welcome back. time now 5:59. st. mary's basketball team won't be part as march madness this year. they were hoping to land an at large birth and their conference cochampionship. the team watches the selection announcement with the fans but they were disappointed when they didn't hear their name. however st. mary's is among the 32 teams competing in the nit. the gaels will host a game tomorrow against kent state. the cal bears are also in the nit. they will be hosting mississippi on wednesday. other local teams also get to play in the post season. santa clara will host arizona tomorrow. usf will be hosting idaho on wednesday. and there is also the college basketball invitational that includes san jose state.

they will be traveling to nebraska to face crayton tomorrow. an art exhibit called next generation it features the work of 200 children from kindergarten to eighth grade. they hope it will call attention to children. time now 6:01. how the bart crews work nonstop after a train derailed in concord. japan's earthquake becomes even more terrifying with reports of a new explosion at a power plant.

things are getting back to normal for bart riders in the east bay. we'll have the latest from the station where a train derailed yesterday. in santa cruz the tremendous task of pulling up more than a dozen folks from under water. the situation in japan continues to grow tire with word of a possible third explosion at a nuclear power plant. it's all ahead on the ktvu morning news. well good morning, to you welcome to monday march 14th i'm dave clark.

>> and i'm claudine wong. let's start off with a quick look at your weather and traffic. >> good morning. we do have cloudage skies -- cloudy skies and rain. parts of the south bay and peninsula. highs will be in the mid to upper 60s. watch some of this rain starting to increase. if you are stepping out see that line forming from clayton to dan vail. here is an update on your traffic from sal. the toll plaza we are getting a little bit of a delay as we get into the 6:00 hour. the metering lights are usually turned on in the next few minutes. it will be wet and rainy for your commute. also a problem in the santa cruz mountains with highway 17. at least one lane is blocked northbound. southbound is blocked if you're a highway 17 driver you should give yourself extra time. this morning bart is back on track after am serious accident in the east bay and ktvu allie rasmus tells us about the important announcement that came a few hours ago.

>> that is right. bart service is back to normal here at the concord station. trains are leaving this concord station from san francisco without any problems. some of the passengers here say they have noticed the train being a few minutes delayed. right now you can see people waiting for the next train. we watched the first train pull in here around 4:15 this morning. more or less on time. since then there have been several other trains go through. that was not the case yesterday. yesterday's service on this line came to a complete standstill. at 9:20 yesterday morning is a parking lot train derailed at the concord -- a bart train derailed at the concord station. bart officials are still investigating why this derailment happened and according to a recording we listened to from barts chief spokesman they will not have another update until much later this afternoon. but repair crews worked all day

yesterday and throughout the night fixing the line to restore service and we got word a couple hours ago that things were going to be back to normal just before 4:00 this morning. we talked to commuters who were very relieved to hear that. >> i do depend on it. i had to change my schedule. i was going to pleasant hill. my dad woke me up earlier and found it was back on time. >> i didn't have to drive my car into work. very relieved. >> reporter: just before 4:00 a.m. this morning bart did have eight charter buses on stand by at this concord station just in case service wasn't restored in time. they thought they would as an alternative bus passengers to the pleasant hill station. that's what they did yesterday. service has been restored at the concord bus station. you should not have any problems today.

at 6:06 we turn to japan where there is growing concern about a possible third explosion at a nuclear power plant. the japanese government say a nuclear reactor has lost its cooling capacity. in addition officials said this morning nuclear fuel rods and another reactor are fully exposed which raises the risk of overheating. two explosions rocked the area over the weekend. the estimated death toll has topped 10,000 for theet quake and tsunami in -- for the earthquake and tsunami in japan. large areas of japan are being surrounded by water and are unreachable. survivors in the hardest hit areas have been without water or electricity since friday. ktvu jana katsuyama is live in tokyo this morning. she is with us live on skype. good to talk to you. tell us about two things. we are hearing about rolling

blackouts all over japan. we are also hearing about large numbers of bodies washing ashore. what can you tell us about those two things? >> reporter: let me start with your second question. right now it's about 10:00 at night. and i have been kind of monitoring they have been having the live news conferences on the japanese television. i can understand a little japanese so i've been trying to get information. the last thing that i heard was that there could be as many as 2,000 bodies that washed ashore. obviously it's very difficult for a lot of these rescue crews to produce some of the information because there needs to be a lot of confirmation that is going on. so that point is difficult. it could be in the 2000. i think everybody is saying right now it's difficult to get estimates of the death toll because the search and rescue missions are still very active.

