good morning. thank you for waking up with us. it is thursday, march 10th. i am pack cook. good morning. >> hello. we have, well, mostly clear skies, but there's a system getting closer. so we start off with some sun and then cloud it up and rain will move into the north bay first. in is a weak system. we have a ways to go. san jose and others, morning sun and then clouds. rain late they are afternoon. >> thank you. this is a look at 880 near the oakland coliseum. not too many folks on the roadways just yet. and 101 through san francisco, same story. off to a great thursday. >> all right. thank you. this morning, oakland police are searching for the gunman responsible for a deadly shooting. it happened on 6th avenue and international boulevard last night. craig is there in the area.

tell us more about what happened. >> reporter: yeah, good morning. there are some businesses in the area, but it's not clear if any were open or if there's any witnesses. the only evidence of a crime here is this discarded yellow police tape here on the grown. this happened around 8:30 last night. police say a man was shot to death at the intersection of 6th and international. the area has been called an extension of the city's china town. but immigrants from other asian country live and work -- asian countries live and work here. police say they performed cpr on the victim, but he was pronounced dead at the hospital. police are searching for the gunman in the case and a motive. a warning for uc berkeley students this morning about a man who exposed himself and assaulted a girl on campus. the incident happened wednesday night on the pathway in the grove. police say the man exposed himself to the girl and then be

inappropriately before -- grabbed her and touched her inappropriately before running off. the suspect is described as in his early 20s, 5 feet 10, 156 pounds. he was wearing a red baseball cap, blue jeans and a puffy black jacket. livermoore police say road rage may have led to a fatal stabbing. a a 41-year-old -- a 41-year- old was arrested yesterday on suspicion of murder. police say he got into a traffic related dispute with a man on a parking lot. the man was stabbed during the fight and drove himself to the hospital where he later died. governor brown has asked for state lawmakers to hold off on a vote originally schedule for today on the special election to let voters decide on a tax extension proposal. the governor is asking for more time to negotiate with the five republican senators whose votes he needs to get the tax extension on the ballot. >> we want to make sure that

voters have all the right choices before them on the ballot if we get to that point. but it's not clear we're at that point. >> governor brown wants to let voters decide whether to help bridge the state's $26 billion deficit by extending taxes currently set to expire july 1st. city leaders in oakland say spending cuts being proposed by republicans in congress would mean a loss of at least $15 million for the city. republicans are proposing cuts to early childhood education programs known as head start, job training programs and various programs serving the homeless. oakland with a 16.5% unemployment rate and large population of low and moderate- income residents relies heavy on that federal funding. the police misconduct scandal is having a big impact on san francisco's search for a new police chief. city leaders met last night to review the two dozen remaining

candidates. now the police commission must decide the three finalists by next tuesday's deadline, but the scandal is overshadowing that search. san francisco's acting chief says the department will be retraining officer, but he does not think police misconduct is a widespread problem. >> i don't think there's a culture problem. but still, this is isolated there. and we don't have any indication that we have any of these other issues in the other districts. >> however, some people attending last night's meeting claims the police department has dealt with one scandal after another in recent years and they are demanding an outsider take over. now last night's meeting came as several hours after prosecutors dismissed more criminal cases tied to that police misconduct scandal. in all, 57 cases have now been dropped in the past week. hotel surveillance voters shows some of the controversial

raids. seven police officers and a sergeant are accused of raiding rooms without search warrants and then lying about theirings. well, -- their actions. well, rescue teams are headed to south western china where an earthquake has killed at least 14 people. the quake was near china's border. witnesses say people are buried under fallen buildings. the ache hit around lunchtime in china -- the earthquake hit right around lunchtime in china so many people were in the streets. today, students from low- income families will be able to sign up for free passes. a youth fast pass community clinic will be set up at 3:30 this afternoon on 16th and mission. last week the board approved the program. it will provide 12,000 students with free bus passes through june. organizers will be at today's clinic to help people fill out

the applications. it's 4:36. and how's the morning commute so far? >> well, a pretty quiet week and hopefully that will continue. let's take a live look at interstate 80. north and southbound traffic looks fine. and at the bay bridge toll plaza, a couple cars trickling in at this time. no delays across the span. noun the south bay, 280, the -- finally, down many the south bay, 280, looking good. steve, how's it going? >> thank you. we have a little break in the clouds. we're waiting for the system to come in. but morning sun. and then increasing clouds. there's the system getting closer. rain is on the way, but it's going to take a while before it gets south of san francisco, oakland. the north bay in on this first as the system drives south. it will weaken, but it should make it by late this afternoon down to the south bay. 40s on the temperature or 50 for san francisco. 39 up in santa rosa. the clouds have a ways to go

