal for the police. and everybody sitting around the table during these

something that happened that very same day across the bay. ail ally rasmus has more. and you have documents? >> reporter: yes. those documents come from the ntsb. now, out here this explosion happened almost six month ago, on september 9th. we have positive news to report for you. a short time out here, some of the neighbors said a couple of homeowners who had homes on these empty lots have received the permits and the proper paperwork necessary to start construction and rebuild on their homes where the pipeline explosion happened. meantime, the investigation into what caused this explosion is still underway. but documents released by the national transportation safety board describe a problem that happened the day of the explosion that, as you mentioned, may have contributed to this disaster.

the documents were obtain by "the chronicle" and something went wrong on that day where workers were doing a repair 40 miles away from here. the repair caused a pressure on the pipeline here in san bruno and the surge happened less than an hour before the pipeline explosion. we talked to a spokesperson from the ntsb. he couldn't comment on this new information but he did tell us where the agency is in its investigation of the pipeline explosion. there's no analysis yet in any of our documents. it's just the factual information we've developed. and the ntsb hopes to have the second phase, the analysis phase of the investigation complete in six months. he will release their analysis of the probable cause of this explosion around the one-year navy of the pipeline explosion here in san bruno.