so i just spoke a top official who says a few days ago there were 150 u.s. rescue workers who went up there with 12 dogs. those are really critical to this effort to try to see if they can get anyone out. that's what we know about that. your second point, dave, in terms of the blackouts i mean you can see earlier when i was up on the screen the lights are on here. they did talk about having rolling blackouts because power is a problem. the nuclear power plants were providing a lot percentage of power to this part of japan. it's a densely populated very high-tech country. so what they have been doing is shutting down some of the rail lines as you can imagine 50% of bart service that's what has been happening with some of the rail lines. we were at the tokyo station today and saw signs up talking

about the rail lines being closed. >> i can only imagine. if you could just before you go explain the basic mood in the area you are right now. >> reporter: dave, let me tell you, anywhere you go you see the television is on people are watching. the news has been nonstop 24 hour coverage. you can think back to katrina or 9/11 in the united states. it's that kind of news here. and today i woke up just about 12 hours ago when i felt my first after shock. and then just six hours ago my japanese cell phone here started ringing because it has an earthquake alert. we had another after shock. at least three today that we felt. and you know, you can imagine it's difficult to feel at ease when you are feeling these fairly large after shocks as far away as tokyo.

it makes it very clear and immediate. and it's very tense i would say. >> well stay safe. that is jana katsuyama reporting live from japan. we'll talk violatedder on. time now 6:10. back here at home the santa cruz harbor remains closed to boats. ktvu kraig debro is there in san coo cruz with the latest about the safety concerns and how long that harbor will be closed. >> reporter: good morning, dave. the short answer is on that at least until sunday but the main reason they are closing the harbor are because of boats like these. that is not so much a problem for people trying to take boats out of the water because they can see where it is. the problem is all the other boats they don't know where they are. there are 12 boats that are unaccounted for that could be under water in the harbor out to sea. around 11:00 on friday morning

a large series of waves and title currents surged into the santa cruz harbor. 18 boats sung. several docks and piers inside the harbor are damaged. there is no reports of injuries or deaths. the damaged books have had a minimal effect on local wildlife concerns because the fuel carried on the pleasure boats here. the department of fish and gain said most had seen a harbor serving large commercial boats. sometimes you have a harbor with large commercial boats those waves could have caused a environmental damage. they may not have been aware of the tsunami warning. those that were took action. >> i spoke to the people at boat works here we were able to move it up a little bit. we got real lucky on this one. >> reporter: now docks in the harbor southwest side are

supposed to be open to licensees. still only that might be the case the harbor officials here are saying there will be no vessel operations until further notice. all docks are closed for now. the southwest side of santa cruz harbor may open when they get power. you will still not be allowed to take your boat out. the obama administration is watching closely as japan scrambles to prevent melt downs at its nuclear plants. the clock ticking down for pg&e. what state regulators threaten to do with that deadline is not met.

time now 6:16. the u.s. military moving its ships away from the power plant. as ktvu alison burns tells us navy crew members have been exposed to radiation. >> reporter: that is right the u.s. seventh fleet has moved its craft away. this is video the navy posted online of its operations from

the uss ronald reagan. they were operating within is hundred miles of the damaged power plant when airborne radio activity was detected. the navy says the crew was exposed to a months worth of normal radiation. they detected low levels of radiation on 17 helicopter crew members when they returned to the ship after missions closer to the plant. they washed with soap and water and no contamination was detected. the u.s. military is playing a major roll in relief operations. providing food, water, transportation, and other support. meanwhile the white house says the u.s. is also sending or has sent a team of nuclear scientists to japan. they are experts in the type of nuclear plants have been damaged. reporting live from washington, d.c. alison burns ktvu channel 2 news. 6:17. secretary of state hillary

clinton is in paris today meeting with leaders about the crisis in libya. she will also meet with members of the libyan opposition. this comes after rebel fighters in libya continue to press the international community to impose a no fly zone over the country. forces loyal to gadhafi have retaken rebel health territory by launching air strikes. pg&e facing a very critical deadline tomorrow. state regulators plan to impose state fines if they don't produce records proving all gas transmission lines are safe. last month they admitted they were missing important test information on almost a third of their pipelines. since then, workers have been looking through hundreds of thousands of documents stored. sal has had a busy morning. how sit looking? >> you know right now traffic is getting a little bit heavier

especially if you are come into the bay bridge. we will see more people showing up there. the metering lights have been switched on and the traffic will be busy here as you drive past the toll plaza. on interstate 880 that traffic is moving along well. the commute is okay. let's go am little farther down looking at the -- let's go a little bit farther down. a pretty good looking commute here. southbound 17 things have been cleared up. if you are driving this morning on the peninsula so far so good. here is steve. we have light rain moving through. very cloudy, mild. 50s in the temps. the rain wants to hang out south of marin county and san jose. a lot of clouds just will continue to stream in. it looks like a rainy week. not only rainy week but the 7-

