club. the club is shut down, it's chained and locked. about an hour ago a real estate agent was here because the owner wants to sell this club. and we were told by that owner that -- we were told by that real estate agent that the owner is now on a wheelchair because of the shooting that took place. you're about to see in this video. >> reporter: this surveillance video shows a man wearing a bullet-proof vest chasing after the club owner. 28-year-old humberto sanchez. the unidentified man struggles with sanchez who trys to get away. during the melee, three other men were shot. >> he puts his arm around the victim's neck and tries to drag him out of the club. >> reporter: another portion of the surveillance video shows a struggle between the unidentified man and sanchez. the man came in with two other men with the attempt to kidnap

sanchez. >> we are summizing it is some kind of drug debt. but they are willing to piece enough information that they think drugs are involved. >> reporter: sanchez is about to break free from his captor but then the suspect shoots him and leaves in the get away car. police say the man in the get away car is 32-year-old hector milla also known as santana, investigators are still looking for him as well as a gunman in the video. >> we believe the person in the video is armed and dangerous, he is out in the public. it's very important for us to get him off the streets. >> reporter: police says the not very common for them to release surveillance video. but police are in that point of the investigation where they need the public's help. if you recognize him, you are asked to call police. we're screwed, we now know a pg & e workers said those

words just 20 minutes before a pipeline ignited a san bruno neighborhood. they feared they would cause a major major problem. after learning gas was flowing unabated due to a botched repair job, one operator said quote, we're screwed, we're screwed. less than a half an hour later, a fire ball ignited in a san bruno neighborhood. >> reporter: the more than 500 pages of transcripts involves this massive gas distribution facility to milpedas and a master control in san francisco. before this explosion and resulting fire killed eight and brought down 38 homes there was a big problem here in milpedas. it's like an air traffic

control center directing gas from canada and texas to pipes serving the entire pg & e system. an apparently botched power line replacement led to a fire failure. at one point a pg & e gas operator says, we're screwed, we're screwed. >> i believe he was referring to the fact that there was a pressure increase in the system. >> reporter: another point an operator says, quote we've overpressured the peninsula. >> it did by a small amount exceed the maximum operating pressure for the system. but the maximum operating pressure both have significant amount of safety placed in. >> reporter: pressure was much higher than the maximum allowable 400 pounds. but pg & e says the gauge was an error. >> reporter: we have several stations, a few other stations that take readings of gas pressure every 20 seconds.

a woman who was 17 at the time was accusing six former players of raping her at a party in 2007. a former san francisco cheer leader is accused of stealing $20,000 from the squad she coached to go on a personal shopping spree and a vegas vacation. she will spend five days in a county jail. and almost $16,000 in restitution. an 8 -month-old baby boy and his 18-year-old mother are missing tonight after police say they were kidnapped from their central valley home. an amber alert is in effect for sebastian mosqueda. authorities say that they were abducted this morning by the baby's father, 28-year-old

pedro mosqueda. mosqueda was seen driving a honda civic with plates 5voy539. it's a crime that targets the vulnerable at a time when they should be celebrating their golding years. david stevenson tells us about the new effort launched today in san francisco to shine a light on elder abuse. in san francisco it's being called the silent crime. it is elder abuse. often by family members. >> her mother didn't have food in the house, and hasn't had for several days and the son had sold all the furniture in the house. >> reporter: 17% of the state are elderly. >> it is reaching what i believe will be a crisis in our communities. >> reporter: the san francisco

district attorney's office today launched an elder abuse prevention campaign. the campaign include multi lingual posters encouraging people to report elder abuse. >> when you have ethnic communities they definitely don't want to. we have a high percentage of ethnic people in san francisco. >> reporter: the issue gained national attention last week when veteran actor mickey rooney testified before a senate panel that he had been the victim of elder abuse. city officials hope to remind people of all ages that the old age isn't supposed to be black and blue. >> getting old is about enjoying the fruits of the labor of many years of contributions to our society, to our families and it shouldn't be about being abused. in san francisco, david stevenson. in just under two hours

polls close. at 5:00 we told you residents in alameda are voting on a new property tax to fund teachers and to avoid school closures. and in santa clara county voters there are weighing in on a special tax and issuance of bonds to maintain schools. the group did have some recommendations including pension and regulatory reforms. but ultimately argued it was not its place to demand changes. >> why? because that is the process with our governor and legislators to find common ground. >> several other business groups have already signed on to the governor's plan.

