"mornings on 2" begins right now. well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's wednesday, march 9th. a fugitive search is underway this morning for a former pittsburg counselor who disappeared during his child molestation child and never showed up after a dramatic courthouse run-in. ktvu's kraig debro is from martinez -- is in martinez to talk about what happened. good morning, kraig. >> reporter: good morning,

tori. when he left this courthouse during the last hearing, everybody thought he would be back. that was the last time anyone saw him. a jury convict him. hours before, he had a confrontation with somebody in the case. the girl was in the elevator. she broke down and cry. bedi was working at a facility that counsels children of divorcing parents. other girls testified that he rubbed himself against them. where he wept, it's unclear. he did -- went, it's unclear he

has $250,000 bail. we're still trying to contact the d.a.'s office. kraig debro, ktvu channel 2 news. we're learning new information about the legal fallout from that police video scandal in san francisco. "the chronicle" reports that in a few hours, the district attorney is expected to drop more than 40 criminal cases involving the implicated officers. that's in addition to the 13 criminal cases already dispoliced -- dismissed. this all stems from a surveillance video released by a public defender, jeff adachi. he says that video shows plain- clothes officers conducting searches without warrant. he's asking -- he's asked to look at other cases. preliminary results of

yesterday's special election show voters narrowly approving measure-a. it needs a two- thirds majority to pass. the new tax will replace two current parcel taxes. it's expected to generate about $12 million a year with the revenue going to support local schools. it would take effect on july 1st. and in contra costa county, the mount diablo school district voted late last night to send out preliminary lay-off notices to 180 of its employees next week. the district is facing a $22 million budget deficit. now, we talked with the president of the school board overnight and he says further steps to deal with the deficit will -- largely depend on the tax extension for the june ballot. out this morning, a dim economic forecast that pushes back the estimated recovery time for job growth here in

california. previously, the ucla anderson forecast said the state unemployment rate would finally fall below 10% by the end of the year 2012. now, though, it's predicting that won't happen until the beginning of 201. anderson economists say, however, that the bay area will lead the state's recovery. [opening bell ] today marks the second anniversary of the start of the bull market on wall street. the s&p 500 has nearly doubled since march 9th of 2009, when it hit its lowest point in 12 years and two years ago, the dow, believe it or not, was at 6547. right now, you can see on the bottom of the screen. it's at 12,176. it's down about 38 right now increasing concern about the oil prices. analysts say small investors who had fallen out of the markets appear to be coming back. since the beginning of this

year, investors have put more than $24 billion in u.s. stock funds. san francisco police everyone waking you this morning about a new scam, this one targets atms and these thieves use glue, not guns. jade hernandez is live in san francisco now to tell us what to look out for. good morning, jade. >> reporter: good morning. i just checked in with the san francisco richmond police station that's just around the corner and found out one of these thefts happened last week during the day at a bank of america atm similar to this one. what the customer did, the customer put the card inside of the machine and then typed in the key code. once the key code came up, the customer realized that. enter button had been glued down. thieves are targeting atm users and the customers can't finish the process because the key gets stuck in the machine. the customer goes inside the bank and leaves the information or card back up on the screen.

a local paper report says the police said since january there have been four of these type of thefts in the district. thieves are using glue guns to press the buttons down. the penalty for getting caught for this is a misdemeanor and it's a less violent crime, is why it's believed thieves are doing this. >> it's pretty daft ardly -- dastardly. clinton this morning and presumably that crisis in libya is very high on their agenda. ktvu's alison burns is live in our washington, d.c. newsroom with the latest threats from the libyan leader, gadhafi. alison? >> reporter: dave, moammar gadhafi says libyan people will take up arms if western countries impose a no-fly zone over his country. he made an address on state tv last night, saying the u.s. and other countries want to get involved just for their own financial interests. >> translator: this is leading to a dangerous plot by those countries in order to fulfill their aspirations to control. >> reporter: the u.s. and britain are discussing an internationally-backed no-fly zone in case gadhafi refuses to step down and continues to its ka late violence against

tragedy in pennsylvania overnight. a devastating farmhouse fire killed seven children in one family. authorities say their mother was in a barn milking cows when the fire started. a 3-year-old girl who is the only child to survive, smelled smoke and ran to get her mom. the father had left for work earlier and was found sleeping in his milk delivery truck. the victims range from 7 months to 11 years old. the children's grandfather said the fire may have started in the kitchen, where the family used a propane heater. in new york, six firefighters suffered minor injuries batting a two-alarm fire at the roseland ballroom. the fire was brought under control an hour later. the roseland ballroom has hosted a number of events, including, movies concerts and

birthday parties. a fire started at the old circuit city building last night. it took about 40 minutes to get the kyle under control. no one was hurt -- to get the fire under control. no one was hurt. firefighters say squatters could have started a fire trying to stay warm. >> people are moving in since circuit city moved out that shouldn't be in there. >> investigators say it looks like it was an accident. the city has been trying to get the building torn down for quite a while now. muni needs to get tough in their talks. scott wiener, supervisor, says when voters approved proposition g last fall, they gave muni the chance to make big changes in the labor agreement.