10 day outlook looks very wet as well. close to the dumbarton and over to danville. parts of san pablo bay. some of the rain was okay in the higher elevations. all over an inch. but then after that it was a couple .10. look at the temps. some are near 60 degrees. santa rosa is near the coolest. look for a lot of clouds and then rain continuing off and on. more likely tomorrow evening and again on wednesday and heavier system moving into the week. cloudy with rain in the morning. 50-60. mostly cloudy at noon. very muggy and kind of mild. we have a high surf advisory taking us. so stay away from the cost. 50s and 60s unless you're a surfer. we will give way to near 70 degrees for some. this looks like a very mild pattern for monday. much cooler pattern as we head toward the end of the week.

the japanese stock market was hard hit by sellers on the first day of trading. the nikkei plunged more than 6% which wiped out all the gains it made this year. toyota, honda, and nissan all lost more than 6.5% because they have production facilities in the north eastern part country. apple sold close to one million of its ipad tablet computers. most analysts had expected sales of $400,000 in the debut weekend and one person believes apple may have sold three time as many of ipad twos. time now 6:21. a group of computer hackers say they will release several e- mails allegedly from bank of america that they claim will expose corruption and fraud. they operate under the name

unanimous. these documents are connected to reports that bank of america has improperly foreclosed on homes. the bank of america says the documents were stolen. and they are not related to foreclosure. 6:21 a glitch with chipper -- clipper cards turned out to be a very expensive problem. how the agency in charge respond. also bay area residents that just came back from that quake zone in japan are home and safe. they will tell their stories of survival and how they were able to escape the disaster zone.

good morning, right now traffic on bay area bridges is getting a little busier. the traffic is okay at the bay bridge but the metering lights are on. a little bit of wet weather for your morning commute. you should leave your house earlier to make it easy on a monday. let's go bang back to the desk. clipper cards have become an expensive card.

the combined charges more than $14,000. the agency in charges of the cards say they are not sure happen lead up to the glitch. we are hearing firsthand accounts of people from the japan area. people getting off flights described a frightening experience. one woman currently lives in tokyo with her husband and two young sons. she says japan's 8.9 quake was noticeably more violent than the 1989 quake here in the bay area. >> we were walking home from kindergarten and it was crazy. the ground shook so hard we actually had to sit down. we couldn't even stand. >> other bay area residents are boarding flights from japan concerned about family member this have not heard from since that earthquake hit. we now know the name of a man that was swept out to sea by tsunami waves. family of dustin weber said he just moved to crescent city to

get a fresh start after battling drug addiction. he was taking photographs of the waves on friday when he was pulled into the ocean along with two other men. the other men were rescued but weber is presumed to have drowned. the people of japan are coping with that disasterrous quake and tsunami. now they are also dealing with an erupting volcano right there. hundreds of people were forced to run when the volcano started erupting. they could hear the explosion from miles away. also that ash plume went up two miles into sky. james bond fans you may remember this particular volcano it's the secret rocket base you only live twice. we're going to continue to bring you all the latest news from japan coming up. we will take you live to our ktvu reporter on the ground. hundreds of community college students in san jose

on efforts to remove a sunken boat. there are many of them. >> reporter: there are at least a dozen. the department of fish and gain says it has brought in boats and other assets as they call them to assist in the effort to pull out boats out of the water. this is one of 18 that sank last friday. right now four of them have been pulled from the water. the wave search is on friday where a shock and surprise for many people. some knew about the tsunami warning but very few of those that knew about it head the the warning. one man that did said his boat survived the serge and his brother survived the earthquake. >> we think we dodged the bullet environmentally. most that are damaged are private vessels that carry very little fuel. >> reporter: there are 12 boats that docked at this harbor. they could be at the bottom of

the harbor. fish and game is in charge of containing toxic spills from boats. they say the kind of boats that docked here are the kind that don't cory a lot of fuel and as a result they think they have congressed an environmental hazard. coming up there is a news conference that is schedule. we will go there now and bring you information from that news conference coming up on mornings on 2. reporting live in santa cruz kraig debro. san francisco community leaders will meet this morning. they will coordinate fundraising efforts for the quake victims in japan. this meeting is organized by the japanese cultural community center of northern california. they are already accepting donations for relief aid. the fundraising effort comes as residents in the bay area wait for word from their loved ones in japan. >> my brother is in tokyo.