there. there's the system, most driving to the north of us. but if you're in the south bay or peninsula or even east bay, you don't have to worry about this for the morning. the system comes in later on. so mid-morning for the north bay. mostly heavy rain and hot a big system, in the -- and not a big system. it will fall apart as it drives south. it's still going to sweep through today. for some, it will be later. it's a tough window because starting off clouds increasing, rain start in the north bay, but sun in the south bay. and by late morn, the system will cloud up and you might get rain later on. by the time it reaches south won't have much left. 50s or low to mid-60s today. rain later on. and then a break friday into saturday, the next system on sunday. >> thank you. well, people in the northeast are already dealing with flooding and now they're preparing for more rain today. in new jersey, people are

filling sandbags to try to protect their homes. a storm last week already washed away some homes and today more flooding is predicted by the national weather service. a state of emergency has been declared in the area. a u.s. airways flight that took off from southern california was forced to make an emergency landing in phoenix last night. that problem was with a blown tire. now the plane did touchdown safely, but there was smoke when the aircraft hit the ground. there were 82 passengers onboard and among them, nine marshall university football coaches. the reason that's interesting, that's the west virginia school that lost most of the football team in a plane crash back in 1970. well, under attack, the reason local muslims say their religion will be demonized at a hearing in washington, d.c. today. plus, plans for an upscale bowling alley is striking out

time the system arrivals, it will be late afternoon. well, the white house is urging senate lawmakers to find common ground as they try to negotiate a new government spending plan. the senate rejected two bills yesterday that were nearly $50 billion apart on how much spending should be cut over the next seven months. the deadline for a deal is next week, but the house is expected to introduce another temporary spending bill tomorrow to avert a government shut down. in wisconsin today, a bill stripping almost all collective bargaining rights goes before the state assembly after senate republicans found a way to pass the bill last night. [chanting] >> angry protesters shouted at senators after the vote. republicans were able to hold a vote on the bill by taking any mention of money out of the measure. now that means they could proceed without the 14 democratic senators who left the state to prevent the vote.

back here in the bay area, hundreds of teachers in oakland will get lay-off notices next week. the school board voted last night to hand out 538 notices. state law requires that the notices be given by march 15th, but the district won't decide how many actual pink slips to decide until mid-may. well, there's increased security around the capitol today ahead of a controversial hearing focusing on american- muslims and terrorism. they are looking into islamic radicalization in the united states. some leaders here in the bay area fear the hearing will demonize their religion. they question why the hearing is focused only on muslims and not other religions. >> certainly there's been an increase in the fear in this country and we fear that the hearings are going to put fuel on the fire. >> now it was called by

republican congressman peter king of new york. today, state officials will take on the problem of cellphones in prisons. prison officials say inmates are using cellphones smuggle drugs, commit crimes and order hits on people. today they'll discuss ways to limit the problem. so far, this year, more than 2,000 phones have been found in california prisons. attorneys in the trial of the hillsdale high school bombing suspect are now focusing on a journal found in his possession. in some entries read aloud yesterday, he referred to the 2009 attack as d-day. prosecutors say the evidence points to months of premeditation to kill a teacher. but the defense says he's mentally unstable. if convicted, he could face life in prison. well, president barack obama and the first lady are

taking stand against bullying. >> putting a stop to bullying is a responsibility we all share. >> the white house released a public service announcement on facebook ahead of the first- ever white house conference on bullying prevention. students, parents, teachers and coaches have all been invited to participate to talk about ways to stop bullying. well, the official announcement is expected this afternoon. san jose's mounted police unit won't be put out to pasture, at least for another year. supporters have come up with the year needed to keep police officers on horse back for the next 12 months. the budget crisis put the unit in jeopardy. well, today san francisco's animal control commission will discuss the off-leash proposal for dogs. the golden gate national recreation area wants to limit areas the dogs can be off their leash saying dogs threaten the natural wild life. but officials are worried about where the animals will wind up

instead. and now the chairwoman says she plans to urge supervisors to oppose the off-leash proposal. the number of u.s. homes receiving some kind of foreclosure notice in february dropped to a three-year low. realty track says more than 255,000 properties received at least one notice last month, but that's down 14% from january. and a drop of 27% from february of last year. new scrutiny of how banks handle home repossession and severe winter weather may have caused the drop. a plan to build a new upscale bowling alley and lounge in san francisco isn't very popular with everyone in one neighborhood. it would be called lucky strike and go into a building near 3rd and king streets. now people who support the idea say it would provide night life and new business in the south beach neighborhood. but opponents predict problems with traffic, noise and safety.