wiener says now it's up to muni management to negotiate a deal that's fair to workers and muni riders. that comes as muni operators filed a lawsuit saying a portion of prop g virtually guarantees they won't get a new contract. the new law says if the two sides cannot reach an agreement on their own, an independent arbitrator will be called in. it also requires that arbitrator to consider how the contract would affect fares and service. general motors just announced a recall of 10,000 new buicks and cadillacs. gm says a software glitch in the buick la crosse and the cadillac have a software glitch that could prevent -- prevent the defroster from working. you can find a link at

ktvu.com. congressional lawmakers are considering a bill that could make it tougher for teenagers to get their driver's licenses. the legislation would set nationwide standards for teen drivers. it would require a three-stage driver's license program that restricts teens from driving at night or driving with friends in the car. under the measure a driver would have to be 18 years old in order to have full driving privileges. right now, in california, you have to be at least 17. >> that's correct. >> uh-huh. 7:19. well, a surprising move by the former illinois governor, rod blag blagojevich this morning.

. 7:23. new this morning, illinois's former governor, rod blagojevich, is asking a judge to cancel his retrial. papers were filed in u.s. district court saying blagojevich is broke, doesn't have enough money to pay lawyers anymore. the former governor asked the judge to just sentence him on the one conviction from his first trial. that conviction of lying to the fbi carries a maximum five-year prison term. illinois governor pat quinn is expected to sign legislation today that will abolish the death penalty in illinois. the democratic governor was poised last week to do that. yesterday, his aides confirmed he invited several death penalty opponents to his

office. san francisco police are trying to find the thief who used climbing gear to break into a car dealership and steal the lamborghini of celebrity chef, guy fieri. it happened yesterday on van ness avenue. police found bolt cutters. the car is worth more than $200,000. fieri stars on" the food network "on several shows and lives in the north bray. tara's watching traffic. what's going on there? >> we're watching a vehicle stalled on the left side. right now we're gonna head to the toll plaza. traffic is really backed up. it's gridlocked almost all way to the macarthur maze. so give yourself extra time if you are headed into the city. 880, traffic has been rather light this morning along that

the district attorney's office is now looking at past seismic upgrade work as part of an investigation into pg&e's

overall pipeline operations. that could lead to criminal negligence charges. also, the state p.u.c. may impose hefty fines if pg&e does not meet next tuesday's deadline to hand over delayed -- detailed pipeline records. u.s. parks police made a gruesome discovery in san francisco. a body -- a body washed ashore, very close to aquatic work in fort mason. we don't know whether it's the body of a man or a woman. investigators are trying to gather the evidence from the scene to try to figure out how that person died. san jose police just released a graphic surveillance tape. they are hoping this will help track down the person wanted in juan of that city's most -- one of that city's most violent crimes ever. three people were killed during a terrifying attack at the mexicali plant on old san jose back in january. the video shows a man fighting with the bar owner,s as he

profession. claudine wong is lie to tell us more about a letter to crack down on prostitution. >> reporter: good morning, tori. we've been talking to people out here in vale. most people we talk to say prostitution is a problem out here all day and all night long. they've also told us, however, that the prostitutes know we're out here. know our cameras are out here and they have been avoiding us. we've seen someone woman out here apparently working the street this morning. she uses part of a growing problem that the mayor -- she is part of a growing problem that the mayor is trying to stop. among the proposed solutions, more cameras, more sting operations and a shaming campaign of sorts, sending letters to the homes of johns and even putting the faces of convicted johns on billboards. people we talked to said it may not make a long-term difference because this problem is so different. we talked to a man who runs a

