move it. so it requires a lot of flexibility and patient. >> reporter: today a group friends of the san jose mounting unit has announced they have raised $14,000 to save the mounting unit. >> it's very, very difficult to raise money now. >> reporter: for a police department that has already lost helicopter and other units. this last minute rescue of the mounting unit was a big relief. >> it's nice to see our neighborhoods care about us and don't want to see the program gutted. >> reporter: it acknowledges it will need a boder range of donations. it d onations -- need a broader range of donations. the unit gives downtown a better imagine. >> it's nice to see especially one of the games of the arena

eliminate the state personnel board and limit the two vote state threshold. cell phones being smuggled into prisons every single day. it's a problem we first told you about in a special report by ktvu's ken pritchett. and he is live in sa kra sacramento now with the new technology the state is looking at to stop this problem. >> reporter: we all know how prevalent cell phones are, but what about inside our state prisons. consider this, in january and february an arch of 35 cell phones -- an average of 35 cell phones were found in prisons. they are smuggles in hollowed out books, it gets worse every year. >> 35,000 phones have been found, it's a significant problem. >> reporter: tackling the problem was the topic in sa

sacramento today. one guest, johnson, who was shot down at his house. >> it was a hit, it was a hit that's exactly what it was. >> reporter: now the state is testing new technology such as cell sense. a cell phone detector that can be picked up any where in the prison. jamming cell raises constitutional questions. what if cell phones outside the prison are jammed as well? technology that will be expensive at the time when money is short. >> it's a time of public safety and we cannot let funding or money from doing what we have to do to enhance public safety. if an inmate is caught with a cell phone he is essentially breaking the prison rules. because it's a slap on the wrist it's not a crime. it's not a crime to smuggle one

at 6:00, the city council rules committee approved a proposal to cut the number of collectives to ten at a hearing. mayor reed suggested if a limit is imposed the permits could be auctioned off online. possibly on ebay. the full council will take up the matter next month. santa rosa school district has to figure out how to cut their deficit. the board will make another $5 million in cuts if statewide tax extensions don't make the june ballot or are rejected by voters. two bay area women today took their message against bullying to the president and the first lady. sarah and emily bunner were invited to the white house to the first ever bullying conference there. they talked about their effort

it is a very different scene right now at the

wisconsin state capital. this hour being described as eeriely quiet. governor scott walker says he will sign the bill as quickly as he can. just released census numbers are triggering a flood of work. the commission's job is to arrive at fair boundaries for political districts including congressional seats. the commission starts a series of public meetings next month to get input from californians their decision is due august 15th. the california commission says it wants pg & e to give customers the option to opt out in using it's smart meters. at the commission meeting, the

president said he will asked the utility to develop an opt out proposal. dozens of people testified today that radiation from smart immediaters makes people sick. pg & e maintains that the smart meters are safe. in this case the board of supervisors says it's ready to pursue a court injunction. pg & e has been ignoring a moratorium saying that only cpuc has the order to enforce them. if that fails it will go to court. it's the buzz around town but new at 6:00, paul chambers spoke to castro businesses who aren't pleased with britney spears appearance. >> reporter: we're about two weeks away from britney spears
