up. good afternoon. we begin with an amber alert for an 8-month-old infant and his 18-year-old mother from porterville. that's southeast of fresno. authorities say they were abducted about 2:00 this morning by the baby's father who did not live with them. the mother and baby, father 23- year-old pedro who was last seen driving a red four door 1991 honda civic with a california license plate number 5v0y539. this is new video of a sign in berkeley. police say he has two outstanding warrants for domestic violence. there is no indication as to where he may be headed. we just got off the phone

with a muni official. he tells ktvu that all train service is back to normal after a cable problem caused serious slow downs. the issue located at the embarcadero location. inbound trains under market street during # during the morning commute. it's a situation we brought you first just after 8:00 on mornings on 2. workers were waiting for the morning rush to slow down around 10:00 a.m. so they could get the area -- get to the area and fix the problem. >> any time you have a system this large and this old, we're constantly trying to work on it. trying to find ways to keep sustaining as long as and as much as possible. this circumstance on this day we did not do that. we apologize to our customers. >> hewn set up bus shuttles to lighten the load on the light rail system. a new report released this morning by federal investigators that pg&e workers were scrambling to fix a"

problem ." the ntsb made public a set of call logs from pg&e. the records show something went wrong when workers tried to repair a back up power system. the error caused a surge in pressure to the san bruno pipeline 50 minutes before the explosion happened. the ntsb will not comment on the incident but their investigation is well underway. >> there's no analysis yet in any of our documents. it's just factual information we've developed. the second phase of the information is going to be all about pulling it all together. >> the ntsb hopes to complete their investigation into the san bruno blast six months from now. that would be around the first anniversary of the disaster. and as i mentioned it's been about six months since the disaster in san bruno. we have new information now on how soon we could see homes rebuilt in that area. good afternoon, ally. >> reporter: good afternoon,

tori. when the pipeline explosion happened eight people lost their lives, 38 homes were destroyed. and taking a look out here onto glenview drive the focal point of that explosion, you can see that none of those 38 homes have been rebuilt. but san bruno city manager tells me that the owners of this home are in the final stages of the permit process to rebuild. they have some st. patrick's day decorations to celebrate. three others are about to get permits to rebuild and about half are going through the process to rebuild their homes again. >> we're estimating the latter part of april, beginning of may there's activities the homeowner needs to undertake in getting contractors ready to go. >> reporter: crews on other sites here in san bruno were out here this morning surveying the land and repairing the smoke and fire damage to other

homes. the city also had construction crews working in the area. they're working on a retaining wall to prevent some erosion. some neighbors we talk today this morning say they know not everyone will be coming back. >> i understand from talking with people just because i know a lot of people here that many people are not coming back. they're just too traumatized. >> reporter: now back out here live you can see from some of the signs in the neighborhood that some people have put their homes up for sale. san bruno city manager told me this morning that there are several homeowners in the area who are currently in discussions with pg&e because they want the utility to buy their properties. reporting live in san bruno, ktvu channel 2 news. all right. thank you. as many as 180 full time employees in a mt. diablo school district could lose their jobs. the school board will discuss nearly $22 million in budget cuts tonight. the district is already shut down an elementary school and a middle school in concord. board members say they still

have to cut about $9 million from their budget for the current school year. trustees expect to vote on the cuts next week. today san jose city council will discuss a tentive deal for the firefighters union that calls for pay cuts. union leaders announced yesterday that members voted to accept a 10% cut to pay and benefits. san jose faces a $110 million deficit. the firefighters are the first to agree to the concessions. mayor reed has asked the city's ten other unions to do the same. today marks the 100th anniversary of international women's day. and women all over the world are finding some unique ways to mark the occasion. and ktvu's jade hernandez joins us from a special event that started in san francisco and moved to marin county. good afternoon, jade. >> reporter: good afternoon. it's a walk that began an hour ago. we can show you those participating are walking right toward us. it's a big mass of people that have joined together to walk across bridges throughout the

world symbolized today women uniting. >> i think the main message is that gender equality is coming. we've made huge achievements and we're headed -- you know here we are in the bay area right where the riveter where has. women are meeting only bridges all around to celebrate the accomplishments so far and what's possible in the future. >> reporter: this is the 100th anniversary of international women's day. google teamed with a group women for women international. they plan to have participants on 300 bridges in 50 countries to show unity for women's rights. the theme this year science and technology. one of the speakers today, astronaut, grew up in marin and still does a lot of research here in the bay area. today mayor quan, the first asian woman to lead a major u.s. city invited her to visit the science and space center. >> what this means to me is that when we're in space and we look back on earth, we don't

see boundaries. this reinforces that this is international women's day and there are no boundaries. there should be no boundaries between us. >> as you know after 158 years i just became oakland's first woman mayor and there's still barriers for women. and the theme this year is science and technology. i think that's particularly important because many times girls don't have an equal education around the world and they're particularly blocked from science and technology which we know is really the key to the future. >> reporter: the event today is meant to highlight empowerment, education in the house of women. news chopper 2 shows us the march from the field that began early this morning around 11:00 to the golden gate bridge about 30 minutes ago. participants plan to cross the bridge as others have done as far away as new zealand and antarctica this year. back out here live the walk is concluding here near vista point at the edge of golden gate bridge.