huge rally up in sacramento. they are lobbying legislatures to fund higher education. students were up at 4:30 this morning chanting in front of the college. they know tomorrow is the day legislatures will vote whether to put extending tax increases on the ballot for the special election in june. statewide community colleges are facing $400 million in cuts. they say if the tax increases are not on the ballot, there will be deeper cuts. >> it's already hard to get into classes, it will be extremely more hard with less classes and more students. not just that classes will be getting cut. faculty will be getting cut. >> education is the future. and without educate californians what future does california have? >> reporter: these students

will be joining thousands of others in sacramento they will be marching to the state capitol and some of these students will actually be meeting with legislatures to tell them how it will directly effect them. they are trying to sway the vote for tomorrow. reporting live from san jose. >> thanks. 6:34. let's check in with sal. what is happening out there? >> bart has just sent out a page to the media saying their trains are running as normal. there are still delays in and out of san francisco. but yesterday's derailment did not cause any problemmens on the -- problems on the con record line. they had a traffic problem. apparently they fixed it. the problem has caused delays. let's go out to live pictures. bay bridge westbound you can see traffic backed up for a 15 minute wait. it's wet. in case you are waking up you might want to give yourself a

few minutes to drive wherever are you are driving. this mornings commute will be okay. that traffic is moving well here as you drive past the coliseum. and if you are driving that is my twitter page. why don't we just go back to the maps. there we go. traffic is moving along pretty well on north and southbound 101 down the peninsula if you are trying to catch a flight at the san francisco airport. task is moving -- traffic is moving along well. >> a little self-promotion there? >> absolutely. we have light rain for some. san jose has a few breaks in the clouds but between and 59 by the way. there is rain out there and we'll have a rainy week but the 7-10 day outlook is very bullish for rain. morning rain then gives way to

tonight. mid 60s to a few upper 60s. nevada 66 to 68. redwood city in there as well. mostly cloudy and a lot overclouds this -- and a lot of clouds this week. new this morning sonoma county sheriffs deputies are searching a surveillance video to find a man that stabbed another man. a man was stabbed in the arm and near his ear around 8:00 last night. the victim told deputies the man that stabbed him escaped in the car with three other people. he did not know his attacker. the victim was rushed into a local hospital. the search is also on for an inmate. this is the picture of nathan simpson. he escaped before 10:00 last night from the delta

conservation camp. he was serving time for car theft. time now 6:39. two vallejo women say they were shocked that a group of people looked the other way as they were being robbed. psychologists say onlookers often don't get involved because they are worried about getting hurt or someone else will intervene. police say the best and the safest thing for bystanders to do is get a good description and call police. it's 6:40 and we continue to bring you the latest information coming out of japan. up next we will go live to a reporter that is on the ground near the hardest hit area. also a dramatic new video. a roadway in japan splitting in two.

well good morning, to you. welcome back. here's a quick look at the top stories. growing fear in japan over a possible third explosion at the nuclear power plant. and just a couple of hours ago officials said nuclear power rods in that plant are fully exposed which means they could overheat. two other explosions rocked the complex over the weekend. back here at home pg&e is facing a very critical deadline

tomorrow. state regulators threaten to impose big fines if pg&e doesn't produce the record proving all of their gas transmission lines are safe. a critical deal could happen today in governor jerry browns place. they want voters to vote on whether to extend sales, personal income, and vehicle taxes to help close up california's $26 billion deficit. japan's prime minister calls the earthquake and tsunami the worst to hit the area since world war ii. now i know you guys are having fuel problems. what is the situation there? >> reporter: well, claudine, the problem is like everyone else fuel is in extremely short supply here. we have to wait for it and try to find it just as the local

residents try to find it. we broadcast only by using generators. but it's most important thing is what has it been like for those that are here and for the rescuers and for the survivors it's been a very difficult day as it has been for the country and at home. days after japan's largest earthquake on record life ising in but normal. in parts of the countries monday some headed back to work. meanwhile news from the disaster continues to be grim. in addition to the death toll reports of 2,000 bodies discovered off the northeast coast. >> in the 65 years at the end of world war ii this is the toughest and most difficult crisis for japan.