>> especially concerns for smoking and, you know, fights. and we have a couple light night establishments already where crowd control is an issue. >> i don't see it being a problem. >> the ceo of lucky strikes says he has already run 20 bowling allies so he knows how to deal with potential problems and he has offered on-site security. an up close look. a new video of the tragedy taken just moments after that deadly explosion. well a bright yellow sports car should be easy to fine, especially since it's been seen cruising across the golden gate bridge, but police are still looking this morning.

that the s the sound of the gas pipeline explosion there. video was taken by someone who was of course dangerously close to that pipeline that day. our washington, d.c. office obtained the video from the, intsb. that's agency investigating what went wrong. well, dozens of people gathered at the blast site last night. six months after that deadly explosion. he was one of the survivors there. he was severely burned and spent five months in the hospital. he told us more painful than the physical injury, the loss of his girlfriend. she died in the fire. >> time will tell, you know, not going to lie, every day is a struggle. just standing right now, my legs are killing me. >> no homes have been rebuilt yet near the blast site. but plans are underway for work

on two homes to start in just about a month. a sad ending to the search for a missing man who was went -- who went missing from san francisco last month. the body of the 73-year-old was found on monday behind the veterans hospital. we told you about this story about a week ago. soon after he disappeared from his assisted living facility. he suffered from dementia and high blood pressure. the cause of his death is still under investigation. tonight the guardian angels will be back in the streets of san francisco's mission district. last weekend, the aid and abet jells began patrolling the area following two weeks of violence. police say the spike in crime is due to a war between two rival gangs. now they'll roam the neighborhood from 7:00 to midnight and throughout the weekend. well, a yellow car belonging to a celebrity chef

has been spotted in a few locations in the bay area. it was stolen this week from a san francisco car dealership. that car disappeared from british motors and since then, cameras actually caught that car crossing the golden gate bridge early tuesday. the car has also been seen in other areas and san francisco around the yacht club. but still, it is not in the hands of the celebrity owner. well, keep your eye out for any of those. >> yeah, right. haven't seen so far, but i will keep my eyes peeled. 101, headlights are southbound towards san francisco, no problems. and once you make it down to the golden gate bridge, another spotting, a nice clean shot into the city. finally, 680 at the grade, headlights are northbound. 453, dry on the roadways, but is it going to stay that way?

>> no. the system is up to the north. getting a good look here in a second. mostly clear to the south. we're going to start off with sunshine and then throughout the morning hour, cloud it up. rain starts in the north bay and then move south later on. but not until late afternoon or evening. now it has a ways to go. the rain is continuing to line itself up to the north. so going to be heavy rain from about fort bragg north over the next three to five days. so again, hasn't even made it into the county yet. so we have a ways to go. but see that first and then lake county and napa. but as it moves south, it will weaken there. morning you're fine. 30s, 40s, 150 that's in san francisco. -- one 50, that's in san francisco. got a lot of energy. but it's mainly to the north of us. there's enough there that we're going to cloud it up in the

morning hours. by mid morning, rain in the north bay. i mean, there won't be a lot of rain here, but usual locations, especially north of santa rosa, get about .50 of rain. south, far lesser amounts as the system moves through. but it might not arrival until late this afternoon or evening. clouds increase. kind of a challenging forecast. rain starts in the north bay, but sun in the morning for the south bay and then get the clouds later on. 50s or low to mid-60s today. cool tore the north. slightly mild to the south. tomorrow, breezy, saturday morning starts off fine. and then clouds in the afternoon. sunday looks like a rain day and monday with showers and then clearing. daylight savings as well starts this weekend. >> can't believe it. a former british prime minister tony blare is in the bay area today. he is speak this weekend at the flint center at 8:00. now he's appearing as part of a

celebrity forum series. some after school chefs are getting national recognition. a recipe from the students in the afterschool cooking class is one of 15 semi-finalist in a national school lunch competition. the class teacher, a local chef, submitted the original recipe which is for spanish chick pea stew. >> i a couple times, but it came out real good. >> the competition is part of first lady michelle obama's campaign to improve kid's health. if their recipe wins, the school will receive 3,000 dollars and the students will get to attend a national cook- off in new orleans. now the students will cook side by side with chefs from the white house. if they make it there. >> you can check out the 15 recipes and vote for the school of your choice. just look for the web link section. well a man was gunned down on the streets in oakland. what police think may have led