including congresswoman giffords. he faces new charges related to that shooting rampage. an arraignment hearing is scheduled for a napa state hospital patient accused of sexually assaulting a worker. prosecutors say 0-year-old jesus hernandez toe bar attacked a female worker one week ago beating her and tearing off her clothes. this was the third alleged attack at the hospital in less than six months. in one case in october, a nurse was strangled to death. a substitute custodian in vallejo is facing child molestation charges. johnson was -- johnson was was arrested yesterday at everett academy. police say he molested two girls when they were 8 and 11. the alleged victims are now 18 and 22. they were not associated with the school. 7:34. an atherton teacher may find out soon if he will be disciplined after a student claimed he rattled a desk and

cursed at the class. the 8th grade student said she was scared after that incident last tuesday so we left the -- so she left the classroom and tall called the police. tonight, the redwood city school board will take up this issue. the teacher has been placed on -- has been placed on paid leave. it was widely known as the easy class list that included courses such as improvised drama and social dancers of north america. the list was designed to accommodate the number of athletes but stanford dropped those classes last week following complaints. governor brown wants to cut

in japan, no damage is being reported this morning after a strong earthquake and small tsunami. video shows buildings swaying the moment the 7.3 quake hit. there are no reports of injuries but there was a small tsunami about 30 minutes after the quake but it did not cause any damage. scientists know what killed about a million sardines inside a southern california marina. beachgoers found 12 to 18-inch piles of fish along the coast at redondo beach yesterday. marin biologists say the fish probably swam in and used up all of the oxygen and died. the u.s. commander in afghanistan is predicting a long and difficult summer. and what was found at a local dog park that is prompting a warning to dog owners.

taking a live look at the big board on wall street, stocks are mix. this is the second anniversary of the start of the bull market this week. two years ago, the dow was at 6500. right now, you can see it's up 5 at 12,220. still some concerns about oil prices, which right now, are at $105 a barrel and concern about portugal's debt. the nasdaq is down 10. s&p is down 2. a new report shows more than 11 million families owe more on their homes than the property is worth and that

translates to nearly one quarter of all homes with a mortgage. underwater mortgages rose in december as home prices could -- prices dropped to their lowest point in the housing bust. about 2.5 million have 5 or less equity in their homes making them vulnerable if the home prices continue to follow. the top commander in afghanistan says the war coming this summer may be worse than last year. david petraeus said even with increased fighting u.s. forces may still be reduced in july. petraeus will present president obama with varying levels of troop reduction to meet the president's july target for starting the troop withdrawals. general petraeus is due to testify on capitol hill next week. an international intelligence official says that nato forces have now seized the most power iranian-made rocket ever smuggled into -- rockets

ever smuggled into iron. it's believed the -- into afghanistan. is believed the tap were planning to use those rockets against american and nato troops. two oakland police officers will not face charges for shooting an unarmed man last year. the district attorney said the officers had reason to fear to their safety when they fired at derrick jones in november. the d.a. found that jones repeatedly ignored the officers' commands to show his hands and he reached for his waistband which may have indicated to officers that he may have been reaching for a within. jones's mother is appalled and is filling a lawsuit against the city. the antioch city approved new contract with the police

officers. we are a's -- we're now learning three men all facing narcotic charges are all former antioch police officers. norman wielsh, the one-time commander of the contra costa county narcotics task force is facing charges for allegedly selling drugs. christopher butler is accused along with wielsh and danville police officer, steven tanabe, has been arrested on drugs weapons and is charged with drug cases. now, all worked as police officers in the late 1990s. 7:5. dog owners in sunnyvale are being warned to keep an eye on their pets after rat poison was discovered at a dog park.

suspicion of trespassing -- trespassling. palo alto police say a driver could face charges for speeding. a woman says the man drove up and threatened her because she had cut him off. police say the man drove toward the woman but stopped short of striking her. he then drove off. police are treating the case as assault with a deadly weapon. congressional lawmakers are considering a bill that would make it tougher for teenagers to get their driver's licenses. the legislation would set nationwide standards for teen drivers, it would require a three-stage driver's license program that restricts teens from things like driving at night and under the measure, a driver would have to be 18 years old in order to have the full driving privileges. >> and we know all about that. >> yes. let's see what the drivers

we're getting new information about a growing -- police scandal tied to videotape. jade hernandez just talked to san francisco's public defender a -- ahead of today's big news conference. what do you know now? we just learned that -- from the public defender that they will be reviewing anywhere from 2,000 to,000 cases because officers involved in this investigation made -- to 3,000 cases because officers involved in this investigation made several arrests a day. this case involves eight san francisco police officers under scrutiny. we're showing you surveillance video. one of the busts. the officers are under investigation for misconduct