following the release of a scathing report, john chang has even more harsh wards. >> it is outdated, it does not account transparency and efficiency. >> reporter: his office found the agency are not able to effectively evaluate funds. it found five didn't pay into their local school systems as required. governor jerry brown is considering to my -- considering doing away with the agencies. it questions san jose charging parts of the salaries of the major, city council and 40 staffers to the redevelopment agency. it says hercules charged $14,000 spent on lobbies to a low income housing fund. and pittsburgh was unable to document how $3 million transferred from its redevelopment agency to the

city's general fund went for redevelopment. new census data released just this afternoon shows river side county led the population growth with a 42% increase. here in the bay area, contra costa county led the way with an increase of 10.3% between 200 o and 2010. santa clara added 6%. communities around the world took some time today to recognize the power of women. google teamed up with the group women for women international to plan a walk across the golden gate bridge this morning to mark the 100th anniversary of international women's day. jennifer cebil newsom, the jean quan were some of the speakers. >> when we're up in space, we

behind the wheel. at a sacramento event officers set up an obstacle course allowing teens how phone calls, texting everyone changing the radio stations can cause distracted driving. one of the sponsors for the event is car chip, the tracking device allows parents to monitor their child's sleep while driving right on their personal computer. and first of its kind mission is ant to take place. new at 6:00 tonight, robert handa tells us what's at risk and how widespread the problem really is. >> reporter: we're at moth landing landing, where in about two hours this huge resource ship will besetting out on a mission to see what happens to the containers and environments once containers sink to the sea

floor. today we got a look at the bottom of monterey bay. 2,000 shipping containers fall of ship every year. unless there is obvious environment damage, it doesn't get much news coverage. >> we look at the surface and we don't see these things floating around. >> reporter: so for the next three day, scientists from the monterey research institute and the national marine sanctuary will use the rov to shoot video

around the containers in monterey bay. >> is it degrading, what kind of changes to we see in the biology of that container. is it having any impact at all on the bay community. >> reporter: with so many different containers it'll be hard to devise a plan to clean up the seabed. but they want to come up with more devicive plan to keep containers on ships. and open boxes of rat poison have been found at the los palmos dog park. pet owners are being urged to watch their pets closely. we have a crew right now talking to pet owners. and we will hear from them tonight at 10:00. and let's go to our chief

meteorologist bill martin, looks like we'll be looking at warmer temperatures. >> temperatures are going to be warming up to the 70s. these clouds will be filtering in throughout the day tomorrow and you will see those on the computer model and how that works into your day. in some places if you get enough clouds cover. your temperatures are going to stay in the mid-50s. sun comes out, it's going to warm up nicely with a little hint of a northeast wind which is a slight offshore flow. i don't think it's a big deal. just enough to warm things up. rain north of here. it really is starting to feel like a spring range model. all that wind we all over the weekend and with those storms, we're getting there. days are getting longer. the weather systems are becoming a little weaker. this one coming thursday is going to be weak as well. morning fog possible, that's obvious this time of year especially up in the north bay and up in the central valley.

will not be a massive layer of fog. be prepared for that at the early morning travel hours. here comes the next system, it's a weak one. the models keep pulling energy awe of this thing. the rainfall accumulations may be .10 in the north bay. san jose i don't think you're going to see anything maybe a little bit of drizzle. this is on thursday. so the computer model takes us through the day tomorrow and here are the clouds i was talking about. 3:00 tomorrow this model is forecasting rain and cloud. but the cloud cover will be determining on how much the temperatures increase tomorrow. and places like san jose will get into the low 70s. santa rosa you have a shot at the low 70s as well. but a warm spring like day tomorrow. then thursday, here comes the weak weather system. thursday morning, looks like the commute is dry. could see a little drizzling up

to ryan lagerhan. 1-0. the a's fair much better against the padres. andy laroch is trying to make the team as a minor league outif outfielder. he's been in the majors plenty but he's trying to get in with the a's. however trevor kayhill throws 4 innings of great work for the a's and they wound upbeating the pirates. meanwhile a familiar name for football fans are trying to make a come back at age 36. that would be tiki barber 36 years old. he hasn't played in the nfl since 2006. he was a regular on the today show. however his contract was not renewed by nbc. so that might give you a little hint as to why he's trying to make a come back in the nfl. as i mentioned we'll have full highlights of the road victory
