road? >> reporter: pretty close. it should be clear in the next 15 minutes or so. you're looking at pictures live from newschopper 2. we have three lanes closed for now. we're suggesting 280. ktvu's claudine wong has more. >> reporter: let's show you from the ground what we're looking at. you can see the motorcycle involved in the crash is in the back of a tow truck. we're minutes away from seeing the scene cleared and things sort of getting back to normal. you can see it's going to take a long time for this to all get back to normal because this traffic has been shut down since just after 5:00 this morning. it is a mess all the way back here. we are getting new information about how all of this started. the officer is a highway patrol.

we have a couple of different accidents. can you tell me how this all started? >> around 5:10 this morning a toyota corolla crashed and became disabled. >> reporter: that woman, you said, fell lay sleep at the wheel -- asleep at the wheel and crashed. >> that's based on her statement. she fell asleep and hit the wall. a good samaritan stopped. we believe a couple minutes later is when the second collision happened between a motorcycle, truck tractor and a honda crv. >> reporter: you have the honda with rear end damage, the motorcycle driver who is deceased and the big rig. >> we're not sure where the big rig is. however, we are encouraging if

senators after that vote. republicans were able to hold a vote on the bill by taking any mention of money out of the measure. that means they could proceed without the 14 democrat senators who left the state to prevent that vote. back here in the bay area hundreds of teachers in oakland will be getting layoff notices last week. the state law requires that the notices be given by march 15th. however, the school district hasn't decided how many to send out until the middle of may. >> the police misconduct scandal is having a big impact on san francisco's search for a new chief. city leaders met to see the candidates. they must decide by next friday. san francisco's acting chief said his department will be retraining officers and he doesn't think misconduct is a

widespread problem. >> i don't think it's a culture problem. it's isolated and we don't have any indication that we have any of these other issues. >> however, some people attending last night's meeting claims the police department has dealt with one scandal after another in recent years and they are demanding an outsider take over. last night's meeting came hours after prosecutors dismissed dozens more cases. in all, 50 cases have been dropped in the past week. hotel surveillance video shows some of the controversial raid. police are accused of raiding rooms and lying about their actions. con trap costa said they expect it to expand more officers. it started with the arrest of

two and then steven ten nab by was arrested. prosecutors say they think there are more people involved. today state officials will try to disconnect prison inmates from cell foanls. inmates are using cell phones to smuggle drugs, commit crimes, even order hits on people. today lawmakers will talk about ways to limit the problem, and that includes using k9 teams and technology. so far this year more than 2,000 phones have been found inside california prisons. some shoppers could have their debit cards declined even when they have enough money in their account. jpmorgan chase is considering a plan to limit debit card purchases to less than $100. the banks said that's because financial reform laws which were

doray to 92 to ralston. it's taking time for the commute to recover. this morning homicide directs in -- detectives in oakland are looking for a gunman. investigators say 33-year-old marco mendoza was gunned down on the street. he died at highland hospital. ktvu kraig debro has been talking to the man's family. road rage may have led to a fatal stabbing in livermore. 41-year-old colt holbrooke was arrested yesterday mon suspicion of murder. less say holbrooke got into a traffic related dispute with a man in a parking lot on old first street. the unidentified victim was stabbed. he drove himself to the hospital where he later died.

pictures, a second accident involving a motorcycle and a big rig or a tractor-trailer occurred. the motorcyclist was killed there at the scene. police say they're not clear whether these two accidents were related. coming up in a couple minutes we're going to check in with tara, who's watching all of our traffic to see if traffic has fully recovered in that area. the new national unemployment report released this morning shows 397,000 people filed for first time jobless benefits last week. that's 26,000 more than the week before. economists had expected an increase but only about half that much and claims were continue -- for continuing insurance fell. this report is a big reason stocks are down significantly this morning. at one point the dow was down about -- bloat 12,000 mark.
