good morning, i'm claudine wong in for pam cook this morning. it's monday march 14th let's get a quick check of your weather with steve paulson. >> thank you. good morning. we have light rain drizzling and moving through. we're on the back edge of most of all this. occasionally light rain if you're taking off in the next hour or so. then later in the day we'll see partly sunny skies. i believe it, sal. >> yes, steve good morning. westbound highway 4 looks good. traffic is moving well up to the concord area. we begin with important news with monday morning bart riders regarding the train derailment. allie rasmus joins us live with an update we received 30 minutes ago. >> reporter: bart service to san francisco from this concord bart station has been restored. it's certainly good news for a

lot of commuters that depend on this ride to get to work. the platform is behind us. there is a few people gathering there getting ready waiting for the next train. the first train has already come through. we watched the first train another morning pull into this concord bart station a few minutes ago. riders were relieved to see it. a bart train heading from concord to san francisco detrade on this line at about 9:20 yesterday morning. ktvu channel 2 news chopper two was overhead as you can see the bart train jackknifed on the tracks. it cut off service on bart. passengers had to use buses to get to and from the concord. bart repair crews worked throughout the day and overnight hours to repair the line. they brought in trains to lift the bart cars off the tracks. work finished over an hour ago. train service here at the concord bart station has been

restored and once again bart training are running again from concord to san francisco this morning. live in concord allie rasmus. now to our other top story it's monday evening in japan. concern is growing over a possible third explosion at a nuclear power plant. the japanese government says a reactor at the plant has lost its cooling capacity. in the last ten minutes we learned fuel rods in the plant are also exposed. raising the risk of overheating. two explosions have already occurred at two other reactors. they are moving some ships and aircrafts away from the japanese coast. another 1 thursday bodies have washed up a-- another 1,000 bodies have washed up. large areas of the country remain surrounded by water and are unreachable. survivors in the hardest hit

areas are unreachable. ktvu janet is in japan covering this discovery. good morning. >> reporter: well hello. it's actually 8:30 at night here on monday evening and we've been out all day around tokyo. we actually started the day with an earthquake an after shock and i actually received an alert i had rented this japanese cell phone and it has an earthquake setting. it started going off like crazy and seconds later the whole hotel room started shaking here in tokyo. a little later on we were at the ministry of foreign affairs where one of the officials who had been stationed in san francisco up until months ago we were interviewing him when in the middle of the interview the room started shaking. after shocks continue to happen here in tokyo and as you mentioned earlier with the radiation we are trying to see

if we can get up to sendai. it has been a volatile situation because any further after shock could kick off some possible trouble at the nuclear facilities or elsewhere along the way. we are evaluating the situation. a lot of people here still very tense. you can imagine what it's like to go about your day and have this disruption of after shocks and power shortages which is another thing we have been seeing here. >> when we talked yesterday, you talked about how unsettling the after shocks are for everyone there. how strong are they? that warning system is something we don't have in california. did it really give you enough time to do anything to react before it hits? >> reporter: you know, it didn't really i would say it doesn't really give you that much time because it's pretty instantaneous. i have to say it's amazing you can get this alert. if you are sleeping and say it

happens and you aren't aware you can set this alarm and it will wake you up. if there are -- if it is a long after shock it will give you time to take cover. it was really remarkable and we had two other after shocks today following that and you know you talk to people on the street. you talk to people at restaurants. and it's something which it's sad to say. they are almost used to having this. even down here in okay yes with hundred miles of way from this epicenter it's still strong. >> i know you said you were talking to japanese officials. what are they saying about it? are they in triage mode in what to do from there here getting you up there, getting their people up there allowing traffic anywhere close to. you gave us an idea of between where these plants are and how far of that is to travel and

how difficult the terrain is. >> reporter: right. claudine, since you were on last night on the 10:00 news, i had an opportunity to talk to some of the people in the foreign ministry. and one of the things they were saying is they received aid efforts from some 91 countries and six international organizations. right now i'm trying to get -- right now they are trying to get people up there. they said the two things that have been most critical are is the dogs for searching and also helicopters to try to get medical supplies and other things in and to get rescues. you have seen some of the dramatic pictures of people being rescued from this rubble. it's still a critical situation here in japan and so that's one of the big things. the other thing is power. and you can see the lights are on here but they have had an unprecedented move to restrict

the power have a rolling blackout in some 5-8 areas of japan. some have been cut by 50%. some of the businesses here are closing early because their staff had been in or out. it's really been a lot of chaos up there but it has a ripple effect you know around the country and all the way down here in tokyo we are seeing it. >> all right thank you so much for that report. be safe out there. more help from the u.s. military is heading to japan. they left singapore carrying disaster kits, medical supply, and food. we talked to a crew member who says it hits close to home. >> there is a lot of us on the ship that have started lives there. we have families back in japan. i'm honored i am able to help out. >> usf blue ridge is based in

japan which is south of tokyo. they were in singapore for a port visit but immediately prepared to return following the disaster. we are hearing firsthand accounts of people that were in japan when it happened. they describe a frightening experience. one woman a san francisco native currently lives in tokyo with her husband and two young sons. she says the quake was noticeably more violent than the 1989 quake. >> we were walking home from kindergarten and it was crazy the ground shook so hard. we had to sit down. we couldn't even stand. >> other bay area residents are boarding flights to japan to look for family members they have not heard of since the quake hit. central bankers are injecting nearly $184 billion into money markets. the record level is more than twice than what they haddie

nounsed earlier. preliminary efforts put repair cost in the tens of billions of dollars. japan's nikkei dropped 6% in the first day of trading. it closed at 9,620. that was the lowest level in six months. the broader topics index was down 7.5%. shares of several major companies were overwhelmed with sell orders including the company that owns the damaged nuclear reactors. this morning the bank of japan nine person policy board said to keep its interest rate at zero. it's 4:40. we have much more ahead on the disaster in japan. coming up why safety is still a big concern in the santa cruz harbor after the tsunami serge.