fortunately the weather here has held out and we are getting a chance to see them walk this way. and of course this is a big event and it culminates at the end of the walk across the golden gate bridge. reporting live from vista point in marin, jade hernandez, ktvu channel 2 news. thank you, jade. for international women's day in egypt they held what they called a one million woman march. organizers say they're unhappy that women who took part in a protest that forced president mubarak from power have been excluded from the new government. one key demand, they want women to have a voice in drafting egypt's new constitution. right now the committee in charge of drawing up constitutional amendments is made up of only men. oakland police are searching for suspects in a deadly shooting. investigators say a man sitting in a car was shot to death at 10:00 last night in the 800 block of 37th street in west oakland. his identity has not been released. witnesses say a black accra legend raced away from the scene. a man is dead after a

nearly nine hour standoff in berkeley overnight. police found the man's body inside a home on the alameda near marin just before 4:30 this morning. it's believed the man killed himself. officers first arrived around 7:30 last night after reports that someone fired off several gunshot rounds. it's not clear yet if the man found dead fired off those rounds. and his identity has not been revealed. a report today says libya's dictator wants to make a deal to leave. we'll tell you if that story looks like it will hold up. a mystery today in southern california following this startling sight in a marina. and leftover clouds this morning from the last storm. we'll have the forecast. let you know if you'll see clear skies this afternoon. some people with really sharp minds packed onto a bus in san francisco this morning. we'll tell you where they're headed and why.

crews at uc berkeley are working to repair a water pipe that broke yesterday afternoon and flooded the building. they say a thousand gallons of water flooded the ground floor and filled up a stairwell. officials ordered the building evacuated and closed the doors. no damage estimates are available, but crews say the building won't reopen until the pipe is patched.

in libya, opposition leaders are denying earlier reports of a possible deal for gadafi to step down. rebel fighters advance towards tripoli, there are conflicting reports as to who is in control of the closest city in the libyan capitol that was under rebel control. a government official says gadafi loyalists have recaptured that city. but some residents say rebels still hold the main square. reports about a possible deal claim that gadafi might resign if he was guaranteed safe passage out of the country and immunity from prosecution for him and his family. this morning police in spain found a body of a missing california college student. police found the body of 22- year-old austin bice early this morning in the madrid river. officers have now removed the body from that river. police say the cause of death is not known but foul play is not suspected. he was a student at san diego state university studying abroad in spain.

he was reported missing february 26 by his roommate when he did not come home after a night out. less than four hours ago a bus left san francisco for a most unusual road trip to texas. ktvu's tara moriarty joins us live to explain who's on board and who they hope to accomplish. good afternoon, tara. >> good afternoon, tori. they are a team of computer hackers who have just left various cities throughout america and they are trying to come up with the next big start up. here's the crazy part. they will be brainstorming over the next 48 hours while traveling on a bus drinking plenty of coffee. the idea actually sprang from a pub conversation. a group of tech junkies joked and said what if they came up with the next big thing riding from san francisco to austin for a conference. this is the second year they have rolled out with some of the most best and brightest faces in technology. >> a lot of like minded people.

in san francisco some tenderloin businesses say they are fed up with problems associated with the nearby homeless shelter. one business owner says people at the next door shelter on polk street congregate outside the building to smoke, drink and use drugs. he claims that is driving customers away. the executive director of i pis comillion services says he's working on a roof to have garden for smokers and possible reduction in the number of beds. in the meantime enforcement of san francisco's sit lie law has been delayed by print shop problems. the examiner says police are waiting for multilingual cards to be printed that will contain information about homeless services. officers will give out those cards to people caught violating the sit lie law once enforcement starts. danville police hope surveillance photos will help them catch a bank robber. security cameras at the chase bank on san ramon valley

boulevard took these photos as the bank robber approached the teller around 10:15 yesterday morning. police say he demanded money from the teller but did not show a gun. he ran off with about $20,000 in cash. good afternoon to you. giving you a look at some mostly gray sky outside our door this morning. the sunshine trying to breakthrough. we are dealing with just a little bit of partly sunny sky out there. onto your storm tracker here we have plenty of gray sitting in the upper 50s this morning. santa rosa checking in at 59. 57 in and around san francisco 59 san jose and even locked within these clouds a little bit of moisture remaining. the last hour san francisco airport reporting a few light sprinkles. and you can see the green here on the radar. that's really going to be about it. we are drying out at this point. your forecast into the afternoon we're going to be partly cloudy. it's going to take a little time to get rid of this moisture but we are expecting more sunshine by the second half of the day.

