rods from a melt down. the feds are adding more radiation monitors in the united states as concerns rise. the epa monitors radiation throughout the area. this is one of the monitors on top of this building in san francisco. we showed you this on monday during the 10:00 news. it can detect changes in radiation levels across the country. >> there are two nuclear plants in california and one is next to a fault line that was just recently discovered. >> reporter: that senatorrer is pointing his finger at pg&e, a company that prides itself on safety. that senator is asking it to do studies because of that fault line next to its power plant.

>> this is the nuclear power plant. it creates 15% of the state's electricity. designed to with stand a 5.5 magnitude earthquake and surrounded by a tsunami wall. >> we pull in ocean cooling water, it's design to with stand a tsunami up to 45 feet. >> reporter: a fault was detected just a half mile away from the nuclear reactor. >> we did discover the shoreline fault. >> the fault was just discovered. >> reporter: the operating license expires in 12 years yet pg&e already applied to renew its license. >> it begs the question, why the rush? in light of the new fault that was just discovered and especially in light of what is happening in japan. >> the u.s. has 104 operating

actors, 62 licenses have been renewed, zero have been denied. the power plant is prepared for the next big one. >> we have sensitive censors around the plant, and if the censors felt that there was enough ground shaking motion, then the plant would shut down in seconds. >> reporter: pg&e says it works with the usgs and that is why the new fault line was discovered in the first place. ktvu channel 2 news. even with the crisis taking center stage the people of japan are still trying to grasp the magnitude of the earthquake and tsunami. hundreds of national and international rescue teams continue to look for the more than 8,000 people who are still missing and tonight their efforts are hampered by freezing temperatures and snow. the official death toll now

stands at more than 4300. japan's emperor gave a speech today telling people not to lose hope. this is the first time an emperor addressed his people on television. airport officials say any seats are in high demand out of japan. lauren is one of the people who made it back safely and our cameras were rolling today. >> good to see she is home. we are sad is about what is going on in japan. >> on the departure side, all flights to japan are half or 3/4 full at best. japan airlines said it is also getting a lot of requests for refunds. ktvu's jana katsuyama just arrived from japan. she filed this report.

>> reporter: here earn tokyo it's a regular work day but many people's thoughts are on the situation in sendai and also fukushima where the nuclear power crisis is continuing. the headlines today, radiation fears grow. and there has been a cold front descended on the country. bringing snow to the area making it more difficult for the people. today we found some people whose hearts and minds were very much with the people in the effected areas. the voice mails are evident of his steroid use. prosecutors want to play 11 of them. there are new concerns about the safety of pg&e's natural gas pipelines in the wake of revelations about missing records. pg&e said it cannot find safety records for 8% of its high pressure pipelines. the pipelines include those that run near public schools in san francisco. a cemetery and a recreation center in san francisco. the utility is being forced to turnover their records following the explosion in san bruno. police are hoping the release of video will lead to a capture. a fire at the bar in the mission district. the tape shows bar patrons

ducking and running for cover. the shooters are still at large. >> police are turning to video as they search for a man who shot someone in the head outside of mcdonald's during day light. police say people inside the restaurant on south bascom avenue saw two men talking outside, when one pulled out a gun, fired and ran. del mar high school was put on lock down as police searched the neighborhood. >> i was like confused and asking my teacher so many questions, what is going on. >> south bascom avenue just reopened within the last hour. the victim is currently on life support but they are treating the case like a homicide. attacked in her own home and left for dead. a woman shares her ordeal with ktvu's paul chambers.

>> reporter: the victim, she had to get eight sits after she was cut. she is doing better now. we just finished wrapping up a interview with her. the man who cut her throat knew her and the two had contact before but only brief. >> the victim has seen the suspect in the neighborhood before. she had yard sales and the suspect has come over there. there was some dispute. >> reporter: police say that dispute had nothing to do with the victim but her roommate. here is a sketch of the man. around 9:00 a.m. on february 5 the man came to her house asking for money. the man pushed his way into her home. >> so i said today i will die. i am no more me. no more me. >> reporter: these are pictures of her days after the incident.

the man first tried to suffocate her, she passed out but when she awoke he hit her, causing her to bleed. he then began choking her. once again causing her to pass out. >> i feel -- i think he kill me, die. >> while she is unconscious he slits her throat and leaves her to die. the victim was able to get out of the house. >> reporter: lease exhausted their search and that's why they need help from the public. look at this sketch. he is wanted for attempted murder. 5'8", 220 pounds and african american. police say the man is very dependent on his mother. if you know anything about this case or have seen the man call

the poor have been targeted. >> demonstrators came out to show their support for a new bill announced today. the legislation is designed to help people stay in their homes and provide monetary relief for communities rocketed by foreclosier. the state legislator is considering a law that requires online retailers to collect a california's sales tax. overstock will stop doing business with california if it passes. the company says it terminated relationships in every state where this legislation passed. last month amazon made the same threat. starbucks are in talks to aquer pete's coffee. starbucks is seeking to buy pete's within the next 18 months. they have 192 stores and a

loyal falling. >> i hope it's untrue. starbucks is a big corporation. doesn't have the personal touch. >> he was reported to be the inspiration for starbucks starbucks. the voting is underway right now on jerry brown's budget and parts of the plan have failed. ktvu's ken pritchett is live now with what could be a long process here. ken? >> reporter: a bill that would have eliminated redevelopment agencies failed but they will take another crack at it. they are voting on a series of bills, 20 bills. so they will not finish tonight. they have already voted on one bill to cut social services. but a road block lies ahead. a vote that would put texenths tensions before voters in june.

>> we are bankrupt. so this is not going to fix it. you will be back here again in 6 months. it was the first to take up the governor's budget. the senate followed suit after. democrats say they will pass $12 million in cuts. republicans call this exercise. simply a drill. it would take 4 republicans to vote for a key component of the budget. that is the special election. >> most specifically to get the governor's proposal to let the voters vote in june. let the voters decide. right now the republican position is no. silence the voters. >> reporter: today's vote went ahead even after talks between the governor and republicans broke down. republicans seeking pension reform and other issues without

a special election. if they can't get it passed or if voters reject extending tashes, lawmakers will be back here to cut an additional $12 billion, which some democrats said was unthinkable. they are voting right now and they may hold off on the tougher issues and conclude tomorrow. lun lawmaker -- one lawmaker said this could take days. ken pritchett, ktvu channel 2 news. no rate hike for now for those who have blue shield as your insurer. it is with drawing its plan to increase rates set for may 1. the three increases would have raised rates by 30%. though increases for some would have been higher. california is seeing a

japan, small heart warming scenes are grabbing the attention of people all arn the world. this dog is one of those attention grabbing stories. shows the dog standing guard over an injured dog. the television station that shot the video is now getting flooded with calls wanting to adopt both dogs. just seems like the giants are starting where they left off last season. >> yeah, it does. the giants continue to look like a team ready to pick up where it left off on november 1. tim lincecum against the white socks. he looks close to opening day ready. striking out 7. allowed one run. inate sheer holds had 3 hits. one of these hits, he has opposite field power.