we all head now to traffic and sal castaneda who is keeping an eye on the roads. >> we are look at highway 4 and i know a lot of people may be concerned about bart service as you heard us say earlier bart service is now back on track yesterday. they had a derailment and they worked hard to get this back. this morning service is going to be normal. if you take bart a regular service resumes and getting through the concord station going all the way down into the regular line. all lines running as normal. highway 4 looks okay. this is a look at westbound bay bridge. it is a little wet out there. give yourself extra time. the morning commute in the south bay starts off with a pretty good drive on interstate 280. let's go to steve. welcome back. >> thank you, sir. >> we have a dizzily, yucky morning. not that it's bad. it's the back end of what we compiled late yesterday and

good morning, we have a lot of fog. drizzlely pattern. there will be morning cloud and drizzle. that will give way to partly sunny skies. highs really mild. they are looking through surveillance video to find a man that stabbed another man several times. a man was stabbed in the arm and near his ear around 8:00 last night. the victim told deputies the man that stabbed him left in a car with three other people. he did not know his attacker. his condition has not been released. a critical deal could come

today in governor brown's plan to solve california's huge budget crisis. the government wants state voters to extend sales, personal income, and taxes. the governor is trying to get the report of republicans to get the proposal on the june 7th ballot. the governor wants to get that support today. several days after missing his deadline. now to our continuing coverage of the disaster in japan. authorities have released the identity of a man swept out to seas. the family of dust tin weber says -- dustin weber says he just moved out there. web you are was taking pictures of waves near the mouth of the river on friday when he was pulled into the ocean along with two other men. the others were rescued but weber is presumed to be

drowned. officials say the docks are unstable in some parts and say safety is still a big concern. so far crews have recovered four of the 18 boats that followed the tsunami serge. they continue to look for debris and fuel leaks that could damage the environment. >> the types of pollution seemed to be everything from oil on board a vessel in the tank to anything that might be aboard a boat. >> harbor officials say the closure could be extended if necessary. damage is estimated at $17 million. community leaders in san francisco plan on meeting this morning to start coordinating fundraising efforts for victims in japan. the group has already started to accept donations for relief aid. the congressional church has already started fundraising efforts. a majority of the churches members have family ties to

japan. a have noetian hardware store is doing what they can. they have set a $25,000 goal. and the store is going to match any donation for a total of $50,000. the owner says customers gave more than $1,000 in less than a day after hearing that fund had been accomplish -- have been established. we do have more information on our website of how you can help. federal investigators are trying to figure out what caused a new york tour bus crash that left 14 people dead. that bus was returning from a tour when it crashed in the bronx. the national transportation safety board will be interviewing the bus driver. >> we will be looking to the casino in order to ascertain what we need to do regarding

the driver. find out what the driver was doing 72 hours previous to the crash. >> he told investigators he swerved and hit a guardrail after being cut off by a truck driver. new york police seized who they believe is that truck driver. new york top official is asking the public to wear a turban for a day. darrell steinburg made the statement yesterday. one man died and the other remains in the hospital. police believe the men may have been targeted because of their turbans and long bards. time now is 4:50. four people are hurt after an explosion at a chemical plant in boston. and st. mary's won't get to

2,000 homes have been evacuated in northern new jersey after recent rains and snow melt pushed a river five feet above flood stage. they evacuated several people in little falls. this morning emergency crews are still on the scene of a chemical plant explosion in massachusetts. four people were hurt in last nights blast in middleton. a city 25 miles outside of boston. hazmat crews are running a test to make sure it does not create a health hazard to nearby homes. let's check in with sal who has been watching bart. >> good morning, claudine.

people are wondering if bart is running normal out of the bay point area and that is yes. if you take bart from this area, it's running as normal. bart services have been restored through concord. we do have a normal running system this morning. let's take a look at the east shore freeway westbound interstate looks good. also this morning if you are driving on westbound bay bridge traffic is moving well. let's go to steve. >> thank you, sir. a very good morning. we do have a very mild air mass over us. if you do anything outside today you will notice the humidity a little muggy. it will be on the mild side. partly cloudy. mostly cloudy. there is a series of systems plow into the west coast. most stay to the north. there is a lot of cloud cover out there. occasionally we get the light drizzles moving through. we'll have to deal with that for the morning hour. the rain the front is moving

out. morning drizzle, patchy fog. mild conditions. 50s to partly to mostly sunny. partly cloudy but very muggy. highs will be in the mid to upper 60s today. the air mass will not cool down until the end of the week. almost near 60s with some of the lows. santa rosa is the coolest. 58 concord. 50 at redwood city. that is mild. the next system will not arrive until tuesday late. it's going to ride up over a week of high pressure. drizzle, clouds, sun. mild lows. slightly warmer though. some mid 60s. upper 60s. i think if we have enough sunshine we have no doubt about our 70s. we'll say very muggy and mild to warm. mostly cloudy tuesday. rain will be developing again by tuesday evening. taking us into wednesday.