in the overnight hours clouds will be back and we are expecting fog once again for tomorrow morning. satellite and radar giving you a view from up above. northern california dealing with just a little bit of light rain. if you notice the cloud formation right here, that's a ridge of high pressure building in for the next couple of days. we're going to be dry for the next couple of days. we're going to be warmer for the next couple of days. in fact, by wednesday many of us expect to hit 70 or so. that's going to feel pretty good. today we're calling for partly cloudy skies. some of us could remain mostly gray but we will be warmer. temperatures up a few degrees at this hour by yesterday and by the afternoon anywhere from 5 to 7 degrees warmer than yesterday afternoon. at 3:00 looking at upper 50s to mid-60s. 6:00 hour sunsetting these days right about 6:10. mid up toker 50s low 60s and settling into the evening hours mostly gray once again and temperatures falling back into the low and mid-50s. your afternoon around the region looks like this. 63 expected for santa rosa. 64 in concord. upper 50s low 60s along the coast near san francisco.

64 mountain view as well as san jose. mid-60s expected for morgan hill. your extended forecast for you here. partly to mostly cloudy for you today. little warmer than yesterday. and dry. 70 in the forecast for tomorrow. thursday the rain moves back. get ready with that umbrella. but by the weekend we look to be drying out. in the weekend the model shifting just a bit but mainly dry for saturday and sunday. >> looks nice and warm too. thank you. >> all right. in sacramento governor brown does not think he can get the few republican votes he needs to get his tax extension plan on the june ballot. the governor had set thursday as a deadline for an agreement to his plan. a group of republican senators issued a statement saying governor brown has rejected or watered down all of their proposals. and a ballot measure for a proposed temporary parcel tax in oakland has been approved. but the measure will only go before voters if governor brown ultimately succeeds with his call for a june special election.

the oakland measure would ask voters to add a five year, $80 parcel tax. it would need two-thirds approval to pass. it's thought the tax could add $11 million to oakland's general fund. this morning fish and game authorities in southern california are investigating a massive fish kill in a local boat harbor. boaters woke up this morning in the king harbor marina to find their boats hemmed in by millions of anchovy sized silverly fish. it appears the fish swarmed into the boat slips overnight to escape a red tide which is a bloom of toxic algae. high winds and apparently trapped the fish crushing them up against the harbor wall where they suffocated. residents in a woodside neighborhood this afternoon are being warned about another mountain lion sighting in the area. emergency officials say someone spotted a mountain lion this morning in the hills above interstate 280 near the 200 block oophagous lin lane.

street. financial companies pushing stocks higher on hopes that large banks may raise dividends and falling oil prices helping stocks. down to $105 after word opec members are in talks about raising oil output as the conflict in libya continues. the dow is up 154. this morning toyota announced it sold more than 3 million hybrid cars around the world. toyota says its prius model accounts for nearly three quarters of that total. honda is the closest competitor but only sold one hybrid for every six that toyota has sold globally. tesla says it will start delivering its new model s sedan by the middle of next year. prices for a plug in electric car that goes 160 miles between charges will start at $57,000. but buyers can pay $20,000 more and get nearly double the mileage from a single charge. the palo alto based car makers expects to produce about 5,000 of the new cars next year. the new billionaire's list

from forbes magazine comes out tomorrow. and the name at the top is expected to be different than years passed. analyst say microsoft co- founder bill gates gave away his title. literally. that's because he donated more than a third of his wealth to fund global health and u.s. education initiatives. gates is still expected to rank as the second richest man in the world worth about $49 billion. mexican tycoon is expected to pass gates with a fortune of about $60 billion. this is fat tuesday. mardi gras. and the celebrations are in full swing in new orleans. ♪ [ music ] >> new orleans could be called the mardi gras capitol of the world and the party started before sunrise there. costume revelers climbed aboard their floats at the superdome and paraded through the city. last year's oil spill on the gulf coast was a popular theme. five women wore grass skirts and hats with bp logo while others dressed as members of an oil clean up crew. mardi gras is traditional bash