>> the destruction unimaginable. >> this is your house. >> reporter: in sendai about 80 miles from the quake's epicenter rows of homes flattened. rem innocents of lives strewn about. on the ground and from the air search and rescue teams from around the world look for survivors. and find few miracles. washed away by the violent tsunami this woman held on to a tree and floor mat for hours. >> the moment she opened the door to her house, water flooded in. >> reporter: after shocks continue and food and water supplies are low. explosions at a damaged nuclear plant had many on heightened alert. several reactors have lost their cooling capabilities and hundreds of thousands of people in the area have been evacuated. still, officials remain hopeful they can contain the radiation threat. >> we believe there is a possibility that massive amount

of radiation has been leaked. >> reporter: on top of there there is still more problems for japan economic ones. their stock market took a very big hit. the government decided to infuse the economy with $183 billion. that is a record. they did that primarily to shore up the economy and also to reassure foreign investigators that the economy here will make it through this fine. th generator has made it through fine. as soon as we are done we will look for gas. we will be back up and operating again in about six hours from now. claudine and dave. >> we appreciate you reporting live from near sendai. time now 6:47. emergency crews are still on the scene of a chemical plant explosion in massachusetts. it happened last night. at least four people were hurt in middleton. it's a city about 25 miles outside of boston. hazmat crews are performing tests to make sure the fumes

from this glue factory don't cause a health hazard to nearby homes. 2,000 homes have been evacuated in northern new jersey after the recent rains and snow melt pushed a swollen river about five feet above flood stage. they used boats to evacuate several people in little falls new jersey. the water on some streets is between two and six feet deep. officials hope the sunny skies and the forecast tomorrow will give the cities and downtowns in the area a chance to dry out. 6:48. nervous pilots on an alaskan airline locked down their cockpit because of three passengers they say acted strangely. they ban tying -- praying aloud in a foreign language. it turned out to be a jewish prayer ritual. they were waiting for the plane when it landed. they were questioned and later released. to ask the public to wear a

turban for a day. darrell steinberg made the suggestion yesterday during a speech. steinberg said wearing the turban should be a sign of -- one man died and one remains in the hospital. time now 6:48 an investigation continues this morning into a tour bus crash in new york where 14 people were killed. that bus was filled with tourists coming back from a casino early sad morning when it -- saturday morning when it crashed in the bronx. the bus driver swerved and tipped on its side. federal investigators will be interviewing the bus driver. they will be checking to see what he was doing before the crash. he said he swerved after being cut off by a truck driver. some witnesses to the crash said the bus driver was drifting between lanes before that crash. back to our continuing

coverage of the disaster in japan. we want to show you this new video. it was taken when the earthquake hit. you can see the road moving and cracking. these are images from the city in a hard hit area. the town became submerged by water 30 minutes after the quake. the earthquake in japan was so powerful it shifted the earth's access about four inches. a seismologist with the u.s. geological survey said some places the land in dropped in elevation. time now 6:50. sal has been watching bart. a lot going on with bart. how are they looking now? >> i'm looking at my computer here. it has been confusing. this morning we had people worried about yesterday's derailment. and then whad a oblem separate issue in san francisco

that caused major delays. everything has been restored. there is still delays in and out of san francisco because of earlier traffic problems in san francisco. but the system is running as normal this morning. let's go out and take a look at westbound bay bridge. people coming in to the city. it's backed up for a 15 minute delay in case you are joining us a little wet outside. steve will talk about the weather in a moment. it might be a little wet for your morning drive to work. this is a look at interstate 880 and that traffic is moving well. on the peninsula traffic is moving along okay. a little slowing on 280 southbound that's about all. across the bay hayward, union, and fremont starting off okay for now. 6:51 let's go to steve. thank you, sal. good morning. cloudy for some. mainly north and south bay not too bad. the rain is moving right over east bay and peninsula, oakland, san francisco. morning rain some fog out there

the tenths. 59 mountain view and san jose. we also have rain here as well. there is a lot going on out there. these are mild warm systems. they are coming up from the south, southwest. by the end of the week a very cold low looks like it will drop in and set up shop off the west coast. we also have a high surf advisory out for big waves today and tonight. waves 10-15 feet. morning rain then and gives way to partly sunny and partly sunny skies. mild lows and a little bit warmer. we are already near 60 for parts of the south bay. mid 60s for some and upper 60s. any sunshine. so morning rain gives way to partly cloudy skies and more clouds start to move in on tuesday. tuesday to rain a showery pattern. here comes the system for friday. that will set up more rain.
